SCHOOL IMPROVEMENT PLAN

II. School and Community Profile

A. The School

a.1. Name

STA. MONICA NATIONAL HIGH SCHOOL

Sta. Monica National High School is located in a one-hectare lot owned by the Sta.

Monica Elementary School. The school is almost twelve kilometers away from the Division

Office of Bulacan and two kilometers away from the town proper. It is being bounded in the

North by a property owned by the Bernardo family; in the East, by the Pampanga river; in the

South, by the Morales family and in the west, by the provincial road. It is strategically

situated north of Hagonoy and is accessible to all means of transportation and

communication.

This high school started in June 1992 with the enrollment of 72 students. Through the

concerted efforts of then Mayor Wilhelmino M. Sy Alvarado now a Provincial Governor,

Barangay Chairman Leopoldo A. Medina, the late Ophelia A. Lacas, former District

Supervisor, and the then OIC the late Mr. Antonio L. Tamayo.

Some teachers from Ramona Trillana High School such as the late Rosario B. Tamayo,

Mrs. Aladia Baquiran, Mr. Efren Santiago and teachers from Iba National High School such

as Mr. Arthur Haggins, Mrs Cecilia Caballero and the volunteer teacher Ms. Benita Garcia

now Mrs. Benita Samia offered their services. The late Oscar S. Bernardo started at SMNHS

as ordinary classroom teacher in 1993 but in 2005 - 2012 served the school as Principal. On

the other hand, Mr. Jaime S. Sumpaico became part of SMNHS in 2004 as school consultant

and in - charge of cultural contests.

The enrollment tremendously increased at present from 72 students ( 1992 ) to 1,

701 ( 2013 ) with 72 teachers, 1 Guidance Counselor and 2 administrative assistants.

With the barangay hall as its first classroom, located then in the elementary compound,

its physical progress is now evident. The building constructed came from municipal,

provincial and national government. At present SMNHS has 47 functional classrooms

including office of the Principal, Guidance Counselor’s office, School Library, Computer

Room, School Canteen and a Faculty Room.

The dream of the school administration, faculty and PTA is now partly realized. They

optimistically looking to serve more students in the near future. Such is possible because of

the 1, 787 sq. meter lot generously donated by the Suntay family at Purok 9 Sta. Monica,

Hagonoy, Bulacan. A one unit 2 storey 8 classroom building ( 2002 ) was constructed in such

acquired lot thru the efforts of Governor Josie M. dela Cruz and Vice Governor Rely

Plamenco in coordination of Mayor Felix V. Ople. Fortunately a 2 storey 4 classroom

building was also constructed ( 2006 ) where third year students started using the classrooms

to make whole day classes in all year levels. After the fencing and upgrading of such lot, the

Freshmen and Sophomore students were transferred there ( 2009 - 2012 ). Now we have

twenty one ( 21 ) classrooms in SMNHS ( Main ) and twenty six ( 26 ) classrooms in

SMNHS ( Annex - Dr. Federico C. Suntay Memorial National High School ). Two of them

were constructed in 2007 and another two were completed in 2008. Through the generosity

of Cong. Marivic R. Sy Alvarado, another two classrooms were added. Another four in 2011

and additional four classrooms in 2013 through the unsurpassed effort of Dep.Ed and the

Provincial government respectively.

This time, we can say without hesitation that SMNHS Extension is a dream turned to

reality.

b.1. Curriculum

Changes or deviations aimed at curricular enrichment may be allowed to suit the

particular needs’ mission thrusts of special schools, like the vocational schools and science

schools. However, curriculum enrichment may be affected only after the basic requirements

of the BEC program shall have been satisfied within the outline desired learning

competencies. In addition, the school has been practicing the K + 12 program since it was

implemented up to the present.

B.1 Socio-Cultural

Since Hagonoy is located at bay area, most of the residents are fishermen, farmers, some

are engaged in fish consignees and found themselves a businessman or “profitario” as

addressed by the common “tao”. Plenty among fishpond owners and leaseholders got rich on

this kind of business.

Some barangays are known for bangus, sugpo, tilapia and alimango farming. They

supply a huge quantity of fish and crabs in big restaurants, hotels, markets and malls in Metro

Manila and Suburbs.

Aside from fish and rice farming some residents also raise swine, ducks, quail, dove

chicken for selling and personal consumption.

It is necessary to say that the people of Hagonoy has a common denomination when it

comes to love of education. In fact Hagonoy is one the towns in Bulacan with 4 Public

Secondary 4 Private High Schools and several private elementary schools.

B.2 Socio-Political

Hagonoy has been very active in socio-political activities. The local government is

serving the people putting the reality that the local government officials are public servants.

The Sangguniang Bayan having their Vice – Mayor as the presiding officer has been

passing resolutions and ordinances for the good of public especially on fishing and farming

respectively. On the other hand, the barangay officials work side by side with the official

putting Hagonoy Class A municipality category.

The office of the mayor and another civic organization sponsors more scholarship grant

for the poor but deserving students in Secondary Level and Tertiary Level.

Construction of roads and bridges is the main solution for increasing income among the

people of Hagonoy. They usually control the law of supply and demand especially on the

local products of the said town. That is why road construction has been going on in almost all

barangays of Hagonoy.

In the implementation of School Based Management ( SBM ) the municipal government

headed by Hon. Raulito T. Manlapaz, Sr. and the Sangguniang Bayan are very cooperative in

support to the SBM Program of Dep.Ed. The assistance of local government and the

Barangay officials, with the concerted effort of the Administration and Faculty of SMNHS to

win in Cultural Arts and Academic competition is already historical in nature so far as our

school is concern.

B.3 Geo-Political

The levetical town of Hagonoy is located in the Southern part of Bulacan. In the North, it

is bounded by Calumpit and in the South by the Manila Bay, in the West by Pampanga

province and in the East the nearby town of Paombong, Bulacan.

hundred fourteen ( 1,714 ). Four hundred forty three ( 443 ) Grade 7, four hundred eighteen (

418 ) Grade 8, four hundred sixteen ( 416 ) Grade 9 and four hundred thirty two ( 432 )

seniors.

3. Physical Plant

Sta. Monica National high School has a total land area of about 1 hectare located at

Purok 9 ( Annex ) and Purok 6 ( Main ) barangay Sta. Monica. A two ( 2 ) unit 2 storey, 22

and one ( 1 ) storey two ( 2 ) classrooms with a total of twenty four ( 24 ) classroom building

were already existing where the Grade 8 and Seniors are presently occupying and a twenty

( 20 ) classroom building at Purok 6 where Grade 7 and Grade 9 are occupants. There are

also a newly constructed two ( 2 ) seater and three ( 3 ) seater comfort rooms respectively

plus one ( 1 ) unfinished covered court.

The school plant was donated by Dr. Federico C. Suntay, a prominent and known

political leader in Hagonoy.

The site is now consisting of different structures such as:

4. School-Community Partnership ( Linkages )

In order to maximize the effects of administration and instructional leadership, the

following steps are being utilized.

a.) Established interpersonal relationship with the teachers, students, PTA and

community as well.

b.) Communication with private sectors and the Local Government Units ( LGU’s ).

The harmonious relationship between the local official and the school has been

maintained the concerted effort of the administration, PTA and the teachers as well. As a

result, the local government officials served as sort of support in terms of financial

assistance, different materials in kind and even moral support.

5. Resource Generation and fund Management

a.) MOOE – ( Maintenance Operation and Other Expenses )

- This source of fund is directly coming from DBM ( Department of

Budget and Management )

b.) Voluntary Contribution – source of fund coming from the PTA’s and parents who

omit voluntarily submit themselves in paying authorized contributions

c.) Assistance from the Local Government Fund depending on the needs of the

school and the availability of the local government fund to give its share

III. Problems/Needs Assessment

IV. Goals Objectives/Targets

1. Curriculum Implementation

The school is still implementing the Basic Education Curriculum ( BEC ) for the

4th year students and K + 12 for Grade 7, Grade 8 and Grade 9.

Filipino is used as the medium of instruction in the following subjects:

a.) Filipino

b.) Araling Panlipunan

c.) Edukasyon sa Pagpapakatao

Grading System

There are four grading periods using guidelines in Edp.Ed Order no. 33, s.2004

Makabayan

The core subject of MAKABAYAN is Araling Panlipunan for fourth year. Ten days are allotted to the integrative Mode of Teaching per grading period.

2. Learning Environment

For the school administrator it is a must for her to make the environment of the

school conducive to learning. Aware of this principle we make it a point in Sta. Monica

National High School to adopt several steps to put plans into reality.

1. Friendly school environment

2. Well ventilated and properly lighted classrooms

3. Hiring of best qualified teachers

4. Upgraded school site

5. Sufficient rest rooms for students

6. Waste cans are well provided

7. The school campus is surrounded with perimeter fence

8. Cleanliness is strictly observed in the school campus

9. Spacious playgrounds with covered court

3. Staff management and development

The school head is utilizing and maintaining the several forms of management as

generally practiced by most schools nationwide.

The adoption of such system has been found to be very responsive to the needs of

time. Aside from the fact that the same form of management given training to the concerned

teachers in terms of responsibility and decision making with proper consultation to the school

head

4. Resource Management

Knowing that in the existence of the school, students and parents are indispensable.

The school head sees to it that the relationship of the school to the students and parents are

sound and fruitful. Such is shown in the past and present relationship of the PTA ( Parents –

Teachers Association ) with the administration. Each one is complimentary with each other.

That is why cooperation is always visible and assistance to the school is always available.

Teachers are given necessary information thru meetings, proper information and

education thru memo, context, seminars and trainings conducted every end of the semester

and during seminars if necessary.

5. Community Building and Linkages

The saying that “no man is an island” is true because men are gregarious by nature.

We could not live alone, we need others to make our life more normal.

There is the underlying principle behind. In order to make the community possible

and effective, we have the following:

1. Regular monthly meeting of PTA ( Parents – Teachers Association ) where

proper consultation has been made time and again

2. Annual Get together Party exclusive for PTA officers and members

3. Conducting Livelihood Training Program with the help of BSU Graduate School

personnel and trainors

4. Regularly attending the municipal convocation program and participating in the

Presentation sponsored by the Municipality of Hagonoy.

5. Joining the Annual Teachers’ Day program in the celebration of “World

Teachers’ Day”

VI. Monitoring and Implementation Plan

A. Tools

1. Supervision – through regular periodic monitoring

2. Utilization of Community Linkages – sustained information on the needs of

the school through meetings and consultation with the PTA’s and LGU’s

3. Maintenance of Community Relation – through meetings and socialization

B. Frequency – relative to supervision and monitoring each frequency depends on the

needs that the administration discover. As the need arises the concrete answer is

absolutely ready.

C. Analysis of Finding and Feedbacking

After the long range activities, evaluation immediately follows in analyzing and

evaluating the results. The school head, the PTA, the Faculty Club and the persons behind the

community linkages usually meet for consultation, discussion and solution.

VII. Communication, Documentation and Reporting to the Stock Holders

A. Concerning the year end report the school head created the designated

committees headed by herself with members from Faculty Club and PTA officers who will

be responsible for the narrative documented year end report.
