WHY DO AIRPORTS HAVE AC/DBE PROGRAMS?

As recipients of U.S. Department of Transportation (DOT) funding, airports are required to establish ACDBE and DBE Programs in accordance with regulations of the DOT, Code of Federal Regulations (CFR) 49, Parts 26 and 23. The purpose is to provide ACDBEs and DBEs maximum opportunity to participate in the performance of the following types of contracts*:• Construction• Concession• Management services• Professional services• Car rental contracts

ACDBE PROGRAM REQUIREMENTS

Rental Car Center and its Operators are subjected to 49 CFR Parts 23 and 26.

PSHIA is required to:- Implement ACDBE Program Plan- Track and report all ACDBE participation

NOTE: PSHIA is a national market for small business participation

HOW DO WE DO THIS? 1. PSHIA partners with Operators to generate small business

(including ACDBE) participation to meet its overall goal for Rental Car Center

2. Successful Respondents must demonstrate a commitment to utilizing small businesses

SBPP is:• Due to the Equal Opportunity Department

(EOD) within 60 calendar days following contract award.

• Your document! There is no specific format that you must follow. Final plan should be submitted as an unlocked pdf.

• Must contain key elements required for evaluation and approval by the EOD

• Required to be submitted electronically (USB drive or email)

• A matter of compliance! No Approved Plan = Breach of Contract

• Strategies to foster small business participation How did Operator identify areas for small business

participation? What methods did Operator use to reach out to small

businesses? What efforts will Operator make to assist small businesses

with: 1. Capacity enhancements2. ACDBE certification (refer to EOD or their home state)

• Name and contact information of businesses selected to participate on the Contract

• Projected dollar values and percentages (of the total estimated gross receipts) each small business will perform on the Contract

All small business participation via B2GNow Report Portal: www.phoenix.diversitycompliance.com

• Annually Actual small business participation vs projected small business

participation as identified in the SBPP. This report is a Shortfall Analysis. If shortfall identified, a Corrective Action Plan (CAP) must be developed.

CAP must be submitted to EOD for approval Update SBPP with any material changes and submit to EOD for review

and approval within 60 calendar days of contract anniversary date

SBPP REPORTING REQUIREMENTS

NOTE: Operators must notify EOD prior to making changes to small business approved for participation, i.e. termination of contract/service agreement with small business
