    (All references to Licensing means a License under theCommunity Care and Assisted Living Act of November 2002)

    Facilities Requiring Registration

    All assisted living residences must beregistered with the Assisted LivingRegistrar.

    Assisted living residences are definedas premises in which housing,hospitality housekeeping, laundry,social and recreational opportunities,and a 24-hour emergency responsesystem.

    Prescribed Services are defined

    under the Community Care FacilitiesAct and is clarified below as up to twocare services provided to three ormore adults.

    Hospitality services are meal,housekeeping, laundry, social andrecreational opportunities, and a 24-hour emergency response system.

    Facilities Requiring Licensing

    Residences that provide three ormore prescribed services must belicensed as community care facilities.

    Facilities Not Requiring Licensing orRegistration

    Adults will need to be able to control,direct, and manage their own affairs

    within the assisted living residence inwhich they live. They will not requiresupervision, and not require more than 2of the prescribed services listed below.

    Regular assistance with activities ofdaily living such as eating, mobility,dressing, grooming, bathing, or otherpersonal hygiene;

    Administering and monitoring thetaking of medications;

    Central storing or distribution ofmedication Maintenance or management of

    resident cash resources or property; Nutrition; monitoring of food intake or

    therapeutic diets; Structured behaviour management

    and intervention; Psychosocial rehabilitative therapy or

    intensive physical rehabilitativetherapy.

    What is Residential Care~ Reserved for those with the most

    complex health needs requiring full-time professional nursing care (24hours/day, 7 days/week) or

    ~ Those who require assistance bymore than one care provider at a time

    or exhibit behaviour that jeopardizesthe safety of self and/or others

    ~ Placement within residential care willbe made based on need and urgencyinstead of position on the waitlist

    Interior Health recognizes thatseniors want to live as independently aspossible for as long as possible and

    assistance is available to help them dothat through Home and Community Careprograms or Independent Livingpremises.

    However, for those with complex

    care needs who require around the clockprofessional nursing care there areResidential Care Homes. Placement inthese sites is based on an assessment ofneed and urgency.

    Subsidized Housing for Seniors

    B.C. Housing offers affordablehousing for seniors with low tomoderate incomes. Subsidized

    housing for seniors over the age of 55is managed directly by B.C. Housing,non-profit societies and somecooperatives.Tenants pay 30% of their householdincome (before deductions) for rent(subject to minimum rents). The housingneeds of each applicant are assessed,with available units offered to people ingreatest need first. For more informationon BC Housing, Programs visit

    SA F E R Program

    The Shelter Aid for Elderly Renters(SAFER) program provides direct cash

    assistance for people age 60 and overand who pay rent for their housing.

    SAFER is designed to help olderBritish Columbians on fixed incomes payfor rent and leave them with enough

    money for the other necessities of lifesuch as food, utilities and transportation.

    If you are a senior who spendsmore than 30 per cent of your income onrent (without SAFER) and are not

    receiving income assistance, you may beeligible for rent assistance provided bythe SAFER program. Over 12,000 B.C.seniors are benefiting from theprogramyou could too. SAFER is oneof the many programs offered by BCHousing, the provincial agencyresponsible for delivering affordablehousing programs.

    An average SAFER client who livesalone:

    ~ has a monthly income of $1,250

    ~ pays $610 in rent

    ~ is eligible for a subsidy of $267.75

    ~ would pay 30 per cent of their incomeon rent without SAFER

    Questions To Ask When ExploringAlternative Housing For Seniors

    COSTS AND STAFFING What is the rate being charged and what does that include

    per month? not include? How is the rate adjusted if thelevel of care increases over time?

    How will you give notice to individuals who are not workingout in terms of living in your residence, e.g. what will thatentail cost-wise?

    How much notice do you expect in order to move out of theresidence?

    Who will provide the care and what is their background andexperience in this area?

    Do you have a policy on criminal record checks via theRCMP?

    Who will provide care if the primary caregivers become sickor there is an emergency that requires them to leave townfor a short while?

    What are your expectations cost-wise, if your resident whois also on a wait list for a government facility, is suddenlygiven notice to move into that facility?

    How will you deal with a trial period for a potential resident,i.e. cost per diem or monthly rate and notice expectation?

    How do you deal with damage costs e.g. carpets orfurniture stained with urine?

    STRUCTURE AND ENVIRONMENT Is your residence all on one level? Are there any stairs

    either inside or out? Are there safety measures installed in order to ensure the

    health and well being of the resident? e.g. grab bars,special lighting, and railings on stairs?

    Is the residence wheelchair accessible? Are there fire safety equipment / standards in your home?

    What and where are they? Is there a private room? Is there a private or shared bath

    area?

    How can the resident signal for help from these areas ifthere is a problem? What is your policy on pets, pet visitations, smoking and

    alcohol? Does the resident(s) need to furnish their room? What

    can/should they bring?

    LEVEL OF CARE At what level is the resident expected to function in this

    facility? eg. totally independent except cooking andcleaning? Semi-independent, needs assist with dressing

    and some personal care? What if he/she is wheelchairbound, walking independently with an aid, incontinent,needs supervisory assist with transfers, cannot managestairs?

    How will you deal with occasional decreases in functioninglevel of an individual living in your home? Will there beadequate supervision and monitoring?

    Do you provide assistance in personal care including dailyhygiene, mouth care, nail/foot care, hair care, toileting andbathing?

    Is there staff available at night? If not, how are theresidents needs met at night? In an emergency situation?

    How will the resident get to health appointments andrecreational activities? How will you deal with the purchase and dispensing of

    medications?

    DIETARY NEEDS

    Do you accommodate special diets, e.g. vegetarian,diabetic?

    How are menus planned and meals prepared and whereare they served?

    Can the residents assist or prepare their own betweenmeals drinks / snacks?

    LAUNDRY AND WARDROBE

    What laundry service is provided? Do you have any special requests or suggestions in terms

    of clothes labeling or purchasing? Do you provide assistance in dressing if needed?

    RECREATIONAL ACTIVITIES / VISITATIONS

    What do you provide in terms of transportation to socialevents, errands, shopping for personal effects, churchattendance?

    What are your expectations in terms of family and friends

    visiting in your facility? How will you deal with the holidays, e.g. resident with no

    family / friends near?

    Columbus Court comprises of Columbus Court I and Columbus Court II. Both provide

    housing to seniors with low to moderate incomes. Both have the same criteria for entry:55+ or disabled. As for pets: no dogs, rodents, snakes, etc. Cats may be allowed atmanagement discretion. Both are non-smoking facilities and is strictly enforced anywhereon the property.Columbus Court I:Rent is 30% of gross monthly income. Tenants may opt for meals and activities atadditional cost. There are 32 one bedroom units and 4 one bedroom wheelchairaccessible units. Apartments are about 650 sq feet. Fridge and stove in all units. Tenantspay for their own utililities. Common laundry facilities.

    Columbus Court II: Mix of subsidized and market rent units. As of Dec 31, 2010

    maximum rent is set at $1,172 per month and reviewed annually. Rent includes threemeals per day, weekly housekeeping and activities Monday - Friday. Each unit is about750 sq. feet and each has a washer, dryer, fridge and stove. Your description of the unitsis accurrate.We do not provide any type of care at Columbus Court as we are an independent livingfacility and we do not determine eligibility for Community Care Health Services. Alltenants must be able to care for themselves with minimal assistance. If a tenant requirescare they must arrange that themselves at their expense.
