2. Confirmation of Minutes

Aboriginal Advisory Committee Meeting 17 July 2018 COMMITTEE RECOMMENDATION: Cr Hamilton / June Lowe That the Minutes from the Aboriginal Advisory Committee Meeting held 17 July 2018 be confirmed as a correct record of proceedings with the amendment that Aunty Lindy Lawler be recorded as an apology for the meeting. CARRIED Presentation – Update on the Development of a Coastal Management Program for Lake Illawarra Kristy Blackburn – Environmental Strategy Officer – Lake Illawarra See attachment 1. Ms Blackburn noted that the Lake Illawarra Estuary Management Committee (LIEMC), which is a joint committee of Wollongong City Council and Shellharbour City Council, will be chaired by Shellharbour City Council from October 2018 to October 2019. She explained that nominations are now being invited for the renewal of LIEMC membership and the AAC now has the opportunity to nominate a representative to sit on the Committee. Note: Barry Bird arrived 3:10 pm

SHELLHARBOUR CITY COUNCIL Aboriginal Advisory Committee Meeting – 18 September 2018

The Mayor expressed concern with individual committee members making submissions regarding the Coastal Management Plan. She stated that any submission regarding the Coastal Management Plan sent on behalf of the committee should be approved by both Councils. The Mayor thanked Ms Blackburn for her presentation. Council will notify her of the AAC nominee to the committee when that is decided later in the agenda. Ms Blackburn left the meeting at 3:30 pm. Presentation: Draft Shellharbour City Event Strategy 2018-2021 Jamie Dawson - Manager Community Engagement and Activation. A presentation and verbal report on the key goals and priorities of the Draft Shellharbour City Event Strategy was presented by Jamie Dawson, Manager Community Engagement and Activation. He explained that the Draft Strategy will be presented to Council on 16 October to be placed on public exhibition for 28 days. He asked for the Committee’s recommendations on who to consult as part of the broader engagement process that will occur during the exhibition period. The Committee recommended:

• Aboriginal Community Based Working Group • Women's Group when they restart • United Koori Elders groups

One of the main goals of the Event Strategy will be to engage the community through events and create events that uniquely reflect "This Place". It is hoped that a specific event reflecting and celebrating the local Aboriginal community can be developed in the future, that is in addition to the existing Reconciliation and NAIDOC events The Mayor thanked Mr Dawson for his presentation. Presentation: Draft Shellharbour City Youth Strategy Tom McColl – Team Leader Children and Youth A verbal report on the Draft Shellharbour City Youth Strategy was presented by Tom McColl, Team Leader Children and Youth.

See Power Point Presentation - Attachment 2 Mr McColl advised that the Draft Youth Strategy will be presented to Council on 16 October to be placed on public exhibition for 28 days. He asked for the Committee's assistance in providing and encouraging feedback during the exhibition process. The Manager Community Life asked that the committee specifically ask young people that they know to comment during the public exhibition period. Paul Knight requested that notification be sent to the Lands Council so that it can be placed on their Youth Face Book page. He said that this page is well used and would be a good method of engagement. The Mayor thanked Mr McColl for his presentation.

3. Staff Reports

3.1 Lake Illawarra Estuary Management Committee (11099235) Presentation: see Attachment 1. The Mayor asked for nominations for the Aboriginal Community Representative on the Lake Illawarra Estuary Management Committee. Barry Bird nominated Jodi Edwards. Jodi accepted the nomination. No other nominations were put forward.

COMMITTEE RECOMMENDATION: Lawler /. Lowe

1. That the AAC receive and note the Report on the Lake Illawarra Estuary

Management Committee. 2. That Jodi Edwards to be an Aboriginal community representative on the Lake

Illawarra Estuary Management Committee. CARRIED UNANIMOUSLY

3.3 Presentation on Shellharbour City Council's Event Strategy (11099239) See previous comments under Presentations.

3.4 Presentation on Shellharbour City Council's Youth Strategy (11099475) See previous comments under Presentations.

3.5 Bridge-ing the Gap - Campaign to Fly the Aboriginal Flag permanently above the Harbour Bridge (11099234)

The Mayor advised that she had received the letter included in the business paper, seeking support from local councils for the proposal to fly the Aboriginal Flag permanently above the Sydney Harbour Bridge. She stated that she determined to ask for advice from the AAC before presenting any recommendation to Council. The Committee expressed strong support for this proposal. The Manager Community Life will prepare suggested wording for a Mayoral Minute for the Mayor to present to Council.

COMMITTEE RECOMMENDATION: Bird / Cattell

That the AAC receive and note the Bridge-ing the Gap – Campaign Information Report. That Staff prepare a Mayoral Minute seeking the support of the Council for the proposal to fly the Aboriginal Flag above the Sydney Harbour Bridge on a permanent basis. CARRIED UNANIMOUSLY

3.6 Update South Coast Native Title Claim NSD 1331/2017 (1109236) The ACLO confirmed that Council on 14 August, resolved to apply to the Federal Court to become a party to the Federal Court application for inclusion in the South Coast Native Title Claim NSD 1331/2017 The Mayor confirmed that it is important that Council is a part of the Claim as it may have impacts in the future and it will enable us to comment if required. It will protect the rights of everyone.

The ACLO stated that if an issue comes up in our local area Council can seek advice from the AAC as we are a party to the Claim. Shellharbour Council is to host an information workshop on behalf of the four local councils to be held with the Native Title Tribunal.The workshop will be held at the Civic Centre on Wednesday 7th November All AAC members will be invited to attend the workshop.

COMMITTEE RECOMMENDATION: Bird / Davis

That the AAC receive and note the report titled Update South Coast Native Title Claim NSD 1331/2017. CARRIED UNANIMOUSLY

3.7 Proposed Reserve Names - Calderwood (11099232) The ACLO confirmed that as a consequence of the new policy on naming of roads and reserves, Council will, from time to time, consult the AAC for feedback on proposed names where Aboriginal Cultural significance could be a consideration. The AAC appreciated the opportunity to comment on the proposed Reserve names in Tullimbar and Calderwood, in particular Ravenswood Park, Tullimbar and Fig Tree Park, Flame Tree Park and Pine Tree Park, Calderwood. . However, the preference is that the Aboriginal names for the two native tree species proposed as names for the parks be considered rather than the common European names. The Director Community and Customers advised that the names proposed were submitted by the developers. We can forward other suggestions to the developer. It was noted that the names need to be pronounceable and acceptable to the Geographic Names Board as well.

COMMITTEE RECOMMENDATION: Cattell / Lowe

That the AAC reject the proposed reserve names as presented in the report due to the Aboriginal Cultural Significance of the land identified. That a list of alternative names be prepared and circulated to the Committee for their endorsement by email. CARRIED UNANIMOUSLY

3.8 Aboriginal names for Unnamed Roads and Reserves (11099066) A workshop was organised on 23 July to try to develop a list of suitable names to use for parks and roads in areas of Aboriginal Cultural Significance. The workshop did not take place as no-one was in attendance. The workshop will be re-scheduled with greater promotion to AAC members and the local Aboriginal community.

COMMITTEE RECOMMENDATION: Cattell / Lawler

That Council undertake a workshop with Local Aboriginal people and the AAC people to try to determine names for specific sites.

4. General Business

4.1 NAIDOC Week

4.1.1 2018 NAIDOC Events (11099237) The ACLO provided an update on the outcome of the event and debrief. She noted the NAIDOC Committee recommendation to engage a consultant to capture corporate knowledge of how the dinner and event operates and how to address the disparity of the events hosted by different councils. This will ensure that, within one document, information will be collated to help ensure the future sustainability of the event. A plan needs to be developed on how to accommodate broader community expectations now that the event is so prestigious.

4.2 Employment The Committee requested an update on employment for the next meeting.

Barry Bird asked for an indication of how Aboriginal employment has tracked in Council or what Council is doing to fill positions for Aboriginal people. The Committee discussed the lack of attendance of Aboriginal Council staff at this year’s Local Aboriginal Network Conference. The Mayor asked whether an invitation was put forward to all Aboriginal Council staff for the recent conference and suggested a broader, more inclusive invitation system be implemented. A discussion was held regarding engaging current Aboriginal staff members and opportunities for the AAC to develop a better relationship with those staff. The Mayor suggested that we invite Aboriginal staff to an afternoon tea prior to the last AAC meeting of the year which will be the celebration of 20 years of the AAC. COMMITTEE RECOMMENDATION: Bird / Hamilton That an afternoon tea be organised before the next AAC meeting where Aboriginal staff can be invited to attend. CARRIED UNANIMOUSLY

4.3 Bass Point Interpretive Centre The Bass Point Interpretive Centre Steering committee will be reconvened when the consultant is engaged for the development of the Business Case.

5. Items for Information

Local Aboriginal Network Conference in Narrabri The Mayor gave a brief overview of the conference. She said that Barry Bird, herself and Cr Hamilton attended the conference. She will be putting forward a report to Council regarding the conference. She will bring the report back to the AAC before putting it to Council. Barry Bird advised that he is now on the executive for the conference. Next year the conference will be held at Nambucca. He asked that if there is anything AAC members would like to see on the program for the conference that they let him know. Any approved Motions put to the conference will then go to the Local Government Conference.

AAC celebrating 20th anniversary in November this year The ACLO noted that celebrating the 20th anniversary could be incorporated into the invitation to staff to an afternoon tea. Staff will work on organising some sort of celebration.

Housing Affordability for Low Income Earners and Aboriginal People

Jodi Edwards recalled the report that was presented to the AAC on 29 May 2018 and asked whether there had been any developments on providing local affordable housing for Aboriginal community members. She asked how major developers in the local government area could be made to consider this in developments. The Mayor noted that there was a report that was presented to the Local Government Conference in Albury outlining how the Albury community had developed a policy regarding this. The Manager Community Life will source this information and provide it to the committee. ACLO Retiring Veronica advised that she has made the decision to retire from Council. She said that she really wanted to let the AAC know personally today as this will be her last AAC meeting. She thanked the AAC for all the support and guidance she has received over her 13 years at Council. The Mayor thanked Veronica very much on behalf of Council for her hard work, expertise and contribution to the committee and the local Aboriginal community during her time at Council. She wished her success in whatever she decides to do in the future. The Director Community and Customers also thanked Veronica on behalf of Council. She said that she personally has learnt a lot from Veronica. Veronica has contributed so much in areas such as development of the Development Assessment Tool Kit and will be greatly missed.
