Infocomm Technology (ICT): Charting Growth and OpportunitiesInfocomm technology (ICT) is a key enabler for every industry, contributing to Singapore’s economic and social growth. It has greatly enhanced Singapore’s competitiveness by raising productivity and transforming business processes in industries like finance, business services and manufacturing. New job roles, such as Chief Digital Officer, Data Scientist, and Cyber Risk Analyst, are created alongside new digital opportunities brought forth by technology advancement.
Singapore is also an infocomm technology hub to many multinational technology companies, large local enterprises as well as a growing and vibrant tech start-up ecosystem. ICT industry revenue showed strong growth and grew by Compound Annual Growth Rate (CAGR) 18% p.a. from 2010 to 2015 based on IMDA’s Annual Survey on Infocomm Industry for 2015.
As Singapore builds towards a digital economy, the ICT jobs across various sectors will move towards higher value-add knowledge work and Intellectual Property creation, leading to demand for more technical IT specialists, in areas such as IT Development, Data Analytics and Cyber Security. In 2016, there were 180,000 ICT professionals hired across all industries in Singapore based on IMDA’s Annual Infocomm Media Manpower Survey for 2016. Demand for ICT professionals is projected to grow by another 42,300 in the next three years (i.e. 2017 to 2019).

The hardware (38.3%), IT services (19.1%) and software (19.0%) segments were the key contributors to domestic revenue.
Total demand of ICT manpower increased by 2.8% from 2015 to reach 198,200 in 2016. ICT professionals are expected to grow by about 42,300 over the next three years (i.e. 2017 to 2019).
Export revenue grew from S$46.6 billion in 2010 to S$136.2 billion in 2015. Domestic revenue grew from S$36.2 billion in 2010 to S$53.4 billion in 2015.
The number of ICT manpower employed grew by 4.2% from 2015 to reach 180,000 in 2016.
ICT industry revenue grew by Compound Annual Growth Rate (CAGR) 18% per annum from 2010 to 2015 to reach S$189.6 billion in 2015, largely due to re-exports of mobile and smart phones, telecommunication equipment and storage devices.

ICT is increasingly becoming a game changer which enables businesses to reinvent themselves in a rapidly changing global environment. Leveraging ICT as a multiplier for economic growth, Singapore will continue to develop as an important centre of trade and commerce, attracting multinational corporations and international tech start-ups to our shores.
As Singapore enters into the digital economy, a strong pipeline of tech talent will be needed to propel Singapore forward into the next phase of economic growth. Education and Career GuidanceEducation and Career Guidance (ECG) is about equipping students, as well as adults, with the necessary knowledge, skills and values to make informed education and career decisions. With the help of trained ECG counsellors, students will be exposed to a wide range of education and career options, and given the opportunities to make informed post-secondary education choices.
Singaporeans in the workplace can benefit from career coaching, employability skills workshops, networking sessions and more, through the Workforce Singapore (WSG) Career Centres and the Employment and Employability Institute (e2i).
Enhanced Internships The Enhanced Internships are designed to provide students with a more meaningful internship experience through more structured learning and support at the workplace. Participating companies will work closely with the ITEs and polytechnics to deliver a positive and meaningful internship experience for their interns.
SkillsFuture CreditCredit of $500 for all Singapore Citizens aged 25 and above to defray costs for a wide range of skills-related courses to encourage skills development and lifelong learning.
SkillsFuture Earn and Learn Programme SkillsFuture Earn and Learn is a work-learn programme designed to give graduates from ITEs and polytechnics a headstart in careers related to their discipline of study. Suitable candidates will be matched with a job related to their field of study and undergo structured on-the-job training and mentorship in participating companies, allowing them to gain industry experience and attain an industry-recognised certification concurrently.
SkillsFuture Fellowships Monetary award of $10,000 to recognise Singapore Citizens with deep skills, who are champions of lifelong learning and committed to contributing to the skills development of others.

SkillsFuture Employer AwardsThe SkillsFuture Employer Awards is a tripartite initiative that recognises employers who have made significant efforts in investing in their employees’ skills development and are strong advocates for SkillsFuture and building a lifelong learning culture in their workplace.
FOR EMPLOYERS
Company-Led Training Programme (CLT)A structured training programme that lasts up to 12 months and is targeted at fresh and mid-level ICT professionals as well as those from the Science, Technology, Engineering and Math (STEM) disciplines. The programme is run by industry partners.
Critical Infocomm Technology Resource Programme Plus (CITREP+)Short, pre-approved continuing courses and certification programmes for students, full-time national servicemen and ICT professionals with a focus on certifications that are in high demand.
Tech Immersion and Placement Programme (TIPP)Intensive and immersive courses to help fresh graduates and mid-career switchers with STEM background or other disciplines be equipped with the relevant tech skills in demand and make the switch to an ICT job. It is also open to existing ICT professionals who want to up-skill in preparation for new tech positions. The programme is run by training providers.

TechSkills Accelerator (TeSA) TechSkills Accelerator (TeSA) is an initiative under SkillsFuture to accelerate the professional development and to enhance the employability of aspiring Singaporeans to take on ICT professions across the economy. TeSA is driven by Infocomm Media Development Authority (IMDA) and in partnership with strategic partners - SkillsFuture Singapore (SSG) and Workforce Singapore (WSG) as well as collaboration with industry partners and hiring employers.
MySkillsFuture MySkillsFuture is a one-stop online portal that enables Singaporeans to chart their own career and lifelong learning pathways, through access to industry information and tools to search for training programmes to broaden and deepen skills. It incorporates the national Jobs Bank, presenting an integrated platform for users to access resources related to jobs, education and skills training.
Career Support Programme Singaporeans who are retrenched or unemployed for six months or more can gain access to jobs that pay at least $4,000 and undergo structured on-the-job training.
P-MAXThis programme matches job-seeking Professionals, Managers and Executives (PMEs) to suitable positions in small and medium-sized enterprises (SMEs) and assists SMEs to better recruit, train, manage and retain their newly-hired PMEs.
Professional Conversion Programme (PCP)The Professional Conversion Programme is a placement programme that assists PMEs in re-skilling to switch careers, and take on new jobs that are in demand and in industries with good career prospects.

Threat Hunter
The ever-evolving nature of cyber threats provides a host of challenges and opportunities for theICT sector. While the latest technology can help expose these threats, we need skilled cyber security experts to deal with these attacks head-on. This is where Tok Yee Ching comes in.
Yee Ching is a Threat Hunter at Countercept, an advanced attack detection service for highly targeted organisations created by MWR InfoSecurity. His role is to actively seek out any nefarious activities, respond and reduce the impact caused by malicious attackers to his clients’ critical assets.
Yee Ching was intrigued by how malicious software can be used to cause computers to react in a disruptive way, such as ejecting CD-ROM drives or flipping screens with no command input from the user when he was young. An interest soon developed, and he started on the career pathway of information security, determined to kerb these attackers from reaching their goals.
“There may be times where you have to go above and beyond your duty to ensure a safe cyber environment for others,” he says. An example of this was malware that had to be reverse-engineered, a task which Yee Ching spent long hours after work to complete.
“I think someone who is interested in information security should have a strong passion and perseverance for problem solving, be willing to learn multiple domains of knowledge widely and also keep up with evolving changes in technology,” shares Yee Ching. His advice to new entrants is a commitment to equip oneself with the necessary knowledge and to keep practicing as the profession requires a strong foundation in computer science, networking and programming.
“The Skills Framework can help to define the desired skills of various ICT-related job roles and show the value I can bring to my employer. It will also help me identify what other areas that I need to work on to achieve greater competency further develop my career.” In the near future, Yee Ching aims to acquire more in-depth technical knowledge, reinforced by active technical research.

Security Executive
JOB ROLE DESCRIPTION The Security Executive performs routine activities in the area of security operations. He/She works within existing security procedures and possesses sufficient knowledge and skills to support the analysis of user requests and compilation of incident reports. He checks for problems in existing systems and modifies simple work processes by following defined procedures, processes and quality standards. He escalates security incidents for further investigation. He is required to be on standby with on-call availability with varied shifts including nights, weekends and holidays.

Associate Security Analyst/Associate Security Engineer
JOB ROLE DESCRIPTION The Associate Security Analyst/Associate Security Engineer supports security systems and operations administration, monitoring and maintenance. He/She monitors security alerts and events. He collects and documents contextual information based on established practices and supports the preparation and publishing of security advisories. Cyber Risk Analyst
JOB ROLE DESCRIPTION The Cyber Risk Analyst conducts cyber risk assessment in support of technology initiatives to help identify IT related risk and determines appropriate controls to mitigate risks. He/She monitors, tracks and manages risk mitigations and exceptions and ensures adequate monitoring capability is incorporated into solutions. He applies a defined set of analytical or scientific methods and works independently with guidance in only the most complex situations.

Security Penetration Tester
JOB ROLE DESCRIPTION The Security Penetration Tester designs and performs tests and check cases to determine if infrastructure components, systems and applications meet confidentiality, integrity, authentication, availability, authorisation and non-repudiation standards. He/She translates requirements into test plan, writes and executes test scripts or codes in line with standards and procedures to determine vulnerability to attacks. Security Operations Analyst
JOB ROLE DESCRIPTION The Security Operations Analyst performs real-time analysis and trending of security log data from various security devices and systems. He/She maintains data sources feeding the log monitoring system, develops and maintains detection and alerting rules. He responds to user incident reports and evaluates the type and severity of security events. He executes initial triage of incidents to rule out false positives. He documents incidents and develops reports. He identifies recurring security issues and risks and develops mitigation plans and recommends process improvements. Security Engineer
JOB ROLE DESCRIPTION The Security Engineer designs, develops and implements secure system architectures. He/She embeds security principles into the design of system architectures to mitigate the risks posed by new technologies and business practices. He designs artefacts, spanning design, development and implementation, into enterprise systems that describe security principles and how they relate to the overall enterprise system architecture. He performs routine activities related to the periodic review and audit activities of infrastructure security systems and maintains documentation of security standards and procedures.
He is structured and systematic in his approach to designing and implementing secure system architectures. He is articulate and works well with his team and other stakeholders to co-create optimal security architectures and systems.

Nursing Informatics Applications Specialist
Wong Ching Yee used to work in the Chemical Engineering industry and made a mid-career switch to Healthcare nine years ago after completing a Nursing diploma course at Nanyang Polytechnic. She now works as a Nursing Informatics Applications Specialist at Farrer Park Hospital.
This role allows her to integrate her nursing knowledge together with advancements in information technology to improve service quality in her organisation. She provides training and supports doctors and nurses in using the Hospital Electronic Medical Record (EMR) System. She also works with business users in planning and coordinating new enhancements for the hospital’s EMR system. When faced with an operational problem, she acts as a bridge between different stakeholders to find a technological solution.
“There is no perfect solution. Every system has its own limitations. We have to research, think outside the box and explore alternative solutions to make technology work for us,” Ching Yee explains. Besides having hard skills to resolve system issues, having good communication skills will build trust and solid working relationships.
As an advocate for life-long learning, she attends seminars and workshops to keep abreast of technological trends, and also cross-share knowledge among her peers. She believes Artificial Intelligence can be deployed in a meaningful way to improve patient safety and hopes to have an opportunity to work with the technology in future.

Marcus Su’s passion for the ICT industry began 10 years ago when he was first introduced to programming. “I felt a sense of achievement every time I was able to solve programming problems,” he explains.
With that passion, Marcus was determined to develop a career where he could solve real-world problems with technology. He decided to join Singtel as he felt working for the multi-national company would allow him to gain a global perspective, and at the same time, contribute to a home-grown corporation.
As Planning Manager, Marcus’s responsibilities include infrastructure capacity planning and project management for the deployment of technologies such as location-based services and big data analytics solutions. He is the bridge between the commercial and technical areas, translating business needs into technical specifications to support the implementation of new and existing services. Marcus believes a passion for technology and good communication skills are crucial for this role.
“We need to understand how to apply evolving technologies and communicate with colleagues across product development, marketing, engineering, and procurement as well as external vendors involved in a project. New technology is emerging more rapidly than before and driving fast-paced industry developments, so it’s also important for us to stay up-to-date with the latest changes,” Marcus says. Vicnan Pannirselvam’s background is rather unconventional for a data specialist. He was trained in media and communications, then studied philosophy, politics and economics. At the root of it all, however, was an immense love for solving problems. Being a data specialist gives him interesting problems to tackle, and allows him to develop impactful solutions.
As Regional Marketing Analyst in Uber, Vicnan is part of the central analytics and data science team that serves the needs of the APAC (North Asia, Southeast Asia, Australia, and New Zealand) markets. His team builds the analysis and models to help in making strategic and operational decisions while adding to Uber’s collective knowledge. He also supports the regional brand and campaigns team for marketing activities.
For Vicnan, staying curious and having great pride in one’s work is key. “The role sometimes feels like being a detective – sorting through immense amounts of data to get at the root of the situation. Being curious keeps it from being a chore. Pride means that you’ll equip yourself with the skills needed to do the job well – there’s always something new to learn, and you’ll push yourself to learn it,” he says.
This hunger to learn is evident in his desire to pick up new skills. Using his SkillsFuture credits, he recently completed a Coursera certificate in Data Science at Scale and is currently pursuing a part-time Masters degree in Systems Thinking. This is the same drive he thinks new entrants in the industry should possess. His advice to them: “Just dive into it. It isn’t as inaccessible as it seems – resources are everywhere for you to learn, especially in Singapore. That’s how I got started!”

Having worked in the industry for 13 years, Chew Yi Fei has witnessed first-hand how Information and Communications Technology (ICT) has made day-to-day processes more efficient. As Senior Manager in Service Delivery at IHiS, his role is to manage the support and maintenance work for several Enterprise IT Applications used in JurongHealth Campus. His team collaborates with various internal and external stakeholders to ensure the IT systems are running according to service standards.
One of the biggest challenges Yi Fei faced was setting up a new clinic in 2013. New IT infrastructure, hardware and various types of software applications had to be implemented in less than four months. As the IT Project Manager, he had to be decisive in prioritising which tasks could be fast-tracked.
Through constant communication with stakeholders and maintaining a positive spirit within his team, Yi Fei’s hard work eventually paid off. “It is hard to describe the immense feeling of satisfaction and relief when I witnessed the end-to-end clinic workflows being executed successfully via the IT systems implemented by us.”
“In the midst of technological advancements and ever pressing project deadlines, we could risk losing our original goals and objectives. It is important to take a step back at times to review whether we are ‘doing the right things’ before making sure that we are ‘doing things right’,” he explains.
To achieve his goal of improving service delivery, he is considering taking up advanced courses in the near future. “I think the Skills Framework will be a good reference for me to find out more about the ICT industry trends and skills in demand with relevance to our local context. User Experience Interaction Designer
“Design is a language that is accessible to anyone.” As a User Experience (UX) Designer, this is something Karen Zhang believes in. Currently working on Allo, a smart messaging app by Google, her role is to understand users’ behaviours, attitudes and emotions so that the product is intuitive and easy to use. She collaborates closely with teams of Designers, Researchers, Engineers and Product Managers throughout the design process - from crafting user flows and wireframes to building user interface mock-ups and prototypes.
One of the challenges Karen faced in her early career was making the switch from a print design background to a digital role. To overcome that, she dived into any project that could help her develop the right skills. “I was very hungry for experience and open to learning — if my clients or friends needed a website, I’d learn coding and build them one. If someone was planning an exhibition, I’d learn 3D modelling and create user journey stories. I became the go-to person for projects that seemed impossible, and earned myself the experience needed to grow my career,” she explains.
This is why Karen’s advice to new entrants in the industry is apt: “Be open to any opportunity that gives you a shot at learning something new. Most importantly, attack a task head-on with the user in mind.” She believes in putting herself in the shoes of the user that she is designing for, to think of solutions to enhance their experience. It is also important to be updated on the latest technology trends.
Growing up, there was little awareness about what UX interaction designers did and little to no training opportunities available for Karen. She opines that the Skills Framework for ICT provides important information for skills upgrading and growing one’s career. “Signing up for relevant courses would allow me to network and meet people in the same industry. It’s a good reminder to not be complacent and to stay in touch with what I am most passionate about,” Karen says.

Embedded Systems Engineer
JOB ROLE DESCRIPTION The Embedded Systems Engineer performs software design, development and implementation of embedded systems in a product development environment. He/She programmes embedded systems to perform specific tasks in real-time and within the device which it serves. He specifies and prototypes new products and solutions. He develops embedded systems testing and simulation tools aligned with security standards. He tests new products and documents results. He identifies systems issues, performs root cause analysis and develops solutions to increase embedded systems reverse engineering resilience. He migrates embedded software stack across platforms.
He is eager to learn and is keen to try his hand at developing, testing and implementing embedded systems prototypes, displaying curiosity and resilience when he encounters problems. He enjoys the camaraderie of a team environment and readily shares his views and ideas when working with others.

UI Designer
JOB ROLE DESCRIPTION The UI Designer applies subject matter knowledge in the design, development, documentation, debugging and support of the user interface (UI) to have the best possible user experience. He/She works under limited supervision to effectively deal with unfamiliar issues. UX Designer

Joleen Goh’s background is a world apart from what she does today. With a Degree in Geography, one would think that Joleen’s future career would be grounded in her chosen field but like a shifting tectonic plate, you can now find her in a completely different landscape as a Business Development Executive at Benjamin Barker.
Her journey with Benjamin Barker in fact, began three years ago as a part-time staff at their first F&B outlet, The Assembly Ground, at Cathay. Her passion for the industry led her to an internship as a Management Trainee with Benjamin Barker. Her current role is testament to Joleen’s commitment to continuous learning and development of her skills.
As a Business Development Executive for the past one and a half years, Joleen has done it all, from picking stocks in the warehouse to marketing. Today, her role is to support her team, provide solutions for problems and look out for ways to develop the business and grow it digitally in overseas markets. Hence, her focus is now on developing her digital skills, which she considers a weakness.
The ability to face her flaws, accept them and act on them, combined with Benjamin Barker’s culture of developing people has, according to Joleen contributed to her motivation to become better. She also feels that to succeed, certain key characteristics are needed. Communication and Interpersonal Skills are important as Business Development involves meeting and negotiating with external parties as well as communicating with different internal departments. The desire to continuously learn is critical, to keep up with the constantly changing industry, as well as being proactive in looking out for ways to improve the business.
