1. Summary

In June 2014, SFCG-Kahama and SFCG-Tarime performed the following activities in villages surrounding Buzwagi,

Bulyanhulu and North Mara mine sites, as well as Sengerema and Geita exploration sites:

- 367 police officers participated in training on Human Rights and the Voluntary Principles.

- 8 multi-stakeholder meetings were held, with a total of 174 participants.

- 97 local leaders and decision-makers participated in training on conflict resolution and the Common Ground

approach.

- 50 women participated in training on conflict resolution and the Common Ground approach.

- 50 youth participated in training on conflict resolution and the Social Contract.

- 68 Umoja Peace Clubs students participated in training on conflict resolution.

In June, members of the Bwirege primary school visited the ABG North Mara mine site as a final part of their Peace

Club training on conflict resolution and the Common Ground approach. Among other things, the students met with the

General Manager and visited the Rama mining pit. During the visit, ABG staff shared advice on safety and the

importance of professional development. The Peace Clubs and the visit to the mine site have resulted in significant

reduction of children working in the mining sector and intrusion in the mine site, as reported by teachers monitoring

absence (drop-out and return) and/or absence immediately after a blast. These visits are very important, as they

contribute to shift norms for children and youth living around the mining site. With cases of young people entering

illegally mining sites being chased by the police or injured while working in the mine, children and youth tend to think

that this is the norm. Through the visits organized in the framework of the project, students were able to see that

children should not work on a professional mine site, and that workplaces should be safe spaces for employees,

where they can work without fearing to be injured or chase by the police. Through their visit, the ABG staff also

highlighted alternative role-models of mine workers making a living from mining within the company.

In North Mara, the tension between the community and the police is affecting the relationship between the community

and ABG, which otherwise has been gradually improving. Fear of what the mine going underground might imply for

the community, coupled with land speculation and other political rumors has fueled the conflict. The community

members believe the situation can be improved by introducing community security, and that intrusions can only be

reduced if there is viable livelihood alternatives to mine intrusions. ABG and SFCG are committed signatories to the

Voluntary Principles on security and Human Rights (also known as the ‘VP’s’). As such, SFCG supports both national

level efforts, as well as ‘bottom-up’ training of all police officers stationed at the ABG mine sites. The police officers

often testify to a very difficult work environment, characterized by volatility and fear.

In Kahama, SFCG held a district level multi-stakeholder meeting as a first step in a long-term effort to create

constructive dialogue during the upcoming local and national elections. Political, religious, governmental, private and

public sector stakeholders were participated and the initiative was welcomed. The meetings will become increasingly

frequent and address key topics as the stakeholders become familiar with one another and discuss the matters

transparently and inclusively. Another example of SFCG’s mediating efforts in June was in Kakola C where SFCG

assisted with facilitation of meetings between ABG, the community and the government, and coached all leaders on

constructive dialogue and conflict resolution, moving away from an adversarial approach.

In June 2014, Search for Common Ground (SFCG) continued to work on promoting conflict resolution

and conflict prevention around ABG mining areas in Tanzania. In the framework of its project ‘Advancing

Sustainable Peace and Security in Tanzania’, SFCG works 1) to strengthen the capacity of key

stakeholders to engage in constructive communication; 2) to increase access to credible and neutral

information; and 3) to encourage stakeholders to address conflict collaboratively without violence.



2.Police Training on Voluntary Principles and

Human Rights

Tabulated record of police training in June 2014. During the reporting period, SFCG continued to train

targeted security forces in the following topics: Voluntary Principles, Human Rights, sexual harassment,

Code of Conduct for police officers, the use of force and firearms, rules of engagement, arrest and

detention, humanitarian laws, health and protection in custody, torture, cruel and inhuman or degrading

treatment.

3.Multi-Stakeholder Meetings

Tabulated record of multi-stakeholder meetings in June 2014. In June, SFCG supported a series of

dialogue between key stakeholders in the targeted area to offer them a space for dialogue and

constructively address issues of mutual concern and community level.

4.Local leaders training
