we’re ‘grinched’ Macedon Ranges council has come under fire over the lack of Christmas decorations in the municipality.
In 2010, the council distributed $28,000 to business associations for street decorations, but no money has been given since.
Cr Russell Mowatt said some organisations that received the funding in 2010 were now defunct. “It’s disappointing that there is no trail of the money given then,” he said.
“The community is saying there’s a need for more Christmas decorations. We need to be able to manage this expectation within the budget.”
Cr Sally Piper said it was the second year in a row residents had complained about the lack of decorations.
“People want to tinsel-bomb Gisborne,” she said. “Yes, there are a few flags and a bit of tinsel on a few poles, but people are asking, where is the Christmas spirit?”
Neighbouring Melton council spent $15,000 this year on decorations.
Ian Boyd, of Gisborne Region Events Activities and Tourism, said that if people wanted to see more decorations in the town, they could “come to us and talk about it”.
Woodend Business and Tourism Association president Karen Shaw said that since her group’s reformation two years ago there had been no offering of money.
The organisation received $500 from Woodend Rotary this year for new coloured flags, which were on display only as part of the Woodend Christmas Festival.
Council planning and environment director Sophie Segafredo said the council considered allocating funding to Christmas decorations in its budget, but due to competing priorities the proposal was not supported.
Gisborne resident Sarah Pollock said the lack of Christmas decorations across the shire was a huge disappointment.
“It’s Christmas time and it is disheartening to see no decorations around town,” she said. \

friends group welcomes new stage in life of theatreKyneton
The doors to Kyneton’s historic Bluestone Theatre will be unlocked again after the theatre’s forced closure more than a year ago.
In Kyneton yesterday, Northern Victoria upper house MP Amanda Millar, representing Deputy Premier Peter Ryan, announced that $290,000 from the Regional Growth Fund will go towards the cost of a $400,000 restoration project for the theatre.
The historic building has been closed since July last year after an inspection found it didn’t meet safety requirements.

The heritage-listed building, built in 1860, is used by the Kyneton Theatre Company, which stages four shows a year. It’s a popular venue for local youth theatre and one-act plays during the town’s Daffodil and Arts Festival.
Kyneton actor Maggie Millar said the funding announcement was fantastic.
“We’re thrilled. We think it’s the right decision. The theatre is a gem and the
wine, arts and heritage. The development of the theatre will build Kyneton’s art culture, be an integral part of visitor experience and enhance the level of events hosted.
“By enhancing the appeal to tourists, there will be further spending in local hotels, restaurants and other businesses in Kyneton.”
Mrs Amanda Millar said she was pleased to be associated with a project that benefited the local community and economy. “In Macedon Ranges shire, [the Regional Growth Fund] has invested $2.46 million to 18 projects worth $3.5 million.” \

Sam Ramsay wants to play for Melbourne Football Club in the AFL.
At 12, the budding Gisborne sports star is showing promise in football and cricket, and has gained entry to the Maribyrnong Sports Academy at Maribyrnong College.
He was selected in both sports for a place, starting next year.
Sam (pictured) will travel from Gisborne to attend the academy, an elite environment for talented, rising stars, where he will receive specialist coaching before and after school.
His mum, Nina, says her son has always loved sports and started playing football when he was seven.
“He’s a really good runner and has competed in Little Athletics at state level for the past four years,” she said. “He’s a really sporty kid, a natural athlete.”
Sam’s list of sports achievements for the year includes making the top-40 selection camp for AFL School Sport Victoria (SSV) from a field of more than 3000 students.
He was the Riddell District Football League
under-12, division 1 ‘best and fairest’ and Gisborne Rookies under-12A ‘best and fairest’ and premiership player.
He made the SSV cricket 12-year-old boys’ state team and the Central Highlands cricket squad.
In athletics, he progressed to the state championships in October, competing in the 200 metres, 80-metre hurdles and relay.
But it’s the team sports that Sam enjoys the most.
“It’s the mateship,” Mrs Ramsay said.
“That’s why he didn’t follow through with athletics because it’s a lonely sport; you compete on your own.
Sam will travel from Gisborne to Maribyrnong every day to attend his new school. \ AV

The axe should fall sooner rather than later to separate Sunbury from Hume, Cr Jack Ogilvie told his Hume council colleagues last week.
Counter to Local Government Minister Jeanette Powell’s direction that a panel would be appointed in the new year to oversee the secession of Sunbury from the rest of Hume, Cr Ogilvie urged his colleagues to ask for the deed to be done “as quickly as possible”.
Cr Ogilvie disagreed with parts of a motion before councillors asking Mrs Powell to confirm that boundaries of the new Sunbury shire would accord with the Deep Creek boundary that was put to voters in October.
He said he wanted the old Bulla shire boundaries to Oaklands Road to be included with Sunbury, along with Melbourne airport and Tullamarine, while Diggers Rest residents could also be drawn, electorally, from the Melton council area into Sunbury.
Cr Ann Potter called on the minister to “open up the lines of communication”.
“Here [at Hume] we have a very fine organisation, all intact, that at the moment looks like it is going to be torn apart,” Cr Potter said, adding that the council had not been officially notified of the minister’s decision to appoint a panel and
task, Mrs Powell said a key focus of the panel’s work would be ensuring the new municipality was financially viable and capable of best representing the interests of the community.
The panel will undertake extensive community consultation and consider growth projections, communities of interest, distribution of council assets and potential boundaries in making its recommendation to the government, the minister said.
Hume councillors will write to the minister seeking further meetings and ongoing discussions. \

landcare slams ‘slap’ for land clearingMacedon
Environmentalists are unhappy that millionaire thoroughbred owner Lloyd Williams of Macedon Lodge had just a “slap on the wrist” for illegal vegetation clearing on his property in October.
Woodend Landcare says the $10,000 fine by Macedon Ranges council for unauthorised clearing works was “disappointing”.
The Mount Macedon horse-training complex was the subject of an investigation by the council after residents raised an alarm on October 3 that bulldozers were being used to clear trees.
The land is in a water catchment area and rural conservation zone, meaning vegetation on the property is protected by “environmental significance and vegetation protection” overlays. In these zones, a permit is needed to remove any vegetation.
The $10,000 fine will be used for environ- mental improvements to Barringo Reserve in Macedon, to offset the loss of native vegetation caused by the illegal clearing.
Landcare president Kate Daniel supported the use of the money for the upkeep of Barringo Reserve.
“We’re still really concerned about the family’s cavalier approach to flora and fauna
on their own land, given their pattern of past behaviour. We would still urge much tougher fines for repeated breaches.
“Landcare supports council’s decision to develop a landscape management plan sensitive to the site and hopes it offers some real protection for the environment and Macedon Lodge.”
Mr Williams claimed that works were required for cleaning up storm damage, but
a council investigation found some works required a planning permit.
Council’s planning and environment director, Sophie Segafredo, said the council required Mr Williams to make a $10,000 contribution to environmental management of the nearby Barringo Reserve and the long-term protection of the area’s native vegetation. \

Police will be issuing on-the-spot fines of up to $722 in a three-month blitz on off-road motorcyclists. Thirty riders were stopped and questioned by Macedon Ranges police officers last week in a joint operation with the Department of Environment and Primary Industries in the Cobaw and Wombat state forests.
“Of the 30 riders we spoke to, none were offending, which is a good result,” the highway patrol’s Acting Sergeant Peter Wall said.
“We’ll be targeting off-road motorcyclists as an ongoing operation until March.
“We’ll have members targeting people coming to and from the forests and having a chat about safety, including safe riding and equipment, registrations and licences.
“We’ll also have members in the forests on motorcycles and 4WDs.”
He said fines for unregistered motorcycles or unlicensed riders could be up to $722 for each offence. \ av

Fire chiefs are warning Sunbury and Macedon Ranges residents to ensure their properties are fire-ready and to brace for the fire season before it’s too late.
The official fire danger period for the Macedon Ranges and Sunbury is from 1am on December 23.
CFA Hume group officer Gerry Hauke said residents needed to prepare for a high fire danger period during summer.
Macedon Ranges council has issued about 600 fire-prevention notices to residents whose properties pose serious fire risks to their neighbourhood.
Council community safety manager Anne-Louise Lindner said residents who received a notice needed to take note of the action required to reduce fire risks.
She asked the residents to contact the council if they had concerns about their ability to complete the work before the due date: December 23.
Burning-off restrictions are in place in the Macedon Ranges. Residents should ensure burn-offs are completely extinguished and unable to reignite.
“It is possible for a burn-off to reignite after a period of time, sometimes as much
as a week or two later,” Ms Lindner said. She warned residents not to be misled by green grass and wet weather.
“Even though the grass is still green in some areas in the shire, the undergrowth and bush is actually quite dry,” she said.
“Just look at what happened in Mount Macedon recently, where warm weather and northerly winds saw a fire move quickly before it was brought under control. It’s
everyone’s responsibility to prevent a bush or grass fire from starting on their land.”
About 60 people attended an emergency services safety forum last Tuesday in Woodend that included experts from the CFA, SES, police, Macedon Ranges council and wildlife groups.. \

Kyneton District Soccer Club will charge into its pre-season next year with a new pavilion.
Work started on a $625,000 pavilion for Barkly Square Recreation Reserve in October. With two sets of two change rooms, and first-aid and referees’ rooms, the pavilion will cater for games on both the ground’s soccer fields.
Macedon Ranges council’s assets and operations director, Dale Thornton, said the buildings were almost at lock-up stage. Windows and plaster works were almost complete and the installation of roller doors, plumbing, electrical and mechanical services was to come.
Paving around the buildings is also to be done.Club president Ron Cole hopes work on the
buildings will be completed by February, to kick off the start of its season.
“They’ve done some pretty solid work on the buildings so far. We hope they will be open and in use just in time for next year’s pre-season training.”
It has been a long road for the soccer club, which has been campaigning to update the amenities for about 30 years.
The plan faced opposition by Friends of Barkly Square, who wanted the pavilion to be built near the existing sports building at the recreation reserve, instead of on the corner of Beauchamp
and Wedge streets. They claimed the location would affect the visual amenity.
The project is funded by $500,000 from the council with $100,000 from the state government and $25,000 from the soccer club. \

Retired Australian cricketer and Romsey resident Dean Jones has hit the road to raise awareness of multiple sclerosis as part of a challenging ‘MS Ashes Trek’.
Jones and former Test captain Allan Border broke their trek to Sydney to host a cricket clinic for youngsters in Sunbury on Tuesday and a fund-raising dinner at Rupertswood Mansion.
About 200 children at the clinic relished batting tips from the former teammates ‘Deano’ and Border.
“I show them my baggy green cap and they have an opportunity to meet an icon of the game, Allan Border,’’ Jones said.
He hoped the clinics would inspire children to take up the game.
“I’ve had my dream of playing for your country come true, and it was awesome,” Jones said. “We hope some kids might follow their dreams, too. It might not be playing cricket for Australia, but whatever it is, follow your goals.’’
Jones says he has friends with MS, and he acts as an ambassador for the cause. About 23,000 Australians are affected by multiple sclerosis and three out of four are women.
The MS Ashes Trek, which coincides
with the England vs Australia series, started at the MCG on November 28 and will finish tomorrow at the SCG. \

no word from council a ‘yes’ for racecourse road rezoning scheme

While traffic and overdevelopment concerns dominated objections to Hume council’s sale of a 50-hectare land lot at Racecourse Road, a boost to Sunbury’s stand-alone rate base may have made approval of the controversial subdivision plan more palatable to objectors. Not a word was heard from Hume councillors when an independent planning panel report came before them last Monday night, giving the green light for the Australand Holdings-backed 390-lot residential development and retail centre at the site. Almost 460 submissions were received when the council first advertised its intention to rezone the site from farming use. Plans presented by Australand foresaw a mixture of semi-rural, suburban and urban house lots; more than 15 hectares of wetlands, parks and reserves; a small-scale retail centre; and extension of the Sunbury bike path project.
Many locals voiced strong objections to the proposal, calling on Planning Minister Matthew Guy to stop the rezoning. They also lobbied former state upper house MP
Donna Petrovich and Local Government Minister Jeanette Powell to prevent the council selling off what they claimed were Sunbury assets. But in May, Mr Guy gave the council the go-ahead to start the planning scheme amendment process to rezone the land, and objectors were invited to state their cases before a planning panel at hearings in August and early September.
The council received the panel’s report on October 9. Some minor
changes to planning controls were recommended, while the amendment per se was given the green light. The panel found that the land had been earmarked for
residential development for many years and there was ‘‘strong strategic
and policy support for its development”.“The panel is of the view that the design
intent of the development plan overlay will assist in providing a co‐ordinated planning outcome for the site,” the report states.
At last week’s meeting, the panel’s approval of the Racecourse Road development slipped into history in a block vote on planning issues that gave rise to no discussion at all in the chamber. \ HG

Park’s ‘protected’: councilGisborne
Macedon Ranges council says a management plan for UL Daly Reserve in Gisborne will provide “ongoing protection” of the reserve regardless of whether it decides to build an early-years hub on the land.
The first round of consultation for an environmental management plan for the reserve is complete and feedback is being sought from user groups, including Friends of Daly Nature Reserve.
That group remains “vehemently opposed” to any structural development on the reserve.
“Friends of Daly Nature Reserve was formed on the back of a huge groundswell of opposition to inappropriate development of this environmentally precious pocket,” group president Helen Radnedge said.
“The only acceptable master plan for UL Daly Reserve will encapsulate the promised and approved Trust for Nature
Conservation Covenant and a realisation by the council that the vast majority of its employers, being the residents and ratepayers of the shire, don’t want our precious landscapes destroyed by short-term greed.”
The council has hired environmental consultants Biosis to identify an area
within the reserve as a possible location for an early-years hub.
Council planning and environment director Sophie Segafredo said protection of the natural features of the reserve was
important to all groups consulted in the first phase.
“Whether for conservation or recreational reasons, all users of the reserve have said that natural and landscape features need to be protected and enhanced.
“This feedback supports our objectives for the environmental management plan, which are to protect and enhance this special area for current and future generations.” \

Any expectant mother is sure to have many thoughts running
through her mind about what needs to be organised for her bundle of joy, including designing a nursery.While this can cost a fortune for parents who want to have all the gadgets and gizmos for their baby, there are less expensive ways of decorating. Melbourne mother of 15-month-old Joshua, Kaeli Smeaton, has these tips:“We did everything ourselves. Our neighbour is a painter so we got paint off him and he and others helped us paint the nursery,’’ she says. “We got given navy curtains and bought a Cars border off eBay for $6 a metre.“We left the ceiling of the nursery white and put the Cars border on the top half of the wall with the bottom half painted bright blue.”Smeaton says they used white furniture, including a big bookshelf containing blue, green, red and purple boxes.Colours play a big part in any nursery and not necessarily in relation to the baby’s sex but how it can affect a child’s mood.
According to Dr Max Luscher, a Swiss pioneer in colour psychology, red, blue, green and yellow are the four pillars of human psychology.He says blue represents contentment, belonging, attachment and connection to another person, while green is about inner strength, independence and self-esteem.Cooler colours are said to have a calming effect on the body, ideal for keeping babies relaxed, but they can also be seen as not particularly inviting and can leave people feeling cold.Warmer colours can also have positive and negative effects.Dr Luscher says red represents passion and thrill while yellow signifies change and growth.Generally, warmer colours are said to elicit happiness and create intimacy but bold warm shades may not be ideal at bedtime for an energetic toddler.Instead of painting a little one’s room all one warm or cool shade, try painting a feature wall and adding multi-coloured accessories to provide a more balanced atmosphere.

It’s a good idea for owners of real estate to plan essential maintenance, particularly where safety issues
are involved. Here are a few hints:-
Fire authorities recommend testing smoke alarms once a month by pressing the test button - the alarm
should produce a beeping sound. Where necessary replace the 9V alkaline batteries, and replace all the
smoke alarms every 7 or 8 years.
Hot water tanks are fitted with a temperature and pressure (T&P) relief valve, which stops excess heat
and pressure building up. It leaks out water when the temperature or pressure in the tank is too high.
There is a lever on the valve that allows it to flush – lift the lever a couple of times to clear any obstacles.
If little or no water escapes or if it leaks after you close it, call a plumber. The valve probably needs
replacing.
Range-hood and air-conditioning filters get dirty and clogged, so they don’t function efficiently. Remove
and clean filters according to the manufacturer’s instructions.
A termite, or white ant, infestation is definitely something you want to detect early. You have your eyes
and ears, but licensed pest inspectors have all kinds of detection instruments at their disposal. You

Television manufacturers have tricks to make their products stand out in electronics shops, and unfortunately for
buyers, these tricks can become traps when the telly gets home.
Because they don’t know if a television will be on display or not, manufacturers often set the defaults on all their televisions to what works best in the showroom. These are seldom what works best at home.
For example, the screen mode will likely be on its brightest setting, to cope with shop lighting. Under the eight-to-10-times-softer lighting at your place, the colours can appear extreme, like an old Technicolor movie, and may get tiring.
Go into the menu, find picture settings (usually words such as vivid or dynamic, home or normal, theatre or cinema, sport or action and so on) and try out each. Home is probably what you want, theatre will assume a darkened room, sport is likely for day-time viewing. The owner’s manual is helpful here.
If you’re into it you can change the picture settings as you change programs. Movie mode is great for night-time drama, sport definitely works best for live broadcasts of the footy. Otherwise stick with the setting that works best most of the time.
Now go into the screen aspect. It’s entirely possible it will be set on zoom, which makes the picture on the screen look bigger than that on an identically sized screen beside it. It does
this by cutting off the edges and expanding the middle, and in so doing reducing definition. Your full high-definition screen is thus not displaying full high definition.
It’s estimated that 30 per cent of American televisions are in this mode because it has never occurred to their owners to change it. So the full high definition they paid for has never been delivered. Probably the most usable setting here is “full”.
If you have cables of more than a metre, upgrading them can make a visible difference to picture quality. The cables supplied with audio and video equipment are invariably cheap and frequently nasty, but at a metre or less it doesn’t make a lot of difference. Longer, and it certainly can.
Some LCD screens have a problem with smoothing motion, and some real-life images can appear almost animated and definitely wrong. If your television has a motion control turn it down to smooth, or turn it off.
The enthusiastic can play around with brightness, contrast and colour temperature, a hit-and-miss process that often yields results.
And for the utterly committed, specialist suppliers often stock calibration discs that help you find the best result for your place. You’ll also find websites such as tweaktv.com helpful and, if you’re at all geeky, kind of fascinating. \

Bacchus Marsh is celebrating back-to-back Gisborne and District Cricket Association Twenty20 premier division titles after a comprehensive 57-run win against Sunbury at Clarke Oval last Tuesday night.
It was even more one-sided down the road at Eric Boardman Memorial Reserve as Ashfield captured the district division title with a nine-wicket win against Rupertswood.
Bacchus Marsh made 5-135 against Sunbury and faced few scares defending the total as the home team was out for just 87 in reply.
The victory gives Bacchus Marsh a record third Twenty20 title as well as being the first team to go back-to-back.
The Bulls made a conservative start, 1-22 off the first five overs before Ian Spiteri (43) and Tom McColl (34) sparked an acceleration with 10 runs off the sixth over.
When Spiteri went at 2-69 the Bulls were going at better than a run a ball, but McColl missed out on the chance at a 50 as he was stumped in the 16th over running down the wicket at Brad Hunter (2-20).
Dylan Wright wowed the crowd with the shot of the game, responding to three straight yorkers from Jason McGann by pulling out the ramp shot for four in the final over.
Sunbury made a shaky start to its chase
when Michael Treweek was caught at mid-wicket in the first over, then Patrick Tyler was run out in the decisive moment of the match in the second.
Having hit a full toss to long off, Tyler waited too long before committing to a second run, beaten to the keeper’s end by a
throw from the deep by McColl.Bacchus Marsh took great heart
from the dismissal, and the impressive fielding performance continued as Brad Croxford held a catch on the deep mid-wicket boundary to dismiss Jacob Brewer.
Opener Stephen Treweek played a lone hand as partners came and went,
with Heath Boffey bowled leg stump walking across the crease by Rhys Watson.
McGann then came and went for just two as Watson held a sharp chance at mid wicket off Spiteri’s bowling.
Another catch in the deep left Sunbury 6-47 at half way, with Treweek’s resistance finally ending for 27 in the 12th over as he was caught at mid-on.
A leg-side stumping ended the match in the 17th over, with Spiteri (4-31), Croxford (3-13) and Watson (2-13) the multiple wicket-takers for Bacchus Marsh.
At Boardman reserve, Rupertswood’s Jay King (20) and Haydn Ross (12) were the only batsmen to make double figures as Rupo was knocked over for 68 in the 18th over.

to victory thereafter, with Ryan Pretty (27no) and Matthew Bulluss (34) getting the chase to 1-72 by the 14th over.
Pretty (3-12) was best of the Ashfield
bowlers while King (2-17), Bulluss (2-13) and Branden Paul (2-9) all took multiple wickets. \
