ARTICLE THREEELECTIONS
Election/Selection of the Head Boy/Head Girl, Deputy Head Boy/Deputy Head Girl,
Secretary, and Student Council member shall be conducted according to the procedure given
in the guideline for election of Student Council.
ARTICLE FOUR: VACATED OFFICES
SECTION 1: STUDENT COUNCIL HEAD BOY/HEAD GIRL
(1) If the office of the Head Boy/Head Girl is vacated for any reason whatsoever,
the Deputy Head Boy/Deputy Head Girl, within 10 school days from the day
office is vacated, shall assume the responsibilities and duties of the Head Boy/
Head Girl.
(2) If the position of Head Boy/ Head Girl is vacated, then notice of such vacated
position must be made available to the student body within 5 school days from
the day the office is vacated.

(1) If the office of Deputy Head Boy/Deputy Head Girl is vacated for any reason
whatsoever, then the office of Deputy Head Boy/ Deputy Head Girl shall be
filled, within ten days from the day office is vacated, by the procedure
prescribed in Article 4 of the Consitution.
(2)
If the office of Deputy Head Boy/Deputy Head Girl is vacated, then notice ofsuch vacatedshall be made available to the student body within 5 school days.
SECTION 3: LEADERSHIP POSITION, TEAM MEMBERS &
MEMBERS OF THE CLASS STEERING COMMITTEES
(1) If any leadership position, team position, other than Head Boy/Head Girls, or
any position on a class steering committee is vacated, the position will be
filled, within 10 days from the day the position is vacated, by an interview
committee.
(2) The interview committee shall be appointed by the Head Boy/Head Girl and
advisor. The committee shall consist of the Head Boy/Head Girl, advisor, and
three permanent members of the council. If the position is on a class steering
committee, the advisor for that class will be asked to sit on the interview team.
(3) If any position as mention in sub-article 4(1) fell vacant, then notice of such
vacated position must be made available to the student body within 5 school
days.
ARTICLE FIVE: REMOVAL FROM STUDENT COUNCIL
(1)
Temporary Removal
(a) If any member during a meeting is a cause of disturbance or disruption, he/she
may be asked to leave by the member who is presiding the meeting.
(b)If any member during any student activity or function is showing
inappropriate behavior, he/she may be asked to leave by the Head Boy/ Head
Girl or Deputy Head Boy/ Deputy Head Girl.
(c) If any member is removed temporarily from the membership as laid down in
sub-clause (1)(a) or (1)(b) of this article, then such members behavior will bereviewed by the officers and sponsor(s).
(d)If such behavior of member who is temporarily removed under sub-clause
(1)(a) or (1)(b) of this article, then such member may be barred from Student
Council or membership of such member may be permanently removed subject
to the decision of officers and sponsor(s).
(2)
Permanent Removal
a) The members shall be permanently removed through impeachment according to
the procedure laid down in article 6 of the constitution or under sub-clause (1)(d)
of article 5 of the consitution. have the sole power of impeachment (accusingmembers of committing serious offenses of abusing duties).

b) A member shall be permanently removed if it is proved that his behavior is
habitually disruptive and/or inappropriate or he is unwilling to follow class
procedure or has seriously violated SICAS Handbook.
Provided that Permanent removal from Student Council shall occur when a member
is proven to be habitually disruptive and/or inappropriately behaved or unwilling tofollow class procedures or has seriously violated SICAS Student Handbook and with
concurrence of two-thirds the membership.
Article Six: Impeachment and Censuring
(1)
If any member of the student body feels that any Student Council member,
including Head Boy/ Head girl, has not fulfilled his or her responsibilities as a
Student Council member, then he may apply to Executive Council for
impeachment of the said member.
(2) On reciving of application as aforesaid, impeachment proceedings may be
initiated against such member.
(3) The applicant under sub-clause (1) of article 6 must submit expulsion
recommendation alongwith the application for impeachment to the Executive
Board.
(4) The name of applicant shall remain confidential, and under no circumstances it
shall be disclosed to anyone.
(5)
The Executive Board on receipt of impeachment application shall announce,
within a week of receipt of such application, a special meeting of the student
council solely for the purpose of impeachment.
(6)
The member against whom impeachment application is moved shall be given anopportunity to defend himself/herself.
(7) After the opportunity has been given to such member, the impeachment
application shall be discussed in the special meeting.
(8)
After the discussion, each member shall vote in favour or against the
impeachment application. The voting in impeachment application shall be
confidential and shall be conducted through polls.
(9)
If two-thrid members have voted in favour of impeachment application, then such
member shall ceased to be member of student council.
(10)
The member shall not be denied of any his or her privileges, he or she enjoyedduring her term as a member of Student Council.

SCHEDULE I
MEETINGS
Introductions:Meetings are aimed for making the difference for the SICAS student council. The duration of
the meeting shall be short (usually one class period) but it should be interesting. Leaders shall
have practice in moving items for keeping interest among the members. . Shared leadership
roles may pay off during the meetings.
Every representative shall have something to work on in each school week. There should be
ushering jobs, committee meetings, guide assignments, and other kinds of activities to remind
each person that he belongs, is needed, and is making a difference. A file-folder system helps
initiate ideas while shifting paper. It is common practice to have full student council generalmeetings every two weeks and committee sessions during the in-between weeks, with
executive committee meetings weekly in the same place at the same time.
RULES FOR CONDUCTING THE MEETINGS
GENERAL MOTION:
1. A motion may originate in any joined meeting of both the councils.
Explanation: Joint meeting means and includes any meeting of both the councils, i.e.
the Executive council and the General council, held together.
2. Any member of the society may make the motion.
Provided that any motion made by the member of the Student Council is submitted in
writing to Student Council Secretary.
3. After the motion is made, any other member of the society may second the motion.
4. After the motion is seconded, the Head Boy/Head Girl opens the floor for discussion
on the motion
5. The member who made the motion shall be given the first opportunity to speak
6. After the discussion session, the Head Boy/Head Girl shall call for verbal vote. Any
member who wants to vote in favour of the motion may say yea, and any member
who wants to vote against the motion may say nay..7.
The motion may pass or fail subject to simple majority principle

If the majority is clear, then the Head Boy/Head Girl shall announce the result
whether the motion passed or failed.
9. If the majority cannot be determined or is not clear, then the Head Boy/Head Girl may
order for vote count, and after which he/she may announce the results.
AMMENDING A MOTION:
1.
A motion can be made to amend the motion in the joint meeting of both the councils.
2.
After the motion is made to amend, any member of the society may second themotion,

3. After the motion is seconded, The Head Boy/Head Girl opens the floor for discussion
on the motion.
4. The member who made the amended motion shall have the first right to speak in the
discussion.
5. After the discussion, the Head Boy/Head Girl shall call for a verbal vote of yeas and
nays on the motion to amend the original motion.6. The amended motion may pass or fail subject to simple majority principle.
7. If a majority is clear, then the Head Boy/Head Girl shall announce the results of the
votes.
8. If the majority cannot be determined or is unclear, the Head Boy\Head Girls shall ask
for actual vote count.
9. After the result, if the majority votes in favour of amendement, the original motion is
deemed to be amended.
QUORUM
1.
The minimum quorum for the joint meeting of the Student Council shall be at least 20members who have the power to vote.
TIMING OF MEETINGS
1. The joint meeting shall be called by the Head Boy/ Head Girl at least once a
week on Tuesdays.
2. The Head Boy/ Head Girl can call an extra-ordinary joint meeting on any dayof the week if he is satisfied that urgent matter are required to be dealt with.
3. The timing of every meeting, either extra-ordinary or regular, shall begin at
2:50 PM after the school, and not earlier than that.4. Any member of the Student Council who is unable to attend the meeting, for
any reason whatsoever, will have an opportunity to make-up for that absentees
by meeting the next morning Head Boy/Head Girl in allocated room at 7:00
Am.5. Any member of the Student Council who is absent from three meetings in a
semester shall be automatically removed from the Student Council. After the
removal, the member ceases to be a member of the Student Council.

SCHEDULE II
CommitteesCommittees are aimed to encourage student involvement, to provide opportunities to learn
democratic procedures, and a chance to develop leadership skills. Moreover, Committees
recognition is an essential component for students.
The output of work can increase tremendously in a committee subject to individual
participation. Committees also provide opportunities for creative and public speaking skills..
Committees are the life's blood of student government
Committees constitute of the informal work-group of student. By pointing out problems,
discovering solutions and communicating these to the student council and school
administration, the committees are trying to develop critical thinking among the student.
Committees shall always welcome difference of opinions. The Committees are fee even to
report unresolved issues. The committee members through their imagination and ingenuity
may devise feasible suggestions to problems and may propose to student Council without any
formal procedure.
Each and every Committee must be aware of the extent of their authority in the matter ofStudent Council policies, policies by school administration.

Committees shall conduct its meetings in a manner which permit its members to develop
skills of (1) identification of problem, (2) the importance of socialization, (3) to lead healthy
and intelligent discussion, (4) complete evaluation of facts, (6) difference of opinion, and (7)
feasible solutions to problems.. The committees shall also ensure each and every member
involvement in its affairs, so that each member shall have opportunity to develop abovementioned skills.
TYPES OF COMMITTEES:
The Committees are of two types;
(1)STANDING COMMITTEE
:
i) Standing committees can be established either through Constitution or through by-
laws.
ii)
Every Standing Committee shall be appointed by Student Council
iii)Once a Standing Committee is appointed, it is bound to meet regularly. The
Standing Committee shall submit regular report to Student Council.
iv)Any Committee which fails to meet regularly and submit its report, with the
approval of Head Boy\Head Girl shall be dissolved.
(2). EXECUTIVE COMMITTE:
i. Executive committee is composed of selected members of Student Council.
ii. Executive committee shall meet atleast once between the joint meeting of
Student Council.
iii. Executive committee is responsible for supervision to the Student Council
regarding its affairs.
iv.
Executive shall develop, and review the agenda for each Student Councilsmeeting.
v. Each agenda item shall, before it is produced in the Student Council, carry a
statement of recommended or not recommended by Executive
Committee.
(3). Committee Structure:
i. Structure of both the committees shall be as follows:
a) Every Standing Committee shall be composed of a president, vice-president,
secretary, and as many members as Student Council may consider necassry forperformance of its functions through its motion. Student Council shall also lay

down the eligibility of each position of the Standing Committee in its
resolution,
b) Every Executive Committee shall be composed of a Head Boy/Head Girl,
Deputy Head Boy/ Deputy Head Girl, secretary, and as many members as
Student Council may consider necessary through its motion. Student Councilshall also lay down the eligibility of each position of the Standing Committee
in its resolution,
(4). SPECIAL COMMITTEES
i. Special committees are also standing committees.
(a)Special committees are those committees that are formed to perform a
specific purpose.
(b)
Special committees shall dissolve at the time when the purpose for theirformation is fulfilled, or the purpose, for any reason whatsoever, ended.
ii. SOCIAL COMMITTEES:
a) Social Committees are a type of Special Committees.
b) Social Committees shall constitute of members of both Executive and
Standing Committees.
c) Social Committees are formed to perform special purpose including
managing school social events or Orientation day, guiding new students,
visitor and teachers.
iii.
.FINANCE COMMITTEES:a) Finance Committees are a type of special Committees.
b) Finance Committees shall be responsible for developing and supervising
fundraising programs.
c) Finance Committees shall make recommendation regarding the finances of
Student Council, or any committee.
d) Finance Committees shall work in co-operation of School administration.
iv. SAFETY COMMITTEES:
a) Safety Committees are a type of Special Committees.
b) Safety Committee shall be responsible for managing the safety of students in
schools.
c) Safety shall work in cooperation of School administration.
v. Principal Co-ordination Committee
a) Principal Coordination Committee is a type of special Committee
b) Principal Coordination Committees membership shall be changed in each
semester.
c) Principal Coordination Committee shall co-ordinate with principal regarding the
affairs of Student Council. Principal Co-ordination Committee may also raise its
concern about the affairs of the Student Council.

Responsibilities of Head Boy/Head Girl
The Head Boy/Head Girl is the leader of the council. He/She shall lead by example.He/She
shall also encourage, by his/her example, officers of the Committees and members of the
Student Council to take leadership responsibilities.
Responsibilities of Student Council members:
1. The members of Student Counsil is responsible, individually as well as collectively,
for;
a) Conducting, and maintaining the decorum in Student Council meetings,
b) Appointing committee members.
c)d)
e) Submiting Student councils reports to Student council advisor.
f) acting as a brigde between Students and administration.
g)
Submitting proposed motions in Student council for vote.
h)
i)
In consultation with the advisor schedule all regular meetings of the
leadership team and student congress.
j)
In consultation with the advisor, set due dates for all activities, set the master
calendar, etc.
k)
Be a liaison to the administration, staff, school board, and local community.l) In consultation with advisor, appoint and determine duties of all committee
chair people.
m)
In consultation with advisor, appoint all council members to various
committees.
n)
Help teach and guide all members of the council so that the goals of the
Student Council are met.
o) Vote when there is a tie.
Keep in touch with all committee members.
Responsibilities of Deputy Head Boy/Deputy Head Girl
The Deputy Head Boy/Deputy Head Girl shall assist the Head Boy/Head Girl in performance
of his duties. . The Deputy Head Boy may also serve as council leader in the absence of the
Head Boy/Head Girl.

Responsibilities:
a)Be prepared to assume the responsibilities of the Head Boy/Head Girl at any time.
b)Assist in the preparation of budgets and agendas.
c)Help the Head Boy/Head Girl coordinate the work of committees.
d)
Help explain the opinions of the Head Boy/Head Girl to council.
e)Contribute ideas during meetings.
f)
Be a mentor for three of the committee chair people and the junior and freshmen class
steering committees.Coordinate the collection of their planning packets and evaluations.
Represent their projects at allleadership team meetings.
g)Coordinate all training for the committee chair people and class steering committees.
h)
Coordinate the evaluation of all chair people and their committees.
i)Coordinate the collection of reports & evaluations from all committees when they complete
a project andmaintain these reports in organized three ring binders.
j)
Distribute and collect committee evaluation forms for committee chairpersons and
members at the end ofeach term.Association of Student Councils. This includes the Awardof Excellence a
k)Set up the room for all student council meetings.
l)Assist the secretary in the distribution or presentation of minutes, agendas, and so on.
m) Assist in the counting of votes during meetings.
n)Act as the door-keeper at student council meetings, controlling who enters and leaves the
meeting room.
o)Train and assist council on parliamentary procedure used at meetings.

SCHEDULE IV
SECRETARY & ASSISTANT SECRETARY
QULAIFICATION OF SECRETARY
i. The Secretary can be a junior or senior at SICAS
ii. The Secretary shall have good academic standing
iii. The Secretary should have one year of experience in Student Council.
iv. The Secretary shall had already served as a member of the Leadership Team
v. The Secretary should had already served as a member of Student Council for at least
one academic year.
QUALIFICATION OF THE ASSISTANT SECRETARY
i. The Assistant Secretary can be a junior or senior at SICAS.
ii. The Assistant Secretary should have good academic standing
iii.

v. The Assistant Secretary should have served already as a member of the high school
leadership class for the one academic year.
vi.
The Assistant Shall have already served as a member of any committee.
DUTIES AND RESPONSIBLITIES OF THE SECRETARY & THE
ASSISTANT SECRETARY
1. The Secretary and Assistant Secretary shall serve the following duties and
responsibilities;a) Be able to use the word processor and be willing to learn to use
any other appropriate software.
b) Type agenda for Student Congress and Leadership Team
meetings with the consultation of the Head Boy/Head Girl and
Advisor.
c) Take roll at all meetings and maintain an attendance roster.
d)
Maintain records of members attendance and participation
according to the guidelines of the constitution.
e)
Record all business and actual wording of each motion. Note
the name of those who make and second each motion. Reflect
accurately the number of yes, no, and abstaining votes.
f)Administer the Student Council e-mail account, which includes
sending notices for all upcoming meetings at least THREE days in
advance!
g) Prepare the minutes of meetings and within 5 school days
distribute these copies to the Student Council Head Boy/Head Girl,
Student Council Advisor, Class Advisors, Principal, Assistant
Principal, Superintendent, and School Board.
h) Place copies of the minutes and agenda on a REGULAR basis
in the student council showcase.

i)Keep all records in a three ring notebook. Every piece of
correspondence, minutes, committee rosters, petitions, agendas,
minutes, thank you notes, etc. THESE ARE THE ONLY RECORDS!
j)
Maintain the student council office. Make sure it is neat, clean, and
well supplied. Order new supplies for the office on need basis.
k)
Check Student Council mailbox in the student council office ona REGULAR basis. Distribute mail, deposit slips, checks, etc. to the
proper people.
l)All mail addressed to Student Council should be given to the Head
Boy/Head Girl or Advisor. Any notes or letters which are appropriate
will be read by you at the council meetings.
m) Type all responses to mail AND make copies of all
correspondences. Place these in a file or store on a computer disc. NO
CORRESPONDENCE SHOULD BE SENT BEFORE IT IS
CHECKED BY THE ADVISOR.
n) File all project planning packets and project evaluations in
cooperation with the Deputy Head Boyo)
Input all project evaluations and important project information
into the council computer data bases for projects.

Spring gives an opportunity for a new beginning and a chance to finish the projects of
the 'year--also to take advantage of experience to plan next year with the wisdom of
those who now have student council experience.

SECHDULE V
ClubsEach club and organization, shall file a copy of the clubs constitution and a list of its current
officers to the Council Evaluations Committee. To be ratified by the Student Council, the
constitution of a club must be passed after no less than two readings. Prior to the end of the
school year, each bona fide club shall present to the Student Council, via the Council
Evaluations Committee, a summary of its activities and a list of its officers for the following
year. The Council Evaluations Committee should present each summary to the Council by the
last meeting of April. All clubs and organizations affiliated with the school shall be subject to
review in March at a meeting of the Student Council. Council members involved in such an
organization may be asked to recount the activities of said organization, and then the Council
Evaluations Committee shall investigate its activities for the past year. If an organization has
not met at least four (4) times during the year, and has not maintained a minimum
membership of five (5) people, then it shall be subject to revision or may be disbanded. An
inactive club that has requested active status will be termed a reinstated club for the
remainder of the school year. A reinstated club must furnish proof to the Council that it has
met the criteria in Article IX, after the remainder of the school year has passed, a reinstated
club will be held to all criteria of Article IX.
The Club will be headed by a club president.

SCHEDULE VI
Guidelines for Student Council Election Process:
1. Announcement of the Student Council shall be made in the assembly. Along with the
announcement, it shall also be announced that the application are open
2. The head of arts society or the media society shall be asked to prepare posters that
announce the opening of the council application process. The posters must also
mention that they are supposed to meet the co-curricular in-charge regarding this.
3.
Give students your official SSS email ID so that they can request for the council
application formwhich contains the teacher recommendation form. Explain thatteacher recommending must be given at least 2 weeks to fill out their forms and that
they must be given time within the submission deadline of the council application
form.
4.
Get the outgoing council members recommendations, first informally by setting up a
meeting, and then officially by making them fill out the council member
recommendation form

Make sure that a list is maintained containing the names of students to whom theapplication form is sent so that they can be constantly be reminded of the deadline.
6. As soon as the council applications form are opened, it must be filled either by writing
name and/ or by positions applied for.
7. The teacher recommendation formscan come in after the council application form is
submitted so you will need to attach them together to avoid any misplacement.
8. Do immediately a careful examination of the forms when they are submitted as to
point out any mistake in the forms, so the student can make corrections in them.
9. Two lists shall be maintained:(1) In the first list, applicants names are mentioned
alphabetically, and (2) In the second list, council posts for which the student has
applied alongwith with the teachers name that have recommended an applicant.

11.As soon as the deadline ends make one last announcement to submit the form

After all the forms have been submitted, and both the lists are updated, it is now time
to elect candidates.
13.Firstly, the forms of Head Boy/Head Girl applicants need to be compiled and
submitted to the Principal.
14.They are four steps after which the Head Boy/Head Girl is decided (this process can
be slightly different in O Level schools):
i. Thinking skills test
ii. Declamation Competition
iii.
Interviewiv. Speech in front of new council, and thenVoting
15.
The Principal or a capable faculty member will design and administer the thinking
skill test (preferably on a Saturday).

Choose declamation topics from the Internet or any other previous competition. Give
these topics at the end of the thinking skills test so that they get at least 2/3 days to
prepare their speeches.
17.
On the day of the declamation, make 3 copies of the point sheet and the topics file itup and provide it to the judges. The three judges can preferably be the Principal, the
Coordinator, and the debates coach. Use a suitable hall venue for this to take place.
18.In the last leg of the selection process, a formal interview for the Head Boy/Head Girl
posts takes place in which candidates are asked questions concerning the school, the
position applied for, and their personal strengths and weaknesses.
19.The points for all 3 assessments are compiled and finally two candidates for each
HB/HG post are nominated by the school admin. The declaration of these takes placein front of all candidates. The remaining candidates are given a post in the Executive
council (by being nominated to run for the House Captaincy elections) or the General
council based on their aptitude and personal preference.
20.Firstly, the house elections take place in which the prospective house captains give 3
minutes speeches as to why they must be chosen as the house captain. The ballot
papers have to be printed according to the nominees and we make ballot boxes
according to the houses. The speeches take place in the Tuesday Morning assembly
after which we assign rooms to each house set up the ballot boxes. Students of eachhouse go to the respective rooms to cast their votes.

21.All the executive council posts are decided with elections. And the election for
HB/HG takes place after the House elections.

When the votes are cast the counting begins immediately. The results are to beannounced the same day preferably.

The O level Vice President must be from the IX Grade and the O Level President
from X Grade (in April of the year nominations are made)

Prepare ballot papers and class list before the elections. The O Level President and
Vice President will give a speech in front of the O Level Assembly. After the
assembly students will be informed to go back to their respective class. The subject
teacher will conduct the voting process.
25.
Announce the result as soon as the counting is done. The Principal may take intoaccount the respective section strength before announcing the final winner.
26.Select the general council with the help of the leaving general council members and
the coaches and patrons of society.
27.Some posts might be left pending due to some issues with particular students such as
academic probation or insufficient effort/contribution on the part of the prospective
candidates.

Create list of all the posts that have been decided and then set up a date for the HB /
HG election. Inform all the new council members about the elections.
29.The votes of the new council and the admin are casted after the speeches. Make sure
to separate the votes of the council with the votes of the admin just in case the
Principal wants to assign a different weightage to admin votes.
30.
Firstly count the council votes. If one of the candidates wins by a margin of morethan 10 votes then the admin votes are not considered but if not then they are.
31.Announce the result immediately thereafter to the students via the Principal
32.Order the badges at least 10 days in advance. Contact the vendor yourself. Do look
for spelling errors.

For the oath taking ceremony call-in the new and previous council members 30 minsbefore the assembly. Set up the badges in the order of the created list.

34.The previous council members hand in the badges one by one. If any of the previous
council members is absent then Vice Principal or Principal can do the honor. The
council members thereafter line up on the stage and repeat the oath after the
Principal.
35.Formal and informal council pictures are taken after the ceremony and the
announcements are to be posted on social media or school noticeboards.

Council members must:
1) perform their duties in good faith
2)
hold council meetings on a fortnightly basis to discuss planning for events, evaluatingthe performance of council members and for discussing school related issues.
3) Maintain minutes of the meetings and present it to the school Principal and student
council advisor not more than one day after the above meeting
4)
Be present for every Tuesday morning assembly
5) Maintain their academic standing with the school. If judged to be on academic or
disciplinary probation they will have to vacate their post for another student.
6) Inform the school administration including the HB and HG in advance if they cannot
maintain their attendance for any important event such as the council meeting,
morning assembly, or school event.
7) HB and HB or DHB and DHG must be present for every O Level weekday morning
assembly. They should coordinate their duties and attendance so that obligations areduly fulfilled.

Society heads must submit and maintain their society files which should include (but
not limited to) a) names of members belonging to that society b) Calendar of events
related to that society c) write-ups for the school magazine d) performance review of
competitions taken part in e) clubs planned related to the society f) details of trips
planned
9) Must wear their badges at all times. Lost or damaged badges will be replaced only at
the school principals discretion.

Standing committees will be made for all internal school events with the allocation of
rightful duties
11)
The council member will be unbiased in the selection process for such committees orthe formulation of any school/house team.
12) Adhere to the Code of Conduct stipulated in the student Handbook. Use of foul
language, bullyism, and physical fights, smoking etc will not be tolerated and can
result in immediate dismissal along with other disciplinary measures that the admin
seems fit.
13)Must respect the wishes of the school admin at all times and will not challenge their
authority
14)Must resolve conflicts with their studies and admission (standardized) placement tests
in a judicious manner.
