Dear Brothers and Sisters in Christ,

This year, October 20, 2019 marks a very special World Mission Sunday – our annual, worldwide Eucharistic celebration of our shared call to Mission. It culminates the Archdiocesan Celebration of the Extraordinary Year of Mission and takes place during an international Extraordinary Missionary Month, called for by Pope Francis to emphasize everyone’s participation in the Missionary Call to proclaim the Gospel.

During this month of October, Pope Francis invites us – all the baptized – to a personal encounter with Jesus Christ through prayer, meditation on the Word of God, education and pilgrimage. We move beyond the typical “heroic vision” of missionaries and reinforce the transforming relationship between faith and the world to which we are all called. Pope Francis reminds us that we are each “Baptized and Sent”; we are all the “Church of Christ on Mission in the World.”

I invite all of us, as faithful Catholics in the Archdiocese of Philadelphia, to take this opportunity to revitalize our ardor, passion and zeal for the faith with loving Missionary hearts. Please pray and give, as your means allow, to the collection for the Society for the Propagation of the Faith... one of the Pontifical Mission Societies on World Mission Sunday. Your prayers and support help sustain priests, Religious and lay pastoral leaders in more than 1,111 mission dioceses in Asia, Africa, the Pacific Islands, Europe and remote areas of Latin America, as they proclaim the Gospel, build the Church and serve the poor.

As I thank you for your continuous commitment to mission throughout our Archdiocesan Extraordinary Year of Mission, I share my personal gratitude for your generous response on this special day. Extraordinary Year of Mission October 2018-2019

For this October, the Extraordinary Year/Month of Mission, plan a Mission Activity for different age groups in your parish. Consider these ideas for the children:

Develop A Parish, School or PREP Children’s Eucharistic Holy Hour for the Missions: Order a parish Children’s Eucharistic Holy Hour for the Missions kit. This kit includes Mission-oriented Holy Hour prayers and Adoration Prayer intention cards. A good date to plan this would be on First Friday [October 4] in conjunction with the a Worldwide Holy Hour that takes place.

Ask the Missionary to Speak! Ask the Mission Speaker who is scheduled for your Mission Sunday Weekend to talk with the children in your parish. This can be done prior to or after one of your Weekend Masses [perfect if you have a regularly scheduled Children’s Mass]. Call our office if you did not schedule a Mission Sunday Speaker– we may be able to have someone speak for you!

Have your Kids Talk about A Mission Saint Work with a Family and ask one of their children to research a Mission Saint and have them present this Saint a few minutes before Mass starts!

Pray the World Mission Rosary at your Parish in October

† Pray the World Mission Rosary before each Mass each week in October. Contact our office for Free Mission Rosary Brochures with Mission-inspired intentions for each Mystery.

† Place information about Praying the World Mission Rosary in your Parish Bulletin. Provide information about Archbishop Fulton Sheen who developed the Rosary and how to pray it.

† Start a Mission Rosary Prayer group or ask your existing group to pray for Missionaries.

Look for your Parish Announcement Kit for the Extraordinary Year & Month of Mission

World MISSION SUNDAY, 2019

OCTOBER is the Extraordinary MONTH of MISSION, which for all here in the Archdiocese of Philadelphia culminates the Extraordinary Year of Mission.

PLEASE PLAN an Extraordinary Celebration at your parish for the MONTH of MISSION and the Eucharist Mass celebration on October 20 • World Mission Sunday. Here are some idea starters:

† Plan to include Mission reflections regularly for the month of October/Mission and World Mission Sunday in your weekly bulletin. These will be provided regularly to your Bulletin administrator.

† Add a Mission Petition to your Universal Prayer or the Prayer of the Faithful for each of the Sundays in October. These will be provided in the Announcement Kit, on-line and to your Bulletin Administrator.

† Augment Your Homily each week in October. Homily helps will be provided for each Sunday’s Gospel via email to your Mission Contact and in your Announcement Kit.

† Prepare notices of the Extraordinary Month/Year Mission Sunday, 2019 in your weekly bulletin through October. Determine Placement of Archbishop Chaput’s Mission Sunday letter [in this mailing] in the bulletin or read the letter at Mass.

† Begin Planning a Special Procession to Celebrate the Mission Sunday liturgy with a special procession for entrance or offertory. Include Missionaries, visitors or parishioners who have worked as Missionaries.

Display the Extraordinary Year/Month of Mission World Mission Sunday Yard Signs & Posters in your Announcement Kit as soon as its arrives. Look for this Kit early the week of September 23rd. Please keep everything on display at least for the month of October or longer!

GUIDELINES AND GOALS FOR CATHOLIC SCOUTING

IN THE ARCHDIOCESE OF PHILADELPHIA Thank you for your generosity in leading a Catholic scouting group in the Archdiocese of Philadelphia. Please find below some important guidelines for running your troop as well as the goals of Catholic scouting in the Archdiocese of Philadelphia. For more information about Catholic scouting in the Archdiocese of Philadelphia, visit archphila.org/catholicscouting.

Catholic Scouting Guidelines

All Archdiocesan Catholic scouting ministries will ensure that everything taking place in the life of the troop is in accord with the teaching of the Catholic Church. Every Catholic scouting unit should make as its own the Goals of Catholic Scouting Ministry set forth below.

Parish-based scouting troops, along with operating under the authority of the pastor, should also be in contact with the local Catholic committee for the scouting ministry.

All volunteers who are leading or assisting with the scouting troop must be in compliance

with all Archdiocesan policies concerning Child and Youth Protection, including Safe Environment Training and background checks. Visit the Office for Child and Youth Protection for more information (childyouthprotection.org).

Cookie sales and other scouting troop fundraisers may be conducted on parish grounds if the troop is sponsored by the parish. Non-parish-affiliated troops may not conduct cookie sales or other fundraisers on parish grounds.

Goals of Catholic Scouting Ministry*

The Archdiocese of Philadelphia considers Catholic scouting to be a form of youth ministry. It is therefore a part of the Church’s overall mission to bring her children into an ever deeper relationship with Jesus Christ in the heart of the Church. For this reason, the following goals should be the goals of every Catholic scouting ministry in the Archdiocese of Philadelphia.

1. Personal and Spiritual Growth – Youth ministry works to foster the total personal and spiritual growth of each young person.

2. Full Participation in the Faith Community – Youth ministry seeks to draw young people to responsible participation in the life, mission and work of the faith community.

3. Empowerment & Discipleship – Youth ministry empowers young people to live as

disciples of Jesus Christ in our world today.

When scouting understands itself as part of a parish's ministry for young people, these are some anticipated outcomes:

Scout Leader as Youth Minister: Adult scout leaders understand themselves to be youth ministers as well as scout leaders. They are trained in youth ministry as well as scouting. They bring to their scouting the explicit intention of impacting the faith of young people.

Personal Faith and Spirituality: Unit leaders are themselves growing in their own faith,

availing themselves of the sacraments and attending retreats, workshops, faith formation series, Catholic scouter development offerings, etc. to further develop their own faith and ministry.

Prayer: Prayer is a strong, consistent part of the life of the scouting unit. Meetings begin

and end with prayer. The Church’s traditional prayer practices such as Scripture meditation, Eucharistic adoration and Marian devotion, are incorporated into the life of the troop in creative, developmentally-appropriate ways.

Faith-Sharing: Faith is shared and celebrated on a regular basic. Unit leaders are

comfortable with and well-prepared to share their faith. The scouts know they are in a place of faith not only because of where they may meet, but by the way the adult leaders talk and behave.

The Eucharist: The Eucharist is a normal part of the life of the scouting unit, including

on campouts and other trips and excursions. If the unit leader is Catholic, he or she must

be a practicing Catholic in good standing with the Church. If the unit leader is not Catholic, the leader leads an exemplary life according to his or her own faith tradition.

Religious Recognition Programs: Religious recognition programs are held in high

regard by the unit leaders and it is a priority to assist young people in achieving them. Unit leaders not only encourage Catholic scouts to achieve the Catholic medals and patches, but also encourage scouts of other faiths to achieve their respective recognitions as well.

Parish Participation: The scouting unit is clearly a part of the parish community, visibly

present at parish events and activities, accountable to the pastor and/or parish staff. Unit leaders make efforts to build bridges of cooperation and collaboration with other parish ministries and work hard to help their scouts become fully contributing members of the faith community. Unit leaders establish a healthy, mutually supportive working relationship with the pastor and parish staff. They are active members of their faith community, effectively modeling the kind of faith and participation they are trying to develop in their scouts.

Our Lady of Confidence Christian Retreat for Persons with Disabilities: A three day retreat at Malvern Retreat House has been scheduled for October 8, 9 & 10, 2019 for adults with disabilities. The retreat is geared for adults with intellectual, physical or emotional disabilities. The retreat directors are Fr. Jim McGuinn and Fr. Mike Speziale and the theme is: We All

Xavier Society for the Blind (XSB) assists blind and visually impaired people learn about, develop, and practice their faith. Nourish for Caregivers Workshop. This workshop on Saturday, November 2nd from 9 am to noon will be at the Archdiocesan Pastoral Center. Did you know: More than half of people 65+ years of age report having at least one disability; one in twelve children are diagnosed with a physical or intellectual disability; one in ten of those sitting in pews every Sunday has a serious mental illness. Surveys indicate that there are 14 million of our Catholic brothers and sisters that live with a disability. The Office provides Parish Contacts with support, resources and workshops through Parish Contact Meetings that are held twice a year at accessible locations throughout the Archdiocese. BRIEF HISTORY

Our Lady of Confidence Retreat Group

made their first retreat in 1964 at Malvern

Retreat House in Malvern, PA. The retreat

has been held every year since then.

MISSION STATEMENT

To conduct an annual three day, two night

Christian Retreat that will give men and

woman the opportunity to discover, renew

or increase their faith in our Lord and Savior

Jesus Christ through the intercession of his

Blessed Mother ‘Our Lady of Confidence.’

The goal is to provide a meaningful retreat

experience for adults with disabilities. This

retreat is geared for adults with intellectual,

physical, emotional, social or economic disa-

bilities. Various religious, spiritual, and social

activities will be conducted in a serene envi-

ronment within comfortable, accessible facili-

ties.

Friends will be available to assist and monitor

physical needs and accommodations. At least

one, usually two or three, Registered Nurses

will be on site throughout the entire retreat.

Located on 125 acres of

wooded countryside, the

Malvern Retreat House is a

Catholic retreat center for

men, women, families, mar-

ried couples, religious and clergy. It is also a

place where Christian people strengthen and

renew their relationship with Jesus Christ,

self and others.

Our Liturgical Family Tree

Many people and families today are tracing their family trees with the help of the internet and advanced genetic test. Many people are surprised at the results of their investigations, some have found new family members. We as a people have an interest in our past and in many ways it helps to shape our life today as well as our future. During a recent trip we attend Mass at the local Parish and in the bulletin found an article on the Church’s Liturgical Family Tree. “Worship has a family tree as well, and the way we celebrate today has been influenced by various styles and customs through the centuries. We are Western Christians of the Latin Rite. By far, we are the most numerous Western Christians, but there are other ritual families as well. The Archdiocese of Milan in Italy follows the Ambrosian Rite, Toledo in Spain preserves the Mozarabic Rite and the Arab language, and Lyons in France is home to the Gallican Rite. Other liturgical families, such as the Celtic in Ireland and the Sarum in England, faded away after the Reformation. Until recent times, members of some ancient religious orders such as Carmelites and Trappists followed a pattern of Mass that varied slightly from the plan observed in Latin Rite parishes.” Doing a little internet search uncovered more information. The Ambrosian Rite, named after St. Ambrose has several notable differences in the Mass. The principal celebrant blesses all the readers, not only the deacon. The Rite of Peace comes at the beginning of the Liturgy of the Eucharist, before the Presentation of the Gifts. And the Agnus Dei is not said. The Liturgical year has a few differences as well: Advent has six weeks, not four and Lent starts four days later. On Fridays in Lent, Mass is not celebrated and, with a few exceptions, Communion is not distributed. The article concludes with the question. “Isn’t the Catholic Church the same everywhere? Not at all. It never has been! The existence of so many liturgical families in the West reminds us that unity, not uniformity, is what the Church seeks to achieve among her children. We are united in faith, but wonderfully diverse in rituals, ceremonies, languages, customs, and spirituality.”

HELPING THE PINK SISTERS - The Holy Spirit Adoration Sisters ("Pink Sisters") located at 2212 Green St., Philadelphia, are in need of assistance with Evening Prayer and Benediction. For the last several years, five of our deacons have assisted at various times, as the presider/celebrant for Evening Vespers and benediction. Some of

the deacons who have assisted are no longer able to do so, and more help is needed. We are looking for at least five deacons who can help serve the sisters in the celebration of Evening prayers (sung by the sisters) and Benediction. Vespers and Benediction are held every day at 5PM in the chapel. So far, one deacon has volunteered, and training will take place this summer. If any deacon would be interested in helping on a fixed schedule (1 or 2 days per week, or even once per month), please contact Deacon Michael Pascarella by e-mail ([email protected]). FBI AND PA CHILD ABUSE CLEARANCE RENEWALS - All members of the clergy are required to have a new FBI fingerprint records check and a PA Child Abuse Clearance every five years. Three months prior to the expiration of your current clearances, you will be notified by the Office for Clergy with instructions as to how to go about obtaining these documents. Once received, copies should be sent to the Office for Clergy. ANNUAL ONGOING FORMATION AND RETREAT RECORD FORM - The Annual Ongoing Formation and Retreat Record Form for 2019 has been revised and was distributed via email with the last issue of the Clergy Notes. A section has been added to capture work done annually in specific ministries, both paid and unpaid. This information is being requested by the USCCB’s research division for statistical purposes. FOCCUS FACILITATORS - Any deacon interested in becoming a FOCCUS facilitator and assisting the Office of Life and Family with their marriage preparation program, please contact Deacon Patrick Kennedy at [email protected]. SPIRITUAL DIRECTION - Please contact the Office for Clergy for more information about finding an approved spiritual director. REMINDER ABOUT THE DEATH OF A DEACON OR A DEACON’S WIFE - In the event of the death of a deacon or spouse, families should notify the Office for Clergy as soon as possible, and before final funeral arrangements are made. As the funeral of a deacon is an Archdiocesan event, the music selection needs to be reviewed by the Office for Divine Worship. This should be done by having the parish music director contact the Office for Divine Worship directly. Also, when possible, the Archbishop would prefer to be the principal celebrant at the funeral of a deacon or spouse of a deacon. In his absence, an auxiliary bishop may be the principal celebrant, based on availability. Any questions should be directed to Deacon Michael Pascarella at [email protected]. THE PRAYER TO SAINT MICHAEL, THE ARCHANGEL

Many parishes and institutions within the Archdiocese have responded positively to

pray the prayer to Saint Michael in conjunction with the celebration of Mass. You are

reminded that this devotional prayer is to take place outside of Mass. It is not to be

prayed as the concluding prayer of the Universal Prayer nor as part of the Communion

Rite.

THE TIME FOR VIGIL MASSES AND ANTICIPATED MASSES

The time for Vigil Masses and Anticipated Masses in the Archdiocese of Philadelphia is

no earlier than 4:00 PM. This applies to Holy Days of Obligation as well, including

Christmas.

THE MASS SCHEDULE FOR HOLY DAYS WHEN THE OBLIGATION IS

SUSPENDED

In the United States, there are three Holy Days, Solemnities, when the obligation to

participate in Mass is suspended when the observance falls on a Monday or a

Saturday—the Solemnity of Mary, the Holy Mother of God (January 1), the Solemnity of

the Assumption of the Blessed Virgin Mary (August 15), and the Solemnity of All Saints

(November 1). In these instances, the Mass schedule certainly can be modified.

However, there should at least be the celebration of one Mass for the benefit of the

faithful who desire to attend Mass.

MASS FOR THE OPENING OF THE ACADEMIC YEAR

A votive Mass of the Holy Spirit may be scheduled for the opening of the academic year on

weekdays when there is no liturgical impediment. The Roman Missal provides three options for

this Votive Mass. One of the prefaces of the Holy Spirit is used and red vestments are worn.

The Lectionary texts for the day are preferable.

Also, see the options in the Book of Blessings, Chapter 5: Order for the Blessing of Students and

Teachers, for another way to liturgically celebrate the opening of the academic year.

EUCHARISTIC PRAYER FOR CHILDREN

The three Eucharistic Prayers for Masses with Children for use with the Roman Missal are

now available as a supplement to the Missal. Copies of these prayers can be obtained

from the United States Conference of Catholic Bishops Publishing:

The introduction to the Eucharistic Prayers for Children highlights several significant

pastoral and ritual issues. The Eucharistic Prayers for Children are strictly limited to

Masses celebrated with children (no. 14). Emphasis is to be given to singing the

responses and acclamations proper to the Prayers. Catechetical instruction on “internal

participation” in the saving event of the Eucharistic Prayer should precede celebrations

with children and the use of the Eucharistic Prayers for Children.

opportunity to reflect on the role that each person plays, by virtue of Baptism, in handing on

the faith and being a witness to the Gospel. Catechetical Sunday is an opportunity for all to

rededicate themselves to this mission as a community of faith.

The Office for Divine Worship has the responsibility for direction, guidance and support of

pastors and those who collaborate with them in the formation of adults for Christian Initiation.

Office for Divine Worship, under the heading Christian Initiation.

Full Initiation—Baptism, Confirmation and the first reception of Communion—apart from

the Easter Vigil, outside the immediate danger of death, requires the permission of the

Archbishop (see RCIA, no. 331). Archbishop Chaput delegates the Office for Divine Worship

to give this permission. Please contact the Office for Divine Worship for such circumstances.

All Extraordinary Ministers of Holy Communion are to have an appointment letter

married (if married), recognized for faith and devotion to the Holy Eucharist as well as

for service in the parish/institution.

Pastors and chaplains are encouraged to send new Extraordinary Ministers of Holy

Communion to the archdiocesan formation sessions. Current Extraordinary Ministers

of Holy Communion are also welcome to attend.

Extraordinary Ministers of Holy Communion typically serve for three years.

Pastors/chaplains may renew terms, if agreeable and in consultation with the minister.

Pastors and chaplains are reminded to inform the Office for Divine Worship if they

conduct their own formation and to send to this office their request for new

Extraordinary Ministers of Holy Communion.

Request forms can be found on the Office for Divine Worship website. Letters of

Appointment from the Archbishop will then follow.

Extraordinary Ministers of Holy Communion are appointed for a three-year term and

for the place where they are commissioned. Terms may be renewed if agreeable to both

the pastor/chaplain and the minister.

All records of active Extraordinary Ministers of Holy Communion are maintained by

the parish/institution.

Extraordinary Ministers of Holy Communion are commissioned after participation in

a training session, according to the form found in the Book of Blessings, Chapter 63,

“Order for the Commissioning of Extraordinary Ministers of Holy Communion.”

• Extraordinary Ministers of Holy Communion only serve in the parishes/institutions for

which they are commissioned.

ABOUT REMAIN IN MY LOVEIn 2017, Archbishop Charles J. Chaput announced a three year project, Remain in My Love, directed to every member of the clergy and lay faithful, to every parish and institution and to the families of the Archdiocese of Philadelphia. Its goal is to reinvigorate our understanding, practices and celebrations of Christian marriage and family life.

Year 1 (2017) was addressed to the Archdiocesan Pastoral Center and Year 2 (2018) was for parish staffs. This third and final year (2019) brings the Church’s good news about marriage and family life to all of the people of the Archdiocese. The three key topics of Years 1 and 2 will be presented in a mini-conference format and are open to everyone. The conference will immerse all of us in the splendor of Christ’s teachings about marriage and family and provide a way for married couples and families to meet and support one another. There is no more urgent time than now to bring marriage and family to new life and to work to protect this most precious institution created by God.

The 2019 Remain in My Love Mini-Conference will take place on Sunday, September 15. Families are encouraged to “make a day of it”, attending Mass at the Cathedral, perhaps going out to eat together and then attending the event. All are asked to register for the conference at archphila.org/remain2019.

The Plenary Sessions will include: • Keynote addresses by three national Catholic speakers• A personal witness from a married couple• Discussion, Q & A and a call to action on the topic • Childcare and free parking will be available.

NOTE FOR PARISH STAFFMany parishes of the Archdiocese participated in Year 2 of the Remain in My Love initiative. If for some reason your parish was not able to do so, you can do so this year by following the Guidebook for Parish Staff, which can be found on the website, archphila.org/remain2019.

Pastors and Parish Staffs that did participate in Year 2 are invited to share observations, suggestions and plans from the parish discussions to strengthen married life and the family. These comments will be published for the benefit of everyone on the Remain in My Love website and will also aid the presenters throughout 2019. PROCEDURE FOR INVESTIGATING A DECLARATION OF NULLITY

Anyone who had a marriage that ended in divorce can petition the Tribunal for a Declaration of Nullity. The Tribunal is looking to see if something was lacking in the intentions of the parties in regards to children, fidelity and permanence, and/or in their understanding of marriage, and/or in their ability to enter into and fulfill marriage.

1. To begin, go to the website of the Archdiocese, www.archphila.org, and download the forms. At the top of the webpage, under the heading, “How Do I”, click the tab “Start the Annulment Process.” Follow the instructions, fill out the form on your computer, print out the form, obtain the proper documents, and send everything to the Tribunal. When your application is received you will be contacted to begin your case with formal testimony.

2. Once your formal testimony has been taken, your former spouse, known as the

Respondent, will be cited by the Tribunal. The Respondent will be notified of the grounds and reasons for the Petition and will be given the opportunity of providing written or oral testimony in the case. If you do not have an address for your former spouse, you need to provide the Tribunal with an explanation as to why that is so and what steps you took to locate your former spouse. Your former spouse may agree to or oppose a Declaration of Nullity, choose to not participate, or may be unable to be located. Regardless, the case may continue to proceed.

3. Pope Francis facilitated this process by permitting Tribunals to accept the case of anyone

who lives within their local diocese, no matter where the marriage took place (even if in a foreign country) or no matter where their former spouse lives (even if in a foreign country). Also, if the Tribunal arrives at granting a Declaration of Nullity and if the other person is not opposed to it and does not appeal it, then the Declaration becomes immediately effective, without need for anything further. The process usually takes about four to six months.

4. The administrative cost of the Tribunal is $800.00 per case. However, for those initiating

a case who live in the Archdiocese of Philadelphia there are no longer court fees as of 2016. In these cases Pope Francis encourages those who are able to make a contribution to do so in order to offset the expenses of the Tribunal. Any contribution toward this cost is greatly appreciated after your case has been completed.

TRIBUNAL? The Tribunal is available to help people who have experienced divorce

and who may wish to remarry in the Catholic Church.

When a divorce occurs, the Catholic Church always seeks to balance two

realities. One is the durable bond of marriage. This is God's law. On the

other hand, the Church is concerned about the spiritual welfare of the

people involved. Whether a Catholic marriage or a marriage between two non-

Catholics was celebrated, perhaps there was some deficiency in the consent of

the parties involved regarding intentions, understanding, or ability. The

annulment procedure addresses these circumstances.
