Examination of Part A submissions under § 4.1.3/4.2.6 of Article 4 of Appendices 30 and 30A (1)

Each downlink submission shall be in compliance with the limits of Annex 7 of Appendix 30. The technical examinations required for the publication of the Part A Special Section under § 4.1.5/4.2.8 of Article 4 of Appendices 30 and 30A are listed on the next slides.

For each network published under the above-mentioned provisions, the results of MSPACE calculations are included in a zip file in the corresponding BR IFIC at the following location:

D:\Data\SpacePlans\MSPACEg_results\MSPACEg_results_IFIC9999.zip

The latest SPS_ALL[1] database containing the processed Article 4 networks is also included in that BR IFIC at the following location:

D:\Data\SpacePlans\SPS\SPS_ALL_IFIC9999.zip

Where 9999 represents the corresponding BR IFIC no.

Examination of Part A submissions (8)Exercise on the sample SPS_ALL database

a) Extract the SPS_ALL_IFIC9999.mdb sample database from the following zip file D:\Data\SpacePlans\SPS\SPS_ALL_IFIC9999.zip to the folder C:\Br_soft\SPS\  

In this sample database, in addition to some Plan/List and Article 4 assignments, the following three Article 4 networks that are ficticiously published in BR IFIC 9999 are included: 

97552999 / R13DN-LINK: A sample Regions 1 and 3 Article 4 downlink network 97554999 / R13FD-LINK: A sample Regions 1 and 3 Article 4 feeder-link network102555999 / R2-NETWORK: A sample Region 2 Article 4 network 

b) Extract the three MSPACE results database from the following zip file: D:\Data\SpacePlans\MSPACEg_results\MSPACEg_results_IFIC9999.zip to the folder C:\Br_soft\SPS;  

c) Run SPS_REPORTs, select AP30_R13DN-LINK_mspace_results.mdb, press “Compressed report”, select the option “PFD and EPM”, press “Create Draft of Special Section”, rename the created file SS_AP_30C.rtf at C:\Br_soft\SPS to R13DN-LINK_PartA.rtf ; 

d) Run SPS_REPORTs, open SPS_ALL_IFIC9999.mdb, select downlink Plan, select 97552999/R13DN-LINK network and prepare the data report or the Special Section. A document named as Temp.rtf will be opened in MS Word; 

e) Compare the list of affected networks under § 4.1.1 a) & b) in Temp.rtf with the list of affected assignments in R13DN-LINK_PartA.rtf. Note the differences ;f) Repeat steps a) to e) above for 97554999 / R13FD-LINK and 102555999 / R2-NETWORK.

Examination of Part B submissions under § 4.1.12/4.2.16 of Article 4 of Appendices 30 and 30A (1)

Technical Examinations

According to § 4.1.11/4.2.15 of Article 4 of Appendices 30 and 30A, in requesting the publication of a Part B Special Section, administrations may modify certain parameters of a network previously published in a Part A Special Section in order to overcome unresolved disagreements.

This requires that a new series of technical examinations be carried out by the Bureau in order to investigate whether or not an objecting administration’s networks/territories are still identified as affected by the modified parameters. Moreover, checks are made to ascertain that no additional interference is imposed on an administration that has not objected or has previously agreed after an objection.

The technical examinations required for the Part B submission is same as for Part A as listed the previous slides. However, the results of the examinations are compared with those of the relevant Part A examinations. Accordingly, for examination under § 4.1.1a) & b) / § 4.2.3c) of Appendix 30 and § 4.1.1a) & b) / § 4.2.2c) of Appendix 30A, the SPS_ALL database included in the BR IFIC of the network’s Part A publication is used.

Examination of Part B submissions (2)Coordination requirement examination

An indication of the agreements required or not based on different configurations of a network/Plan beam/Country identified as affected in the Part A / Part B technical examination are listed the following slide. In order to establish coordination requirements for an affected network/Plan beam/Country identified in the technical examination results, the following scenarios are taken into account:

-whether the same network/Plan beam/Country was identified as affected in the relevant Part A Special Section;

-whether the administration whose network/Plan beam/Country is identified as affected has objected to the corresponding Part A Special Section;

- whether the level of the interference resulting from the Part B network characteristics is more than that resulting from the relevant Part A network characteristics. A separate coordination requirement is established for each affected administration under each paragraph of § 4.1.1 / 4.2.3 of Appendix 30 and § 4.1.1 / 4.2.2 of Appendix 30A.

Examination of Part B submissions (4) Exercise on the sample SPS_ALL database - MSPACE

a) Export the R13DN-LINK network from SPS_ALL_IFIC9999.mdb to a new database to the C:\Br_soft\SPS\R13DN-LINK_PartB.mdb database with the options “Keep Findings and Ref. Situations” unchecked and “Keep group Ids of the source” checked;

b) Open the above created database in SpaceCap and delete beams 5 and 6 and odd channels of beam 3 (group id 384);

c) Export back the R13DN-LINK network with the modified characteristics from the   C:\Br_soft\SPS\R13DN-LINK_PartB.mdb database into the SPS_ALL_IFIC9999.mdb database with the options “Replace Notice in Target” and “Keep group Ids of the source” checked;

d) Rename the SPS_ALL_IFIC9999.mdb database as SPS_ALL_R13DN-LINK_PartB.mdb;

e) Copy the GIMS database  D:\Exercise\SPS_GIMS_Sample.mdb to C:\Br_soft\Data;

f) Run MSPACE on SPS_ALL_R13DN-LINK_PartB.mdb selecting downlink Plan/List and include the above mentioned GIMS database. Once the program finishes, select the “Compressed report” tab, select the option “PFD and EPM”, press “Create Draft of Special Section”, to create the report file SS_AP_30C.rtf;

g) Compare the above-mentioned report with R13DN-LINK_PartA.rtf created on the Part A slide 8.

b) Copy the extract files bss_sstn.dat and the SRS_ALL_Sample.mdb database from D:\Exercise to C:\Br_soft\Data. The extract file that contains the assignments in the downlink Plans and List is used by the GIBC-PFD program;

c) Run GIBC and select SPS_ALL_R13DN-LINK_PartB.mdb, SRS_ALL_Sample.mdb and SPS_GIMS_Sample.mdb on the “Tools Options” tab;

d) Enter the notice id of the R13DN-LINK network (97552999) on the PFD tab with the option “Triggers “ selected and run the program. The results are at the following location: C:\PFDRESULTS\uuuuuu\097552999\tttttt where uuuuuu and tttttt correspond to the user name and time of the PFD run session;

e) Enter the notice id of the R13DN-LINK network (97552999) on the PXT tab with options “Output Level: 1” and “Finding Level: Group” selected and run the program. The results are at the following location: C:\PXTRESULTS\uuuuuu\097552999\tttttt where uuuuuu and tttttt correspond to the user name and time of the PFD run session;

f) Compare the new results with those of the Part A examination at the following location: D:\Exercise.
