Welcome from the President

Our Royal Queensland Show (Ekka) competitions are the ultimate showcase of the best of the best. They reward and recognise our valued exhibitors for achieving excellence and promote agriculture and the critical role it plays in our everyday lives to Queenslanders.

In 2018, more than 4,125 exhibitors travelled to the Ekka for their chance to win a coveted blue ribbon and share in the $530,000 prize pool, including 1,186 new competitors.

We received 21,000 entries across 11,000 classes in 48 competition sections, with an increase in entries across many categories including Canine, Cookery, Dairy Goats, Education on Show, Poultry and Farriers and Blacksmiths.

It was pleasing to see large crowds acknowledging the achievements of our exhibitors, with more than 414,000 people attending the 2018 show - our biggest Ekka since 2011.

Some of our competitions were even recognised at the International Association of Fairs and Expositions (IAFE) Awards, which represents more than 1,100 fairs around the world. The Ekka won 24 international awards including 16 first places, with the Floristry, Race Around Ekka, Little Sprouts, Cookery and Student Made Cheese competitions all placing.

The RNA is also committed to providing exhibitors with world-class facilities to use, through our $2.9 billion Brisbane Showgrounds Regeneration Project.

In 2019, our Canine Competition exhibitors will use the new Alexandria Park, offering an undercover area for benching and a grassed area for judging. Also this year, all four storeys of our world first animal pavilion will be in use for the very first time, housing many animals including beef and dairy cattle, poultry and sheep.

For 143 years the RNA has been dedicated to championing agriculture and is honoured to stage Queensland’s largest event on behalf of the community each year.

GENERAL REGULATIONS

Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland.

The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department.

No refunds will be made after close of entry.

NOTICE TO INTENDING EXHIBITORS

Entries for EKKA can be made either on the Application to Enter Form enclosed with this schedule or online at our website: www.ekka.com.au. Entries submitted other than on the correct form or online will be returned to the Exhibitor and, unless all requirements are complied with and the forms returned to the office by 5.00pm on the Application to Enter closing date, as shown in the Schedule, they will not be considered.

As a condition for acceptance of my entry: Neither myself nor my family members will indulge in any social, professional or other interaction with an official or judge contracted or sub- contracted by the RNA before or during the Royal Queensland Show.

ENTRY FORMS

Exhibitors must complete “STATEMENT BY EXHIBITOR” section on the front page of the entry form advising their taxation status.

PRIZE MONEY

1. Prize Money stated in the Schedule excludes GST.2. GST will be added to the Prize Money for Exhibitors who

are registered for GST purposes. Prize money will be paidinto your nominated bank account by 31 October followingthe Show.

3. The Association will provide a “Recipient Created TaxInvoice” to Exhibitors who are registered for GST purposes.

4. All cash prizes and trophies must be claimed within sixmonths from the closing date of the Royal QueenslandShow. Prizes not claimed and by that date will beconsidered to have lapsed, and the amount will become adonation to the Association. (RNA By-Laws)

WORKPLACE HEALTH AND SAFETY

1. The Brisbane Showgrounds are a designated Workplacewithin the meaning of the Workplace Health and Safety Act2011 and exhibitors/competitors are required to ensure thatthey and all persons under their direction or control,including their contractors or sub-contractors, comply withall requirements of the Act and the RNA holds each exhibitorresponsible to discharge its obligations to provide andmaintain a safe place and system of work during occupationby the exhibitor of any area of the Showgrounds.

2. Each exhibitor/competitor will assess the risk tothemselves, staff, volunteers, family, other exhibitors, RNAstaff, show visitors, children and any person foreseeablyaffected by the presentation of their exhibit.

3. Risks identified by exhibitors/competitors will be eliminatedor controlled by the exhibitor/competitor and particularattention will be paid to ensuring public safety and safety ofother exhibitors/competitors.

4. Exhibits will only be held and handled by competentpersons whose experience is known to theexhibitor/competitor.

5. A “No Smoking Policy” will be strictly adhered to andpoliced by exhibitors/competitors andexhibitors/competitors are advised that the use of Primusstoves, any heating or lighting appliances of a likecharacter, or any naked light, is strictly prohibited in thepavilions.

6. Any exhibitors/competitors intending to bring electricalequipment to the Showgrounds will be required to ensurethat such equipment is fitted with residual currentprotection and that all electrical leads, tools and applianceshave been inspected by a licensed electrical contractor andcurrently tagged. The use of double adaptors is prohibitedand all power boards must also be tested and tagged.

7. All exhibitors/competitors will comply with the requirementsof the Act and its Regulations and Standards in every otherrespect. This is essential for the safety of allexhibitors/competitors and the general public. The Actimposes very severe penalties in the event ofnoncompliance with its provisions. Anyexhibitors/competitors who do not comply will not beallowed to exhibit at the Royal Queensland Show.

8. The Brisbane Showgrounds is subject to a Special FacilityLicense issued under the Liquor Act 1992 and strict lawsrelated to the consumption and possession of liquor acrossthe Brisbane Showgrounds site. The consumption orpossession of liquor outside of the licensed bar areas is notauthorised by the RNA and in many cases may be anoffence for which on the spot fines can be issued by Policeand Liquor Licensing Investigators.

DISCIPLINARY COMMITTEE REGULATIONS & BY-LAWS

132. It there is any inconsistency between By-laws 133 - 153and any other By-laws of the Association, By-laws 133 -153 will prevail.

133. The functions of the Disciplinary Committee shall be tohear and determine all complaints, allegations and othermatters relating to:

a) prohibited substances, as defined in these By-laws orSectional Regulations.

b) any alleged breach of the Rules, By-Laws andRegulations of the Association by an exhibitor andrelating to an exhibit or to a competition, except if thealleged breach is of a kind that the Chairman of aSectional Committee considers is of a less seriousnature and should properly be dealt with by theSectional Committee, and

c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).

147. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orallyshall have effect in accordance with its terms.

148. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on anyquestion concerning the guilt or innocence of a person,the question shall be resolved in that person’s favour.

149. If the Disciplinary Committee considers that there hasbeen a breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considersto be appropriate, including without limitation:

a. a reprimand;b. a monetary fine (payable at such time/s as the

Disciplinary Committee may determine);c. withdrawal or withholding of any award or ribbon;d. disqualification in respect of any class;e. expulsion from the Showground;f. where the person concerned is a member, a

suspension or termination of that membership;g. a ban;h. exclusion;i. prohibiting a Person from exhibiting or competing

at the current Show or at any future Show;

j. a direction that an Exhibit beremoved from the Showground;

k. any other mandatory requirement; andl. any other penalty provided for in other

regulations of the Association.

150. There shall be no appeal from any decision of theDisciplinary Committee.

INSURANCE

All Entries and Exhibitors are subject to RNA Regulations and By- Laws set out in this schedule as well as other By-Laws that may pertain to this competition

Full copies of the RNA By-Laws may be obtained upon application to the Competitions Department.

161. The RNA may (but is not obliged to) take out a policy ofinsurance in respect of the legal liability on the part of anExhibitor for loss or damage suffered by a third partycaused by any act or omission of an Exhibit or theExhibitor.

162. The RNA, RNA Staff Members and Officials of the RNAare not liable to any Exhibitor if the RNA fails to take out apolicy of insurance effectively protecting any Exhibitor orExhibit, or if any such policy does not operate toindemnify the Exhibitor in respect of the loss or damage inquestion.

HORSE REGULATIONS

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Constitution, Rules and By-Laws of the Association the following Regulations shall apply to all Horse events:

a. No horse can compete in a Special or Group Class unlessit is entered in one of the breed classes

b. There is no restriction on the numbers of classes enterednor the number of entries in any one class(except Stud Riding Ponies).

c. In any class for which a prescribed age is a condition theonly horses that can be entered or compete are those theage of which, calculated by Regulation (a)are in accordance with the conditions. No horsesunder or over the prescribed age can compete.

d. A stallion with only one descended testicle is amonorchid, whilst a stallion with no descendedtesticles is a cryptorchid and both are classed as unsoundin stallion classes.

e. Each Horse Stud Book Society may be requested toappoint an Inspector or Inspectors to examineexhibits in all stud classes other thanThoroughbreds. In the event of the Stud BookSociety Inspectors not being available, the Chairmanof the Horse Committee may arrange for exhibits tobe inspected by other competent persons.

f. Inspectors are required to submit a written report to theHorse Committee giving details of any animals which theyconsider to be below Royal standard. Any animal which isthus rejected by the Horse Committee shall not beexhibited and arrangements shall be made for it to beremoved from the Showgrounds. Any animals, which inthe opinion of the Horse Committee is not in a fit state tobe exhibited, may be rejected by the Committee anddebarred from competing in the class or classes for whichit is entered.

g. Any animal rejected must be removed from theShowground as soon as the exhibitor is notified.

STALLIONS - Except where specified stallions are not allowed to compete in classes.

All horses must be free from hereditary disease.

Proof of age of each Competitor must be submitted withthe Entry form in classes where age is stipulated, andmust be produced on the day of the event if requested by the Stewards.

The interchanging of Riders in Rider Classes is not permitted. Horses are able to be interchanged, provided the interchange horse has been nominated in one or more classes at the show for the current year, and wears the corresponding breastplate for that horse. A Transfer form is not required to transfer mounts.

Judges are obliged to work in accordance as directed by the Council Stewards.

The Horse Committee reserves the right to substitute a Judge.

GRAND PARADE

Any Exhibits that is being stabled or judged on Wednesday the 14th of Aug 2019 must parade in the Grand Parade

The Exhibitor of any Exhibit which breaches this Regulation will be liable, at the sole discretion of the Horse & Arena Committee, to disqualification from the Show, the forfeiture of any prizes, prize money or trophies won and a Penalty of $150.

HORSE AGE & HEIGHT

The age of all horses to be computed as of the 1st of August. Every horse foaled before the 1st of August in any year shall be deemed to be one year old on that date.

Where height is stipulated the exhibit must be measured by the RNA’s Official Measurer or his delegate. This includes all breed classes with the height regulations stated. All exhibits shall be measured at the highest point of the wither. An exhibit over or under the specified measurement shall be transferred to its appropriate class. Unless instructed by the Honorary Council Steward/Steward, an exhibit shall be measured only once, however, a second measure may be granted at the discretion of the Official Measurer or his delegate.

The RNA’s Official Measurer or his delegate will be in attendance on the Showgrounds at times determined by the Association. All horses and ponies must be correctly bitted when being presented to the measurer. Handlers of exhibits being presented to the measurer, MUST be a minimum of 17 years of age, otherwise the handler MUST be accompanied by a responsible adult.

When measuring an exhibit an allowance of 9.5mm (3/8”) for shoes may be made by the measurer. Should an exhibit be measured with its shoes on the exhibitor may if he so desires have the horse re-measured without shoes. The measurers may, at his discretion, direct the removal of shoes from any exhibit and re-measure the horse without shoes. No allowance will be made for grass tips and no shoe allowance will be given unless both front Hooves are shod.

The decision of the Official Measurer shall be final. In the event of a dispute the Honorary Council Steward may direct any exhibit to be re-measured in which case the exhibit shall be re-measured by the Official Measurer in the presence of the Honorary Council Steward and the height then decided.

Any person presenting an Exhibit for measuring must follow the reasonable direction of the Official Measurer or his delegate. The failure by any person to follow a reasonable direction of the Official Measurer or his delegate will, for the purposes of the RNA by-laws, constitute misconduct.

RIDER AGE REQUIREMENTS

Age of the rider is determined as their age at the first day of the Show. All riders must be capable of exercising complete control over their horse.

Stallions: Open to riders who must be capable of controlling their mounts at all times

Junior Riding Classes: All riders to be at least 8 years of age and under 17 years of age, unless otherwise specified.

Equestrian and Equestrienne Events: All riders to be approved by Stewards. An amateur rider is defined as one who has never received a fee for horse riding.

EXERCISE

An exercise yard for horses will be available. Exercising horses in any other section of the Brisbane Showgrounds, particularly on lawns, is absolutely forbidden.

Times for riding and lunging in the exercise yard will be displayed on a sign at the entrance.

Horses are permitted to exercise on the Main Arena at the direction of the Horse Superintendent, subject to weather conditions.

The Horse Committee reserves the right to cancel the entry of Exhibitors using the arena without permission.

HORSE FLOATS

With the Association’s permission, horse floats may enter the Brisbane Showgrounds for the purpose of loading or unloading horses competing at the Royal Queensland Show. Any such horse float which is brought on to the Brisbane Showground must be loaded or unloaded with all reasonable despatch (approximately 1 hour) and immediately leave when loading or unloading is completed.

Each float must be accompanied by an escort on foot where possible.

If any person fails to comply with this Regulation then such person shall be liable for any one or more of the following:

(a) Such person may be fined by the Horse Committee.(b) The horse float in question may be removed from the

Showgrounds at the risk, cost and expense of suchperson.

ROLL CALL

Competitors in ring events should have horses in the assembly area not later than 15 minutes prior to the commencement of the event.

An exhibitor not being present with his or her horse at the time of roll call, which will take place five minutes before the commencement of the event, will not be permitted to compete in such event.

No Exhibitor or Attendant will be permitted to enter or remain in the assembly area unless his or her horse has affixed to it an Exhibit number and is required to enter the ring to compete in a Class or event.

A Competitor in riding events will be permitted to enter the assembly area provided that he or she is mounted, has an arm band number affixed and is required in the ring to compete in an event.

CONDUCT IN MAIN RING

Without limiting any provision contained within the By-Laws or elsewhere, the following additional regulations apply to any persons permitted by the Steward-in-Charge of the Assembly Yard to enter the main arena with exhibits or otherwise:

(a) Smoking is strictly prohibited.(b) The use of mobile phones is prohibited (only RNA

Councillors are exempt from this rule).(c) Rugs are not permitted on horses taken in main

arena (unless presented).(d) Buckets and excess grooming equipment will not be

permitted.

DRESS REQUIREMENTS & EQUIPMENT

All riders and attendants are required to be neatly and appropriately attired whilst in the assembly yard or the judging rings in the main arena. Shorts, singlets, thongs, joggers and similar attire are not permitted. Hats or English dress caps (tweed caps) must be worn by all male and female handlers in the judging rings. Any person who, in the opinion of the Honorary Council Stewards/Stewards, is not suitably attired shall be excluded from entering the main arena or competing in an event.

Ladies & Gentleman Attire: The Judge's decision as to what comprises correct attire shall be final but as a guide to competitors in the classes the wearing of the following is suggested:

Approved Head Gear: All Persons riding a horse must wear approved safety helmets to the current Australian, European, British or American Standard whilst mounted including but not limited to Competition and Exercise arenas.

The restraining helmet harness must be secured and fastened at all times.

ACCOMMODATION, STABLES & ARRIVAL OF ANIMALS

All exhibitors please note that there is only limited accommodation on grounds. All exhibitors are recommended to seek offsite accommodation. Those wishing to apply for on ground accommodation should fill out an accommodation request form either online or manually and send it into the Competitions Department

Accommodation will be considered on the basis of 2 persons for each 1 horse entered

Online forms or completed manual forms must be submitted no later than the closing date of the competition. Any exhibitor not complying with the above requirements will not be considered for accommodation.

Exhibitors looking to book accommodation that exceeds their accommodation allowance will go on a waiting list. After the closing date the wait list will be evaluated and exhibitors that are successful will be advised.

Accommodation can be purchased on the day of arrival only if any remain. The RNA cannot guarantee on site accommodation to any exhibitor.

An extra admisinstraion fee of $15 per night will apply to any accommodation booked on the day of arrival

Horses will not be permitted on the grounds before 10.00am Monday 5th August 2019.

Horses to arrive no earlier than 24 hours prior to their first event.

Stable keys will not be issued to Exhibitors whose horses are not present on the Brisbane Showgrounds . Bedding straw will not be permitted in the stables.

Only sawdust or shavings will be allowed for topping up the bedding during the Show. This will be available for purchase from the Official Produce Merchant operating on the Brisbane Showgrounds.

After the close of entries, Horse exhibitors will be advised of the entry and exit times, gate details and directions.

On vacating the accommodation or stables, exhibitors will return the locks and keys to the Horse Superintendent who will issue an Exhibit Pass Out and certify that the locks and keys have been returned and an amount of $20 in respect to each set of locks and keys will be refunded from the Cashier situated adjacent to the Horse Superintendent's Office. Exhibit Pass Outs for stabled horses will not be issued unless the locks and keys are returned.

Under no circumstances can an unoccupied stable or stall be used for storage or sleeping accommodation.

It shall be the responsibility of the exhibitor or his representative to ensure that all stalls are clean and all waste materials are deposited in the bins by 7.30am each day. Special manure bins will be provided at the end of each aisle.

Smoke alarms are fitted to horse stalls, but a “No Smoking Policy” will be strictly adhered to and policed. Exhibitors are advised that the use of Primus stoves, any heating or lighting appliances, or any naked light, is strictly prohibited in the horse stables

Any Exhibitor or Competitors intending to use or bring electrical equipment onto the Brisbane Showgrounds shall be required to ensure that such equipment is fitted with residual current protection and that all electrical leads, tools and appliances have been inspected by a licensed electrical contractor and currently tagged. The use of double adaptors is strictly prohibited and all power boards must be tested and tagged.

Accommodation will be considered on the basis of 2 persons for each 1 horse entered

No refunds are due on any accommodation booked and not used.

QUEENSLAND BIOSECURITY REQUIREMENTS

The following conditions will apply to stock and vehicles moving onto the Brisbane Showgrounds:

Interstate Exhibitors must present the following documents: • Combined Horse Health Declaration and Waybill• A separate Horse Health Declaration and Waybill must be

supplied every time horses enter the showgrounds.

Queensland Exhibitors must present the following documents: • Combined Horse Health Declaration and Waybill• A separate Horse Health Declaration and Waybill must be

supplied every time horses enter the showgrounds.

It is compulsory to complete a combined Horse Health Declaration and waybill for ALL horses entering the Brisbane Showgrounds. This document must be completed before the commencement of travel to the Brisbane Showgrounds.

Horses are to enter the Brisbane Showgrounds via Gate 4 (O’Connell Tce). There will be traffic attendants on hand to guide Exhibitors in the correct direction. Vehicles will be stopped on entry to the showgrounds and paperwork (Horse Health Declaration/Waybill) will need to be shown to the official on the gate and handed to the Horse Superintendent once on the grounds.

CATTLE TICK CONTROL

The Brisbane Showgrounds is a prescribed area under the Stock Act 1915. It is the responsibility of the horse owner or person in charge of the horse to obtain these documents and ensure horses travelling with them are free of cattle ticks.

Any horse which has had any risk of exposure to cattle ticks should be treated with an approved acaricide 4 – 7 days prior to entry to the Brisbane Showgrounds. The product used and date administered should be provided to the Biosecurity Inspector when obtaining your travel permit.

A travel permit is mandatory for ALL horses entering and leaving the Brisbane Showgrounds (irrespective of whether they are travelling from Queensland or interstate). Travel permits can be posted, emailed or faxed to interstate or regional exhibitors in advance of show.

HENDRA VIRUS VACCINATION

The RNA requires all horses attending or competing at the Royal Queensland Show to be vaccinated against the Hendra virus. This decision has been made following a review of our Biosecurity Plan in conjunction with Biosecurity Queensland.

It is the Exhibitor’s responsibility to ensure their horses are up to date with their vaccinations. Only horses which have proof of vaccination will be allowed to enter the showgrounds and compete at the events. Exhibitors will be required to provide the microchip number at the time of entry for each vaccinated horse. This pertains to every class including Rider Classes. Microchip numbers are supplied at the first dose of the vaccine. Entries will not be accepted without a microchip number. All entries will be verified by Zoetis Australia and the RNA’s accredited veterinarian. Horses will also be scanned and checked throughout the Show. EXHIBITORS PLEASE NOTE: Horses must have received their second dose of the Hendra Vaccination 21 days prior to 1 August 2019. (This information is correct at the time of publishing. If any changes are made, Exhibitors will be duly notified).

DISCLAIMER: The decision whether to have any animal vaccinated against the Hendra virus and compete at the Show is made at the exhibitor’s absolute discretion. The RNA is not liable for, and the exhibitor and owner release the RNA from any liability for, any death or illness of an horse and damage, loss or claim incurred by the exhibitor or owner arising from the vaccination of the horse against the Hendra virus or the contraction of the Hendra virus in the event that the vaccination fails.

INTERSTATE HORSES

The requirement to seal vehicles carrying livestock has been waived.

Exhibitors should be aware that clearing facilities at NSW/Queensland Border Crossings at Kirra/Tweed Heads and Mt Lindsay are not permanently staffed. Exhibitors should make prior arrangements with the respective Border Crossing Points before commencing their journey.

VETERINARY SERVICES

The Association has made arrangements for veterinary services to be available on a 24 hour basis commencing on Sunday 4 August 2019 through until Sunday 18 August 2019.

The official veterinary surgeons are permitted to charge their normal consultation fees plus an hourly rate for extended services. In addition exhibitors will be required to pay the cost of all drugs used. Exhibitors will be responsible for the payment of all monies owing to the veterinary surgeons.

No Prohibited Substance shall be administered to any animal exhibit except with the permission of the Council Stewards, or under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if, in his opinion, such Prohibited Substance has or is likely to have any effect upon the animal which would be material to its chance of being awarded a prize. In such case, a Council Steward may, in his absolute discretion, debar the animal from competing, and may otherwise deal with the exhibit under the Association’s rules and regulations.

Exhibits that are under treatment on arrival at the Brisbane Showgrounds must have treatment sheets submitted to the Horse Superintendent's Office within 12 hours of arrival and scheduled pharmaceuticals must have authorisation of the prescribing Veterinary Surgeon.

STALLION/COLT

All Stallions and Colts one year and over bought into the ring for Led and Ridden Classes must be in charge of a competent handler/rider, properly controlled, with a suitable restraining bit in their mouth and wearing head gear of proper strength and quality which is in use during handling. The Judge/Ring Steward in Charge shall have the right to disqualify any exhibit, if in his opinion such exhibit is not able to sufficiently be controlled in a safe manner for judging to continue. The exhibit will then be ineligible to compete in the class in which it is entered or paraded and upon such disqualification the exhibit shall forthwith be removed from the Judging Ring.

WITHDRAWALS AND REFUNDS

All withdrawals must be submitted in writing (via post or email) to the RNA Horse Competition Coordinator. Any refund requests must also be submitted in writing accompanied with a vet certificate by Sunday 4 August 2019. A $50 administration fee will be deducted from the overall refundable amount.

COURSE BUILDER SELECTION PROCESS

The following outlines the collaborative process used by the Councillors of the Horse and Arena Committee to select the course builder for Royal Queensland Show horse competitions.

The committee’s aim is to provide variety to competitors from year to year. This has to be tempered with the availability of individual judges, bearing in mind that Ekka is mainly during a working week. The Committee also has to work within a budget and cost considerations such as travel for national/international judges must be considered.

Other issues considered by the Committee include the proficiency of individual judges, such as a high level ability to rank and to remain consistent throughout competition.

The RNA reserves the right at all times to:

(a) Substitute a Judge when necessary;(b) Re-allocate Judging days for a particular breed.(c) If entries numbers require an extra Judge, appoint an

additional Judge if necessary.

The final list of judges is approved by the Horse and Arena Committee.

FODDER AND BEDDING CONDITIONS

Hay, Chaff, Silage and Green Fodder may only be introduced if:

(a) It is grown in and held in a Tick Free Zone andtransported directly to the RNA Grounds, or

(b) It originates from a Cattle Tick Infected Zone but thefodder has not had contact with livestock in the ninemonths prior to entry to the RNA Grounds, or

(c) It is silage from a Cattle Tick Infected Zone which hasbeen harvested and wrapped in plastic for a period ofnot less than 28 days prior to entry to the RNAGrounds.

If the fodder is accompanying livestock from interstate then a description of the fodder may be endorsed on the livestock permit or Owner Declaration.

Materials not carrying the necessary certificate under the above Regulations will not gain entry to the grounds.

It is the responsibility of the exhibitor to provide all fodder and top up bedding requirements for his/her exhibits.

The following materials may be used for bedding: Sawdust or Shavings must only be used for top up of bedding, bags of which will be stocked by the official Produce Merchant.

Within the limits of the storage space assigned to exhibitors they may bring their own bedding and fodder to the grounds prior to the commencement of the Show.

After midnight on the Thursday prior to the start of the Show, no fodder or hay type bedding will be permitted onto the grounds unless for, and accompanied by livestock on the same vehicle, unless the Director otherwise permits.

Exhibitors are required to make sure that sufficient bedding is always in the stall for their exhibits. Stalls will be inspected daily and exhibitors not complying with this requirement will be dealt with at the discretion of the Horse Committee.

PRODUCE STORE

RING MASTER

The word Ringmaster includes the Ringmaster, any deputy or assistant Ringmaster and any person for the time being exercising the functions of the Ringmaster.

A determination by the Ringmaster on any question or dispute arising in or incidental to the conduct of the ring or the conduct of any Competition, parade, Exhibition or event or as to the action of any Exhibit or Exhibitor or Competitor or as to the proper description of anything whether animate or inanimate shall be final and binding upon all Exhibitors.

CRUELTY - EXCESSIVE USE OF WHIPS & SPURS

The excessive use of whips or spurs by any rider in any contest will not be countenanced. Any rider continuing the practice after being warned may be debarred from competing further in the particular event.

Under penalty of elimination, no competitor may carry, or use a whip exceeding 75cm in length overall nor one which is weighted at the end.

Spurs which are capable of wounding a horse are forbidden. There must be shank not exceeding 4cm in length pointing only towards the rear.

Cruelty to horses is forbidden either in the ring in the paddock or elsewhere.

The RNA shall be the sole judge of what constitutes cruelty, and includes without limitation:

(a)a) to whip or beat a horse excessively;(b)(b)(b) to subject a horse to any kind of electric shock;(c)(c)(c) to use spurs, or to jab the horse in the mouth

with the bit, excessively or persistently;(d)d) to rap a horse;(e)(e)(e) to remount, or attempt to remount, an

exhausted, lame or injured horse;(f)(f)(f) to hypersensitise any part of a horse;(g)(g)(g) to leave a horse without adequate food, drink or

exercise;

SHOWJUMPING REGULATIONS

All Showjumping Competitions will be conducted under FEI Rules 26th Edition and Equestrian Australia National Jumping Rules Effective 1 January 2018 (as amended January 2019).

All horses entered in classes 701-721 must be registered in the Equestrian Federation of Australia (State Branches) Register of Jumping Horses or in a National Federation Register AT THE TIME OF NOMINATION. Registration Certificates must be available for perusal by the Association's Horse Section Officials at any time during the Show upon request.

The Ring Programme and Timetable will be published prior to the commencement of the Show.

Upon application to enter, each exhibitor must state the number of classes in which he/she intends to compete, and full particulars of the horses entered for each class as follows:

Jumping Classes: Name of Horse, Registration number (from any State Branch of EFA), current grading Colour, Sex and a completed performance sheet for each horse. From the information contained on the performance sheet the Association shall determine which entries are to be accepted. Exhibitors whose entries have not been accepted shall be advised accordingly and entry fees refunded.

SPECIAL REGULATIONS

1. The Judge shall have the right to disqualify any exhibit, if inhis opinion such exhibit is not eligible to compete in theclass in which it is entered or paraded and upon suchdisqualification the exhibit shall forthwith be removed fromthe Judging Ring.

2. All riders and attendants must be neatly and appropriatelyattired. Shorts, singlets, thongs, joggers and similar attirenot permitted.

3. All riders male or female, to be not less than 17 years ofage unless otherwise stated.

4. All horses to be approved of before the starting of eachevent. A Judge in any event may warn off a horse which inhis opinion is unfit to be ridden in such event.

5. The Committee reserves the right to have any horseexamined for soundness by the Association's VeterinarySurgeon. Any horse found unsound shall not be permittedto compete in any jumping contest.

6. Unless otherwise provided all horses competing in jumpingclasses must be over 14.2 hands.

7. The Jumping Course will be restricted to the grass ovaland will exclude the harness racing track.

8. With the exception of teams competition, the horse mustkeep the same number of draw throughout the event, theorder of starting in each competition being displaced inproportion with the number of horses entered and numberof individual competitions to be run. Should any horse andrider be not ready to enter the ring in accordance with thisdraw as set out in the catalogue, when called upon by theAssembly Yard Steward, the horse will automatically bescratched from the class.

9. Competitors may remove hats during presentation.10. The exhibitor irrevocably consents to the RNA publishing or

reproducing in any manner whatsoever any particulars orinformation in relation to their exhibits; the publication orreproduction may be in a printed form or visual imagethrough electronic means and/or on the internet.

11. All Show Jumping Competitions will be conducted underFEI rules 26th edition. Equestrian Australia rules will alsoapply to competitors and horses.

12. Any rider entering the ring with incorrect equipment is liableto be disqualified from that event.

13. The RNA reserves the right to reject or transfer anyshowjumping entry. The decision will be final and nocorrespondence will be entered in to.

14. All entries must have an Equestrian Australia Grade andpoints completed.

15. All horses must be scanned through the Measuring Baybefore competing.

JUNIOR JUMPING In the event of a large entry in this class, horses will be accepted according to their performances. Horses accepted in Junior Jumping Competition are ineligible to compete in Groups A, B or C. Riders in these classes are eligible to ride providing they have not exceeded the age of 18 prior to the end of the Show. They must also be members of the EFA. All horses must be scanned through the Measuring Bay before competing.

YOUNG RIDERS Athletes may take part in competitions and Championships for Young Riders from the beginning of the year they reach the age of 16 until the end of the year they reach the age of 21. Before the year in which they reach their 18th birthday Young Riders are not eligible to enter classes 701 to 711. In all young rider classes the course must have a minimum height of 1.20 metres. A young rider competitor may compete in Young Rider and Senior competitions on the same horse. All horses must be scanned through the Measuring Bay before competing.
