Local government bodies are under growingpressure as they are increasingly being facedwith challenges that question the currentstatus quo; demands for instant access to infor-mation online such as public records, freedomof information legislation, heightened security,compliance, and regulations are all areas thatraise the need and desire for more efficientways of working. Indeed, the upcoming GDPRthat becomes law on the 25th of May next yearposes several challenges, not least the abilityto be compliant with stricter data protectionrules but also to be able to prove it in a court of law.

Outdated, paper-based processes are drainingdepartments of valuable time and money,thereby reducing the quality of public servicesand making having a controlled retentionpolicy tough, threatening the privacy, security,and ultimately the ability to provide complete

transparency or in the case of GDPR erasureand proof thereof.

Document management

Document management enables the demandsfor higher productivity and improved servicedelivery to be met at a significantly reducedcost, both in terms of money and time. Captur-ing, routeing, sharing and storing informationeffectively are simultaneously driving sustain-able performance improvements and providingsignificant cost reductions.

Technology is seen as a catalyst for change, not only will the service to the public beincreased but embracing digital transformationwill also help create and retain a more efficientand motivated workforce who are enabled formobile working, for enhanced collaborationand ultimately seeing a shift in man hours

Why local government shouldembrace technology

Andrew Cowling at Fujitsu Scanners outlines how localgovernment could benefit from document management forefficiency gains and a reduction in costs

David Taylor, a Senior Information GovernanceOfficer commented – “It’s not just the removalof the manual file management processes orthe ability to access the files wherever we are.It’s the all-round capability to manage the wholeresponse process from request to disclosure

and beyond from one system. Fujitsu’s scannerhardware is integral to the whole solutionenabling all documents to be digitised, reviewed,redacted, compiled and released electronically.We now respond to almost 95% of all requestselectronically compared to approximately 55%just two years prior. Response times havefallen from an average of 12 days per requestto under 8 and still falling.”

Additionally speak to us today about a jointlydeveloped Privacy Management solution thatoffers a methodical and structured approach toGDPR that has impressive deployment andproven track record success in addressing strin-gent German privacy laws over the last decade.

Last month saw the introduction of the GDPRand brings harmonisation across the EU regardsdata privacy. This is no Y2K and will not go awayso it is imperative if you haven’t started alreadyon the journey towards GDPR compliance thatyou must ensure within your organisation thatanyone holding personally identifiable data canprove the consent, the security and managementof that data. There are a number of questionsthat data holders need to ask themselves:

1. Right to access – can you find all the datayou hold on an individual, how quickly canyou respond to SARs?

2. Retention periods – do you know how longyou can lawfully hold the data for?

3. Data erasure – are you confident that the rightof an individual to be forgotten can be metand that every single trace can be removed?

4. Privacy by design – are you building in security steps from the outset?

5. Security – how many copies of your documents exist?

6. Consent – do you have consent to hold thedata and how will you use it?

7. Audit trails – GDPR is not just about beingcompliant but proving it in a court of law –can you confidently prove your processes are lawful?

When it comes to achieving GDPR compliancethe starting point recommended is to conductan assessment of the relevant data held todayand where it resides – opening with the digitisation of paper-based documents throughscanning and merging with any digitally bornmaterial.

The importance of having establishedGDPR-compliant policies

Andrew Cowling, Channel Marketing Specialist at FujitsuScanners imparts his expertise on why it is important toconsider digital processes to help towards GDPR-complianceand the wider digital transformation benefits

More than just compliance

While GDPR is a strong reason, there are anumber of reasons for organisations to additionally embrace moving from paper todigital processes.

Investment in digital transformation now candeliver savings and efficiencies across the wholebusiness, as well as helping to prepare for futureregulatory compliance, legislation can be apowerful tool to drive a cultural change, soGDPR should also be seen in that light.

These benefits include:

• Better organised data, all stored in one place;

• Increased storage capabilities with Cloud-based servers;

• Quicker to both find and retrieve files;

• Ability to manage data more effectively;

• Easier to share information/files between colleagues and across office locations;

• Increased efficiencies/time savings foradministrative staff;

• Increased office space with less physical filing and;

• Greater security of data.

Deliver business efficiencies while helping toachieve compliance with GDPR. The potentialrisks associated with GDPR – most notably thefines and reputation – mean organisationssimply have to be prepared.

Fujitsu is working with a number of partners onspecific solutions for the public sector looking indepth at areas such as SARs, retention periodsand data handling and now have a solutionthat offers a methodical and structuredapproach to GDPR with impressive deploymentand proven track record success in addressingstringent German privacy laws over the lastdecade. These devices mark a major technology break-through, achieving best-in-class feeding perfor-mance, matching and even surpassing smallerscale 7th Generation siblings. Innovations likeIntelligent Sonic Paper Protection (iSOP) andthe Fujitsu fi Series Skew Reducer technologymake scanning mixed batches at the desktop abreeze. These advanced scanners will minimisepre-processing time and effort throughout thecapture routine.

iSOP is a unique paper protection functionbased on acoustic sensors, which reduces therisk of documents being damaged duringimage capture. By sensing the audible soundof paper movement, iSOP stops feeding sheetsthe instant an irregular noise is sensed.

The Skew Reducer, another sensor driven innovation, eliminates the risk of physical skew being carried over from one sheet in amixed batch to the next.

These advanced technologies work alongsideproven functions such as the Brake Roller,which separates each document to enablesmooth digitisation. Additionally, each hopperside guide moves independently, making iteasy to adjust precisely to the document width.

Management all in one place

Scanner Central Admin software enables the fi-7460 and fi-7480 to be managed and maintained along with other Fujitsu scannersfrom a single location. Remote managementand administration means lower scannerdowntime anywhere in the world, plus providesthe benefit of cross-location control over theinstalled base of capture devices.
