The Wallowa Whitman National Forest's pre-liminary proposal last year to close more than4,200 miles of unmaintained roads and 1.3 millionacres of open country to motorized travel drewpraise from local environmental groups and astrong backlash from many local residents. UnionCounty commissioners sent a letter to the localranger district accusing the feds of bending to thewill of "the environmental machine that seeks todismantle our social and economic western cul-ture." 3. The lines aren't always quite so clear be-tween motorized and non-motorized users in theWhite River National Forest. On Richmond Ridgeoutside of Aspen, for example, backcountry skierswho shuttle by snowmobile have long pushed formore access to a powder stash currently closed toall motorized use save the local skiing company'shigh-priced snowcat tours. Local forest staffershave suggested they might open the whole areato motorized use because of limited staff for en-forcement. Meanwhile, a successful collaborationbetween local government, disparate recreationgroups and the Forest Service at a similar areaoutside of Breckenridge might ease some manage-ment headaches there. 5. When the BLM indefinitely closed 31,000acres of the Clear Creek Management Area inMay as part of a larger planning effort, it wasover concerns about human, not environmental,health. The area, which has been a favorite of of-froaders since the 1940s, is also home to a largenatural deposit of asbestos, and a recent federalstudy suggests offroading kicks up dangerousamounts of the stuff. Over the next few years,says field manager Rick Cooper, the agency willevaluate whether or not any uses can be allowed,and if so, under what system. Two weeks in theWest—SARAH GILMAN, HIGH COUNTRY NEWSOne toy "screams down the trails" and "tackles mud,rocks, and anything else nature throws its way." Theother "dances over everything from muddy singletrack to boulder fields." With their grippy rubbertreads and bomber construction, both may sound likefun to outdoorsy gearheads of all stripes. But the dif-ference between the two underscores the fierce, slow-motion battle under way over how people play on theWest's public lands. The first toy is a four-foot-wide of-froad vehicle. The second is a trail running shoe.
By 2009, the Forest Service expects every nationalforest to have an updated plan to manage motorizedrecreation (11.5 million visits to national forests eachyear involve off-road vehicle use, and the number ofoff-road vehicles sold per year has tripled since 1995),close bandit trails, and reduce conflicts between thehikers, bikers, horseback riders and motorheads cur-rently clogging the same paths. In many places, thepublic process has been fraught with bitter divisions,endless meetings and delays. Only 17 Western forestsout of nearly 100 have completed maps showingwhere off-road vehicles are and aren't allowed toroam. The rest, from Utah's Dixie to California's Inyo,are still chugging away. The Bureau of Land Manage-ment is grinding through a similar effort.
"These are passionate people. They get loud," WhiteRiver National Forest planner Wendy Haskins says,speaking of public meetings on the Colorado forest'sdeveloping plans.
And whatever balance land managers strike isn'tlikely to please everybody. "There's a limited amountof land out there, and everybody wants a piece of it,"says Bitterroot National Forest planner Dan Ritter ofMontana.
But regardless of what they decide, agencies mayultimately be hard-pressed to make folks observe newclosures and rules. The Forest Service's 2009 budgetproposes a $16.5 million cut in law enforcement. TheBLM faces a similar plight, with about one agent avail-able for every 1.2 million acres of land. The key will becollaborating with local governments and recreationgroups on policing and educating users, says Haskins,provided they're willing.
Government landscaping 1. On the Bitterroot National Forest, where the most
recent draft of the travel management plan proposedclosing 364 miles of the forest's nearly 5,000 miles ofroads to motorized use, passionate may be a bit of anunderstatement. In January in Darby, the first publicmeeting of more than 200 people turned into an angryconfrontation. One man was overheard suggestingthat a woman who advocated for road closures shouldhave "a bullet in her head," spurring a police investiga-tion and an unsuccessful push for prosecution. Foreststaffers there have just finished combing through some850 letters and thousands of e-mails in preparation for

How greatis that?
It is this community of Placitas, Bernalil-lo, and northern Rio Rancho that has theadvantage of being surrounded by suchtalent, so close, and priced to meet your
needs. I would like to say “thank you” tothose of you who have visited and sup-ported your local artists and art galleries.They, too, understand and feel the eco-nomic crunch of the times, but still offeryou the same great service and creativitythat we as art lovers have grown and beeneducated to expect. That’s worth every bitof travel right there. Keep an eye on whatyour art community is up to—these are in-teresting times, and artists have to geteven more creative to continue to thrive.This is a great thing to witness, and youdo not want to miss it or take it for grant-ed.
