Status of Development and Implementation
of NREAP, NEEAP and NERP
- Implementation Objectives and Programs –

� Transposition and Implementation of the Directive 2009/28/EC on the promotion of the use of
energy from renewable sources.
� One of major requirements under the Directive is to establish a national renewable energy action
plan (NREAP BiH).
� Setting of mandatory targets for the renewable energy sources share in the final energy
consumption in 2020 (transport, electricity, heating and cooling).
� NREAP establishes certain measures to be taken in order to achieve the said target.
� The target for BiH is 40%, the baseline year being 2009.
Obligations under Treaty Establishing the Energy Community: Renewable Energy Sources (RES)
National Renewable Energy Action Plan of Bosnia and Herzegovina (NREAP BiH)
� NREAP – an obligation of BiH resulting from the international obligation assumed by BiH in 2006,
when it enacted the Decision to Establish the Energy Community.

Task Force for Development of NREAP

(Starting in 2015)
− Based on previously adopted entity action plans for the use of renewable energy sources.
− Harmonized with the strategic and planning documents of the Republika Srpska, the Federation of Bosnia and
Herzegovina and the Brčko District of BiH.
Sectoral Targets
NREAP establishes mandatory targets for the share of renewable energy sources in the total final
consumption by 2020 in the following sectors:
� Heating and cooling;
� Electricity;
� Transport.
Sectoral targets for the share of renewable energy sources in 2020
� 52.4 % - the electricity sector.
� 56.9 % - the sector of heating and cooling.
� 10 % - the transport sector
Achievement of the overall target of 40 %
does not constitute fixed goals for each sector individually

Further Steps
� Continuing the process of transposition and implementation of the RES Directives.
� Finalizing the preparation and adoption of primary and secondary legislation.
� Raising public awareness regarding RES.
� Promoting investment climate that would favor the funding of RES projects.
� Making good quality energy statistics.
In the coming period, Bosnia and Herzegovina will continue to actively work on the implementation of
its obligations under the Treaty Establishing the Energy Community.
Obligations under Treaty Establishing the Energy Community: Energy Efficiency (EE)
Transposition and Implementation of the following Directives
� Directive 2010/31/EU on the energy performance of buildings.
� Directive 2010/30/EU on the indication by labeling and standard product information of the
consumption of energy and other resources by energy-related products.
� Directive 2006/32/EC on energy end-use efficiency and energy services.
� Directive 2012/27/EU on energy efficiency, whereby the parties commit to much stricter terms to be
achieved in the field of energy efficiency.
� One of major requirements is the preparation of a national energy efficiency action plan (NEEAP).
� Setting the energy savings target to 9% by 2018 compared to the baseline year of 2010.
� NEEAP should establish adequate methods and mechanisms to reach indicative targets regarding
reductions in final energy consumption.

� NEEAP – an obligation of BiH resulting from the international obligation assumed by BiH in 2006, when it enacted the
Decision to Establish the Energy Community.

• It will be based on adopted entity energy efficiency action plans, which need to be developed beforehand.
• NEEAP BiH will be harmonized with the strategic and planning documents of the Republika Srpska, the Federation of Bosnia
and Herzegovina and the Brčko District of BiH.
− The Republika Srpska – in 2013, adopted the entity energy efficiency action plan – some corrections need to be made.
− A draft energy efficiency action plan of the Federation of BiH is needed.
− 2012 NEEAP BiH – was never adopted – the base for new NEEAP BiH
• Overall Indicative Target by 2018 - 9% (12.42PJ)
• Residential Sector – 6.52% (5.25 PJ)
• Commercial Sector and Service – 16.8% (1.62 PJ)
• Industry - 17% (4.82 PJ)
• Transport - 4% (0.87PJ)
