Overview of SFMTA SBE Program
• Implemented in accordance with 49 CFR Part 26
• Disadvantaged Business Enterprises (DBEs), Local Business Enterprises (LBEs) and Small Business Enterprises (SBEs) qualify
• Primarily FTA funded capital professional services and construction contracts

Overview of LBE Program
• Implemented pursuant to San Francisco Administrative Code Chapter 14B
• Firms certified under the City’s Local Business Enterprise Program (LBEs) qualify
• Primarily locally funded professional services contracts

Overview of DBE Program
• Implemented pursuant to Caltrans’ policies and procedures
• Firms certified as Underutilized DBEs qualify • Primarily construction contracts on City
streets, administered almost exclusively by DPW

Contract Compliance Program Implementation Activities
• Establish goals based on availability of certified firms to perform work
• Evaluate bids and proposals submitted to assess commitment to SBE/LBE/DBE goal
• Contract monitoring
• General oversight to ensure fairness in procurement procedures

Outreach Activities
• In 2009, SFMTA participated in 38 outreach events regarding contracting opportunities for small businesses and employment opportunities
• Participated in 3 DBE certification workshops on March 25, June 25, and July 30, 2009
• Contract by contract outreach

• SFMTA outreach meeting on March 3, 2010 at the San Francisco Library attended by over 100 vendors
• Targeted outreach and technical assistance to small, disadvantaged businesses for upcoming Central Subway contracts as they are advertised
• 2 scheduled DBE certification workshops during 2010
• Outreach to local, small and disadvantaged trucking firms for their participation on Central Subway construction contracts
