• Advertisements, guidelines and application forms will be available during application window periods on the AgriSETA website.
• Evaluation of applications – February & March.• Allocation of APP by Evaluation/Grants & QA Committee in
March.• Board approval in end March.• Notice of approval/disapproval in April.• Implementation of projects in April.• Disapproved applications – Notice shall be placed on the

DISCRETIONARY GRANTS APPLICATIONS
AgriSETA
• Due to limited funds, AgriSETA always places a limit in the funding of learning programmes.• Skills Programmes – not exceed 25 learners and 24
credits.• Learnership – not exceed 15 learners per application.• Commodity Organisations – not exceed R500 000.00.• Special project (Mentorship & Farmer Development) –
not exceed R500 000.00 • Application forms are available on the website during
application period, NB – click the Learning Programme (in blue).
• Proposals not exceeding 10 pages on Mentorship, non credit bearing training and Farmer Development.
• Emphasis is always placed on Scarce & Critical skills and PIVOTAL.
• Due to high volume of applications / need to address scarce & critical skills – emphasis shall be on higher NQF levels.
APPROVAL LETTERS & CONTRACTS
AgriSETA
• Approval letters and contracts are usually issued in April.
• Contracts to be returned to AgriSETA within three (3) months.
• Training can ONLY resume once contract is signed by both parties and according to Training Plan.
• Funds regarded as contracted once contract is signed.
• At least 95% of Discretionary funds should be contracted.
CLAIMS & INVOICES

• Due to high volumes of invoices received, there are still problems related to invoice processing, e.g.
Invalid Tax Clearances Lack of supporting documents Loss of invoices Invoice duplicates (Word / Excel invoices)
• Invoices should be paid within 30 days.• All supporting documents should be in place to
expedite payment.• Payments only done every Friday.• Ensure that your Tax Clearance certificate is valid
when issuing invoice.• Some companies do not submit claims regularly –
disrupts monthly flow of funds.
NEW LEGISLATIVE CHANGES-IMMEDIATE IMPLEMENTATION

• Manpower Training Act. vs. Skills Development Act.• Workplace approval criteria;
All workplaces will be verified from 2014/15 financial year using Nationally approved criteria.
Workplace approval will be valid for a period of three years (aligned to National criteria and guidelines).
• Funding model; All SETA’s will fund Artisan Development aligned with
Nationally approved funding model.
• New Trades Curriculums; New curriculums are in development for all Occupations
listed on the OFO as trades.
• Learning Programmes Regulations; Written to guide Artisan Development aligned with Skills
Development Act.
NEW LEGISLATIVE CHANGES-IMMEDIATE IMPLEMENTATION
AgriSETA
• 2013 OFO List; Already implemented. OFO list of Trades as guidelines for implementation. No Artisan Funding will be allowed for
programmes/Occupations not listed as a Trade.
• Certification; No AgriSETA certificates, from October 2013 – QCTO will
issue all SETA certificates.• National Standardized Grants increased from R139 350 in the 14/15 financial year
to R150 000 in the 15/16 financial year.Requirements for the disbursement of grants changed and is available in the 2015/16 Grant Guidelines
• AgriSETA active member of NADQAC
The National Artisan Development Quality Assurance Committee (NADQAC) has been established to coordinate accreditation across all sectors in order to progressively implement a national non-sector based accreditation process.
NEW LEGISLATIVE CHANGES-IMMEDIATE IMPLEMENTATION
• Artisan Development employers will in the 2015/16 financial year be able to:– Apply for access to the Artisan Module– Be able to upload learners remotely– Be able to view learner status
• FLP programmes will not be implemented in the 15/16 financial year, the current programme will be replaced with a credit bearing course in the 16/17 financial year.
RURAL DEVELOPMENT
AgriSETA
• AgriSETA – Focus broadly on Rural Development, Co-ops and Youth development as outlined in NSDS 111.
• Formation of partnership with Government Departments.
• Four Provinces – Mpumalanga (University of Mpumalanga), KZN (Cedara Agric. College), Eastern Cape (Tsolo Agric. College) and Limpopo (Department of Agriculture) have Provincial Coordinators.
CHALLENGES

• Invoices not been paid within 30 days.• Irregular claims patterns.• Non and short payment of allowances by Service
Providers.• Poor practical exposure by certain Service Providers to
learners.• Non adherence to conditions in the applications forms.• Non return of contracts by employers.• Disregard of Scarce and Critical skills implementation
by Employers as per SSP (2011-2016).• Lack of scheduling of appointments by stakeholders.
