1.Executive SummaryThe overall objective of the project is to streamlining the design and implementation of the land registration system in the project area in the Dura district. Therefore, the goal is associated with improving the design of the existing system through close work and cooperation with the relevant authorities and the community through; promoting the rights of women and vulnerable groups as well as maximizing the outreach to ensure an effective and transparent a systematic registration and providing improved registration services in the Project area.
During the month of January 2016, several activities were implemented to ensure the smooth implementation of the planned activities of the SFP contract. Followings are the major activities;
Establish the SFT friends association among the University Students and Youth Associations. The purposes for such joining up within the community associations are;
To Maximize the outreach within their communities regarding the visibility of the project Contribute to the exit strategy when the fund of the project is finished Contribute to the ongoing efforts of the SFT team in the field through disseminating
information.
It is worth mentioning that, 53 students (male and female) were attended the training or one day at Al Majd Village Council. The training themes focused on the following topics;
- The importance of this project in increasing the awareness of local communities and encourage them to register their own properties in the settlement office.
- Providing the legal support to women and vulnerable groups to ensure people enjoy the value added of utilizing their property economically especially women and vulnerable groups.
- Highlighting the role of the students in disseminating the necessary information to the public as well as acting as SFT friends after the project is ended.
- Presenting the process of collecting data about blocks from the field work- Presenting the steps of the registration process and the necessary supporting documents, and
Village committee members (VCMs) were activated and involved in solving disputes, two disputes were solved by the VCMs.
Building on the previous efforts, in cooperation with SO, local councils and local NGOs, the SFT successfully delivered five workshops, among these workshops four were devoted for women and vulnerable groups. The total beneficiaries were benefited directly from the workshops was 145 beneficiaries, among them 128 women. In addition 7 field visits were paid in 7 localities with a total of 35 beneficiaries (22 F and 13 M) benefited of these visits to; (i) maximizing the outreach of the direct beneficiaries mainly at the marginalized areas. (ii) support the surveyors of SO during the landscaping activities. (iii) path the floor for the community awareness workshops.
The SFT team in full cooperation with the SO and their field workers was able to collect data on 2 blocks. These blocks are from blocks (135 & 36)) with ongoing disputes between relatives and neighbors. The reason behind the sharp drop on number of blocks is due to the request of the SO to stop collecting data from the field because they have so many outstanding blocks to be register. They added, we y do not want to accumulate more data till they finish what has been submitted to them.
The legal aid component is continuing to provide legal assistants to women and vulnerable marginalized groups. Besides the follow up with the 15 cases of last month, the legal advisor provided legal advises for 13 new cases. 3 cases were referred by the SO office while 10 cases were

visited the office of the SFT (help Desk) seeking legal aid. It is worth mentioning that 4 cases are belong to women while the rest for the vulnerable groups. Tables (4&5) describe briefly the status of the legal cases.
As one of the social media for communication and being in contact, and in cooperation with the SO staff, the SFT team played significant role in making the project visible to the local communities. In this regard the following activities took-place; distributing brochures, distributingleaflets, distributinga leaflet about women rights in inheritance and Updating the website lapII.tami.ps
As well as the facebook at الإجتماعي التيسير / tami- فريق دورا الثاني الأراضي إدارة مشروعDuring the implementation process, it has been witnessed that the interim PD, has failed to fulfill his commitments to deliver the following issues;
- Failure to provide the SFT a time table to enable the SFT plans the activities of collecting data from the field to move ahead of the starting up of the surveying works. We still waiting for the time table. The implication of this failure is delaying the work
- Still some cases of the vulnerable groups have not been solved yet. A full document of the cases were sent to the Chairman of the PLA to take an action.
- Still some data collection from Zones 1&2 are under work. A concept note was sent to TL of the project, looking forward to be considered.

2.Background
The Land Administration Project II has been implemented since 2012. The Project’s Development Objective istoimprove the design andimplementation of the land registration system in the Project Area, defined as municipalities, villagesand project committees in the Dura district and in anadjacent area of notlessthan 180,000 dunums. Project beneficiarieswouldinclude: (i) owners, includingwomen, in the Project Areatargetedforsystematic land registration (Dura andanadjacent area, representinganestimated 80,000 owners1); (ii) the public using the services of the regional officestargetedforimproved service delivery (Nablus, Jeninandtwoother PLA regional offices); (iii) businesses, lawyersandother private sector interestsrequiring access to land registration information in the Project Areatargetedforsystematic land registrationand in regional offices targetedforimproved service delivery areas; and(iv) PA institutions, includingmunicipalitiesand the Ministry of Finance, whowould benefit from the fiscal impacts of registration.2
The work of the SocialFacilitation Team (SFT) fallsunder Component 1. Component 1 willprovide resources to the PLA to complete SystematicLand Registration(SLR). LAP II targets to register at least 180,000 dunums of land in the West Bank tobeimplemented in twophases. The SFT is envisionedto support the systematic land registrationprocessthrough public awareness campaignsandfacilitating community participation, includingwomenandvulnerablegroups.
Since 31st of Aug. 2015, The Training and Management Institute “TAMI” was contracted as SFT service provider to continue supporting the systematic registration process. The revised terms of reference of the SFT integrates the public awareness and social facilitation functions, in particular ensuring that the Project reaches and benefits women and vulnerable groups. The SFT composition consists of at least three qualified persons:(1) a legal expert (lawyer),(2) a social expert (preferably a sociologist) and(3) community-based public awareness expert (media specialist). The team is responsible for ensuring the identification of land owners through the deployment of informative persons, target and assist vulnerable groups, and facilitate the dispute resolution mechanism through the Block Committees. The SFT will also support the strengthening of the Grievance and Redressal Mechanism (GRM), ensuring its accessibility especially to women and vulnerable groups. The SFT will also provide independent legal aid to socially and economically vulnerable individuals or those with special needs to submit objections. The SFT will work closely with the SettlementOffice as the SFT activitieswill focus on the sites wheresystematicregistration is taking placeor planned.

well as maximizing the outreach to ensure an effective and transparent a systematic registration and providing improved registration services in the Project area.
3.Achieved Activities During the month of December several activities were took-place in accordance to the agreed work-plan with the Settlement Office in DURA (DSO) with slight variation as illustrated in table (1);

In this regard, the SFT team was able to achieve the following activities;

The training was given to 53 students (male and female) for one day at Al Majd Village Council. The Team Leader of the SFT Ms. Attawna welcomed the participants and introduced them to the objectives of the training and the expected role of the trainees afterword. Ms. Atawna has highlighted the following topics;- The importance of this project in increasing the awareness of local communities and

- Open discussion with the participants On his role, the legal advisor has stressed on the significant role that the SFT Team plays in supporting women and vulnerable groups in getting their rights in their inheritance. He highlighted the necessary supporting documents for any potential claim as follows;
- Obtaining a certificate from the property tax department - Obtaining a certificate from the SO showing the official registration of the original owner- Compromised documents from the father or the original owner of the land - Any proxy of the property - Contracts - Any other supporting documents for the claim.
In addition the advisor highlighted the issue of fear regarding the tax issues; he assured that no taxes would be imposed on the registration process. In addition he stressed on the students role during the awareness activities within their communities especially from the day of announcing the settlement activities through the period of notification ending up with the process of submitting the claim.

3.2. Village Committee Members Activities;
Building on the role of the village committee members, the SFT team was able to involve members from the established committees was very fruitful since they have involved heavily in solving two disputes as follows;
3.2.1 The Case of Khalaf Mousa Khalil Al Faqyat who refused to cooperate with the Field workers of the Settlement Office. The story started when the SO at Dura has referred to the SFT office a letter, 14th Jan. informing the SFT that Mr. Faqyat refused to cooperate with the field workers of the SO.
On the 18th Jan. the legal advisor spoke over the phone with Mr. Faqyatwho did not show any cooperation.
On the 19th Jan. the legal advisor paid a visit to Mr. Faqyat but he was not home and when the legal advisor spoke to his sons, the confirmed that the solution is the matter of the father.
On the 20th Jan. the legal advisor spoke to the village committee members at AL Burj to support the SFT team in convincing Mr. Faqyat to cooperate with the Field Workers of the SO
On the 21st Jan, after confirming the visit by Mr. Faqyat, . a joint visit was paid to Mr. faqyat with members from the village committee members. The purpose of the visit is to have a deep understanding abut the dispute with the SO. After expressing his fear, he thought registering his property willimplicate paying taxes. After clarifying the issue for him he was convinced and showed willingness to cooperate. A meeting was set up with the SO to pay him a visit by the field workers.
3.2.2 The case of Hrebat clan which is about internal dispute within the clan over the ownership of about 160 donums. During the community awareness activities in Bait Al Roush Al Fouqa, Five families of the clan have claimed the right of the land, some of these families refused to register within the SO and want to leave the land as one block.
The legal advisors initiated a contact with the village committee members to get them involved in solving the dispute and avoid any further conflict within the family boundaries.
On the 21st Jan. a joint visit was paid to the field to have a deep understanding of the dispute.
On the 28th Jan. another meeting was held with the present of the five family representatives to reach a solution, unfortunately no solution was reached by that time.
On the 30th Jan. a third meeting was held with the present of other owners who are absentees at the head of the clan Mr. Yaser Herbat. After a long debate, a solution was reached to hire a landscaping specialist and divide the land into portions according to the agreement.
On the 31st Jan. a visit was paid by the legal advisor to ensure the dispute is over and every body is satisfied. See annex (3) of documenting the case.

3.3. Community Awareness:
3.3.1. Awareness Sessions

During the awareness workshops the following issues were addressed; Introducing the project Definition of Settlement and its importance Procedures and requirementsfor good land registrationprocess Citizen’s preparation for conducting the settlement Main questions that face citizens during the registration for settlement Lessons learned from practical cases
The workshops are designed to be participatory workshop whereas participants have encouraged asking questions and clarifying information. Followings are the main questions raised during the workshops;
How can the land be landscaped while the neighbor is not around? If there is a dispute between two neighbors, what are the procedures of filling a claim? If a mentally sick man selling his owned property, can we as sons stop him of doing so? What are the necessary documents that required for registering the land? What are the implications for those do not cooperate with the SO staff and do not register their
land? How the land should be divided between inheritors after registration? Would be possible for the son to claim his inheritance of his grandfather while his father is a
life? If an elderly woman signed documents to give up her rights and she did not know that, what
are the needed procedures to be taken place to take off this wrong off practice? What are the legal procedures to get inheritors their rights on land? If the land sold out for different parties would it be registered by the original owner or by the
last buyer? How women can get their rights from their brothers without breaking the social fabric

3.3.2. Field visits:
The purposes of the field visits are; (i) maximizing the outreach of the direct beneficiaries mainly at the marginalized areas. (ii) support the surveyors of SO during the landscaping activities. (iii) path the floor for the community awareness workshops.
During this month the SFT visited 7 localities with a total of 7 visits to maximize the awareness of the residents of the identified localities and ensure readiness across these localities to cooperate with the SO field workers during the survey work. Table (3) illustrates the localities of theses visits as well as number of visits. It is worth mentioning that 35 men and women benefited of these visits

3.4. Field Work Data Collection:

The SFT field workers were able to reach the owners of these pieces in this block through the coordination with elderly clans and the community figures. The SFT Team has paid several visits to the owners and agreed with them to visit the SO to arrange with them the availability of the SO field workers will be in the place for the purpose of surveying the land.

The complicated situation in this block is unbelievable since more than 10 days of ongoing work and visits paid to this block to solve the disputes between the claimed owners. About 80 claims already submitted to the SO on this block and the work is still undergoing.
3.5. Legal Aid:
The legal aid component is continuing to provide legal assistants to women and vulnerable marginalized groups. Besides the follow up with the 15 cases of last month, the legal advisor provided legal advises for 13 new cases. 3 caseswere referred by the SO office while 10 cases were visited the office of the SFT (help Desk) seeking legal aid. 3.6. Media:
As one of the social media for communication and being in contact, and in cooperation with the SO staff, the SFT team played significant role in making the project visible to the local communities. In this regard the following activities took-place;
3.6.1. Distributing brochures:
In order to maximizing the outreach and ensure access for justice for the marginalized beneficiaries. The messages of the project were passed through via field workers, workshops, field visits to the local councils, SFT Office and SO.
3.6.2. Distributing leaflets:
As another mean of visualizing the project and maximizing the outreach, leaflets have been distributed within the localities in main areas such as; Mosques, schools, Groceries, and residential areas.
3.6.3. Distribute a leaflet about women rights in inheritance

4. ChallengesDuring the implementation process, it has been witnessed that the interim PD, has failed to fulfill his commitments to deliver the following issues;
- Failure to provide the SFT a time table to enable the SFT plans the activities of collecting data from the field to move ahead of the starting up of the surveying works. We still waiting for the time table. The implication of this failure is delaying the work
- Still some cases of the vulnerable groups have not been solved yet. A full document of the cases were sent to the Chairman of the PLA to take an action.
- Still some data collection from Zones 1&2 are under work. A concept note was sent to TL of the project, looking forward to be considered.
