MSP Challenge 2011
Simulation-game played at the joint HELCOM/VASAB, OSPAR and ICES
Workshop on Multi-Disciplinary Case Studies of MSP
Lisbon 2–4 November 2011
4Challenge the future
Objective OF the Game
Lisbon workshop
• “contribute to the further development of (…) marine spatial planning (by) reinforcing and extending existing
networks and sharing knowledge and experience between scientists, managers and planners (…) test how
(ICES, HELCOM, OSPAR, planning and scientific) data can be used in the development of an MSP plan (…)’
Game:
The objective of the simulation-game is to contribute to the aforementioned international learning process on (Eco-
based) MSP in particular regarding:
• The underlying complexities of MSP: both ecological-technical and social political
• The underlying regulatory principles and institutional frameworks of MSP
• The joint development of (best) practices of MSP
• The use of science, knowledge, data, methods and tools in MSP
5Challenge the future
Objective IN the game
“Make a (draft) integrated Marine/Maritime Spatial Plan (MSP): define its
planning horizon, indicate the various spatial functions and present a limited set
of (inter)national policy guidelines that will enforce the MSP.” The policy report
(two pages) also includes a brief description of the process which was followed
and policy instruments which have been used.”
The approved MSP of each country and the process that led to it, will be
presented at the annual Regional Coloured Sea Convention (RCSC) on the 3rd
of November 2011, 18.00h.

Planners
• PLANNERS:
• in charge of the process of making a MSP
• responsible for delivering an MSP for their country at the end of the
game
• handle the content and substance of the plan and the stakeholder
interaction process
9Challenge the future
Stakeholders
• BUSINESS:
• make sure their spatial claims are included in the MSP
• participate in the planning process
10Challenge the future
Stakeholders
• NGO’s:
• make sure their spatial claims are included in the MSP
• participate in the planning process

POLICY ANALYISTS & SCIENTISTS
• POLICY ANALYISTS & SCIENTISTS:
• analyze the problems and take care of the information and knowledge
flows
• know more than the other players, but also have their own bias and
interests
• do research, talk to GOD, get together in international science
conference

Quantitative Qualitative
Self-reported by the participants
1. The level of engagement of the
players in the game.
2. The influence attributed to each
stakeholder, by other stakeholders.
3. The quality of each of the four
MSPs as assessed by each
stakeholder on ten criteria.
1. The lessons and insights on the
process and outcome reported
during and after the game.
Observed by the facilitators
1. The square nautical miles assigned
to the different spatial functions in
the four MSPs.
1. The observations on how the MSP
process goes, by the game
facilitators.
2. The quality of each of the four
MSPs.
3. The overlap, conflicts, internal
contradictions etc. between
different spatial functions in or
between MSPs.

Reflection
• “Did the ecosystem-based planning approach by country make us think across boundaries from the beginning of the planning process and, if so, did we run into constraints for planning from an ecological and/or economical/social perspective?” (from the post-action review)
• Integrated transnational plans in relation to cumulative impacts: what do we define as a truly integrated maritime/marine spatial plan? One in which the effects on the marine environment, economics and society are fully captured before adoption? (from the post-action review)
