Goals
Goals for 2020
• Work with County EM (CCEM) to provide Basic (Academy) CERT Instruction• Unified Relationship between CCFD3/CCEM• Expand the coverage area for both CERTs and MYNs • Increase the number of personnel by at least 100• Further improve existing member’s skillsets. • 1 to 2 additional teams for 2020• Integrated exercises with the City of Sequim personnel, CCFD3 and CERT.
(2019 CERT program held several large-scale integrated exercises with CCFD3)• Expand Concept of establishing gathering points for the teams using shipping containers.
• Would act as a base of operations for each team • Each container location will be equipped with an amateur radio and supplies• Location must be easily accessible, and relatively permanent • Public land when possible to avoid need for agreements with private landowners• Must have a reasonable amount of open flat land nearby to allow for expanded
operations, tents or other shelters, parking and other needs during an emergency • Five additional potential sites have been identified • Pursue a major foundation grant in 2020 to purchase containers and materials
• Update Pre-Plan for all teams including a communication map• Succession Planning – growing future leaders • Complete Handbook – Code of Conduct

We are not Flat terrain so lets map our Areas. Each Team will map their
area for Radio communications and Identify areas where radio
communications are good or not good. Maps will be Provided. Each team
should test with both the RT628’s and the RT27’s by marking and
labeling locations on the provided Map(s)

is labeled. Remember that the highest location in your area is likely
the best for radio communications.

Getting Through
1.When each team has mapped their areas, a team
can plan for communications. They can then set
locations of Captains for effective communications.
Document these spots in your Communication Map.
2.Once these areas are chosen they should be
reflected into your team’s Pre-Plan. (Update your
Pre-Plans)
3. If there are dead communications areas that
absolutely need communications, get help resolving
the issue(s) Blaine, Keith and Division Chiefs are
available to help.

Disaster Planning World and What is happening:
• In March 2016 County Commissioners recognized that traditional management of
an emergency at the county seat would not work in a county 100 miles long with
only one road
• Passed a resolution that called for decentralized operations and the establishment
of area commands (now known as Operational Area Commands)
• June 2016 Cascadia Rising drill confirmed soundness of that decision
• June 2019 Commissioner approved preliminary draft of a modernized
Comprehensives Emergency Management Plan & Policy (Base only; ESFs to
follow) to support the March 2016 resolution
• Draft is being reviewed by each operational area. Done - Once complete the State
of Washington will review with the feedback. Package being prepared to forward
to State. ESFs started. Commissioners will finalize after State feedback.
• Plan recognizes Operational Areas will be directing “boots on the ground” for the
event and empowers them to develop detailed plans to meet the needs of their
area. County Emergency Management Division takes on a state interface, county
coordination and assist role for all of the Operational areas.
Clallam County Planning Effort - Updates
Sequim Operational Area Command (OAC)
Sequim’s early planning efforts included:
• Established Command Center (Transit Center) October 2016
• Developed Joint Agreement with CCFD3 & City of Sequim for
operations
• City continues to train staff to run the center 2017- present
• June 2019 struck agreement with Clallam County Public Transit to
modify the center to a dedicated Command Center and it will no longer
be available for public use.
• This included allowing the city to change the facility to meet that need
(new furniture, technology, communications, power systems, etc.)
• Sequim OAC is now working to develop its next level of detailed plans and
exercise those abilities to test and refine
• Tabletop of active shooter drill was done in the OAC only in June
(hence the agreement with Public Transit)
• September 28th Active shooter drill to test multi-agencies in both field
and command center operations. Drill Completed
