State of affairs and next challenges

(16 800 ATCOs and 39 200 support staff);

The current European ATM system
. 2010 more delay, less traffic than 2008;» 24.2 % of flights were delayed by
15 minutes or more;
» 19.4 million minutes of en-route ATFM delay;. for each flight actual flown trajectory is in
average 49 km longer than great circle;» unnecessary fuel consumption, emission of
about 5 millions tons of CO2 and additional cost
of 1 billion Euro per year; and. the total cost of the current fragmentation is
estimated at 4 billion Euros per year.

What have we achieved?. Rule-making: the four key Regulations are in place:» Performance Regulation (691/2010)» Charging Regulation (1191/2010)» FAB information requirements (176/2011)» Network Management Functions (positive opinion SSC#40)
. Safety: EASA starts delivering in ATM domain» ATCO license» Common requirements» Safety oversight
. Technology: Memorandum of Cooperation between the EU and the USA (SESAR – NextGen)
. New SES entities are in place:» Performance Review Body (PRB)» FAB coordinator» Network Manager (positive opinion SSC#40)

Two burning issues
. Mitigation of expected summer 2011 delays
» High delay forecast: 25 million passengers
delayed by 20 minutes or more and a total cost
of 800 million Euros;
» Key measure: „fast-track‟ empowerment of the
Network Manager;
» Mitigating measures have been identified and
presented to Transport Council.

. The performance scheme (the “key” of SES)
» EU-wide targets on capacity, environment, cost-
efficiency have been adopted;
» States / FABs have to adopt their local plans by
30 June 2011;
» Commission monitors process.

. The integration of the airport domain
(the gate-to-gate dimension)
» ANS at airports already in SES II performance
scheme;
» Input of airports to the Network Manager;
» Airport package in preparation (draft before

» IP1: Worrying situation. Corrective actions and
renewed industry commitment are needed;
» SESAR: Commission to make proposals to
