SEN CHANGES

• The government is transforming the system for children and young people with

SEN or disability (SEND).

• The Children and Families Act will come into force in September 2014, bringing

with it significant changes, not only to how children with special educational

needs are identified, but also to how their needs are met.

REASONS FOR THE CHANGES

• Difficult for children and young people identified with Special Educational Needs

or Disabilities (SEND) to get the support they need to do well.

• Complex system of support available to children and young people with SEND.

• Lots of people involved: teachers, health workers, social workers.

• Often working separately to meet the particular needs of a child or young person.

BACKGROUND• December 2010 – parents, charities, teachers and local authorities were asked to

contribute to the government’s SEN green paper

• March 2011: SEND Green Paper – Support and Aspiration

• March 2012: Progress and Next Steps

• February 2013: Children and Families Bills – first reading in the House of Commons

• May 2013: House of Lords

• Draft Code of Practice for consultation Oct 2013

• Spring 2014: Royal Assent

• September 2014: Implementation

PURPOSE OF THE CHANGES • To improve diagnosis and assessment to identify children with additional needs earlier.

• To simplify the system of support available to children and young people with SEND.

• To provide the support and services needed.

• To give parents a choice of educational settings that can meet their child’s needs.

• To prepare young people with SEND for adulthood.

• To provide a more effective, transparent and accountable system of support for children

and young people with SEND.

CHANGE:EDUCATION, HEALTH AND CARE PLAN (EHC)

• Statements of Special Needs and Learning Difficulty will be replaced by an

Education, Health and Care (EHC) plan from birth to 25 years of age (Code E on

SIMS).

• Co-ordinated assessment process to determine a child or young person’s needs

across Education, Health and Care.

• More transparency for the parents (budget/services).

• Better communication/cooperation between all the services that support children

and young people with SEND and their family.

CHANGE:ADDITIONAL SEN SUPPORT

• The categories School Action and School Action Plus will be replaced by ONE new

category of Additional SEN Support (Code: K on SIMS).

• Sen support is the additional help that children or young people with SEND but without an

EHC plan receive in schools.

• SEN support encourages educational settings to respond quickly and flexibility to pupils’

needs.

• SEN support: to work individually with the pupils with SEND to identify what is important to

the pupil, his Educational Needs, what the pupil want to achieve and how he feels their

teacher can help them.

CHANGE:HEALTH SERVICES - LOCAL AUTHORITIES•Health services and local authorities are required to work in close

partnership to support families and children in the best possible

way.

CHANGE:LOCAL AUTHORITY LEGAL OBLIGATION

• The local authority will have a duty to publish what services are

available in the area for children with SEND from 0-25 years of age.

CHANGE:FAMILIES

• Families will be much more central to the decision making about the

support.

• Families will be given a personal budget, which will entitle them to

more choice and control over the resources allocated to support

their child.

• There will be more transparency about the costs.
