Alarm Message Summary
This chapter introduces the basic concepts of alarm messages,
such as alarm code definition, alarm severity level, alarmhandling suggestions, and alarm classification.
Alarm Code DefinitionAn alarm code is defined by a string of 32 bits, which indicatesthe code values of a specified alarm message.
The range of GSM BSS alarm codes is as follows:
1 ~ 100000
198000000 ~ 198065535

Alarm Severity Level
Whenever there is a problem or fault during BSC operation, an
alarm message appears. Usually, the alarm may last till theproblems or faults are rectified.
According to severity, alarms are divided into four levels:
Critical (level 1)
Critical alarms cause the whole system to fail to operate orprovide services. Measures must be taken to recover oreliminate the alarms immediately.
Major (level 2)
Severe alarms greatly affect the system operation or resultin severe degradation in performance of service provision.

Measures must be taken to recover or eliminate the alarmsas soon as possible.
Minor (level 3)
Major alarms do not greatly affect normal system operationand performance of service provision. Measures should betaken to recover or eliminate the alarms in time to avoidmore severe alarms.
Warning (level 4)
Minor alarms have potential effects on normal systemoperation and performance of service provision. Diagnosisand measures should be taken to avoid more severe alarms.
In alarm level definition, the affected range only refers to theinfluence on a single item, that is, alarm level can be determinedif a certain index, such as reliability and safety, reaches the
specified range. If an alarm affects several indices, the alarmlevel should be upgraded.
Note:
Alarm levels can be modified in the Netnumen M31 EMSsystem based on the actual situations.
Generally, the default settings are comparatively reasonable.Be cautious when re-defining levels. It is not allowed tomodify the settings at will.
In addition, some alarm levels are not defined. For these alarms,users can define their levels in actual situations.
Alarm HandlingPay attention to the following points when handling alarms:
After noting down the problem and symptom, systemmaintenance personnel should handle the alarms step bystep by referring to the solutions described in this manual.Unless otherwise specified, end the alarm handling once thefault is rectified (that is, the alarm is recovered), or go to thenext step if the problem persists.

Alarm Messages
This chapter gives a comprehensive and systematic description
of the BSS (V6.20) related alarm messages, which helps systemmaintenance personnel to have a clear idea about every alarmgenerated at the BSS side. This chapter explains:

Alarm level: 2
The local-end RX fiber or peer-end TX fiber is not properlyconnected.
The local or peer-end optical transceiver module is faulty. The peer end does not export optical signals forcibly.
The UIM has no TFS subcard or the board does not provideTDM optical interface function.
The link connected to the fiber circuit is broken and the serviceis interrupted.
1. Correctly insert the local and the peer-end fibers and check ifthe alarm is eliminated.
2. Replace the fiber and check if the alarm is eliminated.

3. Replace the local-end optical transceiver module and check ifthe alarm is eliminated.
4. Replace the peer-end optical transceiver module and check ifthe alarm is eliminated.
5. Check if the peer-end device forcibly inhabits output and ifthe alarm is eliminated.
UIM consists of UIMC, UIMU, and UIMT.
Ethernet Controller's Physical LinkOff
Alarm code: 198000256
Alarm level: 3
The network cables are not connected to the OMC1 andOMC2 interfaces on the rear shelf.
The network cable fails or looses.
The network interfaces on the shelf are faulty.
A link connected to the Ethernet is broken. The symptom isthat the OMC interface is disconnected, that is, thecommunication between the NE and the EMS server isbroken.
1. Check if network interface OMC2 is connected with networkcables and if they are loose.
If the cables loose, go to step 2.
If the cables are not loose, go to step 3.
2. Insert cables to OMC2 on both ends again and check if thealarm is eliminated.
3. Replace the cables for OMC2 and check if the alarm iseliminated.
4. Use crossover cables and straight cables for OMC2 and checkif the alarm is eliminated.
Trunk Link Is Used for CSULoopback Test

Alarm level: 3
The equipment at end A sends CSU link building code to end B,and this trunk link is set to loopback at end B. Then, CSU test

The configured trunk link is congested.
After diagnosis and test, do some settings, where end A sendsthe command of canceling CSU loopback to end B.
Cell Delineation Not Synchronized

The HEC is damaged. The cell cannot be located from thephysical layer frame. This problem is usually triggered frombottom layer fault. It may also because the local and peer-enddevices use different methods to process HEC.
The ATM communication becomes worse.
1. Check if other alarms are generated accompanying itsoccurrence. If yes, clear these alarms. If no, go to step 2.
2. Check if both ends are configured to SDH mode or SONETmode. If the modes are different, configure a correct signalmode.
Loss of Cell Delineation
Alarm code: 198001025
Alarm level: 2
LCD is triggered after OCD lasts for 4 ms.
The ATM communication is broken.
1. Check if other alarms are generated accompanying itsoccurrence. If yes, clear these alarms. If no, go to step 2.
2. Check if both ends are configured to SDH mode or SONETmode. If the modes are different, configure a correct signalmode.
8K input clock lose

The clock input of the shelf is abnormal.
The system communication fails.
1. Check if the clock input lines are correctly connected.
2. Check if the subrack of output clock locks the GPS signals.
32M Clock lost in TSNB
Alarm code: 198001283
Alarm level: 3
As the clock consists of 32M and 8K, the 32M clock alarm isgenerated when the clock (32M or 8K) jitters out of thespecified range and affects the links.
The clock is unavailable.
The whole link is blocked if the alarm is generated. Therefore,the clock cannot be lost. Two boards for reporting alarms areused in a system, with one active and the other one standby.When a clock alarm is generated, the system switches overbetween the active and standby TSNBs.
For Tier 1 network, clock loss means loss of the whole linkdata. The link is recovered only after the clock becomesnormal.
Check if the clock input lines are correctly connected.

The board experiences reset. The SETS chip and the constant-temperature crystal oscillator needs to be fully preheated.
The output clock is unstable.
Perform normal operations after the board is powered on. Wait
until the clock board is completely preheated. Conduct the clockperformance test only after the preheat ends.

The fiber pigtail and flange between the local-end ODF(optical distribution frame) and equipment are faulty.
The local-end optical receiver is faulty.
All the trunk receiving signals that are transmitted through theSDH/SONET line are interrupted.
1. Use an optical power meter to check if the power forreceiving optical signals is within the specified range (that is,-28 dBm ~ -8 dBm).
If yes, go to step 3
If no, it can be inferred that the optical module is faulty,and then go to step 2.
2. Replace the optical module or board. Check if the alarm iseliminated.
3. Use the transmitting end at the peer-end office to detect thetransmitting optical signal. Check if the signal is within thespecified range.
If yes, go to step 5.
If no, it can be inferred that the peer end is faulty, andthen go to step 4.
4. Ask maintenance personnel to check the peer-end office.After the fault is rectified, check if the alarm is eliminated.
5. Something may be wrong with the transmission equipment.Ask maintenance personnel special for transmission
equipment to do troubleshooting.

The upstream SDH devices are faulty.

The optical fiber on the optical distribution frame is incorrectlyconnected during optical fiber cutover and scheduling, or theexpected value is incorrectly set on the network managementsystem.
The matching relations of the trunks and trunk signals are wrong.
1. Check if the fibers are correctly connected to the ODFs atlocal end and peer end.
If yes, go to step 2.
If no, correctly connect the fibers, and then check if thealarm is eliminated.
2. Check if the predefined values of section access pointidentifier at both ends are consistent. If not, set the samevalue. Check whether the alarm is eliminated.

SDH/SONET:Signal Failure

Alarm level: 2
For all the NEs in the multiplexing section where the boardresides, the fiber pigtail connectors in the down direction arecontaminated. The increase of transmission line attenuationor change in optical transmission mode leads to error code.
The ADM transmit device is faulty.
All the trunk receiving signals that are transmitted through theSDH/SONET line generate large numbers of alarms.
1. Check if the fiber pigtail heads are contaminated.
If yes, clean the connectors, and then check if the alarmis eliminated.
If no, go to step 2.
2. Use an optical power meter to detect the optical powerattenuation of each connection point in the down direction inthe multiplexing section and find if the value is excessive.
If yes, adjust the attenuation, and then check if thealarm is eliminated.
If no, go to step 3.
3. Ask maintenance personnel for transmission network tocheck if the ADM transmit device is faulty, end the alarmhanding.
SDH/SONET:Signal Deterioration
Alarm code: 198001798
Alarm level: 3
When signal degrade (SD) and signal fail (SF) occur at the sametime, eliminate SF first. When SD occurs individually, it can beinferred that the ADM transmit device is faulty.Some trunk receiving signals generate various alarms.
1. Eliminate SF, if it occurs. Check if the alarm is eliminated.
2. Check the optical fibers and fiber transceiver modules at thelocal and peer ends. Ensure that the optical fibers are wellconnected and that the optical transceiver module is notloose. Check if the alarm is eliminated.
3. Replace the fiber module or board. Check if the alarm iseliminated.
