China aims to break foreign dominance in the manufacture of core robot components in one to two years, as the world’s largest industrial robot market makes progress in producing reliable speed reducers, servomotors and control panels, one of the experts involved in drafting the Made in China 2025 strategy said.

The parts (speed reducers, servomotors and control panels).are the three basic building blocks of sophisticated automated machines and, if all are imported, they account for 70% of a domestic robot’s production cost.

Since implementing the strategy in 2015, the nation has seen a steady progress in industrial capabilities, smart manufacturing, innovation, and product quality and branding. A recent

example is the passenger jet C919, which made its first test flight earlier this month.

The meeting decided to focus on smart manufacturing and further deploy new technologies such as the industrial internet to make manufacturing a smarter and greener sector offering better services and products.

The premier said Made in China 2025, as a crucial part of supply-side structural reform, is vital to moving the country's economy up the value chain. The key is exploiting advantages of China's domestic market and human resources, as well as further promotion of basic research and innovation, he said.

Made in China 2025 was first unveiled in his Government Work Report in March 2015. Two month later, the State Council released a guideline that focused on five key projects, including smart manufacturing, and 10 key fields such as new materials.

China stresses law enforcement on solid waste management

On May 22nd, on a meeting, China’s top legislature emphasized monitoring the implementation of a solid waste control law. Zhang Dejiang, Chairman of the Standing Committee of the National People's Congress (NPC), presided over the meeting. The solid waste control law is important to the country's environmental protection to improve national health, protect the environment and promote sustainable development, said Zhang. He underlined the need for the government to strongly punish any violation of the law.

The NPC Standing Committee will dispatch teams to monitor the implementation of the law between May and August. Zhang said the NPC should intensify publicity and education on the solid waste control law and elevate public awareness of solid waste management.

Chinese Ministry Tackle Pollution

The Ministry of Environmental Protection said that by May 19th it had sent 23 inspection teams to factories and enterprises in Hebei province and Beijing and Tianjin Municipalities and they had found 242 enterprises at fault, accounting for about 74% of the total number of inspected enterprises. Among those enterprises, 31 were found to have failed to install pollution tackling facilities, while 23 were found to have dysfunctional facilities, said the ministry, which started the inspection in early April. One enterprise was cheating in online monitoring of pollutant emissions.

The ministry also said that there had been many cases of enterprises refusing to allow inspections, with three cases occurring in Handan and two in Hengshui - both cities in Hebei. Relevant departments had made further investigations into such cases, the ministry revealed. The ministry described in detail how those enterprises refused to receive the inspection teams and urged the local governments to pay attention to those cases and sanction harsh punishment.

Center Parcs to open European-style vacation villages in China

Holiday resorts operator Center Parcs is targeting China's growing middle class by opening two European-style holiday villages. According to the Financial Times newspaper, the holiday operator will open two resorts, near Beijing and in the South Eastern city of Fuzhou. It plans to open the facilities by 2020, as part of a joint venture with the Chinese acquisitive conglomerate HNA Group, which is part owner of Hainan Airlines.

Emmanuel Brusq, chief executive of the Chinese subsidiary of France's Pierre et Vacances Center Parcs Group, said the resorts will be aimed at the country's "middle and upper-middle classes".

Brusq told the FT that the potential for growth in China is "huge". The companies said that the resorts will meet demand from Chinese families for a holiday that combines proximity to large cities with short stays, outdoor experiences and leisure and sports activities for both adults and children.

Beijing commits 10b yuan to improve urban environment

Beijing will invest 10 billion yuan (about US$1.45 billion) in special fund this year to improve the urban environment of the capital, said the municipal finance authority on May 17th. Up to 80% of the fund has already been allocated to each district that can be used to leverage more efforts from the market, it added. The fund will mainly be used to reduce the city’s non-essential functions, renovate old communities and shanty towns and improve overall community environment, revealed an official from its budget control department.

To ensure efficiency, the fund will be used based on different characteristics of each district, either through bringing in market operation such as fund management platforms or Public-Private Partnership (PPP), or through government procurement and subsidies. The remaining 2 billion yuan will be allocated after the evaluation of each district's performance in improving urban environment.

Beijing-Tianjin-Hebei region to suffer from ozone pollution

BEIJING - Heavy air pollution, including high ground level ozone (O3) levels, is likely to hit Beijing-Tianjin-Hebei and some of its neighboring areas in the coming days, the Ministry of Environmental Protection (MEP) said on May 18th.

Beijing, Tianjin, and parts of Hebei Province will suffer from moderate to heavy levels of air pollution on May 18 and 19, with O3 as the primary pollutant, the MEP said in an online statement. Days of high temperatures have contributed to the formation of O3, a pollutant that can be harmful when reaching a certain density. According to the National Meteorological Center, the country's Northern region is likely to see temperatures above 35 degrees Celsius on May 19.

China has been imposing controls on air pollution in Beijing and nearby regions this year to combat heavy smog, caused mainly by fine particulate matter PM2.5. The density of O3 tends to rise as PM2.5 falls, according to the Chinese Academy of Sciences, as less particulate matter creates a favorable environment for the formation of O3. China has simultaneously rolled out measures to control the levels of PM2.5 and O3, while further research will be targeted on O3 formation mechanisms to better contain the pollutant. A weak cold front is expected from May 20 to 23, improving air quality in the Beijing-Tianjin-Hebei region, although some areas will still face moderate levels of pollution made up primarily of O3 and PM10, MEP said.

Chen Jining meets with Danish Minister of Environment and Food

Minister Chen Jining met with Esben Lunde Larsen, Danish Minister of Environment and Food in Beijing on May 5. The two sides exchanged views on cooperation in the environment field.

Chen began by extending welcome to the delegation headed by Larsen and then gave a brief description of China’s ongoing environmental effort. He said, since the 18th National Congress of the CPC was held, China has made unprecedented efforts in environmental governance, launched the air, water, and soil pollution control initiatives, moved forward with a series of reforms on environmental schemes and mechanisms, and advanced the steady improvement of the ecological environment quality. However, China still faces complicated and chronic environmental problems that need more advanced technologies and more delicate management tools as solutions. Chen said that as one of the world’s earliest countries to introduce environmental protection policies, Denmark has accumulated abundant managerial experience and state-of-art technologies in respect of clean energy, green industries, and wastewater treatment that are worthy of being learnt by China. China is ready to work with Denmark to explore creative cooperation patterns building on previous experience; establish a platform for cooperation among multiple players including the government, scientific research institutions, and environmental businesses; make earnest efforts to facilitate the collaborative research and development, application and replication of green technologies and the sharing of the outputs; and pursue the green development. Larsen spoke highly of China’s endeavors and achievements in the area of environmental protection. He said, Denmark and China boast great cooperation potentials in the environment field, and Denmark is ready to work with China to continue with bilateral communications and

2nd Sweden-China Green Cooperation Conference held in Stockholm

On May 9th and 10th, the 2nd Sweden-China Green Cooperation Conference was held in Stockholm. This year’s theme was smart city solution for a resource efficiency society combining China’s new model for growth and Sweden’s eco governance. The conference was organized by Embassy of the PRC in Sweden, Sweden China Trade Council and Sweden China Greentech Alliance.

In this year conference, more than 150 participants from China attended the conference. The participants are from academic institute, enterprises, banks, investment funds, consulting companies and airline companies.
