    FOREWORD

    The present compilation of 'SEVA DISHA', I believe, forms an important milestone in the evolutof the service-activities initiated by the Sangh Swayamsevaks all over the country. Conceived

    evered Dr. Hedgewar, the founder of sangh, as the crucial instrument for bringing about all-rounational reconstruction, the swayamsevaks have plunged into work in various regions of country and sections of the society towards that end. In fact, the founder had evolved the techniqof sangh solely for the purpose of moulding self-inspired, disciplined and dedicated men fit for tob. It was natural that they would have to work through various agencies and organisations butof them attuned to that same supreme goal. "sEV A DlsHA"is the very first AIlBharat effort bringing under one broad spectrum all such projects and activities, their numbers, their nature aheir organising agencies.

    The "SEVA DISHA", as its highly significant name suggests, seeks to serve something more thamere cataloguing exercise. It furnishes a peep into the life-aspects in which the swayamsevaks

    striving to bring about the transformation. The DISH A i.e., the chief thrust of the Seva activitiesn their eyes, far more important than the activities themselves. It is to create conditions whwould quicken among the receipients of the service, the urge for self-improvement and eventumake them self-reliant or, in short, to render any service from others redundant. Service, in its sense, means precisely this. Service, as meaning just doling out some crumbs of benefits aamenities demeans both - the receipient as much as the the person who serves - the formending to lose self-esteem and turning into a life-long supplicant and the latter tending to bl

    himself as a saviour.

    During the last some decades prior to and after independence, there have been well known servorganisations built up and even now being run by eminent social workers. They have kept up

    lame of spirit of service burning even under most adverse conditions. However, they too have bactually experiencing that in the absence of the above-mentioned psychological perception aequipment among their workers, the actual improvement in the conditions of the service receipiehas fallen for short of their expectations. More unfortunately, quite a few of such endeavours halso been infiJtrated and infected by ideological perversions of political power-seekers. The uniqeature of the social service projects undertaken by the swayamsevaks lies in their focus on

    aspect of psychological transformation and strictly keeping themselves aloof from all such perveentacles of power-politics.

    Yet another undoing of several of the service projects has been their sole dependence on Governmental aid, which, in other words, means, the serving agencies would be at the mercy of

    political party in power; the frowns and favours of the latter deciding the fate of such projects. Tvolunteer-workers would, in turn, become government servants and the receipients of service would look upon them as such. The spirit of selflessness and sacrifice so very vital for the woror establishing his credibility among the people becomes a casualty. He becomes a m

    mercenary.

    There is one more basic aspect. Why is it that our country, once famed for its abundance and richand achievements in all fields of human endeavor was reduced to the present state of udependence and degradation? Why did we as a nation, allow ourselves, to become a victim of fbooters and depredator for nearly the last one thousand years? The simple answer is, that we host the consciousness of being a single national entity of "One Country" - one people, and culture'. Any project aiming at removing any kind of defeciency in any area, should also necessabe directed towards eradicating that basic lacuna.

    n the Hindu view, our society is Virata Purusha - a collossal living entity. Just as a living bkeenly feels the defect or hurt in any part of the body and responds adequately to remedy it, Jeople should also be properly motivated and energised to involve themselves in all such soransformation efforts.

    The DISHA also indicates a very natural direction, in the sense the service-field chosen will be most needy sections of society such as the urban slums, the rural poor and the vanavasis - orest-dwellers (perversely called tribals or adi-vasis). Here again, t e seva-worker goes into his wn a spirit of spiritual atonement of the past several centuries of neglect and insult inflicated uphem by the rest of society, which, in turn, has rendered them an easy target for all kinds of a

    social and anti-national forces.

    The entire Shakha - technique which the Swayamsevaks undergo is fashioned towards not omaking them intensely conscious of being very much a living part of "One Country - One PeopOne Culture", but also capable of taking along others as well in their mission. In fact, effectiveness of a worker is evaluated on this aU-tooimportant touchstone, of how far he is ablenvolve the local people both the receipients of service and the rest of society, in the Seva-projwith the same attitude. What is meant by SEVA DISHA - the main thrust of seva, is exactly this.

    As even a cursory perusal will indicate, this social transformation aspect cannot be expected icompilation of this sort. The present effort is limited to the delineation of the outward form of

    activities. Their impact aspect will haveto be dealt with in the second part of SEVA DISHA, And bhese parts together can be expected to give a much needed fillip for deciding upon the furtexpansion and intensification of this Seva-dimension of the Sangha's vision in action.

    The compiler's Preface is sufficient to denote what an elaborate, systematic and country-wide efhad to be made to collect all this authentic information and for classifying the same. I specially thahe dedicated workers of Rambhau Mhalgi Prabodhini, Mumbai and of SEVA IN ACTION, un

    PREFACE

    Dr. Keshav Baliram Hedgewar the founder of Rashtriya Swayamsevak Sangh was a born patrThrough RS.S. Shakhas he inculcated the basic values such as love for society and the coun

    discipline, unity, integrity, character, etc, in the people. Hence, there is no wonder that the RSSwayamsevaks are always in the forefront in rendering selfless service to the afflicted in timesnatural or man-made calamities.

    Mutual trust and assistance, self-reliance, and self-confidence are the principal thresholds which the RS.S. operates. The aim of RS.S. is to achieve PARAMV AIBHAVA - a Glorious aprosperous Bharat, by developing a self respecting, self confident and selfreliant society. Masocial service activities have been started by Sangh Swayamsevaks covering a very wspectrum of social service areas and avenues, particularly amongst the Vanavasis livingemote hills and forests and the other deprived sections living in Yillages, towns and cities all ohe country.

    During 1989, the birth centenary year of Dr. Hedgewar, a special "Seva Vibhag" was constitun RS.S. to carryon Seva activities widely and more vigorously. Full time pracharaks and a gonumber of active workers were encouraged to involve themselves in these seva activitMeanwhile the seva activities under the Sangh inspi~ed organisations like Vanavasi KalyAshram, Vishwa Hindu Parish ad, Vidya Bharati etc. also increased. Taking cognisance of tgrowth in the seva sphere the senior workers of RS.S., during the Deepavali of 1994, decided ta DATA-BANK Cum Status-Report be prepared of all the Seva activities run by Swayamsevaunder all the Sangh inspired organisations and institutions with the title Seva-Disha-95.

    organisations and institutions.

    3) To study a few general trends, emerging as a result of the seva rendered, towards a favourasocial transformation.

    n this regard, the first meeting of a few senior-workers was held at Nagpur during Decem994, to discuss the modalities of Data Collection and Compilation. A provisional proforma w

    designed which was pretested during Jan. 1995 in two districts: Thane in Maharashtra aBangalore in Kamataka. After incorporating necessary modifications therein, during a few msittings of workers, a final proforma was accepted. A Prantawise training programme for dcollectors, all over the country was completed by 15th May 1995. The work of initial d

    collection as per the proforma, scrutiny etc, was over by the middle of September 1995. This dwas fed into the computer during November 1995 and the report in its present form, from available data, was got ready by December 15th 1995.

    n a vast country like Bharat, with thousands of Seva activities spread over the nooks and cornof several Prantas, involving thousands of workers, it was a Herculean task to collect the data acomoite the same. But thanks to the network of R.S.S. shakhas and its

    nspired organisations all over the country, the challenge was accepted and executed in what cnow be said in a record time!

    Because of tremendous diversity in the types of seva activities conducted as per needs & losituations, it was quite difficult to group them under a few broad classes. Still, an attempt has bemade to group them under five major service areas.

    . Health care Services.2. Education.3.4.5.

    Samajik Samskars.Samajik Vikas.Casual/Occasional Seva work.

    Each major service area, in turn, is subdivided into 12-18 service activities. Data is collected as his scheme.

    One important clarification is necessary at this stage. Many Sangh inspired organisations unning schools and various educational institutions on professional lines. These are not counted

    seva activity. However, some of these schools and institutions conduct some seva activitiesbackward areas. Such seva activities are taken into account in this compilation.

    An attempt is made to present information about the Human and financial inputs in the seva-wcarried out by the Sangh Swayemsevaks. One will be happy to note that except in a few casmost of the seva activities are self-reliant because they have been successful in mobilising loman-power and resources. Such whole hearted involvement of the society also indicates mmense faith the people have in Sangh Workers.

    Most of the tables are self-explanatory. Some terms, connotations, abbreviations etc., used in eport have been explained at appropriate places.

    t is a fact that compiling a Data-Bank and presenting a STATUS-REPORT can neither be the anor an end in itself. Obviously, again, this effort will have to be periodically updated. Far mmportant, it is essential to find out the qualitative impact of the seva work. On the basis of present information an Indepth study to evaluate the impact in terms of the expected soransformation, is proposed to be conducted in a year or two.

    Any suggestions, opinions, comments and querries about this report are welcome. So too, errors, omissions, lapses, etc. in this report may kindly be conveyed, so that appropriate correcticould be incorporated in the next edition.

    t is obvious, that such a massive task could not have been achieved, but for the active support acooperation of Senior workers, Swayamsevaks and well wishers working in all the Sangh inspiorganiations all over the country. They are too numerous to be named indiVidually. I sincerely thall of them, but for whose earnest efforts a report of this magnitude could not have seen the lighhe day In such a short period of time.

    Before you turn the pages .....

    We believe that the following pages would give a fair idea of the Seva-work undertaken by Swayamsevaks and activists of RSS inspired organisations.

    While going through this compilation of data, a few points need to be kept in mind. They are:-

    * All the statistical figures are based on actual data as received by us on 30th November 1995.

    * Since the exercise of this magnitude was undertaken for the first time, quite understandasome lacunae did remain in the entire process. We regret that despite our efforts, we could overcome all of them.

    * The scope of "Seva-Disha-95" was kept limited to compiling a "Status-Report" or preparinData Bank" of the Seva activities carried out by the workers of the Sangh inspired organisatio

    Every Samstha (Institution/Organisation) was expected to fill in two forms. One form was about qualitative aspects, in others words, the, 'BIODAT A", of the Seva Samstha. The other supplied quantiative figures about the Seva Work they conduct. The number of items in each form was kephe bare minimum. Data was collected separately for each activity and programme. Each Samshen compiled its respective report. Specimens of these forms could be seen in the annexturesmay also be noted that all these forms were prepared in more than eight languages.

    * Even for this Simple and bare minimum exercise, we had to handle almost a flood of information.present the entire information, even in tabular form, would have been a voluminous task. Hence, it wdecided to present information pertaining to only some key areas. For that matter, this report could be ta

    as an, "Abridged Edition", covering only some of the dimensions of our Seva-Work.

    * For those not coversant with the current terminologies used in the R.S.S. and insporganisations, explanatory notes either preceed or follow the tables presented herein.

    * Not all the RSS activists were conversant with the art and science of data collection. Hence, conducted zonal training camps for all those who were given the assignment of compiling this data. In aotal of ten camps were conducted in which around 400 activists participated.

    * It may please be noted that references to Prants, Districts, and Tehsils are as per system followed by the RSS. These do not necessarily concur with the present political divisions

    Bharat.

    We earnestly appeal to all concerned Adhikaris, office-bearers of various organisations persons in charge of various Samsthas to please study this document very carefully and bringour notice errors, ommissions, additions, corrections, etc, they deem necessary in making eport comprehensive and accurate.

    Major Matru-Samsthas (Parent Organisations)

    The workers of the RSS and inspired organisations started several seva activities programmes decades ago, by establishing independent organisations. While many of them w

    started in a modest, miniscule capsule, they contained the seeds to eventually grow iMOVEMENTS". By now many of these have spread their work in more than one Prant.

    The major Samsthas listed below have brought under their umbrella, a plethora of Samstinstitutions). They have expanded their work in several social service areas, through numer

    activities & programmes. That is why they are aptly termed as, "MA TRU-SAMSTHAS".

    Quite a few of these have eched their names on the World map! No wonder then, that our leadsocial workers are invited to formulate and guide state level policies. Many act as consultantheir respective fields. Many of our workers have received prestigious awards.

    But the most significant achievement of such Matru-Samsthas is that they have been succesn generating their own human & financial resources; train their workers and in several respehave become self-dependent. They are Non-Govt. Voluntary Organisations in the truest sensehe term.

    However, all the Matru-Samsthas could not be included in the list below. Indeed there hundreds of other Matru-Samsthas! Judging by the volume of their work, the human & finanesources they have succeeded in mobilising, they are not small scale organisations at

    However, their geographical coverage, at present, stands limited. Indeed the number of sMatru-Samsthas is quite substantial, as would be dear from column no. 9 of Table No.2.

    We feel that this phenominal growth of such, "local level", so called small-scale MatruSamsthaa very desirable healthy trend. This trend should be encouraged in future. Let us hope that maof these would graduate as major Matru-Samsthas in the near future!

    Seva work at a glance

    The table below presents a CONSOLIDA TED DATA of Sevakarya conducted by RS.S. & ALL other Sannspired organizations. It will be evident that, by now, virtually every district in our country is covered. here is no room for complacency. Judging by the relatively small no. of tehsils and places covered, it wilclear that we have touched only the fringe. There is tremendous scope for further expansion.

    The term District in this table means, "RS.S. District", which may not concur with political district. nstance the political Thane district in Maharashtra is equal to two districts, Thane & Palghar, in the RS.S

    RSS and inspired organisations have implicit faith in the goodness of our people. On this

    basic assumption we believe that every person can contribute in his humble way toparticipate in & promote seva work.

    Implementation of seva work on a massive scale could not have been a reality but for the

    active support of such good Samaritans. The figures in Table No. 9 speak for themselves.

    But more significant is the fact that the RSS and inspired organisations are capable ofmotivating such people and gainfully channelising their energies in rendering meaningfulservices to their brothern. No wonder more and more people are now offering their help.

    Financial In-puts

    Our Seva organisations desire to establish their own distinct indentities. Hence they have to

    generate substantial financial resources on their own. That is what our Samsthas have

    succeeded in doing.

    It does not mean that the RSS and inspired organisations are against accepting Govt & othergrants-in-aid. But no RSS organisation solely depends upon such grants! At best such grantsare only supplementary. Samsthas, legitimately eligible to receive grants-in-aid do acceptgrants, particularly when no strings are attached. But grants or no grants our organisationshave the capability of carrying out their respective seva works!

    Further, the figures in Table No. 10 do not include honorary services, consultancy services

    rendered by various workers. If all such in-puts viz. resources help in kind, & servicesreceived were to be cost-converted as per on-going market rates, the total financial in-putswould be many times more than what these figures indicate.

    All said and done, there is no room for complecency. Shortage of funds is going to be achronic handicap. This is because so much more needs to be done. So many new Sevaareas await our entry; Qualitative in-puts and improvements have to be looked into.Sustained efforts for raising more and more funds will have to be continued in future.
