Country context and challenges
• Oil and gas production has reached its peak, thus there is a need to establish a viable strategy for managing and utilizing its energy resources, including introduction of EE and renewable energy technologies;
• Sustainable economic development of Azerbaijan is associated with intensive energy consumption. As a result of increase of energy end-use in the residential, power and transportation sectors baseline GHG emissions are projected to reach 115,6 Mt CO2 by 2025;
• SOCAR, as one of the biggest company in the region, and a major contributor of GHG emissions (gas flaring and ventilation, other production losses) is committed to reduce its own emissions by 40% by year 2020.

UNDP/GEF supporting the country
• To address the current challenges, the Government of Azerbaijan plans to carry out definition, design and implementation of NAMAs in key oil and gas sectors, with focus on promotion with low carbon technologies, energy efficiency in buildings and energy efficient transportation technologies;
• UNDP/GEF is helping the country to address the challenges through the implementation of “Nationally Appropriate Mitigation Actions for low carbon end-use sectors in Azerbaijan” Project.

Objectives and main tasksObjective: Implementation of energy efficient technologies and methods at the facilities of SOCAR and reduction of GHG emissionsMain tasks:
– Use of international experience at the existing and newly constructed buildings
– Use of alternative and EE fuels at the transportation fleet of SOCAR and eco-driving
– Raising the awareness of SOCAR staff in the EE methods– Improvement of GHG inventory and monitoring systems

•NAMA 2 – Sustainable Transport•GEF support will be sought to fund the incremental costs of new technologies (up to 40%) for demonstration activities, switching from fossil fuel to electricity (project lifetime – 10yrs.) – 98.2 t CO2eq•20% of car users and 50% of heavy vehicles will be undergoing energy efficient driving practices (project lifetime – 10yrs.) – 1,495 t CO2eq
