For urbanization, the core is people, the key is to improve urbanization quality, and the purpose is to benefit

people. We should take intensive, energy-saving, and ecological roads, and try to improve internal bearing

capacity rather than merely build cities. Industrial development should be integrated with urban construction.

To promote urbanization, we should keep to the path of carrying out industrialization in a new way and advancinginformatization, urbanization and agricultural modernization. We should focus on green development, promote

energy conservation, deepen reforms, strengthen social construction, and improve basic public services.

Systems of Smart Cities

The European Union (EU) launched the Smart Cities and Communities

Initiative in 2011

The EU launched the Smart Cities and Communities European Innovation

Partnership (SCC-EIP) on July 10th , 2012. With the SCC-EIP action, the EU

will boost the strategic partnership between industries, and promote smart

city systems and infrastructure development in Europeans cities.

 After the smart planet concept was proposed by the IBM in 2008 , U.S.

President Obama spoke highly of the IBM idea of Smart Planet in

 January 2009. At the round-table conference of the U.S. Business andIndustry Council, President Obama deemed that Smart Planet was

equally important as the Information Superhighway proposed by former

President Clinton, and considered Smart Planet as a national strategy

and an important part of the U.S. global strategies.

announced cooperation with

IBM to build the first Smart City

in the U.S.A. Dubuque, armed

by a series of IBM technologies,

will become completely digital.

Singapore launched the iN2015

plan in 2006. The Internet 

Traffic Monitoring System

(ITMS) makes possible the

close, dynamic, and stable

information transfer and

processing among roads, users,

and the traffic monitoring

system. The system also

provides real-time and

adequate traffic information

for travelers and other road

users for them to make

appropriate and timely

 judgments on traffic routes,

modes, and time.

Overseas Smart Cities

Japan launched the i-Japan

Strategy 2015 in July 2009. Theproject is now focusing on

electronic governance, medical

healthcare information services,

education and talent cultivation.

In the Expo 2010 Shanghai China,

the Japan Pavilion, with the main

message of "Connect for a

Harmonious Future”, displayed

the Smart Life scenes in the next

20 to 30 years by using the latest

information technologies. 

The Incheon city announced

cooperation in 2009 to build a

green and seamless ecological

smart city based on

information technologies and

networks. Through an

integrated public

communication platform and

ubiquitous network access,

consumers can implementremote education, medical

care and tax transactions, and

control energy consumption in

rooms in a smart way.

Urban management

A smart city is to provide better management and

planning of urban infrastructure (such as road, bridges,

and parks), make more efficient use of limited urban

resources (such as land, mineral reserves, and talents),

and improve urban management to the cross-regional

and multi-industry level by using information

communication technologies. In this way, we can

improve urban livelihood, build a healthier economy

industry structure and a stable and harmonious city,

and promote sustainable urban development.

The I-City solution based on ZTE CoCloud cloud computing platform provides all-around resources sharing capacity

from IT infrastructure to IT service applications and data. This solution ensures high performance and smooth

The TD-LTE private network, which uses the

1.4 GHz frequency, provides 20 Mbps

bandwidth, and involves 1500 base stations,

covers the urban areas and major suburbs of

Beijing. ZTE builds over 95 percent of the

network.

TD-LTE is used for wireless coverage, CPEs are

used for data convergence on equipment in

the Internet of Things, and LTE/EPC networks

are used to access the application services.

The secure and reliable private network is

rapid and smooth at 20 Mbps network

bandwidth, and supports 1080P HD video

services for around-the-clock real-time

surveillance.

This network, which serves multiple government

department, enterprises, and institutions,

improves equipment utilization, and reduces

network construction and O&M expenses.

With around-the-clock real-time surveillance and

flexibility of wireless networks, city administrators

can watch HD monitoring videos on mobile

terminals anytime and anywhere, and perform

telecontrol of monitored locations to improve

urban management efficiency.

This network can also provides the Internet of

Things applications such as medical care, transport,

municipal administration, energy, and public

security.
