Offshore Wind Farm Project, Hornsea Zone SMart Wind – An Introduction  On 22 December 2009, the SMart Wind consortium (a 50/50 joint venture between Mainstream Renewable Power Limited and Siemens Project Ventures GmbH) signed an exclusive zone development agreement with The Crown Estate to develop the Hornsea Offshore Wind Farm Zone. This Statement of Community Consultation provides details of the first offshore wind farm Project within the Hornsea Zone including associated cable route and onshore infrastructure, referred to as ‘Project One’, and explains how we will consult with the local community. Figure 1: Hornsea Zone and Study Area for Project One The Hornsea Zone lies between 31 km and 190 km off the Yorkshire coast, giv ing a total Zone area of 4,735 km². Water depths across the Zone are predominantly between 30 and 40 m, with maximum depths to 70 m. The Zone is 31km to the east of the River Humber, 200 km south of Newcastle and 75 km north of The Wash. Project One will comprise two wind farm ‘blocks’, each of approximately 600 Megawatts (MW) capacity, plus all associated infrastructure to the onshore grid connection at National Grid’s Killingholme Substation in North Lincolnshire. The Project The offshore works for Project One will include two wind farm blocks providing up to 1.2 Gigawatts (GW) generation capacity, offshore substation s, and electricity cable connection to shore. Associated with the offshore development will be onshore works, including a landfall site for the cables with jointing pit, a buried cable route from the coast to a converter station, and a short cable connection between the converter station and Killingholme Substation. Depending on the choice of individual turbine model to be used (range of 3.6MW to 8MW being considered) there will be between 124 and 332 offshore wind turbines for Project One. The turbines will have a maximum rotor diameter of 150 m, maximum hub height of 120 m, and maximum rotor tip heig ht of 200 m. The nearest turbine will be 103 km from the East Riding of Yorkshire coast. The Planning Process Project One will have a capacity of more than 100MW and is therefore considered to be a Nationally Significant Infrastructure Project (NSIP). An NSIP requires development consent under the Planning Act 2008, and we will submit our application to build and operate Project One to the Infrastructure Planning Commission (IPC) or the successor to the IPC, the Major Infrastructure Planning Unit (MIPU) under proposals in the Government’s Decentralisation and Localism Bill. The IPC/MIPU will examine our application and make a recommendation to the Secretary of State, who will make the decision. Decisions on applications for development consent for NSIPs will be made in accordance with the National Policy Statements (NPSs) for energy, which set out the need for new energy infrastructure and the issues to be considered in the determination of applications. The Government published draft NPSs for energy in October 2010 and intends to finalise and formally approve them in spring 2011. In examining our application, the IPC/MIPU will consider a number of issues including the local impact a development will have, and when accepting an application for development consent it must be satisfied that the promoter (in this case SMart Wind) has undertaken effective pre-application consultation. We are required to submit a Consultation Report with our application for developmen t consent. The Consultation Report will include local community feedback, received during the consultation periods, and detail how we have complied with the consultation requirements of the Planning Act, including Community Consultation. The Purpose of Community Consultation The purpose of the consultation outlined in this SoCC is to ensure that the communities local to Project One: Have access to information about Proje ct One Can put forward ideas and unde rstand the process for consideration of these ideas Can play an active role in developing the proposals and can comment on and influence proposals Receive feedback and are informed about progress and outcomes SMart Wind will take all comments from this consultation and consider them when making design decisions, along with comments from consultation with other statutory consultees and interested parties ; ,so being involved can make a difference to the final design of Project One. It is important that you let us know if you have any ideas or comments about any part of Project One during our consultation phases referred to below Environmental Information and Impacts We are carrying out an Environmental Impact Assessment (EIA) for Project One and we will submit an Environmental Statement with our application for development consent. Our preliminary environmental information will be made available online and in hardcopy at the local libraries and Customer Service Centres listed below during our consultation phases. At this stage more detail on the potential environmental effects of Project One can be found in the Project One Scoping Report (issued to the IPC on 16th November 2010). This will be available in hardcopy at the local libraries and Customer Service Centres from 7 March 2011. The Scoping Report can also be downloaded from the IPC website (http://infrastructure.independent.gov.uk/) or the SMart Wind website (www.smartwin d.co.uk). How we will consult and the Consultation Programme

The consultation with local communities, businesses, and

rganisations will be managed in three phases.

Phase 1

Phase 1 will consist of consultation on the overall project and

he broad onshore cable route study area with the intention that

eedback will help to define preferred cable route options north and

outh of the Humber.

Phase 1 will consist of a number of Consultation Events which will

e open to the members of the public and will include information

oards and presentations by the development team outlining the

ptions currently being considered for the onshore cable route.

Staff from SMart Wind, and other key suppliers and organisations,

will be in attendance to answer questions and provide information,

nd a selection of project information booklets, the Scoping Report

nd questionnaires will be available.

The venues and dates listed below for the Phase 1 Consultation

vents have been published in the local press, specifically the

Hull Daily Mail, East Hull and Holderness Advertiser, Holderness

Gazette, Scunthorpe Telegraph, Grimsby Telegraph and Fishing

News. Where possible, information will also be broadcast on local

adio stations such as BBC Radio Humberside, Viking FM, KCFM,

Yorkshire Coast Radio and Lincs FM.

MPORTANT: Publication of this Statement of Community

Consultation commences the Phase 1 period of consultation for

Project One, Hornsea Offshore Wind Farm Zone. Responses to

his Phase 1 consultation must reach SMart Wind by 30 April

2011.

Phase 2

ollowing analysis of the feedback from Phase 1, a preferred

nshore cable route will be selected which will trigger a targetedPhase 2 consultation with those near the chosen cable route

orridor and other associated onshore development. This Phase

will consist of questionnaires and information leaflets distributed by

ost to the following parties:

Local residents, businesses, community groups and

organisations with postcodes within 400m of the preferred cable

route corridor, landing point and within 1.5km of the proposed

converter station boundary

Landowners likely to be affected by the preferred cable route

corridor

Members of British and European Parliaments with local

constituencies wholly or partly within the consultation boundary

District and county councillors with wards/divisions wholly or

partly within the consultation boundary

A smaller number of Phase 2 Consultation Events will be held at

hose venues used in Phase 1 in closest proximity to the preferred

nshore cable route corridor and other associated onshore

evelopment. Venues along the onshore cable route options not

eing progressed, will not be used. Confirmation of the venues and

ates for the Phase 2 Consultation Events will be published in the

ocal press as listed above.

Not everyone will have the ability or opportunity to attend the Phase

or 2 Consultation Events. However, throughout the Phase 1 and

Phase 2 consultation periods stakeholders can send SMart Wind

omments or questions through either: the SMart Wind website,

mail, or the post as set out in the contacting us section. SMart

Wind will be monitoring these communications, and where contact

etails are provided, we will provide a direct response.

Phase 3

Phase 3 will be the final consultation on the whole of Project One

prior to finalising and submitting our application for development

consent. Our Draft Environmental Statement will be made available

at that time. Phase 3 will consist of a number of ConsultationEvents along the chosen onshore cable route and other associated

onshore development.

Confirmation of the venues and dates for Phase 3 Consultation

Events will be publicised when known but we anticipate that this will

be early 2012.

An Explanatory Note which details how the Consultation

Programme and the geographical extent of our consultation was

defined is also available on the SMart Wind website.

Other Project Consultation

During the consultation period for Project One there will likely be

a number of other projects which will be actively consulting local

communities. At the time of publication there are five other NSIPs,

in the pre-application stage, registered on the IPC website near the

Project One study area, they are:

• Network Rail - Shaftholme Railway Chord (North Doncaster)

• C.Gen - North Killinghome New Power Station

• Able UK Ltd – Able Marine Energy Park 

• Forewind - Dogger Bank Offshore Wind Farm

• Highways Agency - A160 Highway Improvements – Immingham

Where possible SMart Wind will try to avoid scheduling

dates, as the other promoters.
