Five Ovadaçariya Sayadaws of the Sixth Meeting were elected. The MC Sayadaw supplicated on agenda of the meeting. Joint Secretary Sayadaws Agga Maha Pandita Bhadanta Vayama and Agga Maha Pandita Bhaddanta Jotika replied to the suggestions submitted by member Sayadaws of the SCWCSAG. In the afternoon, representative Sayadaws from nine Sangha Ganas from regions and states discussed Viniççhaya affaris, religious affairs and education matters involved in the report of the State Sangha Maha Nayaka Committee in the one-year period, and the second day session came to an end. Nowadays, Myanmar sees a lot of reformssince the civilian government has taken office.

Recent changes in Myanmar can draw theattentions of foreign investors. Based on theforeign investments, domestic companies’productivity would increase, thereby spurringthe country’s economic growth. But, investmentsof foreign companies alone cannot increaseproductivity of the domestic companies. Allcountries in the world have agreed that ForeignDirect Investment (FDI) can push the economicdevelopment of a country. So, most of thecountries use FDI as a strategic tool for thecountry’s development.

A country‘s economic developmentdepends on microeconomic stability. Thanks tothe FDI, the country would see an increase inmicroeconomic indicator, which generates morejob opportunities and huge foreign investment,more exports and increase in balance of payment(BOP) ratio. And to enjoy the fruits of FDI,domestic companies need to have good humanresources management and research anddevelopment (R&D). They can learn technologiesand management systems of these foreigncompanies. The domestic workers would becomeskilled ones because of working in thesecompanies. The FDI also brings mass production,technological transfer and access to exportmarkets.

Myanmar has a high growth potential andcould become the next economic frontier in Asia.So, Myanmar is to seize this golden opportunitythrough the agency of the FDI. Here, domesticcompanies and businesses need to be well awareof the FDI’s negative effects. Due to a massiveinflow of foreign investments, foreign companiesand businesses might take up domestic marketshares. Most Asian countries top the chart byusing the FDI as a stepping stone to thedevelopment of their countries. The chance ofbecoming a next Asian Tiger is in the hands ofMyanmar. Let’s start our promising futureright now!

With regard to National Planning Billfor 2012-2013 fiscal year, the Speaker ofPyidaungsu Hluttaw made clarification,saying that the Union Minister for NationalPlanning and Economic Development, onbehalf of the Union government, submittedthe 2011-2012 FY National Planning Billand the 2012-2013 FY National PlanningBill to the Hluttaw on the first day thirdregular session of the first PyidaungsuHluttaw held on 31 January 2012.

A total of 75 Hluttaw representativesdiscussed the plans in principle from thesixth day session on 7-2-2012 to the 10thday session on 13-2-2012. In this regard,nine Hluttaw representatives helddiscussions on the 2011-2012 FY NationalPlanning Bill and another 66representatives, the 2012-2013 FY NationalPlanning Bill.

The Pyidaungsu Hluttaw Joint BillCommittee submitted the reports that the2011-2012 FY National Planning Billshould be put on record and the 2012-2013FY National Planning Bill should beundertaken in line with rules andregulations.

According to the submissions of someHluttaw representatives that the NationalPlanning Bills submitted by the Uniongovernment to the Hluttaw should beamended as a law, the Pyidaungsu Hluttawcoordinated with the Union Government.So, the improved 2011-2012 FY NationalPlanning Bill was submitted to the Hluttaw.Thus, the Hluttaw decided to put the bill onrecord at the 13th day session of thePyidaungsu Hluttaw on 22 February 2012 inline with the remarks of the Joint Bill

Bill has been improved systematically, thebill will be submitted to the Hluttaw. Thecopies of amended bills have been distributedto Hluttaw representatives. In this regard, thebill was amended in form, but its presentationswere similar to the previous bill. In amendingthe bill, the Chapter (III) Policy, Vision andTasks of the previous bill were placed inAppendix (i); the formal Appendix (i) State-owned sector Investment Plans went toAppendix (ii); formal Appendix (ii) Sectorsof Production, Service and Vision toAppendix (iii).

There is no any change in subject in thebill in discussing the principle and basicfactors of the 2012-2013 FY NationalPlanning Bill. Thus, the discussions of 66Hluttaw representatives from 7 to 13February will not be cancelled and it is stillinto existence.

On 23-2-2012, as the list was taken forthose wishing to discuss matters related to2012-2013 National Planning Bill and tosubmit proposals of amendment, a total of28 Hluttaw representatives nominatedthemselves. The submissions of 15representatives of 28 will be allowed tocontinuous discussions at the Hluttaw inprinciple and basic factor as theirdiscussions have no amendment.

In submitting the proposals ofamendment for the bill, it is necessary toexactly present the matters to allowreduction of project-wise implementation,to suspend the projects and to terminate theprojects. The amount of money for theprojects in the bill is not needed to bepresented, and per cent of the work or titlesof individual works (for example-to suspend,terminate and reduce 50 per cent ofShwelaung Dam Project among new projectsof the Irrigation Department under theMinistry of Agriculture and Irrigationincluded on page number 100 of the Plan forState-owned Investment of the Appendix-ii) with signatures. The proposals ofamendment must completely be presentedwith reasons and subjects included in theparts of the bill (bill, appendix).

The representatives’ proposals to beamended among 14 representatives must bere-written in line with the rules andregulations. The representatives wishing tosubmit proposals of amendment and thosewishing to submit more proposals includingprevious submissions of the representativesare to submit their proposals to the Directorof the Hluttaw Office, not later than eveningof 29 February (Wednesday).

At a time when the Hluttawrepresentatives have discussed the principlesand basic factors of the bill, the President orthe person assigned by the President, onbehalf of the Union government, may makeclarification. After that, the discussions ofthe principles and basic factors of the billwill come to an end. Thus, he said that hewould like to inform the Hluttaw that processof tasks will be undertaken for submissionand discussion of proposals of amendment,clarification of the Union level bodymember, seeking decisions of the Hluttawand approvals in line with the prescribedprocedures.

With regard to the 2012-2013 fiscalyear, Union Minister for National Planningand Economic Development U Tin NaingThein submitted the 2012-2013 fiscal yearNational Planning Bill and the 2012-2013FY National Planning Bill, which are firstand second years of the fifth five-year short-term national plan of the Government of theRepublic of the Union of Myanmar to thePyidaungsu Hluttaw on 31 January.

Pyidaungsu Hluttaw representativessuggested that the bill should be in line withthe form of law. In accord with theirsuggestions, the bill was rewritten.

Likewise, the rewritten bill 2012-2013is also submitted to the Pyidaungsu Hluttaw.

Nine Hluttaw representativesparticipated in the discussions on principleand basic factors of the 2012-2013 FYNational Planning Bill.

U Khin Maung Latt of Rakhine StateConstituency No. 6 said that there are manydifferences among the regions of Myanmarin geographical conditions such as hillyregions, plateaus, plains, inland regions,

coastal regions and border areas. Moreover,these regions have differences in naturalresources and human resources. As a result,drawing the plan must be depended on theactual conditions of the regions.

In the matter of roads constructionprojects covering in basic infrastructureswhich are crucial for nation buildingendeavors, Yathedaung and MyebonTownships in Rakhine State are located inplain region. But, it has yet to connectSittway-An Union Road. Discussions onroad networks are going on at Hluttaws. Theconnection of only one road in RakhineState has not yet finished till now. Roadtransportation of Yathedaung and itsenvirons do not include in 2012-2013National Planning.

The National Planning is made up ofprojects in Regions and States. Like thedeveloped countries, national developmentis to be implemented only after GDP andGNP of each region have been calculatedsystematically. Priority is to be given to theunderdeveloped regions after consideringadvantages and disadvantages of the regions.Only then the country sees harmoniousdevelopment.

U Tin Maung Win of MingaladonConstituency said: A total of K 111.548million is proposed under the heading ofborder regions new roads development ofNational Planning Bill. The maintenance ofnew roads should not be. So, that proposedproject should be cancelled.

A total of K 2.5 million is put under theheading of “Greening” of “Others” headingof National Planning. Ministry ofEnvironmental Conservation and Forestryis undertaking the greening tasks and so dolocal authorities. So, Ministry of BorderAffairs should use it under such exactheadings as Minister’s Office greening andtraining school greening. Otherwise, itshould be used in other productivedevelopment tasks.

U Sai Thant Zin of Shan StateConstituency No.4 discussed: An analysisof Myingyan (Nabuaing) Industrial ZoneProject and which is one of the ongoingproject of Directorate Industrial PlanningDepartment under the Ministry of MyanmaIndustrial Development should be carriedout. Reviews on test running of Paper andPulp Mill (Thabaung) of Myanma Paperand Chemical Industries, huge investmentand difficulties of projects and ongoingprojects, works and supplementary works ofNo.1 Heavy Industries, and expendituresand heavy costs of industries andsupplementary works of No.2 HeavyIndustries under the Ministry of Industry,are to be carried out.

Hluttaw representatives have noenough time to scrutinize these projects. Itwould be most appropriate if all projectswhich will take too much time for scrutinyare not put in this year National Planning.So, based on the facts that projects do notbenefit people, the projects are not yet asmuch important as staff’s day-to-day livingstatus and there needs to have budgetanalysis, which is a first step towards ademocratic country, Ministry of MyanmaIndustrial Development and Ministry ofIndustry should not put unproductiveprojects in the National Planning, with theaims of emergence of national planning andbudgets in line with the monetary policiesand fiscal policies.

Ministry of Industry has proposed to makestate-own investments of K 169901.036million in 2012-2013 facial year. Runningof Myanma Pharmaceutical and FoodstuffIndustries, cement factories, glass factoriesprojects, and paper mills and pulp millsunder the Myanma Paper and ChemicalIndustries should be carried out, based oninvestments, actual productions and profitsand losses.

Dr Banya Aung Moe of Mon StateConstituency No.7 discussed that he wouldlike to advice to stop some unproductiveprojects being undertaken by Ministry ofMyanma Industrial Development andMinistry of Agricultural and Irrigation andprojects and works which cause a loss to thecountry’s finance, and cut some expenditureson these projects. The reason why he gaveadvice for cutting budget expenditures wasto raise staff’s salary, to calculate and reviewit after taking times for avoiding losses anddevelop the country’s economy.

Sale of state-own workshops and

factories to private entrepreneurs andrunning of joint-venture business betweenprivate sector and the government shouldbe carried out. The government-ownedfactories and workshops should run forprofits.

Public companies and companies willemerge after opening stock share marketsand sell shares to public and companies.

Dr Mya Oo of Bago RegionConstituency (9) said: Only when educationand health sectors are merged into povertyalleviation tasks, will the goals of povertyalleviation be achieved. In education sector,poverty alleviation should be prioritized,fund for rural healthcare should beestablished and drawing on the fund shouldbe avoided. Initial healthcare should beprovided to townships, sub-townships andrural areas effectively for ensuring publichealth. Fitness of youths including studentsshould be extensively monitored.

In objectives prescribed in the law ofthe Ministry of Health, figures ofMillennium Development Goals and figuresrelated to maternity, infant, child, malaria,TB and HIV should be mentioned exactly.National Plan for 2012-2013 fiscal year isseconded.

U Steven Thabeik of Chin StateConstituency (4) said: the accuracy of figuresis important in calculating GDP of the whole

nation. If the figures are far fromapproximation, the investment ratio andplanning will not be accurate. Myanmar’sinvestment is lower than that of neighbourson average between 2005-2006 fiscal yearand 2010-2011 fiscal year. In this period ofmodest investment, some ministriessquandered millions from the fund of thecountry in implementing projects whichwere failures.

Though projects drafted by respectiveministries for 2012-2013 fiscal year withhuge fund estimated are submitted for goodpurposes, the projects, which could not giveimmediate profit to the country, should bedelayed as the country is still undevelopedand cannot make huge investment now.Investment, taxation, budget of Chin Stateand other regions and states and drafting ofanti-corruption law should be considered infundamental principles of National PlanningBill for 2012-2013 fiscal year submitted bythe Ministry of Finance and Revenue.

Daw Mi Myint Than of Ye Constituencysaid: Transportation sector should beextended by drafting NationalTransportation Policy in accord with needof the people, economic profitability andother requirements. The rail transportationshould set sight on running electric train.For all-round transportation intransportation, container transportation

should be established. Staff should beemployed for each department and trainedto improve their capacity. The emergence ofmodern railroads should be implementingby replacing wooden sleepers with concreteones. A system investigating passengercoaches and cargos should be adopted andenforced for foolproof inspection. If there isinsufficient workforce, new staff should berecruited under directives. Running hoursof the train should be reduced.

As the salary of the governmentpersonnel could be decreased if theunprofitable projects are suspended andirrelevant expenses are reduced in 2012-2013 fiscal year, Budget for 2012-2013should be redrawn.

U Paul Htan Htai of Chin StateConstituency (3) said: The Section (363) ofthe Constitution clearly states, “The Unionmay assist and protect the religions itrecognizes to its utmost.” The constitutionshould transparently portray the fact.Without adding any fund to the Ministry ofReligious Affairs in 2012-2013 budget,changes should be made in the current budgetof the ministry and expenditures forChristian, Islam, Hindu and other religionsshould be included.

Over 120-year monasteryattracts tourists

NYAUNGSHWE, 28 Feb—Shwe Yanpyae monastery isone of the touristdestinations in Inlay regionof Shan State.

The monastery is

located on Shwenyaung-Nyaungshwe road, one and ahalf miles to Nyaungshwe.

“As it is an ancientmonastery decorated withancient works, the edifice

should be preserved withoutlosing its original style. Alot of ancient Myanmararchitectural works can beseen at the monastery. In fact,it is a tourist attraction site,”said a tour guide.

Shwe YanpyaeMonastery was built withwooden floral arabesques,tiers, oval shaped windows,doors and gilt teak posts ofYatanabon era architecturalworks. The Vice-President put questions for his knowledgeand called for systematic implementation of works, worksitesafety and completion on schedule. The Vice-Presidentthen presented the managing director of Daewoo Int’lCorporation with a fruit basket. The Vice-President and

party then inspected laying of offshore pipeline in HD-60vessel.

After that, the Vice-President and his entourage flew toMade Island. At the briefing hall of the project in MadeIsland, hearing reports presented by Chairman Mr. ZangJialin of South East Asia Pipeline Co under China NationalPetroleum Corporation (CNPC) on progress of laying downinland oil pipelines, the Vice-President instructed them tocomplete in time three laying-down projects in time, whichare the sea natural gas pipeline, the inland natural gas andcrude oil pipelines in Myanmar, and the inland natural gasand crude oil pipelines in China, to emphasize socio-careof the rural people who live near the projects, besides socio-economic tasks, to create job prospects for rural people atthe time when the facilities would start running uponcompletion of the projects.

took over the SEA Games flag at the closingceremony of the XXVI SEA Games. It wasdesperately needed to acceleratepreparations as it was only 21 months awayfrom now. It also needed to plan a budget sothat the expenditure could be granted.

He called on efforts for timelyconstruction of sports grounds, gymnasiumsand athletes village to receive the inspectionof international sports federations and

enable Myanmar sportsmen train in advance.He called for recruitment of prospective

new blood and athletes of youngergenerations, systematically and intensivelytraining them under foreign and localcoaches and equipping them with fightingspirit and athletes’ access to comprehensivetraining equipment.

He stressed the need for turning out ofadequate number of internationally-recognized referee certificate holder refereesand juries and supervision of them to becomequalified referees and juries to ensure thefair play of the sports competitions.

He underscored the importance oftraining the volunteers to be fluent inEnglish and sociable with vivid hospitalityof Myanmar people, calling for reflection ofculture and national prestige of Myanmar inopening and closing ceremonies.

He went on that preparatory works wereto be done from now on for invitation andaccommodation of local and foreign guests.Registration and Sports Techniques was toprepare for registration of the athletes, fixingschedules and holding sports events andtechnical solutions.

The ceremony preparatorysubcommittee was to make sure visualpleasure of the roadside views from airportalong to athletes’ village, sports groundsand stadiums. In addition, it was needed
