I. Preface
In order to encourage the development of innovative
entrepreneurship and to create an atmosphere of innovative
entrepreneurship of our nation, the government of the Republic of China
has spared no effort to give impetus to a variety of measures and bills to
provide startups with the required services, such as office space, R&D
technology and professional equipment, business management coaching,
capital planning and financial control, entrepreneurial knowledge and
ability development to assist enterprises or institutions (teams) in the
private sector in engaging in startup related activities.
Noting the development of global entrepreneurial settlements, in
addition to the well-known Silicon Valley in the United States, other
startup clusters in Singapore, South Korea and the United Kingdom have
also been formed in succession. In response to the mission-oriented
policy of " Asia Silicon Valley Development Agency (ASVDA) ", and to
further encourage domestic and overseas venture capital investment, the
Small & Medium Enterprise Administration, MOEA has set up an
entrepreneurial settlement on an international scale - the “Linkou Startup
Terrace) toward the target of " Create a global brand of entrepreneurial
settlement; Establish an international channel for innovation incubation",
so as to put together the requisite resources and professional
assistance/guidance for industrial development, market promotion,
venture capital investment and entrepreneurship. As well as focusing on
"international", "innovative" and "clustering" as the very core axes, we
use every means to lure international startups to harmonize with the local
industrial supply chains to spark interests and cooperation between the
high-caliber talents from both Taiwan and the international community.
Through international exchanges, those high-caliber talents will be able to
boost the digital economy and investment environments. Under such
policies, we shall seek international startups with potential and make
Taiwan a key Asian innovation entrepreneurship service provider.
Through the cross-regional teamwork, we connect the benefits of locality,
internationality and the future.
In response to the policy of international startup campus development,

the Startup Terrace Project Office (hereinafter referred to as the Project
Office) is therefore set up in Startup Terrace to handle the establishment
of the Starup Terrace, and to shoulder the holy mission of carrying out the
management & development of Startup Terrace. In order to encompass
the procedure of residency in Linkou Startup Terrace for the private
enterprises or institutions (teams) such as auxiliary or professional
businesses rendering daily life services for new ventures, international
accelerators, entrepreneurial talent training and daily life services, the
“Small & Medium Enterprise Administration, MOEA, Application Guide
for Residency in Startup Terrace (hereinafter referred to as the “Guide”)”
is hereby enacted to incorporate the information related to applications
for residency in Linkou Startup Terrace, so to make known the procedures
and content to the applicants as the basis for the application, and to
announce the implementation of the Guide. In case of a change or
update, please refer to the new contents promulgated by Linkou Startup
Terrace (hereinafter referred to as the “Startup Terrace”) through its
website which shall prevail.

II. Application Guide
i. Target Audience (I) Startup: All such startup teams at home and abroad satisfying
the "Standard for Determining the Constitution of Startup"
promulgated by the Small & Medium Enterprise
Administration, MOEA, in possession of the Product
prototype, capability of technical development or innovative
business concepts.
1. Qualifications
An applicant having been duly incorporated at home and
abroad in the form as sole proprietorship, partnership, a
company or juristic person, or an applicant who meets at
least any one among those enumerated below:
(1) A firm having resided in other startup base or
incubation institution who is in need for residency
while the current residency contract expires.
(2) A firm having been approved by the Small &
Medium Enterprise Administration, MOEA for the
innovative entrepreneurship subsidy program or
awarded in the startup or creativity competitions.
(3) A firm that conforms to the “Directions for
Registration of International Incubation
Institutions by the MOEA” and is recommended
by the MOEA.
2. Rights & privileges
(1) An applicant who is approved by the Review
Committee and signs the "Startup Terrace
Residency Agreement" is entitled to use the space
of Startup Terrace (The co-working space or
independent offices.
(2) Residency is limited to three years in principal,
and extension may be applied if necessarily. The
duration of the extension shall be based on the
evaluation of the Project Office or the Review

Team.
(3) During the approved duration of residency, an
applicant may apply for accommodations in
Startup Terrace. The accommodation rates shall be
duly fixed by the Project Office based on the
standards/criteria for rents promulgated by the
competent authority.
(4) The Project Office will assist in providing
approved applicants with administrative support
and professional services and will charge as
appropriate in the level of usage.
3. Obligations
(1) Firms applying for residency shall fill in the
residency application form with explanations of
the basic information about the firm, its products
or its service items, its member composition, etc. If
being considered necessary by the Project Office,
the applying firm shall submit the proposal plan or
other required supplementary documents within 10
working days after being notified by Project
Office.
(2) After the signing of the contract, the applicant
should be stationed in the Startup Terrace within
30 days.
(3) An approved applicant shall pay guarantee deposit
at the moment upon execution of the "Startup
Terrace Residency Agreement" as the contract
bond. Such an approved applicant shall be deemed
to have waived the residency privilege if failing to
pay the performance bond within the specified
time limit.
(4) Reports on the performance during the period of
residency shall be submitted to the Project Office
annually for evaluation.

(5) An approved applicant shall faithfully comply with
the applicable laws and the managerial and usage
regulations in Linkou Startup Terrace promulgated
by the Project Office.
(6) An approved applicant shall duly pay fees as
required for the independent office, co-working
space, conference room or equipment & facilities,
as well as relevant rents, water & electricity bills
and management & maintenance fees and other
payable fees, etc.
(7) An approved applicant shall keep the Project
Office informed in writing of its decision to
withdraw 30 days prior to the expiring date of the
residency agreement. An approved applicant who
intends to withdraw the residency before the
expiring date shall, as well, keep the Project Office
informed 30 days prior to the date of intended
withdrawal. After the application for withdrawal is
approved by the Project Office, the withdrawing
applicant shall duly complete all withdrawal
procedures as required.
(II) International Accelerator: The juristic person or institution set
up by the International Accelerator who primarily helps
startup enterprises grow at a rapid pace. The resources so
invested include workspaces, working capitals, professional
instructors, training programs, etc.
1. Qualifications
An applicant in sole proprietorship, partnership, as a
company or juristic person established at home and abroad
according to law, or an applicant meeting at least one
among those qualifications enumerated below:
(1) A firm having resided in other startup base or
incubation institution who is in need for residency
while the current residency contract expires.

(2) A firm having been approved by the government
authorities for subsidy targeting accelerator.
(3) An innovation & incubation institution with the
certificate of registration duly approved and issued by
the Ministry of Economic Affairs (MOEA).
2. Rights & privileges
(1) An applicant who is approved by the Review
Committee and has signed the "Startup Terrace
Residency Agreement" is entitled to use the space of
Startup Terrace (independent office or whole floor
office).
(2) During the approved duration of residency, an
applicant may apply for accommodations in Startup
Terrace. The accommodation rates shall be duly fixed
by the Project Office based on the standards/criteria
for rents promulgated by the competent authority.
(3) The Project Office will provide approved applicants
with administrative support and professional services
and will charge as appropriate in the level of usage.
(4) If it is approved by the review committee, the period
of residency may be extended or the rent may be
reduced or waived within a certain period of time.
3. Obligations
(1) Firms applying for residency should fill in the
residency application form with explanations of the
basic information about the firm, its products or its
service items, its member composition, etc. If being
considered necessary by the Project Office, the
applying firm shall submit the proposal plan or other
required supplementary documents within 10 working
days after being notified by Project Office.

deposit upon execution of the "Startup Terrace
Residency Agreement" as the bond for contract

performance. An applicant is deemed to have waived
the right of residency when failing to pay the
performance bond within the specified time limit.
(3) Reports on the performance during the period of
residency shall be submitted to the Project Office
annually for evaluation.
(4) An approved applicant shall faithfully comply with the
applicable law and the managerial and usage
regulations in Linkou Startup Terrace promulgated by
the Project Office.
(5) An approved applicant shall duly pay fees in due time
as the rents for independent office, co-working space,
conference room or equipment & facilities, as well as
relevant rents, water & electricity bills and
management & maintenance fees and other payable
fees, etc.
(6) An approved applicant shall keep the Project Office
informed in writing of its decision to withdraw 30 days
prior to the expiring date of the residency agreement.
An approved applicant who intends to withdraw the
residency before the expiring date shall, as well, keep
the Project Office informed 30 days prior to the date of
intended withdrawal. After the application for
withdrawal is approved by the Project Office, the
withdrawing applicant shall duly complete all
withdrawal procedures as required.
(III) Cultivation of entrepreneurial talents: legal persons or
institutions of cultivating innovative and entrepreneurial
talents, in which provide modern entrepreneurship knowledge
and professional skills needed.

An applicant having been duly incorporated at home or
abroad in the form as sole proprietorship, partnership, a

company or juristic person, or an applicant who meets at
least any one among those enumerated below:
(1) A firm having resided in other startup base or
incubation institution who is in need for residency

(2) A firm having been approved by the government

(IV) Auxiliary or professional business for daily life service: All
types of businesses primarily render supportive or
professional services to satisfy the daily demands for people
residing within Startup Terrace and its surrounding
neighborhood, such as featured restaurants, smart hotels,
unmanned stores, financial institutions, logistic services,
telecommunications services, health care, legal or accounting
consultation services and the like.
1. Qualifications
An applicant having been duly incorporated at home or
abroad in the form as sole proprietorship, partnership, a
company or juristic person, and possessing innovation
feature as well as meeting at least one of those enumerated
below:
(1) A firm that supports the necessity of life.
(2) A firm that provides professional services.
(3) Other enterprises approved by the Review Committee
to be resided in Startup Terrace.
2. Rights and privileges
(1) An applicant who is approved by the Review
Committee and signs the "Startup Terrace Residency
Agreement" is entitled to use the space of Startup
Terrace (The business space or independent office).
(2) The duration of residency shall be evaluated and
determined by the Review Committee.
(3) During the period of residency, the approved
applicant is entitled to apply for accommodations in
Startup Terrace. The relevant standards/criteria for
the accommodation fees shall be charged based on
the rend standards /criteria for the rents fixed by the
Project Office.
(4) The Project Office will assist in providing approved
applicants with administrative support and
professional services and will charge as appropriate

in the level of usage.
3. Obligations
(1) Firms applying for residency should fill in the
residency application form with explanations of the
basic information about the firm, the form of
residency, the contents of supportive/auxiliary or
professional service, etc. The applying firm shall
submit the proposal plan or other required documents
within 10 working days after being notified by
Project Office. If being considered necessary by the
Project Office, the applying firm shall submit the
proposal plan or other required supplementary
documents within 10 working days after being
notified by Project Office.
(2) An approved applicant shall duly pay the guarantee
deposit upon execution of the "Startup Terrace
Residency Agreement" as the bond for contract
performance. An applicant is deemed to have waived
the right of residency when failing to pay the
performance bond within the specified time limit.
(3) An approved applicant shall faithfully comply with
the applicable law and the managerial and usage
regulations in Linkou Startup Terrace promulgated by
the Project Office.
(4) An approved applicant shall duly pay fees in due time
as the rents for independent office, co-working space,
conference room or equipment & facilities, as well as
relevant rents, water & electricity bills and
management & maintenance fees and other payable
fees, etc.
(5) An approved applicant shall keep the Project Office
informed in writing of its decision to withdraw 30
days prior to the expiring date of the residency
agreement. An approved applicant who intends to

withdraw the residency before the expiring date shall,
as well, keep the Project Office informed 30 days
prior to the date of intended withdrawal. After the
application for withdrawal is approved by the Project
Office, the withdrawing applicant shall duly complete
all withdrawal procedures as required.
(V) Other enterprises approved by the Review Committee:
Business groups which do not fit into the aforementioned
categories but work in accordance with the government
policies or other relevant requirements are still in need of
being encouraged to develop their innovation and
entrepreneurship. After being approved by the Review
Committee, the applicable provisions may be separately
promulgated by the Project Office into enforcement.
ii. Method of application Applications will be accepted at any time. When all residency
spaces are filled up in full, nevertheless, an applicant may be
waitlisted.
The application documents shall be sent by mail or in person to
the Project Office, together with the E-mail attaching the
electronic file to be sent to: [email protected]; Foreign
companies shall apply by submitting the documents via E-mail.
The subject of the E-mail shall be unified as: Residency
Application in Linkou Startup Terrace - ○○○○ Company.
iii. Supporting documents required for application (I) Residency Application Form (Cf. Appendix I annexed hereto)
(II) Declaration (Cf. Appendix II annexed hereto)
(III) A hard copy of company's profit-seeking enterprise registration
certificate or certificate of commercial registration (A startup
company ready to be incorporated is exempted from those
papers)
(IV) Please submit the aforementioned documents in hard copies in
triplicate.

(V) If the applying firm is notified by the Project Office to submit a
supplement of the proposal, please fill out the form in
Appendix IV.

III. Review Mechanism of application for residen-
cy/extension
i. Scheduled time for residency/extension application Applications will be accepted at any time, and the Review Team
and the Review Committee will hold meetings for review in
March, June, September and November of each year. Ad hoc
meetings may also be held if the Project Office deems it
necessary.

iii. Qualifications review (I) Required documents verification:
The Project Office will check whether all the necessary
documents are complete. If there are any omissions, the
Project Office may notify the applicant to submit the
supplement documents before a deadline. The application
will be reviewed only after the documents are complete and
ready.
(II) Qualification verification:
After confirming the applicant's qualifications and
documents, the Project Office will conduct a preliminary
evaluation based on the number of persons residing for
suppliers, reasonable use of space, legality (including but
not limited to land use zoning regulations) and safety.
Applications that pass the preliminary evaluation will be
submitted for review; those who do not pass will return the
application.
iv. The Review Team / The Review Committee A firm that intends to apply for residency shall apply in
accordance with the regulations, and the Project Office will
invite the Review Committee comprising external professional
consultants and experts to conduct the deliberation. The review
focuses on:
(I) To evaluate the applicant's operating capability and
development potential.
(II) To evaluate the applicant's expertise or product life cycle
and its competitive edge in the markets.
(III) To evaluate the applicant's core know-how or the marketing
strategy feasibility of the key products.
(IV) To evaluate the applicant's capability in financial planning.
v. Approval and contract signing (I) An enterprise having been approved by the Review
Committee shall, after being notified by the Project Office,

pay guarantee deposit (in an amount equivalent to two
month rents) upon signing of the "Startup Terrace
Residency Agreement" and shall be deemed as having
voluntarily waived the right of residency if failing to pay up
within the specified time limit and shall be filled up by a
standby applicant. An enterprise which fails to pay the
guarantee deposit within the specified time limit may be
extended once only, after the extension is applied with
explanations of the cause and so approved by the Project
Office. An extension may be up to one month in maximum.
The enterprise who fails to pay the guarantee deposit within
the extended time limit shall lose its qualifications for
residency. If the enterprise withdraws from the residency
early prior to the expiration of the residency period after
residing without any force majeure factor, the Project
Office may not accept its application again within a certain
period of time.
(II) The guarantee deposit, or performance bond, is payable in
cash, by transfer and credit card in an amount equivalent to
two-month rents and shall be returned in full without
interest upon withdrawal.
(III) The Residency Agreement to be signed shall be prepared in
sextuplicate, including two originals and four duplicate
copies. After signing the contract, the Project Office will
return one original and one duplicate copy attached to an
official letter to the residing enterprise.
(IV) Hand-over of keys and access cards, etc. for the residency
space.
(V) The residing enterprise shall be required to pay a relocation
guarantee deposit in the amount of NT$20,000, which shall
be returned without interest after the enterprise completes
the relocation and has not caused damage to the building.
The renting of the shared space shall not be applicable.
(VI) If the enterprise is in need of applying for decoration

(repair) construction, it should pay the guarantee deposit
and cleaning fee to the management center according to the
regulations of National Housing and Urban Regeneration
Center.
IV. Descriptions of residency space
i. Independent office Priced in pings (including public area), including air conditioning
equipment and free wireless network (basic bandwidth). The
pricing standards are as follows:

1. The rental fee, as well as its adjustment, shall be according to
the rent standard announced by the National Housing and
Urban Renewal Center.

3. The management & maintenance fee shall be calculated
based on the number of pings (including public areas), and
the precise number of area/pings shall be subject to the
registration of the actual land ownership certificate.
ii. Co-working space Co-working space rates include the water & electricity bills, air
conditioning equipment, basic office furniture and free wireless
network (basic bandwidth). The rent shall be calculated based on
the number of the seats in use registered upon application. The
rent for each seat may be counted on a daily basis, on a monthly
basis or on an annual basis. The rent rates are listed below:

iii. Whole floor office The whole floor office is priced based on the number of pings
(including public areas). Each floor covers approximately 265
pings, accessible preferably to accelerators and entrepreneurship
development organizations, including the air conditioning
equipment and free wireless network (basic bandwidth). The rent
shall be separately submitted to the Review Committee by project
for evaluation and determination.
Note:

rent standard announced by the National Housing and Urban
Renewal Center.
2. The public areas shall include large public areas and small public
areas, excluding the parking space.
3. The management & maintenance fee shall be calculated based on
the number of pings (including public areas), and the precise
number of area/pings shall be subject to the registration of the
actual land ownership certificate.
iv. Housing space The rent shall be priced based on the number of pings (including
public areas). The accommodation facilities are provided

exclusively to employees and family members of the enterprises
residing in Startup Terrace, which require approval and signing of
the relevant lease contract after application.

Renewal Center.
2. The public areas shall include large public areas and small public
areas, excluding the parking space.
3. The management & maintenance fee shall be calculated based on
the number of pings (including public areas), and the precise
number of area/pings shall be subject to the registration of the
actual land ownership certificate.
V. Application for residency extension
I. Resident firms may apply for extension if necessary. The
period of extension shall be assessed by the Project Office or
the Review Team. If a resident firm meets one of the
following three conditions, it shall submit an application for
extension to the Project Office three months prior to the
expiration of the residency period.
(I) Where the resident firm presents a plan for new business
operation, new products or new service planning.
(II) Where the original schedule is extended.
(III) Where other specific reasons exist.
II. Where required by development, a resident firm may apply for
an extension for one year in each extension in principle, and
may apply for three extensions at the maximum.
III. However, a resident firm with the performance record as
enumerated below approved by the Review Committee is free
from the aforementioned restrictions:
(I) Where the enterprise has the potential to upsize or

globalize its products, markets or business model.
(II) Where the enterprise has received more than one award,
subsidy or patent from the government over the past
three years.
(III) Where the enterprise has recorded a significant growth in
sales revenues, workforce and working capital over the
past three years.
(IV) Where the enterprise, during the period of extension of
residency, has sound interactions with Startup Terrace,
and be capable of attracting upstream and downstream
enterprises to actually reside in Startup Terrace in the
future and thus creates clustering effect.
IV. The applicant shall fill in the application form for extension
and send it to the Project Office for the Review Team to
conduct the evaluation on extension. The Project Office may
hold meetings to conduct the evaluation, and invite the
applicant to attend the review meetings for making a
presentation.
V. Upon completion of the panel review, the Project Office shall
assemble the opinions and results of all the members
conducting the review and reply to the applicant in writing.
VI. Applications for withdrawal
I. A resident firm shall submit its application form for
withdrawal 30 days prior to the expiring date of the lease
agreement to the Project Office for approval, after which the
resident firm may proceed with the withdrawal procedures. A
resident firm that intends to withdraw early before the
expiration of the residency period shall, as well, submit its
application form for withdrawal 30 days prior to the expiring
date of the lease agreement to the Project Office for approval,
after which the resident firm may proceed with the withdrawal

procedures. A resident firm who fails to comply with the
requirements shall forfeit the performance bond in full by the
Project Office. In addition, if the balance of the performance
bond is insufficient to offset the outstanding rent and fees, the
resident firm shall make up the shortfall in full, otherwise it
shall be deemed to be in default of contract.
II. Upon withdrawal, all keys to the independent offices, keys to
mailboxes, employees' access cards, leased machinery &
equipment, books & materials, and so on used within the
independent offices shall be returned to the Project Office and
all outstanding payments shall be cleared off. The business
registration shall also be removed out of Startup Terrace, if
any.
III. If there is any damage or loss of the items which are to be
returned as mentioned above, upon the hand-over in the
withdrawal procedure, the withdrawing firm shall duly make
the relevant compensation in accordance with the provisions
promulgated by the Project Office.
IV. Where a resident enterprise proves to meet any one of the
circumstances enumerated below, the Project Office may
terminate the agreement before its expiration and order the
resident enterprise to withdraw from Startup Terrace within
the time limit.
(I) Where the resided enterprise has various outstanding
payments overdue for more than 60 days in accumulation.
(II) Where the resident enterprise involves unlawful practices
as proven to be true through investigation.
(III) Where the business items operated by the resident
enterprise are found to be inconsistent with the business
items specified in the application.
(IV) Where the enterprise has been proved to have made the
repeated applications or to have misrepresented in the
application document.
(V) Where the enterprise proves to be in breach of the terms

and conditions of the contract executed by and between
both parties.
(VI) Where the resident firm violates other matters under the
management of the Project Office, and fails to improve by
the deadline prescribed by the Project Office.
