Introduction Starting from 1 January 2015, it is mandatory for all large water users with water consumption of at least 60,000 cubic metres in the preceding year to submit a notification to PUB on or before 31 March for their different sites meeting this water consumption threshold. These large water users will also be required to install private water meters at various water usage areas within their premises to track and monitor the water usage. Thereafter by 30 June, they will have to submit their Water Efficiency Management Plans (WEMPs) annually for at least three consecutive years. Notification and submission of WEMPs shall be done through http://www.edma.gov.sg for Industry users and https://pub.wemp.gov.sg for non-Industry users. The Water Efficiency Management Practices requirements under Part IVA of the Public Utilities (Water Supply) Regulations were gazetted via the Public Utilities (Water Supply) (Amendment No. 2) Regulations 2014 on 16 December 2014, and shall come into operation on 1 Jan 2015. Simple Guide on Mandatory Requirements 1. Who will be affected by mandatory Water Efficiency Management

Practices requirements?

All premises meeting the water consumption of at least 60,000 cubic meters of water used in a calendar year will be affected. This shall include water from PUB such as potable water, NEWater, industrial water, etc as well as water from sources other than PUB such as demineralised water, boiler feedwater, etc.

2. What are the obligations for a large water user with respect to the Water

Efficiency Management Practices requirements?

Installation of private water meters Large water users are required to install private water meters at various water usage areas within their premises to track and monitor the water usage by 30th June. These areas are listed in the Fourth Schedule under Part IVA of the Public Utilities (Water Supply) Regulations. Stage 1: Notification Starting 1 January 2015, large water users with water consumption of at least 60,000 cubic meters in the previous year are required to submit a notification to PUB on or before 31 March on an organisation level for their different sites meeting the consumption threshold. Stage 2: Submission of WEMP Thereafter on or before 30th June, large water users are required to submit their Water Efficiency Management Plans annually to PUB for three consecutive years.

3. Where should organisations required to install private meters?

Organisations should install private meter at each of the following points to monitor water usage.

4. How do I submit Notification on the online portal?

Industry users shall submit a notification to the Environmental Data Submission Portal at http://www.edma.gov.sg, while non-industry users do so at the PUB WEMP Portal at https://pub.wemp.gov.sg. Please see links below for more assistance:

5. Who can submit the Water Efficiency Management Plan?

A company has to appoint at least one official WEMP Submission Representative to prepare and submit the Water Efficiency Management Plan for each of its sites. The WEMP Submission Representative needs to have the relevant knowledge to assist them to manage and improve their water efficiency. All representatives are encouraged to attend the Water Efficiency Manager Course conducted jointly by PUB and Singapore Polytechnic.

6. What information is to be submitted as part of the Water Efficiency

Management Plan?

Information to be included in the Water Efficiency Management Plan must include:

Number of days during which business activity was carried out

Plant recycling rate and process recycling rate, if applicable

Total volume of each type of water supplied by PUB, and by third party suppliers

Volume of each type of water used at different water usage areas including the data recorded by private water meters

Others include:

Type of each reused or recycled stream

Volume of each reused or recycled stream

Type of treatment used for recycling

Water usage area that uses the reused or recycled stream;

Business activity indicator(s) (means a measure of business activity that takes into account the business operations of a qualifying consumer; for example no. of occupants for commercial buildings, quantity of production for manufacturing plants, etc)

Water Efficiency Plan describing —

Water conservation measures;

Date for the implementation of such measures;

Implementation status of such measures; and

Projected annual water savings for each type of water;

Water balance chart (please refer to the document here for more information)

7. After submission, can a company revise it there is an error?

Yes. The company may send in an amendment request via the online system to correct the factual errors.

8. Will companies be required to keep records?

Yes. Companies are required to keep and maintain complete and accurate records of any information relied on to prepare the Water Efficiency Management Plan, which includes:

Total amount of each type of water supplied by PUB and not by PUB

Plant recycling rates and process recycling rates

Amount of each type of water used at each water usage area, including amount recorded by any private meters

Type of each reused or recycled stream, the amount of each stream, the type of treatment used for recycling and the water usage area that uses the reused or recycled stream

The records shall be kept for at least 5 years after the date of creation or receipt of their record, and may be kept and maintained in electronic form.

9. Are there plans to make it mandatory for companies to implement the

identified measures in the water efficiency plan?

There are currently no plans to make it mandatory for companies to implement the measures in the water efficiency plan. However, companies are strongly encouraged to implement the measures. The industry will be consulted if the government assesses a need to establish mandatory implementation of the action plan or mandatory targets.

10. How does PUB provide support to companies for the implementation of

WEMP?

Funding for recycling/use of alternative sources of water:

PUB has enhanced the incentives for recycling or the use of alternate sources of water under the Water Efficiency Fund.

From 1 Apr 2014, PUB has increased the incentives for potable water savings from $0.40/m3 to $0.60/m3 and those for NEWater savings from $0.10/m3 to $0.30/m3

Annex 1 Guide on the use of the Environmental Data Submission Portal to Submit Notification For corporations who are not existing users of the online portal

- Access the online portal at http://www.edma.gov.sg.

- In the online portal landing page, begin the WEMP Notification process by clicking on the HERE hyperlink.

- You will be re-directed to login using your Singpass.

- Enter the Unique Entity Number (UEN) of the Corporation and click Enter.

- Select “Notification by qualifying consumer under the Public Utilities (Water Supply) Regulations”.

- The WEMP Notification tab will appear.

- You may now proceed to fill up the Corporation Information and the WEMP Notification Form.

- Please note that each corporation is to submit only one notification. If the corporation has multiple sites which are required to meet Water Efficiency Management Practices requirements, the details for all sites are to be included in the same notification.

For corporations who are existing users of the online portal

- Access the online portal at http://www.edma.gov.sg.

- Existing users of the online portal (i.e. chief executive, corporation representative, and energy manager) are to login to the online portal with either SingPass or Portal ID.

- Click on My Amendment Request navigation at the top of the screen.

- Click on Create New.

- Select “Registration/Notification details” for Classification of Change.

- Select the checkbox for “Corporation Information” & “WEMP Notification”.

- Under Reason(s) for Change, indicate the following text:

o Corporation Information: “To submit revised signed statement from the Chief Executive due to WEMP notification.”

o WEMP Notification: “To submit notification to inform of qualification as a qualifying consumer under the Public Utilities (Water Supply) Regulations.”

- Enter details of contact person. - Click Submit.

- Confirmation prompt is displayed. - Click OK to proceed with the

submission of the Amendment Request. - An email acknowledgement will be sent

to the email addresses of the corporation representative and energy manager(s) and the contact person specified in the form.

- Upon approval of the amendment request, you will be allowed to submit a notification to inform of your qualification as a qualifying consumer.

- Log into the portal and click My Registration/ Notification

Annex 2 Guide on the use of the WEMP Portal to Submit Notification For organizations who are not existing users of the online portal.

- Access the online portal at https://pub.wemp.gov.sg.

- In the online portal landing page, begin the WEMP Notification process by clicking on Notification.

- Submit a request for a Notification account by clicking First Time Request for Notification Account.

- You may now proceed to fill in the relevant fields required to create the Notification account.

- Please note that each organisation can only submit one request for a Notification account.

- When your request for a Notification account has been successfully accepted by PUB, you will receive an email notification.

- Please log into the online portal using your SingPass.

- You may now proceed to fill up the WEMP Notification Form.

- Please note that each organisation is to submit only one notification. If the organisation has multiple sites which are required to meet Water Efficiency Management Practices requirements, the details for all sites are to be included in the same notification.

For organizations who are existing users of the online portal

- Existing users of the online portal (i.e. chief executive and WEMP representative) are to login to the online portal with SingPass.

- Select "My Amendment Request", followed by "Create New" to raise a new amendment request

- Complete the Amendment Request Form. The Classification of Change should be "Notification Details".

- Upon approval of the amendment request, please log into submission account again. Select "My Notification" followed by "Edit Notification Details"

- You will be allowed to edit the notification to inform of your qualification as a qualifying consumer by selecting “Add Premises” to input necessary details for the respective premises
