This is because AIX does not notify the status change in the network interface.Oracle and IBM are working together to resolve this issue (Oracle bug ID: 10373244).

Workaround: Append the following lines at the end of the file /etc/rc.net:

where interface_name is the name of the network interface, one interface per line.
