Who we are and what we do
Salford Council for Voluntary Services was established in 1973 and has been based in various
office locations in Salford ever since.
Originally operating as a co-operative, the structure began to change in 2001 when it had its first
Co-ordinator, closely followed in 2002 with its first Chief Officer.
The organisation was incorporated as a Company Limited by Guarantee in 1985 and registered as
a Charity in 1988. In 2008 the organisation was renamed Salford Community and Voluntary
Services.
Today Salford CVS acts as the city-wide infrastructure organisation for the voluntary, community
and social enterprise sector; providing specialist information, advice, development support and
opportunities for influence and collaboration. We provide support for organisations to establish and
develop including training for their staff, volunteers and trustees.
Our Volunteer Centre provides support for individuals who want to volunteer and assistance for
organisations developing volunteer programmes.
Salford CVS operates within a wider framework in terms of our membership of NAVCA and NCVO
nationally and our membership of, and involvement with, GMCVO and other local infrastructure
organisations across Greater Manchester. Recently we embarked on a joint venture with other
locality CVS’ called 10GM.

A message from Alison Page, Chief Executive, Salford CVS
As I am sure you are aware, the last few years have not been kind in terms of funding for the voluntary sector, with swingeing cuts to local authorities in particular having an impact on how support organisations such as CVS’ are resourced. Traditionally infrastructure organisations such as CVS’ relied heavily on local public sector funding, predominantly from local authorities and health bodies. With local authorities and public health both on the receiving end of austerity measures in recent years, this has meant a significant reduction in available resources – 44% in Salford over the past 5 years. Whilst Salford CVS have excellent relationships with our public sector partners in Salford, we too have had to adapt to the challenges reduced resources have had on our city. For whilst resources have diminished, demand has grown – both on Salford CVS’ services and on the wider voluntary sector too. In previous years Salford CVS has employed two separate postholders to undertake the functions of Volunteer Centre Manager (.6 post) and Development Services Manager (.8 post). When over time those postholders moved on to pastures new the organisation decided to restructure and not replace those two posts. Instead from 2014 the new Chief Executive (me) and her Deputy shared out these management responsibilities between the two of them. However, with demand increasing on our organisation, particularly in relation to strategic work within Salford and also at GM level, we have recently revisited our need to develop capacity within our organisation. In line with many other CVS’, we have taken the decision to merge the two functions of Volunteer Centre Manager and Development Services Manager to create one post – that of a full-time Services Manager. This is an exciting new chapter for our organisation as we grapple with the challenges of GM Devolution and Transformation at locality level. The public sector are keen to explore new ways of working with us and partnerships with the private sector are a largely untapped resource for us to investigate. Yet at the same time as Salford is experiencing rapid growth and a population influx we have some serious health inequalities to contend with. With the impact of welfare reform and the retraction of many public services and the ‘safety net’ we are seeing severe and multiple deprivation in our city with high levels of poverty a sad reality for many local residents. All of these factors impact on the VCSE sector in Salford, hence an increased demand on our services. Salford CVS has a proud history of making a difference in Salford for over 40 years. We are a well-respected partner in this city and have excellent relationships with both VCSE and public sector organisations. We are financially stable with a clear business plan and a highly skilled and motivated staff team and board of trustees. As a membership organisation we work hard to address the needs and represent the interests of our hundreds of VCSE member organisations. We are now looking for an experienced, enthusiastic and highly professional manager who is committed to the values and priorities of Salford CVS and who wants to make a difference to the 37,000 volunteers and 1,300 voluntary, community and social enterprise organisations of Salford. Our successful candidate will play a proactive and productive role as a key member of the organisation's management function.
They will be providing professional line and operational management to the Salford CVS training,
support, development and volunteering functions, including ensuring that all staff are able to
contribute to the best of their ability, are clear about their roles, are customer-focused and
understand how they contribute to the strategic direction and operational responsibilities of Salford
CVS.
Our chosen candidate will develop and maintain a detailed knowledge and understanding of the work of the VCSE sector in Salford and associated risks, challenges and opportunities (including those posed by GM Devolution). This knowledge and understanding, together with excellent line management skills, will enable them to manage and develop Volunteer Centre Salford and Salford CVS' Training and Development services. For Volunteer Centre Salford this includes the recruitment and ongoing management of a team of volunteers, the provision of local community services, the management of paid staff, and helping to secure additional funding. For Salford CVS' Training and Development services this includes managing paid staff, ensuring quality assurance and consistency of practice, evidencing the impact of our activities and further developing services so that they are responsive to current needs in Salford’s VCSE sector and make the most of collaborative and joint working opportunities. Main duties:
To professionally manage the Salford CVS training, support, development and volunteering
functions

Specific Responsibilities: 1. To ensure that relevant and timely information and resources that are of use to local VCSE sector organisations are researched, well-written, created, made widely available and valued 2. To ensure your staff's contribution (proof, edit and approve) to the provision of relevant, timely and accessible information and resources for Salford VCSE organisations via websites, blogs, social media, ebulletins, newsletters, meetings and events 3. To draft, keep updated and effectively implement an Operational Plan for the areas of work you manage within Salford CVS - in line with the organisation's Strategic Priorities and contractual obligations 4. To set ambitious yet realistic key performance indicators for the delivery of services and establish processes to effectively ensure delivery of and capture performance against them 5. To implement quality assurance and performance monitoring systems, ensuring they are incorporated into daily practice

To ensure that all of your staff are aware of their roles and responsibilities in contributing to monitoring and evaluation, including demonstrating how need was identified and the effectiveness, impact, and social value of all work undertaken 7. To maintain and ensure cover for a development worker on call rota 8. To provide cover for Volunteer Centre workers and development workers as needed 9. To review Salford CVS Development and Volunteer Centre services and, fully utilising the assets of the team, develop an enhanced delivery model which includes self-serve and online options 10. To effectively manage frontline development workers, maintaining individual work plans, holding individual monthly line management sessions, and organising regular meetings to progress work areas 11. To liaise with the Deputy Chief Executive (Finance and Resources) on issues regarding HR, staff training, staff welfare and development, resources and equipment 12. To directly report to the Deputy Chief Executive (Projects and Partnerships), including attending and actively contributing to monthly line management sessions 13.
