SFPUC’s Water Quality Notifications and Communications Plan Update

1

Overview

• Purpose of Notifications and Communications Plan • History of Plan • Objectives for Revision 6 • Communication Process Flowchart • Water Quality Parameters & Action Levels • Notification Tools

Review Example Parameter Summary Sheets Notice Tier Determination Chart Templates

2

Purpose of Plan

• Systematic & Rapid Response to Water Quality Variations Mandatory notifications to the SWRCB, wholesale customers

and the public as required by Title 22 Advisory notifications to the SWRCB, wholesale customers,

and the public

• Clear Guidelines for Notification Which water quality parameters? What are the action levels and notification process? Who should be notified and how soon? What should be included in the notifications?

3

History of Plan

• The original plan was issued in February 1999 after State (CDHS) and wholesale customer input.

• Current version (Revision 5A, November 2010) updated regulatory content and references (e.g., State’s final IESWTR, federal LT2ESWTR), water quality targets, notification templates (e.g., EPA Revised Public Notification Handbook), and communications tools.

• This update will be the 6th edition of the plan and is targeted for completion by the end of this year.

4

Objectives for Revision 6

• Update to conform with latest regulations (e.g., RTCR)

• Update key monitoring locations (e.g., IP2) and parameters (e.g., DBPs)

• Update specific advisory notice triggers to reflect current water quality targets Wholesale Customer Water Quality Committee meeting on May

11, 2016, developed revised specific advisory triggers

• Update templates, protocols & communication tools Simplify decision charts and templates to facilitate response

• Draft Revision 6 posted at http://sfwater.org/wholesale Comments requested by December 2

Water Quality Parameters in Updated Plan

• Summary sheets developed for 14 parameters • Parameter selections based on:

Regulatory significance Primarily health, but also aesthetic implications Probability of occurrence

• Each summary sheet identifies: Key monitoring locations SFPUC water quality target MCL or other regulatory requirements Action levels SWRCB notification requirements Public notification requirements

12

Water Quality Parameters in Updated Plan

• The 14 parameters or summary sheets include: Unfiltered water turbidity Filtered water turbidity Source water coliform for unfiltered system Coliform Primary disinfection for unfiltered system Primary disinfection for filtration plants Secondary disinfection – POE residual for unfiltered system Secondary disinfection – POE residual for filtered system Minimum distribution disinfectant residual Maximum distribution disinfectant residual Fluoride Odor pH DBPs – TTHM and HAA5
