In seeking its new metro system, theLTA would go far beyond the traditional.Singapore’s new automatic metro wasto represent the new Singapore: modern,innovative and sophisticated. Naturally,the new metro system had to have morethan just good looks and fast cars: it had tomove great numbers of people in comfortand be fully automatic, utterly safe andreliable. While taking advantage of themost advanced technology, the new“dream metro” also had to be cost-effectiveboth in the initial investment and inlong-term operations costs. And it had tobe built, and up and running in the shortesttime possible.
The island of Singapore is denselypopulated and highly urban, with some4 million inhabitants. Much of itsdevelopment has come within the last twodecades, the result of an economic boom.Singapore’s need to improve publictransport infrastructure rapidly intensified,becoming a pressing issue. To meet thesurge in demand while improving overallland transport infrastructure, theSingaporean government set up the LandTransport Authority (LTA) in September1995. The LTA’s mission is to provide thepeople of Singapore with a highly efficient,comfortable, safe and convenient transportsystem at an acceptable price.

In response to its February 1997 internationalcall for tenders, the LTA received proposalsfrom many world-leading transport suppliers;it retained the most outstanding, ALSTOM’sMETROPOLIS fully automatic metro.The reasons were clear: the ALSTOM systemfulfilled every aspect of the LTA’s technicaland aesthetic requirements, offered the mostattractive price as well as rapid time-to-deliveryand commissioning with guaranteedservice-performance levels.

Beginning of a long-termrelationship
In July 1997 and January 1998, 2 contractsfor Singapore’s Northeast Line were signedbetween the LTA and ALSTOM, marking thebeginning of a long and successfulrelationship. With great pleasure, we assumedresponsibility for the supply, delivery, testingand commissioning of 25 six-car METROPOLIStrainsets as well as associated services,signaling and automatic train control.

Construction of the Northeast Line beganin January 1996 with the aim of startingcommercial operation by 2003. Today,we are proud to see this goal achieved.The 20-kilometer line stretches from Punggolin the Northeast to the Harbor Front inthe South. The fully underground routepasses through the central business district,following the transport corridors ofSerangoon Road and Upper SerangoonRoad to the new towns of Hougang,Sengkang and Punggol. The line consistsof 16 stations with platform screen doors.Trains operate in full automatic mode onboth the line and in the depot.

Also in the works: the Circle LineThe Northeast Line is an importantpart of the development of masstransit in Singapore, but the LTAhas also set in motion a project tobuild another, longer line based onthe same ALSTOM rolling stock,signaling and control systems.
The Circle Line is set to become thelongest fully automated metro line,35 kilometers long, at completion.ALSTOM is carrying out overallproject management, systemengineering and integration, and issupplying rolling stock, signalingequipment, automatic train controland supervision, the power supplysystem and trackwork.

Singapore’s Northeast Line is the world’sfirst fully automatic heavy-rail system.While riders are bound to notice that thetrain doesn’t require a driver, they travelin full confidence, and for good reason.We verify the safety, reliability andefficiency of individual trains and theirintegrated systems through an extensiveseries of tests.
Project management and systems integration skills are key to turnkey projects
Many of the world’s metro systems havebenefited from our experience andexpertise. In more than 40 cities, a fullquarter of all metro cars in operation areALSTOM vehicles, some 25,000 ALSTOMcars in all. Future passengers contributeto their metro’s interior designIn July 1999, a one-to-one scalemodel of the Northeast Linewas delivered for interior-designapproval. LTA presented it tothe general public and invitedprospective riders to give theiropinion. The results were takeninto account and the LTA modifiedthe seat color and floor carpetingas well as the design and layoutof the passenger poles, finallysettling on tri-poles.
Reliability is a key factor when choosing atraction system for a fully automatic metro.The fully automatic metro for the NortheastLine is equipped with our ONIX system.ONIX is a compact drive system thatintegrates the technology of the AC motor,advanced control electronics and an IGBT(Insulated Gate Bipolar Transistor) inverter.ONIX is lightweight, reliable and also veryeasy to maintain. Since the traction systemis discretely located and operates at lownoise levels, passenger comfort is respected.With its standard modular design, theservice-proven ONIX system ensures costeffectiveness while maintaining safety,reliability, high availability and flexibility.

A modern, spacious interior
URBALIS 300
The Northeast Line’s fully automaticoperation requires the highest level ofsafety, reliability and availability. To meetthe stringent safety and efficiencyrequirements, ALSTOM’s URBALIS 300 fullyAutomatic Train Control system was selected.
The state-of-the-art Moving-Block AutomaticTrain Control (ATC) of URBALIS 300optimizes headway (the separation of trainson the line). URBALIS 300 also enablesextra trains to be injected automatically intothe system at rush hour to increasepassenger capacity and reduce congestion.In the depot, trains are also operated in fullautomatic mode.
Communication between the trainand the fixed signaling equipment hasbeen dramatically improved by thehigh-performance continuous and securedtransmission (IAGO). Microwave slots, partof IAGO system, are placed along the track.Station-based automatic train supervisionensures a greater degree of availability.Built-in test equipment has also beenincluded, and Eurobalise standards havebeen adopted for spot transmission.
Finally, URBALIS 300, provides a very highlevel of flexibility that allows to deal withany events during the automatic operation.(for more details, go to page 11)

Fully tested before delivery
Testing is a critical element in reducing riskfor the operator. The METROPOLIS trainsand the URBALIS train-control system forthe Northeast Line were put through anextensive battery of tests to ensure theirquality, safety and reliability. Thanks tothis comprehensive series of tests, we wereable to deliver fully qualified rolling stockand systems, ready for operation.
The train-testing center, adjacent to ourmetro-building factory in Valenciennes,France, enables us to perform tests withoutthe inconvenience of monopolizing acustomer’s track.
Systems integration tests were carried outat the Valenciennes test center over a periodof 18 months, from October 2000 toFebruary 2002. For three months, fromNovember 2001 to January 2002, rollingstock endurance tests were performed.
Thus the integration and validation of thetrains, the signaling, the communicationsand the control system were processed atthe earliest stages, before Singaporecommissioning.
The tests included running the trains for 12-hour days over two months at a stretch,running them at top speed and without adriver. The tests covered 1,500 scenariosinvolving 30,000 test steps and rangedfrom the failure of a simple component toa major breakdown.

Fact file: Valenciennes test centerThe performance test circuitis a linear track 2.75 kilometerslong, on which one test trainmay run at a maximum speedof 100 km/h.
The endurance test circuit isa loop 1.83 kilometers long, on which one test train runs at a maximum speed of 70 km/h.
The fully automatic test circuitis a loop 1.8 kilometers long on which two test trains run ata speed of 65 km/h.
Power supply for the threetest tracks varies:

Passenger safety
The METROPOLIS trains for the NortheastLine are made of fire-resistant materials andhave many anti-fire safety features. The carfloors themselves serve as a fire barrier,proven capable of withstandingtemperatures of 1,000 degrees Celsius forone hour without collapse. This one-hoursafety margin is largely sufficient; trains canreach the next station or be evacuatedwithin minutes.
With the push of a button found at bothends of the train, ramps with handrailsdescend and passengers can evacuate.

For the Northeast Line, the two-waycontinuous transmission system uses awaveguide information network for fail safeoperation of ATC, maintenance dispatchingand diffusion of passenger information.Its wide bandwidth provides the capabilityto transmit video. Direct-sequence spread-spectrum technology protectscommunications against interference.The transmission medium is a rugged, leakywaveguide laid along the track. Active basestations are designed to be located withinthe signaling equipment room. The systemrequires very little maintenance.
MASTRIA
The Northeast Automatic Train Control(ATC) Line is based on our MASTRIA system,using Moving-Block technology withredundancy. The MASTRIA system uses two-way digital transmission by IAGOwaveguide with an Automatic TrainProtection system (ATP) that eliminates therisks of collisions and derailments,an Automatic Train Operation system (ATO)that drives the metro, and a train DataManagement System (DMS) thatconcentrates and dispatches rollingstock information with fixed equipment.
SMARTLOCK
The Computer-Based Interlocking (CBI)system for the Northeast Line is fromour SMARTLOCK product line. The CBIimplements the interlocking functions forthe main line and depot, and featuresthe ability to call routes and controlswitches. It interfaces with the AutomaticTrain Control system, the platform screendoors and the DMS.
ICONIS
The Data Management System usesprocessor-based equipment for station-based automatic train supervision. Itmonitors and controls signaling equipment,platform screen doors and trains.
