Alittle over a year ago, the November 2011 CDD article in the Seven Oaks

News explained that the CDD Board had approved a bid to seal coat some of the main roads at Seven Oaks. These roads included Ancient Oaks Blvd from S. R. 56 to the north traffic circle and Summergate Blvd. The article also provided a chart that showed the CDD Reserve Fund would be in the red $5,117,550.48 in 2044. In case you would like to review the November 2011 article, it is now posted on the Seven Oaks Website along with the other CDD articles that have been in the Seven Oaks News for the past year. Just go to the website, click on “CDD”, click on “Newsletter Archive”, and then click on the title of the article.This article will provided an update on the roads that were seal coated last year, the ones to be seal coated this year, the plan for neighborhood and main roads to be seal coated in the future, and what the CDD

Board did to reduce the amount the Reserve Study will go into the red in future years.

As projected in the November 2011 article, Ancient Oaks Blvd from S. R. 56 to the north traffic circle and Summergate Blvd were seal coated (see picture below). Residents have asked about the black coating wearing off where the vehicle tire paths are most prominent (see picture on next page). This is very noticeable on curves as well as where cars turn into the neighborhoods due to the extra friction created in these areas.Although our preference would be for the roads to continue looking like they did when they were first coated, appearance is not the reason for the seal coat-ing. The purpose of the coating is to extend the life of the roads by protecting them from sunlight and chemicals that can shorten the life of the asphalt and seal the small cracking and

protect the base from water in-trusion. Just because some of the black color has been worn off does not mean that the protec-tive sealing has been removed. The sealant is still protecting the asphalt and thus saving all of us repair costs.

The CDD Board has decided to seal coat the roads in some of the older neighborhoods. These include the ones in the chart on the next page. The roads in the newer neighborhoods will not be done during 2012-2013. These neighborhoods include the fol-lowing: Copperleaf, Crosswinds, Knollpoint, Sabal Point, Stone-creek, Villas of Deer Run, and Watermark. Since the CDD is not responsible for maintaining the parking lots for the com-mercial properties and the roads within Colonial Grand Apart-ments, Windsor Club Condos, Villas at Willow Creek, and Silverleaf Townhomes, these also were not included.

Four Options toSeal Coat roads

The engineer briefed the follow-ing four options that the CDD Board could consider:

Option 1 (Half Road): This option would seal coat half of the roads at a time has the disadvantage that the driveways in many neighborhoods are not large enough to keep half of the driveway open allowing resi-dents to access their driveways while the seal coating is drying.

Option 2 (Double Section): This option would seal coat one side of the road at a time leaving gaps every few hundred feet for cars to pull over to avoid oncoming traffic. The por-tion of the road that was sealed would be closed for 24 hours to allow for drying. It has a parking problem because of the trees between the sidewalk and the road. This would require residents to park and walk to their houses making this option possible, but inconvenient.

Option 3 (Short Section): This option would seal coat short sections at a time. It is about 44 percent more expensive because it is very labor intensive.

Option 4 (Quick Dry): This option would be to apply a new product that has a shorter dry-ing time. At the January 9, 2013 CDD meeting, the engineer briefed us that the drying time in Florida would not be reduced enough to justify the extra cost.

CDD InFOrMatIOnSeven OakSdistrict manager to develop a plan using option 1 that would allow adequate parking while the seal coating is drying. This plan will be briefed to the Board at the February 20, 2013 CDD meeting.

Future Maintenanceneighborhood and Main roads

During the past year, our engineer recom-mended that the main roads be seal coated every three years and the neighborhood roads, since they have less traffic, be seal coated every five years. The CDD Board agreed. To implement this schedule, the Reserve Study allocates $136,924.71 during the 2014 - 2015 budget year to seal coat all the main roads, to include the ones seal coated last year plus Ancient Oaks Blvd from the north traffic circle to Eagleston Blvd, Mystic Oak Blvd, and the short por-tion of Eagleston Blvd from Ancient Oaks Blvd to Bruce B. Downs Blvd. To continue this schedule, the Reserve Study allocates enough funds in budget years 2017-2018, 2023-2014, 2026-2027, 2029- 2030, etc. to seal all the main roads.

The Reserve Study allocates $275,592.38 in the 2017 - 2018 budget year to seal coat all roads in the neighborhoods. This includes the roads in the neighborhoods that will be seal coated this year, the ones not seal coated mentioned earlier in the article, and entries to commercial areas. To continue this schedule, the Reserve Study allocates enough funds in budget years 2022-2023, 2027-2028, 2032-2033, 2037-2038, etc. to seal coat the areas mentioned in this paragaph.

During the past year, the CDD Board has reduced the amount the Reserve Fund will go into the red in 2044 from $5,117,550.48 to $1,329,671.68. As explained in the November 2011 article, the CDD Reserve Study went into the red starting in 2040. Due to revised cost estimates and when the work will be done, it will now go into the red starting in 2035. When the CDD Board discusses next years budget in a few months, this will be looked at very closely to insure the Reserve Fund is not under-funded.

as the nation celebrates National Mentoring Month, it is important

to let all mentoring-minded people know how much they matter. Across the nation, Big Brothers Big Sisters is reconnecting with alumni Bigs, Littles, donors and family, staff and board members.

The reunion effort is an exten-sion of Start Something®, a national initiative Big Brothers Big Sisters unveiled two years ago in partnership with the Ad Council. The effort invites all adults – not just volunteers -- to support quality mentoring to change the odds for children facing adversity.

The 2013 nationwide search and reunite effort extends Start Something to hundreds of

thousands of people who have an affinity with Big Brothers Big Sisters, but have not been asked to stay or become re-engaged with the organization. Our hope is that by bring-ing our alumni together and showing them how much we appreciate them, we will open avenues for people who are already invested in our work to “Start Something [Again]” to help kids succeed in school and life.

at the Seven oaks clubhouse.

My Story… My name is Susan Jurik. I am a resident of Seven Oaks and I joined the Leukemia & Lymphoma Society’s Team in Training program for the first time two years ago, as a sedentary 52-year-old. I participated in the Walt Disney World Princess Half Marathon (13.1 miles). You might wonder why I would choose to walk/run a half marathon at 52 years old. Well, I am pretty familiar with blood diseases, having lost three family members to leukemia.

I lost my wonderful and caring cousin when I was in 9th grade. He was 24. I lost my sweet friend (and my now-husband’s sister) when I was a senior in high school. She was 21. I lost my beloved father when I was 37 and my two children were in elementary school. He was 68. I thought doing this half marathon was a wonderful way to honor the lives of my loved ones and help finance the research that the Leukemia & Lymphoma Society supports so that we can cure these diseases and no one has to lose a loved one to blood diseases ever again! I was side-lined last year due to a knee injury, but I am doing the Nike Women’s Half Marathon in Washington, DC on April 28th this year. I hope you will support me in my efforts to raise money for a cure by attending the silent auction and/or the Easter event activities on March 29th and 30th. I can be reached at 813-907-3369. With millions of baby parrots and exotic birds being produced by the pet trade

each year, the population of captive birds continues to grow. As peoples’ interest fades and as the birds and the people get older, the overpopula-tion of parrots is destined to become a heartbreaking tragedy. This is now the case with cats and dogs where four to five million are euthanized every year.

With their long life spans, parrots have a built-in homeless factor because every long-lived parrot will outlive his or her original guardian. Even the smaller birds that have life spans of 40 - 50 years will face the eventual aging problems of their hu-man caretakers. There are many rea-sons that a parrot will lose his or her home during their lifetime including health problems of the parrot’s guard-ians, downsizing, caring for someone in the family, a new baby, a move as well as many others. With all of these factors, we are more determined than ever to continue our mission to help many more parrots find their way to us and to freedom!

in the 2012 Florida International Senior Games held in Lakeland, Florida. Competing at 198lbs in the 70-74 age division. Otis swept the Power Lifting competition by winning gold medals in the Bench Press, Deadlift and Bench Press/Deadlift Combination.

His accomplishments have earned him a spot in the 2013 National Senior Games to be held in Cleveland, Ohio, July 21st thru August 1st, 2013. Otis says of his accomplishments, “I really did not know what to expect. I entered the competition to test my power lifting skills and to see how far I could go.” Otis and his wife Doris lives in Fairgate. In mid-November 2012, the Pasco County Animal Shelter set a goal of rescuing 90% of

the animals coming into the shelter. Having this percentage adopted by families and individuals would qualify PCAS as a “no-kill” shelter, as at least 10% of impounded ani-mals are very old, sick, or injured, or have serious behavior problems, and are not adoptable. The decision was inspired by Commissioner Pat Mulieri.

Between July of 2011 and July of 2012, the shelter had already raised

the live release rate from 19% to 55%. To further boost the figure, Education and Volunteer Coordina-tor Judy Gregory began scheduling adoption events both on and off-site. There is now an event nearly every Saturday, including ones in which certain groups–veterans, students–have been able to adopt animals at a discount.

On December 22nd, PCAS hosted an “Empty the Shelter” event, in which animals were free to anyone. Santa and Mrs. Claus showed up, with popcorn and cookies. Seventy-

nine dogs and cats went home with Pasco residents that afternoon. Ninety percent of the dogs in the shelter were adopted in December.

In order to approach a 90% live release rate for all animals, the shel-ter is inaugurating two programs: 1) to trap, neuter, and release feral cats and 2) to establish a network of foster families to take dogs and cats into their homes until they can be adopted. Two committees of volunteers are designing the pro-grams. Two other committees have also been established: an education committee to publicize the shelter’s adoption efforts and its low-cost spay/neuter program, and a behavior committee, to work on making

Meanwhile, the adoption events are continuing. In January, Friendly Kia of New Port Richey reimbursed the fees for anyone adopting an animal during the month. Shelter benefactor Tom Dobies is plan-ning to do the same in February, in memory of his dog Lucy.
