• The session will address the relationship between

• the Permanent Missions,

• the National Liaison Officers (NLO) and National Counterparts, and

• the Secretariat.

Permanent Missions

• Strategic partners in the TC programme

• Provide guidance to the TC programme through General Conference resolutions and Board Decisions

• Facilitate dialogue with key players and counterparts at the national level

National Liaison Officer (NLO)• The NLO is designated by the relevant

government authority and recognized by the IAEA as the primary contact person between the IAEA and the Member State on matters relating to the IAEA, in particular the technical cooperation programme.

• The effective planning, coordination, formulation and management of the Country programme, and related IAEA activities, strongly depend on the efficiency and effectiveness of the NLO.

NLO’s Responsibilities

1. Interaction and facilitation of contact and work with the IAEA Secretariat

2. Coordination within the country (project counterparts, relevant sectoral units of the government, national planning entity, universities and research institutions), and with Permanent Missions

3. Liaison with the United Nations Resident Coordinator and local representatives of bilateral and multilateral partners

NLO’s Roles

• Serves as the principal focal point for advising the government on IAEA TC matters

• Serves as the interface between the government and the Secretariat on all operational matters

• Builds a knowledge base for national development programmes

• Promotes full understanding in the country of IAEA capabilities and potential nuclear applications (advocacy role and awareness raising)

• Serves as a resource centre for knowledge about TC policies, planning and programming modalities, and procedures

• Provides leadership within the country for the development of the Country Programme Framework (CPF)

• Plays a lead role within the country in the interaction with the IAEA Secretariat in the formulation, design, facilitation and evaluation of projects

• Provides authority for the preparation under the PCMF of the country TC programme (upstream planning work, Country Programme Note)

• Coordinates and supervises overall TC country programme management

• Advises on country participation in and contribution to regional cooperative programmes

Project counterpart

• Leadership in achieving project results (organizes national support-inputs, assures long term sustainability)

• Formulates the Project Concept based on the Country Programme Framework (CPF) and upstream planning work

• Develops the Project Document within the PCMF

• Interacts with the project team during project formulation, implementation and reporting.

• Responsible for the overall management and direction of a TC project in the country, involving all stakeholders

Secretariat roles in the TC programme

• The Department of Technical Cooperation is charged with the management of the technical cooperation programme in order to meet needs and priorities expressed by Member States and agreed to with the Agency.

• The technical work of the Agency is managed and undertaken by four technical Departments (NE, NA, NS and SG)

• The technical cooperation programme intersects with the work of all the technical Departments, as well as with other units such as the Office of Legal Affairs

TC Department: core functions• Acts as the focal point for TC policy dialogue with Member

States (strategic planning, upstream programming, resource mobilization, partnership building, regional cooperation and compliance with Agency’s policies and procedures)

• Provides advice and support to Member States on the best ways to address priorities through the TC Programme:• identifying specific capacities and gaps in Member States

• identifying specific programmatic responses tailored to diverse needs and capacities

• Manages the Agency’s TC Programme in partnership with Member States and relevant departments• delivery of integrated programmes that are matched to the identified

gaps and capacities.

Programme Management Officer (PMO)

• A staff member in one of the Technical Cooperation Department’s regional Divisions responsible for the management of the TC programme in one or more countries of that region.

• In addition, PMOs may be assigned to manage regional and/or interregional projects

Core functions of the PMO

• Main IAEA interlocutor and interface with the NLO and project counterpart institutions

• Advises on CPF process, coordinates Agency inputs and feedback

• Fosters networks and partnerships with national institutions and UN development agencies

• Assists in the formulation of country TC programmes, based on Member State’s plans

• Manages the delivery of Agency’s inputs under approved TC projects, based on agreed project work plans and ensures that TCF resources produce expected results

• Board approves two year TC programme and one year TC budget

• Board approves target for voluntary contributions to the Technical Cooperation Fund.
