A robust Municipal Forum with representatives from LA County, San Francisco Water, Anchorage Water and Wastewater Utility and the City and County of Honolulu wrapped up the technical sessions and provided a valuable Q & A session with participants. The conference closed with awards, a Luau (complete with fire & knives) as well as a successful silent auction benefiting Water for People. NASSCO matched attendee’s bids which resulted in a $1,760.00 donation! Thank you to all who attended and participated in the conference. It was yet another record breaking year for NASSCO’s Annual Conference in Maui, HI! With 220 people in attendance, the meeting began with a General Meeting led by Executive Director, Ted DeBoda, where attendees heard about the state of NASSCO, including a review of initiatives and accomplishments, a financial report, and an opportunity for the Divisions and Committees to share their accomplishments and goals for the upcoming year. A two-track Technical Day developed by NASSCO’s Technical Director, Lynn Osborn, educated attendees on topics related to Inspection, Laterals & Procurement as well as Cleaning and Rehabilitation. A robust Municipal Forum with representatives from LA County, San Francisco Water, Anchorage Water and Wastewater Utility and the City and County of Honolulu wrapped up the technical sessions and provided a valuable Q & A session with participants. President’s Corner By Mark Metcalfe, Outgoing President

When Maui was first considered as a destination for NASSCO’s 2016 Annual Conference and 40th Anniversary Celebration, I wasn’t sure anyone would show up. Despite my ongoing promise that, “It will be 79 degrees in Maui!”, I wasn’t all that confident our members would invest the time or money it would take to get there. Luckily, I was wrong. We had a record number of people make the long trip to Hawaii to celebrate our past, learn about the latest trenchless technologies, hear about NASSCO accomplishments, network with friends (old and new), participate in our many committees, and help set the pace for NASSCO’s future.

The event could not have been more well-planned and orchestrated. I want to give my personal word of thanks for the professionalism and attention to detail made by the entire NASSCO staff. Ted DeBoda’s leadership has set a new course for NASSCO, making tangible change for our industry, building a strong reputation for NASSCO, and taking the organization to the next level. Heather Myers’ positive spirit, ongoing commitment and efficient manner provide NASSCO with seamless business processes and operations that result in a high level of integrity that benefits us all. Jane Bayer’s impressive technical experience and industry expertise help us broaden our partnerships and opportunities with academia and industry, and Dawn Jaworski does an excellent job of juggling multiple requests from students, trainers and members, and always with a smile. Last but not least, we are so very fortunate to have Lynn Osborn – Trenchless Technology Magazine’s Person of the Year—as our Technical Director. In the end, everything we do ultimately revolves around the trenchless technologies we use, and Lynn is the perfect person to help us identify and evaluate the newest technologies.

As my term as NASSCO’s 2015 Board of Directors President ends, I look back with gratitude to our members for the strides we have made. 2015 saw record numbers in membership, revenue, and impact. The Board worked hard, but the members worked harder. Through the tireless hours spent on committees, volunteering, writing specs, and not being afraid to roll up their sleeves and get their hands dirty, our members have made these significant milestones possible.

As I turn over the reins to Kay Doheny (left), the 2016 President of NASSCO’s Board of Directors, I do so with complete confidence in her unwavering commitment to do what’s right. Kay has been involved in the water and wastewater inspection and cleaning industry all of her life. Kay’s father, Jack Doheny,

founded the Jack Doheny Companies in the early 1970s. I am confident that Kay’s deep experience and knowledge of our industry will make significant impact for NASSCO in 2016 that will benefit us for years to come. Plus, she’s just a whole lot of fun to be around.

Over the past eight years that I have served on NASSCO’s Board, I have been extremely fortunate to meet some great people who will continue to be lifelong friends. I have also developed some excellent industry relationships that have evolved into business partnerships. Most importantly, however, I have been privileged to work with all of you to help keep our nation’s infrastructure – and its people – healthy. It has been an honor.

Aloha! What a great spot Maui proved to be for our 40th Annual Conference! As I sit in my Michigan office, watching the snow fly, Maui seems like a lifetime ago! It was exciting to see record numbers, including many new members

in attendance. Thanks to all who made the long trek to attend. The initial feedback on the Technical Day Presentations and Break Out Committee’s was all very positive. Our Municipal Forum was extremely well attended and very informative. If you were unable to attend this year’s conference, mark your calendars for next February in Naples, FL for the 2017 annual meeting. Plans are already underway as NASSCO strives to continually improve all aspects of this key industry exchange of ideas and information. If you haven’t yet joined a committee, please log onto the NASSCO website (nassco.org) and GET INVOLVED! Our board can’t stress this enough. In talking to current committee member’s their only regret was not getting involved sooner!

Much was accomplished in 2016, starting with the completion and launch of PACP 7.0. The updated version has received great reviews and NASSCO is proud to lead continuous improvement of our industry’s capability utilizing advancing technologies. Other areas of focus were, The History Exhibit, improvements to the ITCP Program, Technical Manual Updates, Apprenticeship Program and

the Database/Website. These are just a few areas NASSCO has contributed to the industry this past year. Looking forward, it’s not a question of opportunities, but the selection and focus on those of greatest benefit to allocate our resources and energies. Your Board is actively assessing our options in this regard. Continued work on the Apprenticeship Program, Setting Standards/Best Practices, Online Training, Webinar offerings, and Joint Partnerships with other Associations in our Industry are just a few of these areas. With the scope and talent of our Membership the opportunities are boundless. That’s where you come in. GET INVOLVED!

NASSCO carries an outstanding reputation in our Industry and I’m very proud to serve as your President, thank you! The NASSCO Board is well balanced and highly capable. Supported by Executive Director, Ted DeBoda and his staff, we are well positioned to move forward with our Strategic Plan.

I look forward to a great 2016 and hope to see you at NASSCO’s Semi -Annual Membership Meeting at WEFTEC in October in the Crescent City!

Executive Director’s MessageBy Ted DeBoda, P.E.

Happy 40th Birthday! As NASSCO reaches middle age, it is important to reflect on our progress over the past year in order to get a firm grip on our future.

Over the past year, NASSCO has produced more deliverables than ever, we launched a successful update to the PACP® program, and we experienced a 21% surge in membership (mostly contractors) that continues to grow at an accelerated pace. In addition to executing two successful WEF webinars this past year, we also completed two webinars with Trenchless Technology Magazine for the first time. Our relationships with media outlets and other industry organizations continue to grow, which helps to better serve our industry.

The Sewer History Exhibit was displayed last year for the first time at WWETT, and under a new agreement, was displayed at the 100th Anniversary NJWEA conference. We have developed a program to support the display of the exhibit at several “local” trade shows every year in addition to the larger shows like WEFTEC, WWETT, and UCT (RehabZone). We also have plans to improve and enhance the exhibit, including the creation of a 10 x 10 display that will be housed in the NASSCO Training Center. A big thank you to those companies who have given your support to bring this educational exhibit to so many!

Within the past year, we’ve developed two new Specification Guidelines including CCTV and Sewer Cleaning. We’ve also updated those for Chemical

Grouting and Manhole Rehabilitation. All of our current Specification Guidelines are available on nassco.org. Another initiative we are proud of is a new Apprenticeship Program for a “Construction Craft Laborer with a Concentration in Sewer Inspection Rehabilitation”, which is currently undergoing review by U.S. Department of Labor. Our hopes are very high that it will be approved this year.

Internally, we established a Board Finance Committee that has developed an Investment Program for NASSCO Reserves, and we have undergone our first real audit. To better help establish our future goals and objectives, we’ve also developed a Board Strategic Planning Committee. In regards to policies, we made improvements to our HR Policy to improve management of the NASSCO staff.

After all of that, what is the future of NASSCO? As NASSCO membership increases and programs become increasingly successful, we are not without growing pains. New technologies are being developed at an accelerated rate, and if they are deemed an asset to the industry, we should embrace them. In order for NASSCO to continue to thrive as an organization, it’s important to see past the competition between members and focus on our mission to assure the continued acceptance and growth of trenchless technologies.

Annual Conference Technical Day: Maui 2016 I sit here writing this report in cold and snowy Missouri in mid-January knowing that the Times will not be read until after the Annual Conference has occurred. If you were fortunate enough to attend the Annual Conference.

If you were not able to attend the Annual Conference, you should know about the Municipal Forum assembled as a part of Technical Day. The panelists include Lori Kahikina of the City & County of Honolulu, Lewis Harrison of San Francisco Public Utilities, John Chung of the Sanitation Districts of Los Angeles County and Ed Sorenson of Anchorage Water & Wastewater Utility. With a panel of this caliber there certainly was a lot of interaction with the attendees.

Workshops & Presentations We have submitted a proposal to conduct a 4-hour preconference workshop at the ASCE Pipelines 2016 Conference in Kansas City this coming July. The title of the workshop is “Pressure Pipe Prioritization, Inspection, Assessment & Management”, and it will cover principally sewage force mains and drinking water lines. The strength of the workshop lies in its four speakers who will each make a 40 minute presentation followed by a short Q&A session. The workshop will conclude with a panel discussion where attendees will be available to ask questions and also enter into the discussion. The four

speakers are professionals in the field of pressure pipe asset management with one speaker from each of the following categories: Owner, Consulting Engineer, Technology Provider and Contractor.

In addition, NASSCO will be conducting a WEF Webinar June 15 on the same pressure pipe subject. One difference is that the webinar will only cover sewage force mains. We plan to use the same speakers for both the webinar and the preconference workshop.

Technical Inquiries For many years Gerry Muenchmeyer did a great job as Technical Director answering technical questions that that either came directly to Gerry or to the NASSCO office. I am in a position to carry on that tradition and am in the enviable position as having Gerry as back-up. In addition, as needed, I can fall back on IBPA, ICGA and any of the technical committees, which has already happened several times. Also, when the caller is not a NASSCO member, it is a good opportunity to market the benefits of being a NASSCO member. I can be reached at [email protected] .

NASSCO Education Day at the 2017 WWETT Show is scheduled for February 22, 2017. At Education Day presentations are made on pipeline cleaning, inspection, assessment, rehabilitation, new technologies, case studies, laterals, manholes and other related sewer and trenchless technology topics. WWETT Education Day provides a mechanism for reaching a large audience; NASSCO sessions regularly draw over 200 attendees.If you are interested in making a 50 minute presentation at WWETT Education Day, please submit the information listed below by email. The abstract and speaker bio must be in MS Word format. Please make your submittal to:

Software Vendor Committee Jeremy Wagner (Pipelogix), Chair Person

PACP/LACP Version 7.0.2 and MACP Version 7.0.1 data dictionaries were released to the software vendors committee in January.

The databases were released again as version 7.0.1. There were some issues found with both the data dictionaries and databases and had to be changed.

Developement of certification program and testing protocol is planned for completion in March 2016.

Certification of software to version 7.0 standards should start happening in April when all the activity from trade shows and meetings has slowed down.

Lateral Committee Dean Monk (Pro-Pipe), Chair Person

The committee finalized UCT Lateral track for Feb 4 and had a asuccessful event. Final planning for a Lateral presentation at the WWETT show during education day was also completed successfully to a great crowd.

A conference call was held to review a draft of the Lateral Rehab Specifications and final comments from committee members were considered and are being incorporated as needed. The final release of the specification is planned for March.

EPA: $271 Billion Needed for Wastewater InfrastructureIn January, the EPA released a survey showing that $271 billion over the next five years is needed to maintain and improve the nation’s wastewater infrastructure, including the pipes that carry wastewater to treatment plants, the technology that treats the water and methods for managing stormwater runoff. The survey is a collaboration between the EPA, states, the District of Columbia, Puerto Rico and other U.S. territories. Of the $271 billion, of concern to sewer infrastructure: Conveyance system repair will need $51.2 billion to rehabilitate and repair

conveyance systems; and new conveyance systems will need $44.5 billion to install new sewer collection systems, interceptor sewers and pumping stations.

EPA CWSRF Budget Cuts for FY2016In December, the final spending bill approved by the House and Senate delivers $8.14 billion for EPA in FY2016, reducing funding for both the Drinking Water and Clean Water State Revolving Funds (SRFs) compared with their 2015 allotments. Specifically, the Clean Water State Revolving Fund (CWSRF) sees its funding cut by $55 million to $1.394 billion. The cut exceeds the $1.116 billion requested in President Obama’s budget, which proposed directing some funding toward necessary drinking water projects.

WIFIA UpdateIn December, Congress passed legislation that will lift a ban on the use of tax-exempt bonds with WIFIA loans. Water and wastewater utilities and advocates are considering the decision a huge step forward for WIFIA funding, as the action will free up more money to be used for WIFIA-funded water and wastewater projects. The decision on WIFIA came under the passage of a $305 billion transportation bill – the Fixing America’s Surface Transportation (FAST) Act. The bill represents the first time Congress has passed a long-term national transportation funding bill in more than a decade.

New York, Minnesota State Funding ProposalsAmong the proposals highlighted by New York Gov. Andrew Cuomo in January was $250 million for drinking water and wastewater infrastructure projects across the state. Also in January, Minnesota Gov. Mark Dayton unveiled a plan to spend $220 million to modernize the state’s aging water system.

Infiltration Control Grouting Assocation (ICGA)by John Nelson, ICGA Chairman

The ICGA is gearing up for another busy year. We are pleased to announce the official launch of a Sewer Grouting Certification Program. This program will be modeled after NASSCO’s very successful Inspector Training & Certification Programs (ITCP). Jim Shelton drafted the syllabus in October and Don Rigby spearheaded project funding by preparing and submitting the business plan to the NASSCO board for approval. Initial funding of $10,000 was approved by NASSCO with the plan for ICGA to match those funds. This provides a total of $20,000 in 2016 which will be used to develop the program.

With funding in place, we will be formalizing the next steps for program development. Early plans are to utilize the WEF Manual of Practice (MOP) model, where as a program manager is hired and groups and/or individuals are assigned the task to write chapters/sections of the program. This will allow for the use of experts in each subject matter without over burdening one person/group with the task of writing the entire program. This approach will also provide for collaboration across our organization and the industry. There will be much more information to follow in the coming months. In the meantime, if you are interested in participating on this project, let us know.

New LETS 6.0 Lateral Inspection SystemThe new LETS 6.0 Lateral Evaluation Television System, from Aries industries, Inc., operates efficiently in 6-inch and larger mainlines. A contoured chute enables the lateral camera to be easily deployed with or against the flow at a 135-degree launch angle. The system simultaneously inspects mainlines to 1000 feet and laterals to 150 feet. A slim unibody tractor design reduces pipe interference to maneuver quickly through harsh mainline pipe conditions.

Two lateral push cameras are available. A Pan & Tilt camera provides clear video to easily align and launch the camera. In-the-pipe lens cleaning reduces maintenance and increases time in the pipe. A new rear-facing camera monitors both push cables when in reverse and during retrieval.

Water Asset Management Conference Draws Interactive Crowd in ArlingtonThe Water Asset Management Conference, which has its roots dating to 2001, headed back to Arlington, Va., with a full two-day agenda of presentations and awards focused around trends in water utility asset management. Formerly known as the UIM/SWIM Conference, the re-branded Water Asset Management Conference is a partnership between UIM: Water Utility Infrastructure Management journal and the Sustainable Water Infrastructure Management (SWIM) Center at Virginia Tech. The new title is more descriptive and reflective of the content as the dialogue has historically been rooted in water infrastructure asset management. In addition, a distinctive new logo has been developed that shows the intertwining relationship of water and the infrastructure needed to transport it. The Water Asset Management Conference began with SWIM Center meetings on Dec. 2 followed by panel discussion that kicked off the conference that afternoon. Following the panel was an awards reception where the UIM Award and SWIM awards were bestowed. Tell us a little about you – how did you end up in this industry? I have been in the construction industry since high school, in both residential construction and road building industry.

I started my business in 1991 doing road maintenance i.e street sweeping and road flushing and moved into CB cleaning then Sewer Flushing & CCTV after repeated requests by our customers and others.

Tell us about your company.Dambro Environmental Inc. was incorporated in 2005 after a name change as our main business was now Sewer Flushing and CCTV.We operate in the GTA and have a fleet of 17 vehicles including three CCTV crews and 2 Sewer Flusher combo units.

Why did you join NASSCO? We joined NASSCO because we felt the need to give our customers the confidence in knowing we are part of our industry’s association and always up to date with what it has to offer, in both training and support.

What are the top challenges facing our indus-try? The biggest challenges I think we face is recruiting new people to be trained and join this underserved industry.

How should NASSCO help address this is-sue? Exposing NASSCO to college students pursuing careers in the construction industry and making NASSCO training part of college curriculums.

About 20 attendees gathered at the CUIRE Building at UTA for CUIRE’s Biannual Board Meeting on Tuesday, December 8. The attendees included board members, students, professors and guests. Dr. Najafi opened the meeting with several general business items including the CUIRE/NASSCO MOU, information on the CUIRE schools at UCT (Gerry and I will both be presenters) and his new textbook, with NASSCO credited as a significant contributor. Dr. Mo discussed CUIRE’s willingness to open its facilities to partner organizations, such as NASSCO, for seminars and training sessions. Walter Chiang, a CUIRE board member and founder of CP&Y, a 300-person consulting company in Dallas, also offered his company’s conference facilities for CUIRE or partner organization events.

UTA has a large project with TXDOT evaluating underground freight transportation systems in several locations throughout Texas. Four student teams made presentations on one primary corridor, 266 miles following I-45 from Houston to Dallas. The concept is a tunnel or tunnels in the I-45 right-of-way with rails to

carry remote controlled, electric powered “trucks”, with each truck carrying one large container. The logistics are mind boggling; estimated construction cost $10.5 billion, and that’s probably low. The UTA team met with TXDOT on December 9 to present their preliminary findings.

Another student team made a presentation on IPVC, an innovative PVC pipe product from South Korea. The product is for small pipe, up to 12”. It is a tougher PVC material (high impact resistance) and generally exhibits higher physical properties than common PVC pipe in the US. The manufacturer believes that this pipe will be cheaper to install because not as much labor and materials are required for bedding materials. Disadvantage is higher cost. No information was offered on what is different about this PVC material. CUIRE is conducting extensive physical testing and also field testing where they have installed 8” pipes in a 4 ft deep trench with instrumentation to measure shape changes. The meeting concluded with a tour of the lab where, among other tests, they are conducting a cyclic pressure test of IPVC.
