Aims of the sessionTo give you an overview of:
•The three borough’s Substance Misuse, Sexual Health and Offenders Health team
•Local Authorities position on commissioning community reproductive and sexual health services
•The need to redesign services and allow for consistency
•How we will keep you informed

The Substance Misuse, Sexual Health and Offenders Health Team
The case for change
• Services have evolved ad hoc across the three boroughs since the 1990s
• Review of services and impact assessments are required
• Duplicated services
• The prevention agenda needs to be forefront
• The contracts do not always reflect local need
The service review
• Undertaken in 2014
• Involved informal consultation with range of stakeholders and service users
• Identified a need to modernise and streamline
• Desk based exercise has resulted in an inconsistency of delivery across the three borough
• Current contracts end in 2016
• Transforming services will result in these benefits
o Improved and wider access to services – via digital, on line, mobile device and outreach hubs
o Improved signposting and better designed pathways for service users
o Streamlining services and service management across the three boroughs
o Improving health outcomeso Localised service based on local needo Emphasis on user involvement and peer supporto Breaking behavior patterns/repeat visits/treatments through early
preventative interventionso Develop a “whole system approach” and integrated pathways
Why are we transforming services?
What are our thoughts?• Fewer contracts • We will focus on community reproductive and sexual
health services including: Community Sexual and Reproductive Health Services –
Adults with specialisms on: o Contraception o Promotion of good sexual healtho Sex Workerso Sexually Transmitted Infection testing (including HIV) o Peer support people living with HIVo Peer led initiatives for those with an STI diagnosis. o Older people and HIV support
Community Sexual and Reproductive Health Services - Young People with specialisms on:o Contraception o Promotion of good sexual healtho Sexually Transmitted Infection testing (including HIV)o Substance abuseo Peer support people living with HIVo Peer led initiatives for those with an STI diagnosis.

When the boroughs give us “Approval to Proceed” then we can:
Publish these opportunities in a
Prior Information Notice (PIN) (July 2015)
Start supplier engagement/market warming (end July)
Then we will:
Publish Pre-Qualification Questionnaires (PQQ) (Sept)
Send out an Invitation to Tenders (ITT) (Nov)
Award contracts (March 2016)
Start mobilisation/service goes live
