National targets

Valorization: 50% by weight of packaging waste
Recycling: 25% by weight of the totality of packaging materials contained in packaging waste ≥ 15 % by weight for each packaging material

Recycling: 55% - 80% by weight of packaging waste (with 60% for paper and board and glass, 50% for metals, 22,5% for plastics and 15% for wood)

Scope of the license
Household waste – packaging waste that include the definition of household waste or similar, all types of waste packaging materials, including glass, paper and cardboard, metals, plastics and wood Industrial waste - packaging waste from industry, trade and services or otherwise, from all types of waste packaging materials, including glass, paper and cardboard, metals, plastics and wood VERDORECA – packaging waste from establishments that sell soft drinks, beer and water in non-reusable packaging for immediate consumption

Scope of the license
Packaging waste in primary, secondary and tertiary Subsystem a) – have been sold to the public, particularly in community pharmacies, drug stores or supermarkets, and collected them Subsystem b) – resulting from the process and activity of the pharmaceutical industry and distribution Subsystem c) – free medicines and other products produced in hospital pharmacies Subsystem d) – medicines and veterinary products non-domestic waste containing or not these products and medicines

Competent authority - APA
Coordinating procedures for the licensing activities of collective schemes, individual systems and registration bodies
Monitor the activity through the review and approval of annual activities, including monitoring of compliance with financial flows
Approve, propose or determine the revision of financial flows to ensure the sustainability of the systems – financial counter part and other financial flows, related to the economic operators or to local authorities
Ensure the implementation and monitoring of system performance indicators in
technical and financial aspects
Ensure the preparation of orders, rules and regulations necessary for the proper
management of integrated systems

Landfilled waste; Waste managed by specific waste flow systems that does not comply with the targets established in their licenses; Waste managed in incineration or co-incineration facilities

Support the authorities responsible for verifying compliance with the obligations imposed on waste streams
Regulation the operation of collective schemes through constant monitoring of various matters:
o technical - to meet its management objectives.
o financial and economical – to assess its sustainability.
o logistic and functional – to ensure adequate recovery of packaging
materials.
o legal procedures.
Promoting the articulation with other entities related with the monitoring collective schemes, in particular, the coordination of the Permanent Monitoring Group, foreseen in the license of SPV

In 2009: -Where produced about 162 kg of packaging waste for each resident, equivalent to ½ kg a day of packaging waste. -Where recycled around 97 kg of packaging waste per capita. - Of the total packaging waste recycled, 58% comes from SIGRE and of these 34% from urban flow.
