SEIS for Monitoring Biodiversity in Protected Areas

• Developed under the Sectoral Operational Programme Environment – Priority Axis 4

• Available at local, regional and national level

• Provide information on the widest possible range of questions relating to nature

conservation, including the Birds and Habitats Directives, i.e. not focus exclusively

on Natura 2000

Romanian SEIS Purpose:

• to lead us to a decentralized but integrated and web-enabled, national environmental information

system - based on a network of public information providers (protected areas management

authorities) that share environmental data and information – in order to monitor biodiversity

• ensuring interoperability and expanding the access to spatial data, metadata, web services and

applications as part of the Romanian national spatial infrastructure

• providing information on natural variability and an early warning system for large-scale

environmental disturbances

• support stakeholders in protected sites management activities

• national and regional reporting of status and trend in species and habitats integrity

• fulfilling Romanian legal reporting obligations under EU and sustaining environment-related

Biodiversity GeoPortals as SEIS for monitoring

biodiversity

• Based on Esri Geoportal Server -

enables users to provide, manage,

query, display and explore data

regarding flora and fauna in the

protected areas

• INSPIRE compliant in terms of metadata,

search and discovery services

• User functionality

- discovery and viewing of spatial data

sets and services for biodiversity

(WMS, WFS, etc.)

- using a federated search based on

metadata

- exploring live data using the

integrated map viewer

- publishing new datasets using the

Online Metadata Editor and Inspire

System • This national e-reporting system was implemented in a Consortium with the National Institute of Biology, and

has already made significant progress to support Romanian legal reporting obligations under European Union

and International Environmental Policies and Legislation

Roadmap

• Further work was focused on unifying all these local solutions and

data in the E-Reporting System, with national coverage, developed in

association with the Romanian National Institute of Biology.

• For a successful implementation at national level it is tremendously

important to have a decentralized solution in order to develop a large

scale assessment.

• The National E-Reporting System will further address and sustain the

INSPIRE Directive Implementation in Romania.

• Redundancy in biodiversity geospatial information is still a gap in

Romania
