Between the two World Wars Europe consisted of 28 states.
By 1920 only 2 of these could be considered democratic (elected, political parties and individual rights.
By 1938 16 of them had become dictatorshipsBy late 1940 there were only 5 democracies

Between 1914 and 1945 old fashioned empires had been swept away
Replaced by constitutional democracies and self determination
