PRESENTATION OUTLINE
• In September 2015 GRZ launched the SMART Zambia agenda. Which
led to operationalisation of the E-Government Division in the Office of the
President. (SMART Zambia).
• Mandate “Coordinate, Harmonise and Implement ICT’s in the Public
Service”.
• Goal: “To achieve social and economic transformation by adopting a
paradigm shift from traditional approaches of service delivery”.
• This presentation will highlight how the GRZ SMART Zambia Initiative
has made progress towards coordinating the implementation of SMART
City solutions.

Zambia has started to implement smart city solutions which incorporate
information and communication technologies (ICTs) to enhance the
quality and performance of urban services such as energy, transportation
and utilities in order to reduce resource consumption, wastage and
overall costs.
objective of transition into SMART Cities is to promote cities that
provide core infrastructure and improve the quality of life of its citizens, a
clean and sustainable environment and application of 'Smart' Solutions.
We envision cities that are efficient and use less energy, and have the
ability to collect relevant information for enhanced decision making.

1. Electronic Billing and Revenue Collection:
Currently in the process of implementation of
ERP systems that will enable electronic billing
and revenue collection.
2. Intelligent Mobility Systems: Cameras
have been set up under a PPP to address
Road safety challenges.
3. Electronic Health Monitoring systems: Data
captured at various sites is consolidated for
enhanced and efficient decision making.

Considerations in the implementation of SMART City solutions;
The following lessons have been learnt in the implementation of SMART
City solutions;
a) Separation of roles- i.e. between technical team and business process
owners as well as between collaborating institutions, NB to understand
mandate and legal framework in cases of collaborative implementation.
b) Internal Skill development – plan and maintain the required skills.
c) Use of proprietary software – licensing fees can be costly.
d) Maintenance Plan- imperative to plan for the upgrade of both hardware
and software requirements of the system.
Zambia Context - Lessons Learnt
The SMART Zambia Institute has coordinated various SMART City
initiatives towards the achievement of the SMART Zambia agenda.
These initiatives are aimed at providing a digital platform for secure,
public service delivery to grow the country towards a prosperous and
middle income nation by 2030.
During the implementation of SMART City solutions it is imperative that
attention is paid to Infrastructure, Integration, IoT, Data Mining, and Forecasting & Modelling
