2017 Taitung International Cultural and Creative

Competition for Youth

I. Origin

During the summer vacation of 2016, 30 members from colleges around Taiwan arrived the five craft studios in Taitung and began the learning course as artists-in-residence in local studios. They not only aimed at learning but also at experiencing the warm-welcoming tribe culture and passionate professionalism, in order to extend traditional craftsmanship through youngsters' design and present the profound deep local culture.

In 2017, "Taitung International Cultural and Creative Competition for Youth" opens again. Themed with "A Journey of Craft & Weaving" this time, the event provides a cultural journey that allows the participants to experience the soil-born culture in Taitung, as well as an opportunity that weaves cultural-creative art students and local craftsmen together for exchange.

Would you like to have a different craft-learning experience with deeper east-coast culture? The craft masters have prepared materials and tools for you! This year we expend the call for international members in order to bring in broader perspectives and spectrum for local aesthetic education. We sincerely welcome you to Taitung and start a journey of traditional crafts and contemporary design with your creativity and wonderful local craftsmanship.

III. Course Description

1. Planning:(1) Craftsman masters of all field in Taitung are invited to teach

the members basic techniques for their craft creation. (2) According to their chosen categories, members go to five

different Taitung studios respectively to commence their creation and design, as well as brainstorming. Result Presentation and Competition will be held at the end of the event, where the masters will provide relevant correction and

suggestions. (3) The seven-day event includes three seminars, hand-on

courses on craft learning in Taitung studios, and activities with cultural characteristics.

(4) A Result Presentation and Competition will be held at the end of the course. Professional jury will select and award the first three prizes and five works of excellence.

(5) A Certificate of Participation will be awarded for all members who attend the complete course.

2. Trainers:(1) Design Consultant: During the course, designers from

different fields will be invited to serve as design consultants, who will be interacting with the artists-in-residence and members of each studios by giving relevant correction and suggestions.

Hualien Harbor Artist Kamaro’an: Un-Fan Chang"Kamaro’an" means "Settle down here!" in A-mi language. The furniture and home accessories are made by folks led by local artists in tribes of Hualien harbor. The products of Kamaro’an has notions of aboriginal art, tribe ideas, and the trace of mountain and sea. They also conveys the life appearance of home-coming youth concentrating at work, settling, and enjoying living in home town.

(2) Taitung Studios:(a) Carpentry - Sunrise Driftwood Workshop

The wood studio is located in Calavi Tribe, Taimali Township. The community-based studio not only creates job opportunities by developing cultural and creative products but also allows traditional culture to be passed down. It retains people and memories of growth and stimulates affections and recognition for this piece of land. The skillful master in this studio guided a member of "2016 Memories of Mountain & Sea - Cultural and Creative Camp for Home-coming Youth", who was bestowed with Gold Award of the competition.

(b)Alpinia Weaving - Torik Tribe The word "Torik" means "weaving" in A-mi Language. The tribe people have been weaving various household utensils with Alpinia leaves since ancient time. In the recent years, items that ingeniously combine hand-making and cultural creation notions such as bags and cell phone pouches have injected new vitality into Alpinia weaving art and the tribe. Due to its high malleability, Alpinia is suitable for training and application

of design students. The studio has guided a student to win the Silver Award of "2016 Memories of Mountain & Sea - Cultural and Creative Camp for Home-coming Youth"

(c) Glass & Mosaic - Hsia Nu workshopThe common hobby of mosaic and glass brought the three pensioners from different fields together. Amy (Hui-mei Ke), Judy (Su-chin Shen), and Cindy (Shun-li Chung) established " Hsia Nu workshop " together, where they create numerous craft, aesthetic, and practical works that are inspired by their Taitung lives.

(d)Bark Design - Unique Tapa Rung-yi Lin excels in applying the bark in design to attract young people and the public who don't know bark-clothes. With the products of Unique Tapa, people gain deeper understanding in the spirit and culture of A-mi. The nimble transformation from rough bark to fashionable clothes and bags with modern cutting and design is extremely beloved by young people.

(e)Embroidery - Chioufun StudioWhen seeing her Grandmother sewing a girl's cape coat with "ruma" (meaning "home" in Bei-nan language) pattern as her rite-of-passage gift, Chioufun Chen offered to help because she was deeply moved. Since then, she never put down needles and threads. Her products feature traditional ruma with various extended colors and geometrical patterns, items including bags, purse, name card holder, embroidery leather, etc. They all convey the important value of home and culture.

1. Competition Theme: (1)Theme: Sight of Journey. The work should contain cultural

notions or characteristics of Taitung. (2)Product: Practical products such as furniture, home decoration,

stationery, bags, accessories, etc are recommended. (3)Material: The craft materials of the chosen studios (for

example, Alpinia, bamboo, wood, glass, mosaic, etc.) should be the main material of the products. If other materials are needed, the possibilities of combining different materials should be taken into consideration, and the relevant materials have to be prepared by the members.

(4)The maximum of the final price of each registered product for the competition is NTD 6,000. It is recommended that the participant include packing design when submitting the work. The final price and cost analysis will be considered in evaluation and assessed by the jury.

2. Evaluation Criteria:

3. From Entry of Selection to the Event(1)Announcement of Entry of Selection: On Friday June 16th the

announcement will be made on the official websites of the competition and Taitung County Government. The member will be contacted per email and telephone.

(2)Registration fee: After being contacted for entry of selection, the registration fee, NTD 2,000, is to be paid by Type B members before 17:00 Wednesday June 30th 2017.

(3)Duration of event: From Tuesday July 11th 2017 to Monday July 17th 2017.

(1)Members arrive one of the five studios respectively. The studios will provide materials, equipment, facilities, as well as lunch and accommodation during the event.

(2)Members are required to submit physical works and price analysis or the works (see Appendix 5) by final selection (result presentation).

5. Final Selection -- Result Presentation

(1)Date: Monday July 17th 2017

(2)Presentation: In the 3-minute oral presentation, competing

members are required to introduce the works'

title, design concept, material, features of

technique, price, producible amount, etc. (The

price set on Result Presentation will be the base

of amount of future mass production of the first-

prize product)

V. Prize & Award

1. Awards

(1)Award for Entry of Selection: NTD 2,000 (This amount will be

given on the day of check in report).

(2)Award for Competition:

First Prize (1 person): NTD 80,000 and a certificate

Silver Award (1 person):NTD 25,000 and a certificate

Bronze Award (1 person):NTD 10,000 and a certificate

(3)Income tax regulations and 2nd Generation National Health

Insurance apply on the awards and the amount will be taxed or

deducted.

2. Award for the First Prize

(1)In addition to the first-prize reward NTD8000, NTD 30000 of

production subsidy will be granted.

(2)The first-prize product will be promoted in domestic,

international paper-back magazine (SHOPPING DESIGN Aug

2017), and relevant design website(MOTTIMES July 2017).

3. Rights and Obligations of the First Prize (1) The award-receiver has to complete the production of the

first-prize product by Friday 15th Sept 2017 and submit 1/2 of the promised amount of product (minimum 5 pieces) to the Organizer and one piece to the Implementer. The rest amount of the product is at disposal of the award-receiver.

(2) The first-award product needs to include packing design and packing manufacture. The production amount, pricing, and packing design draft need to be fixed by July 31st 2017. The production starts after Organizer's confirmation. The amount of the award will be remitted wtihin two weeks after submission to Organizer and its confirmation.

(3) Follow-up production subsidy (NTD 30,000) will be remitted in two stages:

First stage (NTD 18,000): Within two weeks after Organizer's confirmation on product amount, price, and packing design draft.)

Second stage (NTD 12,000)+ First-prize award (NTD80,000): Within two weeks after the submission and Organizer's confirmation of subsequent production.

VI. Application Requirement1. Applicants must have education in art, design, craft, culture, or

relevant departments of (or above) senior high school or vocational school, or work experience in design or cultural and creative industry. People who have relevant experiences in craft-

creation have priority of admission.2. Applicants must be under 35 years old. 3. Only personal application is accepted. Team application will not

be considered. 4. International member: Applicants without Taiwanese nationality.

VII. Admission Quote & Cost1. Quota: Each studio can take at most 6 people, and the maximal

total amount of members is 30. 2. Costs of different groups:  

Type A: International member (max. 5 persons): Free of chargeType B: First-time domestic member (max. 25 persons): After

notice of admission, the enrollment cost NTD 2,000 is to be paid before the set date. In case of delayed payment, the admission will be cancelled and the place will be arranged for candidates on waiting list.

Type C: Member of "2016 Memories of Mountain & Sea - Cultural and Creative Camp for Home-coming Youth" (max. 5 persons): Free of charge.

IX. Important Regulations 1. The first three prizes and works of excellence are required to

accept photo-shooting of the works and interview after result presentation in cooperation with the Implementer's promotion of this event. After the photo-shooting of the works, the Implementer is responsible of transporting the works to the location designated by the prize-winners.

2. Except for the above-mentioned works, the other members who have not won the prizes can bring back their own works on the same day. The transport costs of the works from the location of Result Presentation are to be taken over by the members.

3. The prize-winning products are to be exhibited free or charge by Department of Culture, Taitung County Government in the following one year (from the end of the event until July 2018). (The Implementer of the exhibition is to be responsible for the transport costs and relevant insurance affairs.)

4. With the entry to the Cultural and Creative Camp, the members

automatically agree with the regulations of the camp. The Implementer reserves the final rights of explanation of all the documents and information of this event. The Implementer also reserves the right of correction of any unstated matters related to this event.

5. The products created during the Cultural and Creative Camp and their Intellectual Property Rights belong to the members. The members agree to provide detailed information of the products and allow Implementer's free-of-charge recording for future promotion, presentation, publication, decoration, exhibition, media exposure, book printing, etc.

Appendix 2 Declaration of Participation

To the Organizer, Taitung County Government: I am willing to participate in 2017 Taitung International Cultural and Creative Camp & Competition for Youth organized by Taitung county Government after understanding the competition regulations and agreeing to comply with the rules of the evaluation. Furthermore, I agree with and promise to comply with the following statements: 1. Right of Communication:

The Organizer is allowed to replicate, publicly exhibit, edit, apply, or propagate the work, its descriptive information, and physical sample of the prize-winning work in any format for the purpose of follow-up promotion of the event by means of public transmission through relevant media such as television, newspaper, magazine, internet, exhibition, etc.

2. Copy Right of the Work: (1) In view of promoting the work, the participant agrees to submit the work

information to the Organizer for archive establishment and management. (2)The copyright of the completed work belongs to the participant from the

moment of completion. (3)The participant agrees to allow the Organizer to use the photo of the prize-

winning work on occasions of relevant promotion free of charge without limit of location and time (including reservation, promotion, editing, research, photographing, exhibition, website production, publication, etc.)

3. Responsibility & Obligation: (1)I declare that all the information for the application is true and correct. (2)The submitted work for competition is created by myself and does not

involve any affairs of copy, pirating, impostor, violation of copyrights, pre-publication, or previous sale in the market. In case of report of violation of copyright, patents, or other intellectual property rights, I agree to cancel my eligibility. The bestowed award will be returned and I will take relevant legal responsibilities.

(3)I agree to cooperate with the Organizer in terms of result presentation, exhibition, and relevant promotion.

(4)Income tax will be deducted from the award and subsidy. Supplementary premium of 2nd Generation National Health Insurance will be deducted from the production fee.

(5)Winner of the First Prize is required to submit follow-up products according to the dateline set by the relevant authority. Prize-winner's written application for time extension is required in case of delay caused by force majeure. In case of submission failure without force majeure, the award for the First Prize will be adjusted to NTD 50,000.
