We plan to have representatives from Neighbors, Inc., which grew — and grew up— alongside the SPCA, talk about the critical role it played in helping to make Shepherd Park the neighborhood all of us love.

Community Meeting Highlights the Man

With all the national dialogue this year on democracy, it’s natural to seek ways to apply democratic

principles wherever we can. This includes the SPCA. Each year all 14 board positions are up for election: 5 officers — president, vice president, secretary, treasurer, membership chair 3 at-large members 3 delegates to the DC Federation of Citizens Associations 3 delegates to the DC Federation of Civic Associations Ah, but to be elected, one must be an SPCA member — and be nominated. If you wish to serve in a leadership capacity in the SPCA, now is the time to consider the best way you can serve. The board will be nominated and elected at the next SPCA community meeting, set for Tuesday, May 9, at 7 pm at Shepherd Elementary. opened with a presentation by Ward 4 Councilmember, Brandon Todd. He first provided an update on the budget process. He was pleased to report that the Mayor’s budget includes funds to renovate the Shepherd Elementary gymnasium/multi-purpose room and the cafeteria. He also reported that housing will be a priority in the coming budget year, with a proposed increase in the senior property tax relief income limit to $150,000 for the 50% reduction. He requested residents to get involved in the budgeting process. After the budget discussion, he spoke to questions about the various Shepherd Park development projects, pothole repairs, and crime reduction. Author and former Shepherd Park resident John Richardson shared his book, “Alexander R. Shepherd: the Man Who Built the Nation’s Capital.” Born in 1835, the man for whom Shepherd Park is named rose from an employee at Thompson Plumbing to being its owner before becoming Governor of the District of Columbia. Shepherd was responsible for developing much of the infrastructure of the city and for planting thousands of trees that still line neighborhoods throughout the city. Although Shepherd over spent his budget by millions, he convinced Congress to absorb the debt, although it then took control of the city and retained it until 1974. (Congress still has control over much DC legislation through its House Committee.) A copy of the book can be found at the Shepherd Park library. Yao Afantchao, a community educator from UDC’s College of Agriculture, Urban Sustainability, and

Environmental Sciences, gave an introduction to “ethnic crops” as he described his role at the UDC agricultural program. He distributed the pamphlet, “Ethnic Crops Nutritional Value Guide and Recipe Book,” and encouraged neighbors to visit the demonstration farm in Beltsville. Ed Atkins reported on the work of the SPCA Planning, Zoning, and Economic Development (PZED) Committee on the settlement agreement with soon-to-open Champion’s Kitchen (see Developments on p. 8), and the continuing monitoring of the Eastern/Georgia Ave project and Walter Reed construction. Other board members shared information on the annual yard sale (April 29 and 30), the garden tour (May 21), and the picnic (June 25).

Summer Flowering: Volunteers Needed! by Cynthia Prather

Now that our spring bulbs have reached their peak, SPCA gardeners can turn their attentions to planting

the scarlet-red geraniums and other greenery along upper Georgia Avenue. Why geraniums? Of course, geranium is one of the many “flower” streets here in Shepherd Park. Quite coincidentally, the sun-loving, drought-resistant geranium is a great choice for our Georgia Avenue strip (as well as for any full-sun or partly sunny garden). During late spring, blooming geraniums can survive with less than daily watering. In the hotter days of July and August, however, geraniums should be watered at least once a day. In addition, to keep the flowers blooming and healthy, spent flower stalks should be removed, new growth should be pinched, and a mild fertilizer should be applied once a month (Behnke’s 2017). With these points in mind, SPCA is seeking volunteers! SPCA provides the flowers (thanks to all who have joined the association and/or who support the Garden Tour!). We

need hands to dig holes and get the baby geraniums into the pots. Then, we need volunteers to water the flowers during the late spring and summer. Georgia Avenue businesses and other community groups are being recruited to help. Neighbors can volunteer for either of two options: Option 1: Adopt a pot. Neighbors can care for a pot for a few days, a week, or the entire summer. Option 2: Adopt a day. Neighbors could water some (or all) plants on a particular day each week. The kickoff planting date is May 13, 8:30 am. Staging is in the Ledo Pizza parking lot. If you would like to volunteer, please contact me at [email protected]. Also, feel free to suggest/refer summer programs that might be able to participate in planting or watering. We want the avenue to look nice. Help us to make it happen!

picnic is around the corner, and we are in need of your support! This year’s picnic will be on Sunday, June 25. We are looking for people to serve on the planning committee, which will meet a few times between now and June. 4 Things to Keep in Mind for Planning Your Children’s Financial Future

After my husband’s mom passed away recently, I realized as we went through the probate process how little

I knew about life planning. We had a retirement plan, but outside of that we hadn’t done much to prepare for life down the road. I began to do some research into life planning, and thought it would be beneficial to share what I’ve learned with others. Of course, for us parents, planning for our children’s future is often of greater concern than planning for our own. It’s crucial that you take steps now to prepare for whatever lies ahead for your child. With that in mind, the information below will help you prepare financially for your children’s needs. Here are four things to plan for. College: There are all kinds of ways to save for college, so research your options carefully. Some states have prepaid programs that allow you to lock in current university tuition rates and pay them off early. Even if the rates increase by the time your child graduates, you’ll still get credit for the percentage you’ve already paid off. Home Modifications: If your child has a disability, you’ve probably already made home modifications. But if their

needs are likely to evolve, it’s important to be prepared for any additional alterations. There are many different kinds of grants and programs that can offer you financial assistance. Caregivers: If your child has a particularly advanced or limiting condition, you’ll want to ensure they’ll always have a caregiver in the event of your sudden death. Keep in mind that even if you’re married, your spouse will likely need some extra help caring for your child in the beginning. Your Property: One of the most important considerations to keep in mind when planning for your child’s future is guaranteeing a roof over his or her head. While most people think a will is all they need, you should consider taking steps that will specifically pertain to how your property will be handled in the event of your passing. If you plan for these things — college, home modifications, health care, and the distribution of your property — your child/children will be safer whenever you are no longer able to make decisions for them.

Have you ever seen and wondered about the hat shop on Eastern Avenue? Andrea Bray, the owner of

Andrea’s Fine Hats and Accessories, has been in business for about 28 years, and at 7825 Eastern Avenue for about 24 years. Andrea retired as host of “The Andrea Bray Show” on WPFW 89.3 FM in June 2016 and is transitioning into retirement at the shop, so I spoke with Ms. Brenda Davis, store manager for the past five years. Mrs. Bray started the hat business because she loves hats. She started selling hats from her home, then at multiple locations in the metropolitan area, before settling down on Eastern Avenue. Andrea’s sells accessories such as jewelry, gloves, scarves, hat pins, and travel hat boxes. They also host annual hat shows throughout the DMV. The hats are from all over the world, and they have an in-house designer for some custom-made hats. Additionally, they do hat repair, cleaning, and blocking. Easter and Mother’s Day are really big for women, and the winter season is really big for men. Ms. Davis states that there are three main purposes of a hat: for coverage and protection from the sun and elements, to frame the face, and to complete the outfit. “Some people think you only wear hats when you’re older, but there are some younger people wearing hats,” said Ms. Davis. “An outfit is not complete until you have a hat to go with it.”

There ia a 173-bedroom hotel planned for construction across from Discovery Communications Inc. in

downtown Silver Spring developers recently announced. The developers have sealed a management agreement with Marriott International, Inc. for a proposed 14-story Residence Inn. The space at 8600 Georgia Avenue, located a short walk away from the Silver Spring Metro station, is currently occupied by a gas station. The project involves a partnership between PMG Development Group, Starr Capital, and SV Hospitality, which are shooting to begin construction in December and have the hotel open by January 2020. The Residence Inn will feature a rooftop terrace and 5,000 sq ft of meeting space. The Montgomery County Planning Board in November approved a plan enabling the developers to build up to 147,440 sq ft for the hotel. Timothy Eden, Starr Capital’s

managing director, said the project partners need final site plan approval before they can start to build. Eden said they plan to submit the final plan in April and anticipate securing approval by August.

Funding for Shepherd Elementary Gymnasium

for a new gymnasium. The school plans to open in its new facility this fall term. The gym addition should be completed next spring. The Walter Reed master developer is in the preliminary design phase for a mixed use (residential/retail/commercial) complex to be located at the corner of Aspen Street and Georgia Avenue. The five-story building will have approximately 280 units, with about 80 condos and the remainder rentals. The retail/commercial mix and bedroom mix are still undecided. Construction should begin sometime next year and be completed in 2020. This will be the first new construction on Walter Reed’s campus as a part of its redevelopment. The State Department is beginning a series of public hearings on its Master Development Plan for its Foreign Missions Center. Georgia Avenue: Champion Kitchen, formerly Eddie’s (at Georgia Avenue and Kalmia Road) has no firm opening date. Owners are awaiting various inspections from the District government. The Doggie Washerette has begun the formal procedures to move from the Georgia Avenue location to her home in Colonial Village. Mrs. Taylor, the owner, reported, however, that the date for a hearing at the Board of Zoning Adjustments (BZA) has not yet been set. The move may not happen until May or June.

Accidents continue to occur at the circle at 16th Street and Eastern Avenue. With inter-jurisdictional planning

stalled another year, Councilmember Brandon Todd has asked DDOT to prepare a comprehensive safety/traffic plan that can be implemented without Maryland participation. The plan would address the DC side of the circle. For updates, contact Joshua Fleitman at [email protected].

As reported by ANC 4A02 Commissioner Stacey Lincoln, the Mayor’s proposed budget includes funding

for a “new park community to include gymnasium, fitness rooms, showers and restrooms, senior room, and other recreational spaces” at Shepherd Elementary School. Note that funding would be through the DC Department of Parks and Recreation.

Creative Ways Therapy: A Path to Mental Healthby Cynthia Prather

The door opens to a smile and a short walk to comfortable seating, a wall of

miniature, life-like figures, and a raised, stand-alone sandbox. The space is calming. The feeling is warm and comforting. Welcome to Creative Ways Therapy, a relatively new business neighbor on upper Georgia Avenue whose mission is to provide access to quality mental health care for underserved populations. Creative Ways Therapy provides this care using, among traditional talk therapy and other methodologies, sand tray therapy, an expressive therapy where a client uses miniature figures to create his/her own world in natural sand. The organization offers culturally-competent, bilingual services for English and Spanish speakers— children, teens, and adults. Clients are referred from DCPS, the court system, and foster care. Self-referrals also are welcome. Owners Teresa Arene (LICSW, LCSW-C) and Donna Geraci (LICSW) started the organization in 2004 in

Columbia Heights to serve the immigrant community. They moved to Shepherd Park a little more than a year ago for new space and to better serve their clients. We’ve found Shepherd Park to be a lovely community.” Located on the upstairs level of a street-front property, the owners are planning to make a stronger business presence, with a larger sign and some other improvements, thanks to a recent Great Streets Grant. What would they like to say to our readers? “It’s a stressful time, politically,” offered Donna.

She feels that the political climate adds new stress to our already hectic lives. “It’s OK to need each others’ support.” she said. “ Listen to your kids. Hug them. Be present. Be greatful. Accept yourself and grow.”
