Sixth Form Admissions Policy 2017/2018

Blessed Hugh Faringdon Catholic School and 6th Form Centre is a voluntary aided school in the Catholic Diocese of Portsmouth. The school was founded by and is part of the Catholic Church and is in the Trusteeship of the Diocese. The school is conducted as a Catholic school in accordance with Canon Law, the teachings of the Catholic Church and the Trust Deed of the Diocese of Portsmouth. It seeks at all times to be a witness to Jesus Christ.

The school offers a Catholic education. The school was set up primarily to serve the Catholic community in the Greater Reading area. Although Catholic children have priority of admission, the Governing Body also welcomes applications from those of other denominations and faiths, or none. The governors expect that all parents applying for places for their children will accept and uphold the Catholic character and ethos of the school.

The Governing Body of Blessed Hugh Faringdon Catholic School is the Admissions Authority for the school.

The Governing Body intends to admit to Year 12, in September 2017, up to 150 pupils from both internal and external applications. The Planned Admission Number (PAN) for external applicants is 25.

Admission Criteria

Pupils who are on roll at Blessed Hugh Faringdon Catholic School at the end of the academic year immediately preceding the proposed date of entry into Year 12 who meet the Entry Requirements for their programme of study will automatically be offered a place.

Up to 25 pupils from schools other than Blessed Hugh Faringdon Catholic School who meet the Entry Requirements for their programme of study will also be offered a place in Year 12.

Admissions Procedure

Students are required to complete a formal application and this must be submitted before the published closing date, which is by the end of the last day of term in December. For an application form please see the School website or contact the School Office or Head of Sixth Form.

In addition, external applicants are advised to complete a Supplementary Information Form (SIF) which can also be obtained from the School Office/Head of Sixth Form or downloaded from the website. Completion of a SIF is not compulsory, but this school has a religious character which permits the governing body to request additional information in order to place applications in the correct Oversubscription category. You should also complete a SIF if you are applying for priority because of exceptional medical/social need. If a SIF is not submitted, applications can only be ranked on the basis of information contained in the Application Form.

Oversubscription Criteria

If there are more than 25 external applicants who all meet the minimum Entry Requirements, and after the admission of pupils with Statements of Special Educational Needs or Education Health and Care Plans, the Governors will offer places using the following criteria in the order stated:-

1. Baptised Catholic looked after children or Baptised Catholic previously looked after children. Evidence of Baptism and adoption (if applicable) will be required (see notes a, b and c).

2. Baptised Catholic children. Evidence of Baptism will be required (see notes b and c).

3. Other looked after children and previously looked after children. Evidence of adoption (if applicable) will be required (see note a).

4. Children who are members of Eastern Orthodox Churches. Evidence of membership of the church provided by a priest/ minister of a designated place of worship will be required (see note c).

5. Children of families who are members of other Christian denominations. Evidence of membership of the church provided by a priest/ minister of a designated place of worship will be required (see notes c and h).

6. Children of families who are members of other faiths. Evidence of membership of the faith, provided by a minister/faith leader of a designated place of worship, will be required.

7. Any other children.

Priority within the Oversubscription Criteria:

The governors will apply the following order of priorities within any of the above criteria when applications exceed the number of places available and it is necessary to decide between applications through a priority ranking:

i. Social or medical need which make the school particularly suitable for the child in question.

STRONG AND RELEVANT EVIDENCE MUST BE PROVIDED BY AN APPROPRIATE PROFESSIONAL AUTHORITY (e.g. qualified medical practitioner, Education Welfare Officer, SENCO, senior UK service personnel, social worker or social care professional). Evidence of a diagnosis or a letter from a parent expressing a preference for the school is NOT sufficient evidence (see note d).

Page 4: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

ii. Within each Oversubscription category, priority will be given to children with a sibling in the school at the time of application (see note e).

iii. For applicants in Oversubscription category 2 above priority will be given to children of families who are practising Catholics in the following order: those who practice regularly; those who practice occasionally; those who practice irregularly. Practice is defined as attendance at Sunday (or Saturday evening) Mass. This evidence must be provided by the parent/carer (see note g) and be endorsed by a priest at the church (es) where the child normally worships.

The definitions of regularity of practice are:

“Regularly” means weekly attendance at Sunday (or Saturday evening) Mass

“Occasionally” means at least monthly attendance at Sunday (or Saturday evening) Mass

“Irregularly” means less than monthly attendance at Sunday (or Saturday evening) Mass.

iv. Within each Oversubscription category above, priority will be given to the applicant whose permanent home address is nearest to the school. This information on distance is provided by Reading Local Authority using a computerised system; distances are not measured by the Governing Body. Evidence of residence may be required (see note f).

Year 12 Entry Requirements

Sixth Form Policy 2016/17

Highdown School and Sixth Form Centre operates an open policy for entry to the Sixth Form. Applications from students not transferring from Highdown are considered alongside existing students. The admission number for students applying from other schools is currently 50.

Entry Criteria

The general criteria for acceptance is that the applicant must meet the entry requirements for the preferred course of study.

Students choosing two year advanced courses (level 3 courses) will be expected to have at least 5 GCSE passes at grade C or equivalent

Students undertaking one-year level 2 courses will be expected to have 4 GCSE passes at grade E or better.

Entry to Year 13 for students completing the second year of an Advanced course will be subject to them meeting the matriculation requirements.

Admissions Procedure.

Applications should be made directly to the School.

Oversubscription Criteria

If there are more applicants than places available applications will be prioritised in accordance with the following over-subscription criteria;

Children with an Education, Health and Care plan that names the school will be allocated a place above all other applicants

1. Looked after children or previously looked after children. (A previously looked after child is a child who was looked after, but has been adopted (under the Adoption Act 1976 (section 12) or the

Page 6: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

Adoption and Children’s Act 2002 (section 46)) or become subject to a child arrangement order or special guardianship order immediately following having been ‘looked after’.

2. Children who have strong medical or social grounds for admission (see definition of social medical grounds below)

3. Children whose permanent home address is in the designated area of the school who has an older sibling(s) who will still be attending the school in Years 7-11 in September 2017.

4. Children whose permanent home address is in the designated area of the school

5. Children who do not live in the designated area who will have an older sibling(s) who will still be attending the school in years 7-11 in September 2017.

6. Other applicants

Tie –breaker

If the school does not have enough places for all applicants in a particular category – places will be allocated to those living nearest to the school measured in a straight-line between the data point of the home and the data point of the school. The data point is the unique address point for each property supplied by Ordnance Survey. The distance between the two points is measured using Reading Borough Council’s mapping software. The data point for the home and the school can been seen on Reading Borough Council’s website. If there is no other way of separating the application according to the admissions criteria and to admit both or all of the children would cause the legal limit to be exceeded, the local authority, on behalf of the governing body, will randomly select the child to be offered the final place by drawing lots.

Appeals

Parents refused a place for their child in all years groups of the school, are entitled to appeal to an independent appeals panel. Information about this process will be given in the decision letter sent either by Reading Borough Council on behalf of the Governing Body or by the school. Students and parents can appeal for places in the Sixth Form.

Applications

Applications must be made directly to Kendrick School, not to the Local Authority.

This school is a Girls Only School.

Entry Requirements

The GCSE entry criteria below apply equally to internal and external applicants.

For entry into Kendrick School Sixth Form, applicants will normally have to satisfy the following minimum conditions:

8 GCSEs grades A* - C two of which must be English Language and Mathematics and all should be from full GCSE courses.

B grades or above in the subjects to be studied at AS/A-level (Grade B or above in the Higher Tier is an entry requirement for Mathematics and/or Science AS/A level courses). Students who have taken Foundation Tier GCSE courses in Mathematics and Sciences (rather than Higher Tier) are unlikely to have covered all the appropriate topics from which they can move on to A-level in the context of this school.

To study a Science subject it would be necessary for an applicant to have achieved at least a B grade in both Science and Additional Science or Separate Science GCSEs.

Students would be expected to have studied GCSE in subjects they wish to study at A-level. In the case of Economics and Sociology where the subjects may not have been studied at GCSE level, Grade B in English Literature and a Humanity would be required as a condition of entry to the course.

Page 10: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

Students living overseas at the time of application and not taking GCSE courses must provide evidence of the equivalence of their externally taken qualifications to GCSE by an official organisation (for example NARIC).

For GCSEs under the new grading system, entry requirements are:

- 8 GCSEs of A*-C or 9-4 - For the subjects to be studied at A Level the requirement will be A*-B or 9-6

Kendrick School Admissions Numbers

The admission number for external applicants for Year 12 is 44.

This is in addition to the 96 students currently in Year 11. Allowing for students who leave Kendrick School at the end of Year 11, and subject/course availability, this normally means we admit at least 44 new students into Year 12.

The maximum number of students in Year 12 is 140.

Timetable

The process for routine admission into the Sixth Form at Kendrick School (Year 12) in 2017/18 begins in November 2016 and ends on 1st September 2017.

Application forms will be available from the date of the Sixth Form Open Evening which will be held in November 2016. (This will be advertised in the local press and details will be available on request from the school and on the school website.)

Potential applicants who do not attend the Open Evening may download an application form from the school website. For families without internet access, paper copies can be collected from the school. Students will not receive an acknowledgement of their application unless they send a SAE with their application.

Deadline for receipt of applications

Individual applications must be received by Kendrick School by Friday 27th January 2017.

School Reference Forms must be received by Kendrick School within 2 weeks of the closing date (by Friday 10th February 2017).

Late Applications

Applications received after the deadline will be treated as late applications, but will be considered if submitted by 1st September 2017. Late applications are those which are received after the closing date (27th January 2017) and so cannot be considered with the “gathered field” of on-time applications. (See Treatment of Applications section.) Late applicants will be added to the Waiting List in order according to their ranking as determined by their predicted GCSE scores. (See sections on “Treatment of Applications” and “Waiting List”).

Treatment of Applications in the Gathered Field (external candidates only)

The gathered field of applications consists of those applicants whose application form was received before the deadline and the school reference form has been received by Kendrick School within two weeks of the closing date (Friday 10th February 2017).

Page 11: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

Suitable applicants will be invited to the school for Consultation Meetings in the week beginning Monday 27th February 2017. The purpose of these meetings is to explain the options available in the Sixth Form and the entry requirements for the courses.

Provisional offers will be made by Friday 10th March 2017.

Applicants will be assessed for suitability to attend a consultation meeting according to a points system as follows:

Up to a maximum of the 8 best full course GCSE predicted grades, scored on the new GCSE grades for Mathematics and English and the DfE equivalence system: (A*- 8.5 points; A- 7 points; B – 5.5, C-4 points etc.) for the unreformed GCSEs. Two of the subjects must be full course GCSE Mathematics and English Language.

Applicants will be placed in a rank order according to the points scored as above. Candidates with a score of 54 or above (“the cut off point”) will be invited to a consultation meeting, subject to the number of applicants invited not exceeding the available number of places.

Oversubscription Criteria

Oversubscription criteria will be applied if the number of applicants with a points score of 54 or above exceeds the available number of places

In the case of over-subscription, places will be offered first to all internal applicants then to external applicants.

Children with a Statement of Special Needs and/or an Education, Health and Care Plan and has named Kendrick School specifically on the statement will always be admitted as long as they have met the predicted score of 54.

Applicants who have been predicted 54 points or more will be ranked in the following order:

1. The applicant is a looked after child or previously looked after child1

2. The applicant is from Reading Girls’ School (partner school).

3. The permanent home address of the applicant is within the designated area of the school and the applicant is Pupil Premium or Service Premium child. Documentary evidence that the parent has been or is in receipt of the appropriate support payment entitling the child to Pupil Premium or Service Premium will be required.

4. The permanent home address of the applicant is within the designated area of the school and this home address is the address of the parent/carer and the applicant.

5. Applicants whose home address is NOT in the designated area of the school.

If there remain two or more applicants with the same score, the rank order will be determined by random allocation. In the event of random allocation being used, an independent adjudicator will be appointed.

Note: in 1), 2) and3) above, any such an applicant, provided she has achieved a predicted score of 54 or more, will be offered a place. The total number of places offered will be subject to the availability of courses and the total admission number for Year 12 not exceeding 140 (internal and external applicants).

Page 12: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

1A ‘looked after child’ is a child who is (a) in the care of a local authority, or (b) being provided with accommodation by a local authority in the exercise of their social services function (see definition in section 22(1) of the Children Act 1989). Previously looked after children are children (b) who were looked after, but ceased to be so because they were adopted or became subject to a child arrangement order or special guardian ship order. Applications received under the Criterion A must be made by the person with parental responsibility for the child (e.g. the child’s social worker, acting on behalf of the local authority for a looked after child) and will need to be supported by the following official documentation, as applicable: Confirmation by the home local authority that the child is looked after or previously looked after or Confirmation by the local authority the child has the following order - Adoption Order

Pupil Premium are those students who have received funding for free school meals at any point in the last 6 years or who are currently eligible for free school meals. The service premium is designed to support children with parents/carers serving in the regular British armed forces. Students attract the premium if they meet the following criteria: one of their parents/carers is serving in the regular armed forces; one of their parents/carers served in the regular armed forces in the last 3 years or one of their parents/carers died while serving in the armed forces and the student is in receipt of a pension under the Armed Forces Compensation Scheme (AFCS) and the War Pensions Scheme (WPS)

Designated Area

The designated area is determined by the postcode of the applicant’s permanent home address. Places will be offered to applicants who are ranked high enough according to the GCSE point system described above and who reside within the designated area. This must be the applicant’s permanent home address with their parent/carer at Friday 27th January 2017. The school will ask for documentary evidence to support the application. Only if there are further places available will applicants who live outside the designated area be considered. The address which will be used for consideration to be living within the designated area must be the applicant’s permanent address at the time of registration (by Friday 27th January 2017). The exception to this is if the family are returning from abroad to a previous home within the designated area (documentary evidence will be required to confirm this), are Crown Servants or members of the Armed Forces. See Appendix 2 on the school website for the list of postcodes within the designated area.

Waiting List

The Waiting List will be used to offer places if any of the original offers are declined before 1st September 2017.

It will consist of all applicants above the cut-off point who have not received an offer of a place by 10th March 2017 and any Late Applicants whose score is above the cut-off point.

Waiting List applicants will be invited, in rank order, to a consultation meeting on the basis of:

- The overall availability of places. - Their subject choices. - The availability of places in those subjects.

Applicants who remain on the waiting list after 30th June 2017, will be advised to contact the Admissions Officer, after GCSE results have been published, if they still wish to be considered for a place in the event of any becoming available. Details of the specific contact address will be given. These applicants will be considered, in rank order, on the basis described above. Applicants who do not confirm their continuing interest in a place will not be approached until those who have contacted the Admissions Officer at the school have been considered. It is unlikely that any places will be offered after 11th September 2017.

Page 13: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

Tie-break situation

Where two or more suitable candidates on the Waiting List have the same score, an invitation to a consultation meeting will be determined by random allocation. In the event of random allocation being used, an independent adjudicator will be appointed.

In the event of any places remaining once all applicants on the Waiting List have been considered, the Waiting List may be extended to those below the cut-off point. Where two or more suitable candidates have the same ranking, an invitation to a consultation meeting will be offered to an applicant from Reading Girls’ School (partner school). Thereafter, invitations to a consultation meeting will be determined by random allocation.

Oversubscription of Courses

Every effort will be made to accommodate students who are offered places and who meet the entry requirements for a place in Year 12 to do the subjects of their initial choice. However, applicants should appreciate that some subjects may become full. This will be most relevant to late applicants, to those offered places from the waiting list and to those who wish to change their original subject choices. Whilst the offer of a place will remain valid, students’ options may be governed by availability in individual subjects.

Confirmation of Places

Offers made by 10th March 2017 (or subsequently, in the case of late applications and waiting list applications) will be conditional on the applicant meeting the entry requirements in general and for the chosen subjects in particular. Offers are conditional on applicants confirming the place by the end of March (24th March 2017) or, in the case of late application/waiting list offers, by the deadline given. Offers will lapse if written confirmation is not received by the school by the given deadline.

Appeals

Parents/carers and students have a right of appeal to an Independent Appeal Panel if they are not offered a place. Further details can be obtained online at Reading Borough Council’s website or on the school’s website.

This is in addition to the 124 students currently in Year 11. Allowing for students who leave Reading School at the end of Year 11 this normally means that we admit 30+ new students into Year 12.

Sixth Form Policy

Application for day and boarding places

Entry requirements

For entry into the Sixth Form students must have achieved the equivalent of a total of at least 54 points (A*=8, A=7, B=6, C=5, D=4, E=3 or for Maths and English where the grades 1-9 are used the points value of the grade will be taken into account e.g. 9 = 9) from 8 GCSE subjects and at least a grade 5 at GCSE in Mathematics and English Language or a DfE recognised equivalency. In addition, it is expected that prospective entrants will have obtained a grade B, or better, in the subjects to be studied in the Sixth Form. Two exceptions to this are that a grade 8 is required for studying Mathematics, Grade A for Chemistry and for a student who wishes to study Biology or Physics and has not studied separate sciences, then A grades are required in both Science and Additional Science.

Deadline of receipt of applications

The closing date for receipt of the application by Reading School is the last Friday in January. (Friday 27 January 2017). For those applying for a boarding place, a Suitability for Boarding Form should be returned to Reading School with the Reading School Application Form by 27th January 2017.

Applications received after the deadline

Applications received after the deadline will be treated as late applications, but may be considered if submitted by 1 September 2017. Late applications will be considered once all on time applications have been dealt with.

Designated area for Day Boys

The designated area is determined by the postcode of the student’s home address and guidance on the designated area is given in the School prospectus and on the school website. Further clarification can be obtained from the School’s Admission Office. Places will be offered to applicants who reside within the designated area by the sixth form registration date (25th August 2017) following the GCSE results. This must be the student’s permanent home address with their parent(s) / carer(s), e.g. the address where the student is registered with a GP. In the cases where parents have shared responsibility for a student, the permanent address will be where the student stays for the majority of the school week (Monday to Friday) and the school may ask for documentary evidence to support the application. Students for day places from outside the designated area will only be considered if all the available places cannot be filled by students from within the designated area or by boarders.

Inclusion

Any student with special educational needs or a disability, who is applying for a place at the School, should write to the Special Educational Needs Coordinator so that the School can assess his application appropriately.

Provisional Offers

Provisional offers, if appropriate, will be made no earlier than 10th February 2017 and, for applications received after this date, responses will be made within two weeks of receipt of the predicted examination grades.

Oversubscription Criteria

After the admission of boys who have a statement of special educational needs or an Educational Health and Care Plan which names the school and who meet the academic standard, the following oversubscription criteria will be applied if there are more applicants than places available. The following oversubscription criteria will be applied if there are more applicants than places available. Applicants will be ranked on this list according to their predicted points score (54 or above) below which students will be deemed not to benefit from the style of education provided at Reading School and these students will not be considered for admission to the school and not therefore ranked according to the over-subscription criteria below.

A waiting list ranked as above will be used to offer further places if any original offers are declined. Every effort will be made to accommodate students who meet the entry requirements for a place in Year 12, but applicants should appreciate that some subjects may become full in which case we will operate a waiting list. This will be most relevant to applications received after 27th January 2017. Applicants will be ranked on this list according to their predicted points score.

Page 20: Sixth Form Guide - Reading Borough Council Form Guide This guide provides the Admission Policies of schools in Readingfor admission to the Sixth Form. Other information on admissions

All applicants predicted 54 points or more who are applying for a boarding place or who live within the designated area and are applying for a day place will be ranked in the following order and within each category strictly by their predicted points score:

i) The applicant is a looked after child or previously looked after child

ii) Children of members of the UK Armed Forces eligible for service premium (boarding applicants only).

iii) The applicant has a boarding need (see note below) (boarding applicants only)

iv) The permanent home address of the student is within the designated area of the school and the student is in receipt of pupil premium2. Documentary evidence that the parent has been or is in receipt of the appropriate support payment entitling the child to free school meals/service premium will be required.

v) The permanent home address of the student is within the designated area of the school and this home address is the address of the parent(s)/carer(s) and the student.

vi) Students whose home address is NOT in the designated area of the school.

Tie Breaker

The following criterion will be used to allocate places as between borderline candidates who cannot be distinguished in terms of academic ability. With regard to the historic links with the Borough of Reading, eligible boys living nearer to the School will be accorded a higher priority in the allocation of day-boy places. Distance is measured on the straight line between Ordnance Survey data points for the home address and the school using Reading Borough Council digital mapping software. For those living equidistant from the school, an independent person will supervise random allocation. In the case of Reading School, this will be Reading Local Authority.

For boarding applicants, in the event of a tie-break situation an independent person will supervise random allocation. In the case of Reading School, this will be Reading Local Authority.

Offer date

Offers of places will be confirmed as soon as appropriate examination results are confirmed.

Waiting lists

Applicants meeting the entry requirements but applying for subjects that are full or applying for a day place and living outside the designated area, will be placed on a waiting list. If places exist on 1 September 2017 they will be offered based on their subject choices and the availability of places in those subjects, but priority will be given to boarding applicants and day applicants who live within the Designated Area.

Appeals

Parents and students have the right of appeal to an Independent Appeal Panel if they are not offered a place. Further details can be obtained online at Reading Borough Council’s website.

Boarding need

Children with a boarding need include:

i) Those at risk or with an unstable home environment and children of service personnel who have died while serving or who have been discharged as a result of attributable injury; or

ii) children of key workers and Crown Servants working abroad (e.g. the children of charity workers, people working for voluntary service organisations, the diplomatic service or the European Union, teachers, law enforcement officers and medical staff working abroad) whose work dictates that they spend much of the year overseas.

A Suitability for Boarding Form should be returned to Reading School with the Reading School Application Form by 27th January 2017.

Boarding Regulations

Boarders must have suitable accommodation outside School for the weekends. This must be provided by the family or a guardian. Reading School regrets that it is unable to assist in finding a guardian.

Boarding Fees

Reading School boarding fees are charged in accordance with the DfE guidance ‘Full cost recovery and rate of return - Managing and charging for boarding provision’.

Passport Requirements

All students must be entitled to hold a full British Citizen passport, be a national of the European Economic Area or have the right of residence in the United Kingdom. The holding of a British Overseas or British Dependent Territories passport does not make a child eligible for a State Boarding School education, neither does a temporary student visa.
