Actual context
• The European strategy for growth and development (revised Lisbon Strategy);
• The March 2007 European Council’s Action Programme on the decrease with 25 % of Administrative Burdens;
• The Romanian Government’s National Reform Plan 2007-2010.

Role of MIAR within the process of administrative simplification
MIAR ensures through CUPAR :
• The coordination of the administrative procedures simplification process;
• The promotion of initiatives in the field of administrative simplification;
• Technical assistance for the central and local public authorities that carry out administrative simplification projects.

Simplification of car registration procedures
• Project coordinated by MIAR trough CUPAR• Finalized in 2006 through adoption of GEO 63/2006• Stakeholders: MIAR, MT, local public associations, NGOs• Objective : To provide a quality, transparent, the least
expensive and as fast as possible registration service.• Expected results: Introduction of the continuous registration concept - implicit
radiation Reduction in the number of required documents (from 12 to
5) Reduction in the number of administrative procedures (from
10 to 4) Development of an integrated IT system

Implementation of the one stop shop system
• Project carried out by MIAR and coordinated by CUPAR• Finalized with the elaboration of the Methodology on the set up and
functioning of the „one stop shop”, approved by OMAI no 1260/10.04.2006
• Stakeholders : CUPAR, INEP, DGP, DRPCIV, DCI, CNABDPE• Objective: To increase transparency and efficiency in the
administration’s relation with the citizen• Expected results: To faciltate the access to the public services through creation of one
stop shops (382 community public services of people registry - 226 working as one stop shop system)
To reduce the time allocated to obtain the required documents ~30% To reduce the costs beared by the citizen ~30%

Simplification of the procedure to solve light road accidents
• Project coordinated by MIAR trough CUPAR• Finalized in 2006 through adoption of GEO 63/2006• Stakeholders: MIAR, local public associations, NGOs• Objective: to transfer the process of solving light road
accidents from the Traffic Police to the insurance companies trough introduction of the Amiable Constat concept.
• Results: Reduction in time assigned to solve light road accidents Reduction in costs beared by the citizen Decrease in costs for the Traffic Police.

• Project coordinated by GSG with MIRA-UCRAP as partner
• The process of administrative burdens reduction has two phases;
- Reduction of administrative burdens following the internal administrative procedures improvement;
- Reduction of administrative burdens following an analysis of the entire legislation.

Single Gateway – Directive on Services
• Project coordinated by DAE with CUPAR as partner
• Transposition of the Directive on services within the national legislation by December 28th 2009.
• The set up of four special working groups to transpose and effectively implement the Directive 2006/123/CE on services within the Internal Market
