BACKGROUND
Summary
The initiation of proceedings for any General Plan Amendment GPA requires the adoption of an order by theBoard of Supervisors The Planning Director is required to prepare a report and recommendation on everyGPA application and submit it to the Board of Supervisors Prior to the submittal to the Board comments onthe application are requested from the Planning Commission and the Planning Commission comments areincluded in the report to the Board The Board will either approve or disapprove the initiation of proceedingsfor the GPA requested in the application The consideration of the initiation of proceedings by the PlanningCommission and the Board of Supervisors pursuant to this application does not require a noticed publichearing However the applicant was notified by mail of the time date and place when the PlanningCommission and the Board of Supervisors would consider this GPA initiation request
If the Board of Supervisors adopts an order initiating proceedings pursuant to this application the proposedamendment will thereafter be processed heard and decided in accordance with all the procedures applicableto GPA applications including noticed public hearings before the Planning Commission and Board ofSupervisors The adoption of an order initiating proceedings does not imply that any amendment will beapproved If the Board of Supervisors declines to adopt an order initiating proceedings no further proceedingson this application will occur
The Board of Supervisors established the procedures for initiation of GPA applications with the adoption ofOrdinance No 3484573 which amended Article II of that ordinance
Impact on Citizens and BusinessesThis action will initiate the Countys review of the General Plan Amendment application which will include anevaluation by Planning staff the appropriate environmental review and consideration by the PlanningCommission and Board of Supervisors during public hearings on the project

PROJECT DESCRIPTION AND LOCATION
General Plan Amendment No 1132 proposes to amend the Riverside County General Plan Land UseElement from Rural Community Very Low Density Residential RCVLDC 1 Acre Minimum and RuralCommunity Estate Density Residential RCEDR 2 Acre Minimum to Rural Community Low DensityResidential RCLDR12 Acre Minimum
The proposed Amendment is located in the Lake Mathews Woodcrest Area Plan more specifically theproject is located northerly of Lake Mathews southerly of the Street A in the Citrus Heights Specific PlanSP325A1 westerly of Blackburn Road
BACKGROUND
I The initiation of proceedings for any General Plan Amendment GPA requires the adoption of an orderby the Board of Supervisors The Planning Director is required to prepare a report and recommendationon all GPA applications and submit them to the Board of Supervisors Prior to the submittal to the
Board comments on the applications will be requested from the Planning Commission and thePlanning Commission comments will be included in the report to the Board The Board will either
approve or disapprove the initiation of the proceedings for the GPA requested in the applications
The consideration of the initiation of proceedings pursuant to this application by the PlanningCommission and the Board of Supervisors will not involve a noticed public hearing The PlanningDepartment however did notify the applicant by mail of the time date and place when the PlanningCommission will consider this GPA initiation request
If the Board of Supervisors adopts an order initiating proceedings pursuant to this application theproposed amendment will thereafter be processed heard and decided in accordance with all theprocedures applicable to GPA applications including noticed public hearings before the PlanningCommission and Board of Supervisors The adoption of an order initiating proceedings does not implythat any amendment will be approved If the Board of Supervisors declines to adopt an order initiatingproceedings no further proceedings of this application will occur
The Board of Supervisors established the procedures for initiation of GPA applications with the adoptionof Ordinance No 3484573 effective May 8 2008 which amended Article II of that ordinance Thisparticular GPA application is an General Plan EntitlementPolicy Amendment GPA under Section 24
GENERAL PLAN ADMINISTRATIVE ELEMENT FINDINGS
In order to support the initiation of a proposed General Plan Amendment it must be established that theproposal could possibly satisfy certain required findings subject to the development review process andfinal CEQA determination The Administration Element of the General Plan explains that there are fourcategories of amendments Technical EntitlementPolicy Foundation and Agriculture Each categoryhas distinct required findings that must be made by the Board of Supervisors at a noticed public hearing

General Plan Amendment No 1132 falls into the EntitlementPolicy category because it is changingwithin the same Foundation Component Community Development
The Administration Element of the General Plan explains that two findings must be made and at leastone of five additional findings must be made to justify an entitlementpolicy amendment The two
findings are
a The proposed change does not involve a change in or conflict with
1 The Riverside County Vision
2 Any General Plan Principle or
3 Any Foundation Component designation in the General Plan
b The proposed amendment would either contribute to the achievement of the purposes of theGeneral Plan or at a minimum would not be detrimental to them
The additional findings only one of which need be made include
c Special circumstances or conditions have emerged that were unanticipated in preparing the GeneralPlan
d A change in policy is required to conform to changes in state or federal law or applicable findings ofa court of law
e An amendment is required to comply with an update of the Housing Element or change in StateHousing Element law
f An amendment is required to expand basic employment job opportunities jobs that contributeit directly to the Countyseconomic base and that would improve the ratio of jobstoworkers in the
County
g An amendment is required to address changes in public ownership of land or land not under Boardof Supervisors land use authority
Consideration Analysis
First Required Finding The first finding per the General Plan Administrative element explains that theproposed Amendment must not involve a change in or conflict with the Riverside County Vision anyGeneral Plan Principle or any Foundation Component designation in the General Plan The applicanthas provided the following information

B The Proposed Project site will remain rural in nature under an RC LDR land usedesignation because the designation allows for a maximum of 2 dwelling units per acreconsistent with the Rural Community Foundation Designation and the Lake
MathewsWoodcrest Area Plan vision Staff note This is true but it would also permitlots as small as acre
2 Any General Plan Principle
A The Proposed Project is consistent with General Plan Principle V6 because it willprovide a transitional and buffering land use RCLDR between the CommunityDevelopment MDR designation within Citrus Heights Specific Plan to the north and theRCEDR and RCVLDR south of this site
B The Proposed Project is consistent with General Plan Principle Principal IVF1because the RCLDR land use will allow for the development of broader range of housingopportunities for residents in a wider range of economic circumstances within the ElSobrante Policy Area than provided by the current designation Staff note the applicantwill be required to provide a detailed analysis of the projects consistency with the ElSobrante Policy Area It cannot be determined at this stage if the project is or is notconsistent with the requirements of the Policy Area
3 Any Foundation Component designation in the General Plan
A The site is currently designated as Estate Density Residential and Very Low DensityResidential within the Rural Communities Foundation Component The proposedamendment would designate the site as Low Density Residential within the RuralCommunities Foundation Component Staff note The foundation would not change
Second Required Finding The second General Plan Administrative Element finding explains that theproposed Amendment must either contribute to the achievement of the purposes of the General Plan orat a minimum would not be detrimental to them The applicant has provided the followinginformation
A The Proposed Project would not be detrimental to the purposes of the General Plan and LakeMathewsWoodcrest Area Plan because the proposed amendment would maintain the ruralresidential atmosphere of the community
Third Required Finding In addition to the two the General Plan indicates that an additional findingfrom a list of five must also be made The applicant has provided the following information
The appropriate additional finding for the proposed Amendment is
Special circumstances or conditions have emerged that were unanticipated in preparing thegeneral plan
At the time the County of Riverside adopted the existing General Plan in 2003 the land useadjacent to the north of the Proposed Project site was designated RCVLDR However in 2004

the County of Riverside Board of Supervisors approved SP 325 which was subsequentlyamended in 2013 SP325A1 Specific Plan 325A1 includes Medium Density Residentialdesignations which establish it as a Community Development Specific Plan The change fromRC VLDR to MDR constitutes a change in condition which was unanticipated in preparing theGeneral Plan
