Purpose

Background

3. The Melbourne City Tourist Shuttle is a free tourist bus service established by Council to provide access to the City’s key tourist attractions and precincts.

5. At its meeting on 26 June 2007, Council resolved to award the contract for the provision of Tourist Shuttle Bus Services to Driver Group Pty Ltd trading as Driver Bus Lines for the value of $3,339,927.50 over a term of three years, with an option to extend for a further two years.

6. The commencement date for the service was 1 September 2007.

7. Council is committed to promoting the City to visitors as one destination. The current shuttle bus route does not include Docklands.

9. Council is also committed to putting Docklands on the map and to increasing visitor numbers to the area. With the imminent opening of Harbour Town there will be more reasons to visit Docklands and more reasons to stay and enjoy the waterfront, wining and dining experiences.

10. In addition, the City has two new tourist attractions: the National Sports Museum at the MCG and the soon-to-open Southern Star Observation Wheel at Docklands. Both developments are expected to attract large numbers of local, domestic and international visitors.

11. In light of these major developments in the City, a review of the shuttle’s route was recently undertaken with a view to improving visitors’ access to these new attractions and precincts. Council is also investigating how its visitor services network can be strengthened to support these objectives.

12. In surveys conducted by the Tourism Melbourne branch, interest in Docklands is high: 21 per cent of visitors surveyed at Melbourne Visitor Centre in early 2008 had either visited Docklands or intended to visit. In the survey of shuttle bus passengers, 38 per cent said they would like other destinations added to the route: in this regard, Docklands was the City destination most frequently suggested.

13. Under the terms of the contract between Council and the Driver Group Pty Ltd, there is provision for Council to direct the Service Provider (Driver Group Pty Ltd) to perform a variation.

Key Issues

14. The Melbourne City Tourist Shuttle is part of Council’s network of visitor services. The purpose of the shuttle is to enable visitors to gain a sense of the City, its features and attractions. This is achieved by creating a shuttle route that links most of the City’s major precincts and attractions. It is designed to be a hop on and off service.

15. The shuttle’s route development complements other tourism-related transport, in particular the City Circle Tram, and is part of Tourism Melbourne’s program of encouraging public transport use by visitors to Melbourne.

16. Since it came into operation in early 2006, the shuttle has carried 789,130 passengers. In the twelve months between 2006 and 2007, patronage increased by 113 per cent.

17. The shuttle provides support to the City’s tourism industry and is a factor in visitors’ satisfaction with Melbourne as a tourist destination. It provides easy access to the City’s major attractions. In a survey of shuttle passengers, 98 per cent rated the service as either good or very good, and 95 per cent said they would ‘definitely’ recommend the service to friends visiting Melbourne.

18. Having regard to the above there a number of options regarding the shuttle bus route:

18.1. option 1: maintain existing route based on current contract. Refer to Attachment 1;

18.2. option 2: revised route taking in the National Sports Museum at MCG and Docklands. Refer to Attachment 2; or

18.3. option 3: revised route of existing route (Option 1) and addition of Docklands. Refer to Attachment 3.

19. Options 2 and 3 both incorporate Docklands. The differences between the options relate to increases in travel distance and times on the route variations. These differences increase the running and driver costs of the service. Refer to Table 1 for details on changes to the route.

20. The advantage of Option 2 from a visitor perspective is there is better access to the National Sports Museum at the MCG and Docklands. The time schedule of just over one hour is maintained as the distance travelled is only slightly extended over the existing route.

21. Option 3 maintains the current route and an extension to Docklands. While this option fits the purpose of the shuttle, it comes with the highest cost increase due to distance travelled.

Time Frame

22. Any new route option would come into operation by December 2008 and apply for the remainder of the contracted term.

Relation to Council Policy

25. Melbourne’s Retail Strategy 2006-2012.

Consultation

26. During the review of the tourist shuttle route, discussions were held with Driver Bus Group Pty Ltd, transport operators, representatives from relevant city attractions and developers, and Council’s visitor services staff.

Government Relations

27. During the review, discussions were held with staff of the State Government’s Department of Transport.

Finance

28. The cost of the options are as follows:

28.1. option 1: maintain existing route based on current contact at no additional cost. Refer to Table 1;

28.2. option 2: revised route takes in the National Sports Museum at MCG and Docklands with a once of cost of $28,500 for signage infrastructure, $16,500 for additional running and driver cost over 2008/2009 (seven months only) and $28,000 for the full 2009/2010 year. Refer to Table 1;

28.3. option 3: Route would include existing route (Option 1) with the addition of Docklands at an additional cost of $71,500 in 2008/2009 (seven months only) and $85,000 in 2009/2010. Refer to Table 1.

29. It is proposed that the cost for signage infrastructure for the revised options be funded from savings from the Yarra River Shuttle 2008/2009 budget. There is no current budget allocated for the additional running and driver costs to implement Option 2 or Option 3. Effort would be made to absorb the above cost within the existing budget of the Tourism Melbourne branch.

Proposed stop for removal: stop 8 on Williams St and stop 10 on Olympic Boulevard

cost) b. Additional relief driver and running

FINANCE ATTACHMENT

SHUTTLE BUS – EXTENSION TO DOCKLANDS

The 2008/2009 Annual Plan and Budget includes funding for the Tourist Shuttle bus for $1.14 million.

Expenditure estimates associated with alteration of the route; under option 2 and 3 are ongoing in nature and will result in a requirement to fund a recurrent cost estimated to be between $28,000 to $85,000 per annum. The 4 year Council Resource Allocation plan does not provide for an expansion of the service and is not currently funded. Committing to the expanded service will increase the future service cost to Council above the amount provided for in the plan.

Funds of $100,000 have been provided for in the 2008/2009 Marketing and Communications Budget for the Yarra River Shuttle Service. Currently no spending has occurred against this allocation. Provided no funding has been committed, these funds are available to be used for the once off costs associated with the design, manufacture and installation of stop signs.
