    1 Scope

    This standard establishes a uniform means of Computer Aided Design & Drafting (CADD) standard used, in producing new and modifying existing SEC project engineering drawings soft/hard copies and submitted by the contractor.

    2 Definitions

    2.1 Abbreviations and Letter Symbols: These shall be used where physical space prevents complete spellings as in title blocks and in small drawings. Abbreviations shall only be used when absolutely necessary and never used when the meaning is to be clear. SEC standard Abbreviations and Letter Symbols shall be used to maintain consistency within the SEC documents.

    2.2 As-Built Drawing: An Engineering Drawing that has been Prepared/revised to reflect

    actual field conditions after the completion of construction. Additions or changes to a drawing resulting from facility modification shall also be verified as As-Built drawings.

    2.3 CADD Drawings: Engineering Drawings generated electronically using software

    approved by SEC as its standard medium for development and permanent retention.

    2.4 CADD Standard Manual: The tool that provides a unique method to apply the SEC CADD ( SECS-Auto) standards manual.

    2.5 Contractor(s): The Design, Construction and Service Contractors; Manufacturers;

    Vendors; Government Agencies; and other similar organizations, having a contractual relationship or a prospective contractual relationship with SEC that may receive drawings from, or generate drawings for SEC. Subcontractors shall also be considered as Contractors.

    2.6 CTAP (Consolidated Transmission Area-Project Department) refers to the SEC

    organization that manages construction work done by outside contractors.

    2.7 DTAP (Developing Transmission Area-Project Department) refers to the SEC organization that manages construction work done by outside contractors.

    2.8 DCC (Drawing Completion Certificate) A document bearing the names and signatures

    of persons authorized, per this procedure, to certify that an Engineering Drawing meets the applicable SEC Engineering, Design, Drafting and CADD Standards. The DCC fulfills the approval/certification requirement in lieu of signing the drawing title block.

    2.9 DCC Number: A unique number that identifies a specific DCC for the purpose of

    cross-referencing the certified DCC and the Engineering Drawings covered by that DCC and as a log number for the permanent archival of the DCC (Appendix B).

    2.10 Design Agency: Refers to any SEC organization or Contractor charged by SEC with

    the responsibility of developing and/or modifying of SEC Engineering Drawings/Documents.

    2.11 Drawing Name: File system name of the Engineering Drawing in a standard SEC

    format. The name format is used when transferring drawings to or from EDMS (TSSD/TDMD).

    2.12 Drawing Number: An arrangement of eight alpha/numeric characters (prefix + size +

    -+ number) used to provide the unique identity for individual Engineering Drawings.

    2.13 E&DD (Engineering and Design Division) of E&DD (Engineering and Design department) refer to the organization that handles engineering, design and procurement of transmission projects

    2.14 EDMS (Enterprises Drawing Management System) Refers to that set of software

    installed and well-established application on the SEC-CADD System and SEC-Intranet which controls the creation, revision, workflow and archival of As-built Drawings/Documents/Manuals and Specifications/Standards etc. And provides tools to manage above effectively in a secured and friendly environment.

    2.15 Engineering Drawing: As used throughout in this procedure, is a document produced

    on an approved SEC engineering form, by SEC (or for SEC by approved sources) which bears a SEC engineering drawing number and which was prepared for the purpose of identifying engineering related information to be used for the construction, operation or maintenance of a SEC Substation/Transmission and Facilities.

    2.16 Operation & Maintenance Instruction Manuals: The operation and maintenance

    instructions manuals should include complete procedure for all equipment installation, testing, operation, maintenance, repair and overhauling etc. showing all the stages of work.

    2.17 PCC: Project Completion Certificate is issued by CTAP/PTAP.

    2.18 Proponent: Department of SEC organization charged with the overall operation,

    maintenance, safety and protection of a SEC facility, equipment or property.

    2.19 SEC: Saudi Electricity Company.

    2.20 SEEDS: Saudi Electricity Company Engineering Drawing Standards.

    2.21 Standard Drawings: Specially prepared engineering drawings that have been pre-approved by responsible SEC organization for mandatory application in the design of SEC facilities when the information they contain applies and is appropriate during

    design. The production of a Standard Drawing follows the normal production requirements presented in this separate Standard Drawings.

    2.22 TDMD (Transmission Document Management Division) of TSSD (Transmission

    Standards & Specifications Department) is the organization Authorized to operate Company CADD and EDMS equipment hardware and software for the development or revision of engineering drawings. It has overall control of the SEC drawings database, revision number assignments, and original drawings. TDMD is the Proponent for Transmission Sector. TSSD/TDMD is located in Room 1-200West, Saudi Electricity Company, Eastern Area Administration Office, Dammam.

    2.23 Title Block: The reserved portion of a drawing containing information about the drawing projects of Substation/Transmission and Facilities.

    2.24 User: The SEC organization, which creates, controls and/or contracts engineering,

    procurement and/or construction work to outside contractors is the User. If there is no separate User organization, the Proponent is the User.

    2.25 Vendor drawing: Any document developed by a manufacturer that supports the

    technical requirements of material or equipment and received as part of a purchase order and Turnkey projects.

    3 Engineering Drawing specifications (Turnkey Project Drawings)

    These are considered to be all the drawings prepared for a specific Turnkey Project whether they are for the design, construction or for procurement. 3.1 Drawings Sheet Quality and Lettering

    3.1.1 All Project Engineering drawings sheets from size A to E will be printed on

    matte plastic mylars, 0.08mm (0.003 inch) thick, quality of which shall match samples obtained from TSSD/TDMD (electronic Files of Boarders will be provided by SEC).

    3.1.2 All Project Engineering drawings shall be prepared in capital letters in English

    language with 3x2.5mm letters on A and B size sheets and 2.5x2mm letters on C, D and E size sheets.

    3.1.3 All Project Engineering drawing A to E shall be prepared in MicroStation (J or

    V8 or latest version) ONLY. CADD format and submitted to TSSD/TDMD, Room 1-200West, Saudi Electricity Company, Eastern Area Administration Office, Dammam or SEC Operating Area Offices. (On CD)

    3.1.4 All Project Engineering drawings shall be prepared as SEC symbology.

    3.1.4.1 All disciplines symbology table-1 (Appendix - L)

    3.1.4.2 Electrical one line diagram symbology table-2 (Appendix M)

    3.1.5 SEC color table & boarder shall be received from TSSD/TDMD with SEC standard setting.

    3.1.6 All Project Engineering drawings save setting shall be as per SEC standard.

    3.2 Drawing Numbers Request

    An estimated block of drawings numbers for any project (as agreed on by the Project Manager or Project Engineer and Contractor) shall be obtained by submitting SEC form no. 15367 (Appendix-K) to TSSD/TDMD, Room 1-200West, Saudi Electricity Company, Eastern Area Administration Office, Dammam or SEC Operating Area Offices.

    3.3 Drawing Control Sheet

    3.3.1 The Drawing Control Sheet shall be prepared listing details of all As-Built Engineering Drawings required for a particular project, listed by index and drawing numbers in sequence.

    3.3.2 The Drawing Control Sheet shall be prepared and submitted in Excel format.

    SEC form no. 16758 (Appendix-H)

    3.3.3 The first drawing number from the allocated block of drawing numbers shall be assigned to the Drawing Control Sheet (If only one location).

    3.3.4 More then one locations in one project allocated block of drawing numbers can

    be break-up as per locations and then assigned the first drawing number from the break-up block.

    3.3.5 The Drawing Control sheet Number shall be mentioned on all drawings sheets in

    the reference drawings area.

    3.3.6 Drawing Control Sheet shall be prepared separately for each location.

    3.3.7 Documents and Manuals required for a particular project shall be mentioned in the last sheet.

    3.3.8 Vendor reference drawing number can be entered in remarks column

    3.4 Drawing Numbering System

    All Project Engineering drawing shall consist of the following elements (in the order

    they appear):

    3.4.1 Prefix letters C, E, S and W indicates SEC Regional engineering drawings.

    C - For Central area drawings E - For Eastern area drawings S - For Southern area drawings W - For Western area drawings

    3.4.2 Drawing Sheet Size Second letter following prefix letter indicates the sheet size, as follows: A - size sheet, 711 x 1016mm or (28 x 40 in.) B - size sheet, 508 x 711 mm or (20 x 28 in.) C - size sheet, 356 x 508 mm or (14 x 20 in.) D - size sheet, 279 x 432 mm or (11 x 17 in.) E - size sheet, 211 x 297 mm or (8.27 x 11.69 in.)

    No sheet sizes differing from these listed shall be used on any Turnkey Project under any circumstances.

    Prefix (Region code) Drawing No. Size of drawing 3.4.3 Drawing Number A six (6) digit identifying a drawing number shall be assigned from the allocated

    block of numbers. 3.4.4 Drawing Revision

    For Final Projects Drawings (as-built) submitted to TSSD/TDMD shall have zero revision (Existing drawings shall be with next higher revisions).

    3.4.5 Drawing Sheet Number

    A drawing sheet number shall be indicated whenever a drawing consists of more than one sheet, e.g., Sheet 01 of 05, 02 of 05, etc. (All sheets shall have the same title, index, plant no. and sheet size).

    3.4.6 Drawing Plant Numbers

    3.4.6.1 Five-character code indicating a facility, process or system. Plant codes

    are maintained by TSSD/TDMD and determine SEC geographic area, and Plant Title.

    3.4.6.2 Plant numbers are two alpha and three numeric characters in length.

    Example-I (RD123) RD indicates plant or facility in Riyadh area and 123 is numeric numbers assign for plant or facility location.

    Example-II (JD123) JD indicates plant or facility in Jeddah area and

    123 is numeric numbers assign for plant or facility location.

    Example-III (DA123) DA indicates plant or facility in Dammam area

    and 123 is numeric numbers assign for plant or facility location.

    Example-IV (AS123) AS indicates plant or facility in Asir area and 123

    is numeric numbers assign for plant or facility location.

    3.4.6.3 Only one Plant Number shall be assigned to an Engineering Drawing.

    Exception: More than one plant number may be allowed under certain circumstances.

    Example: When the drawing contains interrelated information for more than

    one plant: continuation of transmission lines, interface points, jumpers, tie-in points etc and all such plants fall under the responsibility of the same operating organization.

    3.4.6.4 Drawings requiring more than one Plant Number shall be approved by

    TSSD/TDMD.

    3.4.6.5 When an Engineering Drawing is typical for more than one plant, then a separate drawing shall be produced for each plant (Substations, Transmission lines..etc.) with other new drawing number.

    3.4.6.6 While changing the plant number of an existing drawing, revise the

    drawings that involve changing the plant number and plant description in the title block and state in the revision description CHANGED PLANT NO. FROM XXXXX TO XXXXX along with As-built revision, if any.

    3.4.7 Drawing Index

    3.4.7.1 The Drawing Index is a single character in the range of A to Z

    (excluding I and O). For complete listing, refer to standard drawing SE-036001 Rev. 04. (Appendix-N)

    3.4.7.2 The Index is shown on Engineering Drawings in the title block. A

    maximum of three index letters are acceptable on a drawing, arranged by order of importance The Drawing Index Letter shall be correctly

    selected in accordance to the main subject of the drawing. If drawing shows details of Power and Civil work.

    Example-I Index A/P for Plan and profile. (Underground or overhead transmission line) Example-II Index P/Q for power and civil work.

    Example-III Index A/P/T for Plan and profile. (Underground or overhead transmission line and

    telecommunication work).

    3.4.7.3 The Index implies, but does not determine, a group of associated types.

    3.5 Drawing Title

    Details in the Title block of the drawings should be Tag Values instead of plain text. And in the drawing wherever there is a text, which denotes reference of another drawing like Refer Drawing No. should be used Tag Values instead of plain text. (Appendix-D).

    The title shall be prepared in the following order: First line for Subject of the Drawing Second line for Service or Equipment Third line for Project Title Fourth line for Project Location

    3.6 Referencedrawings, Legend and Notes

    Reference drawings Legend and Notes shall be placed in the area provided above the

    title block. Reference drawings listed shall be the necessary minimum engineering drawings only. Do not include Plant or Index reference of the referred drawings nor Standard Drawings. (Appendix-D)

    3.7 Scale

    3.7.1 Graphic Scale, a line scale reference shall be included on both new and existing

    drawing just over the title block on scale drawings. The line scale shall be

    divided into units of length as determined by the scale of the drawing. Refer to SECS-Auto for a list of graphic scales symbols.

    3.7.2 The SEED files and attached borders are created at 1:1 scale. Do not change the

    seed file scale.

    3.7.3 Scale symbols shall match the border scale. 3.7.4 For scaled drawings, use the auto-dimensioning command where applicable and

    dont drop it. 3.7.5 Do not scale down drawings, instead, rearrange the drawing or split the drawing

    into two drawings. 3.7.6 The setting of all SEC border files are set at (Global Origin) GO=0,0. This GO

    is defined at the left bottom corner of the border. No changes are allowed in the GO setting for all drawing types including scaled drawings.

    3.7.7 General drawings shall be made to a scale compatible with any anticipated

    reduction of the drawing such that legibility is maintained. 3.7.8 The scale is the ratio of the linear dimension of an element of an object as

    represented in the original drawing, to the real linear dimension of the same element of the object itself.

    3.7.9 Drawings may be produced to various scales, dependent upon the nature of the

    drawing concerned. An enlargement scale is where the ratio is greater than 1 : 1. Full size is indicated by 1 : 1 enlargement by X : 1 and reduction by 1 : X Where it is necessary to use more than one scale on a drawing, each scale shall be clearly identified.

    3.7.10 he scale chosen for a drawing depends on the size of the drawing sheet and the

    size of the object to be depicted. The scale shall be large enough to permit easy and clear interpretation. Details that are too small for clear dimensioning in the main view(s) shall be shown in a separate view to a larger scale.

    4 Drafting Requirements

    4.1 All existing drawings (raster files) shall be revised and redrawn in an electronic format

    utilizing Microstation (J or V8 or latest version) ONLY, if required for new project with higher revision.

    4.2 Existing Drawing Control Sheet shall be retyped and submitted in Excel format. SEC

    form no. 16758 (Appendix-H) if required for new project With the next higher revision. 4.3 Existing drawings shall be utilized for any modification of a facility. Creation of new

    drawings to indicate a change in an existing facility will not be accepted. If, however, this is unavoidable for some reason such as being too crowded or major revision changes, then a new sheet shall be added to the existing drawing.

    4.4 New drawings that are created as a continuation of an existing design are considered as

    continuation drawings of that design bearing the next sequential (numeric) sheet number of that drawing set.

    4.5 When revising an existing drawing, the incorrect information on the title block including

    substation/transmission/facilities description and drawing type shall be corrected or completed.

    4.6 Revision diamonds 01 shall be placed in the drawing area in such a way as to make it

    possible to locate revisions quickly.

    4.7 Old revision diamonds, clouds and related notes shall be removed from the drawing.

    4.8 If a drawing is completely redrawn, the words Completely redrawn and incorporated revisions (indicate the revision number incorporated) shall be entered in the description column in the revision area above the title block.

    4.9 When revising some pages of bulk drawings that have a single electronic file of the

    complete set such as scope of work, the revision block of only first sheet shall indicate the changes and revision number change. Complete set shall be submitted.

    4.10 The standard north arrow symbol shall be drawn in a prominent place in the upper left

    region of the drawing for all plan view drawings. It shall be drawn pointing upward, or if unavoidable, pointing left, but shall never point right or down.

    4.11 Information covered by Standard Drawings, elaborated details, unnecessary views, and repetitions, which add no value to the drawings, shall be omitted.

    4.12 non-essential items from design, which add nothing to the accuracy, completeness and

    clarity of the drawing, shall be eliminated.

    4.13 Any shading element is not allowed on drawings. Hatching may be used as an

    alternative to shading. (Minimum 2mm distance is required between hatching lines).

    4.14 Revisions on drawings may be encircled or clouded on the prescribed layer for easy identification of the revised portion during certification and review cycle. However, for 100% As-Built drawings, all revision encirclement or clouding shall be either removed or the level turned off prior to submitting the drawings to TSSD/TDMD.

    4.15 The letter O and I shall not be used for identification symbols on the drawings, as they

    are often confused with Zero and One.

    4.16 Text on drawings shall always be uppercase.

    4.17 Contractor should not use their companys LOGO in the SEC Engineering drawings and in drawing control sheet. They should use the reserve place in the title block. (Appendix-D)

    4.18 Contractor can be a place manufacturer drawing number or vendor drawing number in

    left side lower corner. (Appendix-D)

    5. CADD Standards

    5.1 General

    SEC CADD standards and SECS-Auto are custom programs based on MicroStation and were developed to assure consistency between drawings. SECS-Auto contains collections of seed files, cell libraries, border files, levels, and line weights, font, and line codes, MDL routines.

    5.2 Requirements

    To ensure maximum productivity from the SEC CADD systems, the CADD standards parameters shall be followed. 5.2.1 All drawing files shall be created from a SEC product seed file.

    5.2.2 Do not override or change the product seed file setups. Do not change the

    working units. 5.2.3 SEC forms (borders) shall be referenced only. Do not include forms as part of

    the design file. A border shall remain with the CADD drawing.

    5.2.4 Do not drop or change Standard Cells. TSSD/TDMD prior approval is required for any additional cell.

    5.2.5 All elements in schematic type drawings (non-scale) shall be placed with

    grid/unit lock set to ON position. 5.2.6 File design to display the drawing such as that view 1 (maximized) showing the

    title block with data fields turned OFF position. 5.2.7 Always attach the latest border on Auto-SECS whenever revising or creating

    new drawings.

    6 Approval/Certification & Submittal of Drawings Electronically

    This chapter governs the Approval/Certification and submittal of SEC Engineering Drawings/Documents/Manuals electronically by Contractor/Design agency. Under this chapter, the requirement for producing, manually signing and submitting engineering Drawing hardcopies for the purpose of permanent archival into the corporate drawing system shall be discontinued. See flow chart (Appendix-A).

    All Engineering Drawings developed (if new) and/or revised (if existing) by SEC organizations,

    or by other Contractors/Design agency for SEC, shall be developed or revised by means of SEC approved electronic software and formats as specified in the SEC CADD Standards Manual.

    The final acceptance certificate will not be issued until the TSSD/TDMD (EDMS

    Administrator) must certifies all final soft copy submittal for suitability of drawings/documents files format as compatible and acceptable for uploading in EDMS.

    6.1 Interactive Submittal: refers to submitting the drawings/documents/manuals

    electronically through the Enterprise Drawing management System (EDMS) by means of a workstation connection to the SEC network, interacting directly with the EDMS.

    6.2 Manual Submittal: refers to submitting the drawings/documents/manuals by

    transmitting all deliverables to TSSD/TDMD manually in the form of CDs or other storage media. (Not through EDMS).

    6.3 Approval/Certification Information: This is a characterizing mark identifying that the

    approval/certification requirement of a specific revision of an Engineering Drawing is covered by a signed DCC (Appendix-B).

    6.4 Approval/Certification

    6.4.1 All SEC Engineering Drawings shall be approved, certified and dated as

    required, herein, by means of completing a Drawing Completion Certificate (DCC) and the Approval/Certification (Appendix-E). Uncertified drawings will not be accepted for inclusion into the corporate drawing system.

    6.4.2 One single project has one DCC. Engineering Discipline(s) (e.g. Electrical,

    Instrumentation, Communication, Piping, Mechanical, Structural, Architectural, Civil, etc.) Have one DCC and submittal. No more than one project shall be covered by one DCC.

    6.4.3 A Design Agency and the SEC responsible organizations shall approve/certify a

    DCC as follows:

    6.4.3.1 If a Contractor is responsible for the design work, the Contractors technical personnel shall review and sign the Design Agency

    Certification block of the DCC. The Contractors Engineering Manager or Project manager with overall design responsibility shall certify the drawings by signing in the space marked Certified by in the DCC (Appendix-B).

    6.4.3.2 If a SEC organization is responsible for the design information, that

    organizations technical personnel shall review and sign the Design Agency Certification block of the DCC. A SEC employee representing the organization charged with the design and generation of the drawings shall certify the drawings by signing the space marked Certified by.

    6.4.3.3 A representative from Engineering, Loss Prevention and/or Fire

    Protection may be required to review certain drawings depending upon their content. The SEC Project manager and the Design Agency shall make this determination prior to releasing the drawings for construction. The Engineering, Loss prevention and/or Fire protection review is indicated by signing in the space marked other in the DCC.

    6.4.3.4 The full names of all the signatories, and dates, shall appear where

    applicable in the title block of each drawing, as required, as well as on the DCC. Drawn By and Checked By shall also be completed in each drawing title block.

    6.4.3.5 For revised drawings, the initials of the signatories shall appear where

    applicable in the revision block of the drawing.

    6.4.4 At the signing of the DCC and after affixing the Revision Approval/Certification information, each relevant drawing electronic file shall be managed to prevent subsequent modification until each of these files is transferred into a CD for final submittal.

    6.4.5 Approval levels for design changes made to previously certified Engineering

    Drawings are the same as for new drawings. 6.4.6 Each revision shall be individually approved and certified. Revisions to Key

    drawings shall be reviewed and initialed by the Construction Agency, Operations and Others (if initially involved).

    6.4.7 The signatures in the SEC Review for Drawings block of the DCC are

    indicative of the reviewers familiarity with the contents of the drawings and agreement with the design in principle. The signatures do not relieve the Design

    Agency of its full responsibility for compliance with all relevant project scope, standards, procedures, specifications, codes, contract documents, etc.

    6.4.8 After the signing of the DCC, each drawing shall indicate that it is covered by

    the DCC for approval/certification requirements by completing the Approval/Certification information. The Design Agency shall include in the block the following:

    6.4.8.1 The Drawing Completion Certificate number assigned per Item 6.7.

    6.4.8.2 The revision number of the drawing being certified. New drawings issued for construction shall bear the revision number 00.

    6.4.9 Drawings bearing a completed Approval/Certification and covered by a signed

    DCC shall be considered as legal documents and may be used for procurement and / or construction.

    6.5 Submittal

    All SEC new, revised, canceled and canceled/superseded Engineering Drawings shall be submitted to the corporate engineering drawing management system (EDMS) for permanent retention and management.

    6.5.1 Deliverables

    When submitting drawings to TSSD/TDMD, the following shall be delivered

    depending on the type of submittal:

    6.5.1.1 Manual Submittal Completed Original Form No. 15057 (Appendix -F) Drawing Control Sheet. Form No. 16758 (Appendix-H) Electronic Drawing/document/manual files (On CD)

    6.5.1.2 Interactive Submittal

    Completed Original Form No. 15057 (Appendix -F) Drawing Control Sheet. Form No. 16758 (Appendix-H) generated list of processed drawings.

    6.5.2 Electronic Drawing File 6.5.2.1 Data compression is not to be used on submitted files.

    6.5.2.2 MicroStation files shall have naming format as follows:

    6.5.2.3 Microsoft Excel /Word/Acrobat (PDF) files shall have a naming

    format as follows: Excel: EE123456X.0001.0000 Word: EE123456W.0001.0000 Acrobat: EE123456P.0001.0000 E is the Prefix letter, second letter E is the size of drawing, 123456 is

    the 6-digit drawing number, X or W or P the file type (Excel or Word or Acrobat PDF), .0001 is the sheet number and .0000 is the revision number.

    6.5.3 Drawing Index File Storage 6.5.3.1 All electronic files on a CD-ROM shall be stored in different

    directories as per indexes. (Appendix-G). 6.5.4 Media

    6.5.4.1 Electronic Drawing files shall be submitted using write-once CD-ROM only.

    6.5.4.2 Each CD-ROM shall be delivered in a protective plastic case. The

    CD-ROM and Plastic case shall be color labeled as per appendix-P. 6.5.4.3 Media shall be enclosed in suitable Manila envelopes. The Form No.

    15057 (Appendix-F). shall be attached to the outside of the envelope.

    6.5.5 The Interactive Submittal will remain available as an alternative to the submittal described herein. (For Interactive Submittal deliverables, see Item 6.5.1.2).

    6.5.6 In/Out Drawing Submittals

    6.5.6.1 In/Out drawings are those drawings, which are required to be retrieved for further revision immediately after being submitted to TSSD/TDMD. In this case, the Original Drawings/Digital Files Request Form No. 15345 (Appendix-J) shall be submitted with the Engineering Drawing Submittal Form No.15057 (Appendix-F).

    6.5.7 Engineering Drawings Submittal Process

    6.5.7.1 Submit the complete package to TSSD/TDMD, Room

    1-200 West, Saudi Electricity Company, Eastern Area Administration Office, Dammam or SEC Operating Area Offices.

    6.5.7.2 Partial submission is not acceptable.

    6.5.7.3 The SEC Project Manager or a delegate shall sign the Engineering

    Drawing Submittal Form No. 15057 (Appendix-F). 6.5.7.4 All sheets of a multi-sheet drawing shall be submitted together.

    6.5.7.5 The TSSD/TDMD receptionist shall compare the contents of the Electronic Drawing media with the contents of the Drawing Control Sheet. The Electronic Drawings on the submittal media constitute the official count of the drawings received. A hard copy of the official count shall be generated for permanent retention (Appendix-H).

    6.5.7.6 TSSD/TDMD shall acknowledge receipt of the submittal by stamping

    and dating as RECEIVED and assigning an TDMD Engineering Drawing Submittal control number (Appendix-F).

    6.5.7.7 Engineering Drawings/documents/manual of soft copy submitted to

    TSSD/TDMD will not be considered accepted until verified through completing the TSSD/TDMD Verification block of the DCC (Appendix-B).

    6.5.7.8 When the drawings are accepted for inclusion into the EDMS,

    TSSD/TDMD shall confirm such by forwarding a signed copy of the DCC to the SEC person responsible for signing the initial submittal. Until such confirmation is received, the TSSD/TDMD responsible for the development of the drawings shall maintain a temporary backup of all the submitted drawings. When confirmed as accepted, the backups shall be deleted unless deemed justified to maintain longer.

    6.5.7.9 Any drawing found not in compliance to the SEC CADD Standards

    Manual and SEEDS-II will be returned to the SEC Project manager or Contractor/Design Agency for correction. After correction, the drawings shall be re-submitted under a new drawing submittal.

    6.5.7.10 The submittal deliverables including a hard copy of the drawing

    official count (Item 6.5.7.5) and the CD shall be filed by TSSD/TDMD as a permanent record.

    6.6 TSSD/TDMD Approval/Verification

    6.6.1 When a drawings/documents/manuals is accepted by TSSD/TDMD for inclusion

    into the EDMS, the Approval/Certification number and revision number shall be added in the block by contractor (Appendix-E).

    6.6.2 When an existing drawing is requested for revision, then the requester shall

    allow for the Approval/Certification of the new revision by removing the previous Approval/Certification information When possible, this task may be carried out by TSSD/TDMD prior to releasing the drawing to the requester.

    6.7 DCC Number

    The TSSD/TDMD certifying a Drawing Completion Certificate shall assign the

    DCC number. (Appendix-E). Example E 123456

    Prefix (Region code) DCC No. 6.8 PCC Issuance

    CTAP/DTAP is responsible to issue the Projact Completion Certificate (PCC) after the execution, completion, submittal and after acceptance of As Built drawings of the project.

    6.9 Final As Built Drawings

    All As built Drawings are to be sent to TDMD to safe keep and archive in the EDMS system.

    7 Turnkey Contract Responsibilities 7.1 Contractors Responsibilities 7.1.1 All specified requirements for Turnkey Project final

    drawings/documents/manuals (As-built) shall be prepared as per chapter-3. Engineering Drawings Specifications, which is submitted to CTAP or DTAP.

    7.1.2 Purchase of all required drawings sheets (Size A to E) per samples obtained

    from TSSD/TDMD. 7.1.3 Provide correction work of any drawings required by CTAP or DTAP and

    TSSD/TDMD.

    7.1.4 Coordinate the approval/certification activity by all designated signatories on each DCC and make sure that each has been prepared properly as per the requirements set forth in this chapter.

    7.1.5 Make sure that only the latest SEC Engineering Drawing borders used for new as

    well as for revised drawings.

    7.1.6 Five (5) sets of As-Built engineering drawings, manuals and other documents related with project shall be submitted to CTAP or DTAP for SEC record.

    7.1.7 Instruction to file documents made by external parties such as agreements,

    minutes of meetings, govrnments concern department permits/approvalsetc should be included in the submittals.

    7.1.8 Contractor should produce and submit the Mylar prints from the final as-built

    drawings CD, which is provided by the TDMD/EDCU. 7.2 CTAP or DTAP Responsibilities 7.2.1 SEC Project Manager/Engineer is the authority to certify for filing final project

    drawings and submits to TSSD/TDMD 7.2.2 TSSD/TDMD shall be involved in checking quality of As-built drawings prior

    to final submission. TSSD/TDMD shall also be invited to attend Kick-off meeting to explain drawing procedures and also at the Project close out meetings to clear any problems on drawings/documents/manuals.

    7.2.3 In case of any misassignment of drawing numbers, poor quality drawings, the

    Project Manager/Engineer will inform the Contractor to correct all documents.

    7.2.4 Upon the project construction completion, the Project Manager/ Engineer shall

    assure that good quality set of originals of as-built Engineering drawings are sent to TSSD/TDMD before signing the Technical Completion Certificate (TCC). All Vendors operations/maintenance manuals, performance curves, etc. and other related documents of the project, shall be distributed by CTAP or DTAP per distribution list of contract.

    7.2.5 SEC Project Manager/Engineer shall request the contractor to pay the amount for

    microfilming the project drawings to treasury department. 7.2.6 Verify that the submittal package is complete and that it has been prepared in

    accordance with the submittal requirements as per item 6.5 7.2.7 Submit the drawings/documents/manuals to TSSD/TDMD in a timely manner.

    Major capital projects may need to coordinate their submittal with TSSD/TDMD in advance.

    7.3 TSSD/TDMD Responsibilities 7.3.1 Provide copies of drafting procedures/specifications and sample of drawing sheet

    in soft copies. 7.3.2 Monitor SEC drafting standard. 7.3.3 Entering data of as-built drawings/documents/manuals into the EDMS.

    7.3.4 To provide CADD Standards Manual on CD.

    7.3.5 The TDMD Transmission Document Management Division is responsible for the following:

    a) Checking of the Approval/Certification information on each drawing prior

    to inclusion of the drawings into the EDMS.

    b) Archive all original submittal documents and electronic files for future reference.

    c) Provide CONTRACTOR with SEC CADD Standards software containing

    seed files, reference files, cell libraries, font library, menus, command files and user commands to produce engineering drawings.

    d) Provide system documentation, format instructions and referenced

    procedures as required to produce drawings in the COMPANY format.

    e) Provide CONTRACTOR with periodic updates of the information.

    7.4 Contractors Responsibilities on Production of Engineering Drawings:

    7.4.1. Prepare engineering drawings in an electronic format utilizing MicroStation (J

    or V8 or latest version) ONLY, Microsoft Excel or Microsoft Word or Acrobat PDF (conceptual, PTS, E size) as per the requirements of SEC. (Appendix-C).

    7.4.2 Prepare the engineering drawings using the latest version of SEC CADD

    Standards Manual or other as provided by the Transmission Document Management Division (TDMD).

    7.4.3 Prepare and submit all engineering drawings in accordance with SEC CADD

    Standards Manual and chapter-3. 7.4.4 Ensure to fill the box beneath the title block to indicate the file format type i.e.

    VECTOR, EXCEL or WORD or PDF. 7.4.5 Ensure that every new drawing is prepared using the latest version of the border

    from the CADD Standards Manual. 7.4.6 Ensure that each existing drawing is revised/redrawn electronically and carried

    the higher version of the existing border that includes Approval/Certification Information While revising an existing drawing the old border can be replaced to the latest version.

    7.4.7 Request engineering drawing numbers and other engineering data as described in

    SEC CADD Standards Manual to use with project detail design drawings. 7.4.8 Request existing As-built drawings and revise these per requirement of the

    project. 7.4.9 Return all unused data and drawing numbers to SEC at the completion of the

    project.

    8 Security & Control of Engineering Drawing Data Outside SEC This chapter covers handling, control, transmission, confidentiality, security, storage,

    protection against unauthorized disclosure; modification; reproduction and eventual destruction of SEC Engineering Drawing Data while they are created or modified by (work-in-progress), or while in the custody of organizations outside of SEC. Included here are drawings of facilities, equipment and properties whose ownership or operations have been entrusted to SEC.

    Survey maps, cartographic data, photographs (including plant aerial photographs),

    Engineering Data handled by Vendor Fabrication Shops, Library Drawings And SEC Standard Drawings are not covered by this chapter. Applicable procedures set out in this chapter shall be part of instructions to bidders.

    Any SEC Engineering Drawing or Vendor drawing and/or electronic database(s) bearing

    information related to a SEC facility, equipment or property disseminated in any format (including non-SEC formats) and media including, and not limited to, paper; mylar; microfilm; microfiche; sepia; photographs; electronic files on magnetic tapes, cartridges, diskettes, spools, hard disks, optical disks, compact disks, or other electronic storage devices, produced by SEC, or by an organization under contract to SEC. Engineering Drawing Data, which includes information that could lead to making a SEC facility, equipment or property vulnerable to sabotage and/or intentional damage, shall be classified as CONFIDENTIAL or RESTRICTED per GI-XXXX, Classification of Sensitive Documents. Examples are key and emergency drawings, as specified by the Proponent, Security Fences and Shelters drawings of Plant No. W95 Herein after, all Engineering and Vendor Drawings and electronic databases covered by this definition are referred to in 8.2.1 shall be considered the sole property of SEC.

    8.1 Instructions

    8.1.1 Engineering Drawings/Documents Data

    8.1.1.1 The User is accountable for all Engineering Drawings/Documents Data

    and drawing numbers transferred to the User's custody. The User shall ensure that Engineering Drawings/Documents Data is protected against loss, unauthorized disclosure; modification; reproduction and destruction. Users are not required to log drawing transfers except for Originals and Duplicate Originals as defined in the SEC CADD Standards Manual.

    8.1.1.2 The User shall ensure that only the needed amount of original and

    duplicate original Engineering Drawing Data, to efficiently perform the specified work, shall be transferred out of SEC to the Contractor.

    8.1.1.3 The User and the Contractor shall restrict the number of copies,

    duplicate reproducible, and reference prints made of Engineering Drawing Data on the basis of need-to-know only. Shredding beyond recognition immediately when no longer required shall destroy all such documents.

    8.1.1.4 The Contractor is responsible for the safety, security and confidentiality

    of all Engineering Drawing Data the Contractor generates in the course of performing work under a contract with SEC. This includes all data generated, including the manner in which such Engineering Drawing Data are put into hard copy form such as printing and / or plotting of drawings. Work will be done in the same secured environment as where the computer workstations are located.

    8.1.2 Transmittals

    8.1.2.1 All Engineering Drawings/Documents Data shall be formally

    transferred using the appropriate forms.

    8.1.2.2 Pickup or delivery of Engineering Drawings/Documents Data shall be accomplished by the requester of such data or by a courier, or any other secure delivery system, authorized by the User (such as a courier service organization) or SEC internal mail system. Transfer of custody by any other mail system shall be avoided.

    8.1.2.3 Electronic transfer of Un-encrypted Engineering Drawings/Documents

    Data is permissible only where secure electronic delivery is assured. Where Engineering Drawings/Documents Data shall be transferred via unsecured lines (e.g. modem or commercial e-mail), files shall be encrypted and encryption keys shall be exchanged via an alternate communications method. Unauthorized copying and/or transmittal of files are strictly prohibited.

    8.1.3 Minimum Security Requirements

    8.1.3.1 The area(s) where Engineering Drawings/Documents Data are handled

    and stored shall be inaccessible to unauthorized personnel at all times. All main entrances shall be controlled with an access control system. Emergency exits shall be equipped with security alarms that sound whenever the exit is used. Users department manager shall approve exception to this requirement prior to its implementation for Engineering Drawings/Documents Data to be removed from the secured areas for the purpose of cross checking, design reviews, etc., prior written approvals shall be acquired from the User. Furthermore,

    during the time such Engineering Data is outside the secured area, it shall be kept in locked cabinets during non-working hours. All visitors shall be escorted.

    8.1.3.2 User shall designate a custodian to receive the original and duplicate

    original drawings and to assume responsibility for their safety, security and confidentiality. The custodian shall be responsible for limiting and logging the access to these original and duplicate original drawings on a need-to-know basis and advising other personnel on the security procedures. This custodian and designated alternate(s) shall be responsible for tracking all Engineering Drawings/Documents Data requested by, or in the custody of, the Contractor.

    8.1.3.3 All unwanted hard and electronic copies of Engineering

    Drawings/Documents Data shall be returned to TSSD/TDMD.

    8.1.3.4 All drawing reproduction shall be performed within the Contractor's facilities or in premises outside of Contractor's facilities approved by the User in writing. Such approval shall be given based on an objective evaluation of such premises' internal control procedures to handle confidential documents for clients. Such written approval shall be in place before any Engineering Drawings/Documents Data are delivered to such firms.

    8.1.3.5 The Contractor shall obtain the User's written permission prior to

    transferring Engineering Drawings/Documents Data to any third party. The Contractor shall ensure that the third party agrees in writing to comply with this procedure.

    8.1.3.6 The Contractor shall return all originals, and duplicate originals of,

    Engineering Drawings/Documents Data to the User immediately, upon completion of work or when they are no longer needed.

    8.1.4 Electronic Engineering Drawings/Documents Data Access

    8.1.4.1 An electronic Engineering Drawings/Documents Data access system

    shall be implemented, restricting access to only those personnel whose work requires them to have an access to specific set of Engineering Drawings/Documents Data. Such access system shall utilize a combination of individual user LOGON ID, password and access rules.

    8.1.4.2 The unauthorized electronic access of Engineering

    Drawings/Documents Data by Contractor personnel is strictly prohibited under any circumstances and shall be reported to the User.

    8.1.4.3 Users of electronic Engineering Drawings/Documents Data equipment

    shall have individual user LOGON IDs and passwords that shall be changed monthly and when necessary. Access for personnel leaving the project, or whose jobs no longer requires access to Engineering Drawing Data, shall be canceled immediately. LOGON IDs and passwords shall not be shared.

    8.1.5 Electronic Engineering Drawings/Documents Data Files Back-up and Storage

    8.1.5.1 Daily and weekly back-ups are required for all electronic Engineering

    Drawings/Documents Data files. Weekly back-up files shall be stored in off-site fireproof safe(s) approved by the User and shall be kept for the duration of the job until three (3) months after the submittal of all the Engineering Drawings/Documents Data to the User after which all back-ups shall be destroyed by means of mechanical shredding equipment when approved by the User.

    8.2 Responsibilities

    8.2.1 Proponents

    8.2.1.1 The Proponents shall safeguard all Engineering Drawings/Documents Data in their custody per this procedure.

    8.2.1.2 The Proponents shall verify and concur the Engineering

    Drawings/Digital Files Request prepared by the Users prior to submittal of the request to the TSSD/TDMD. The Proponent may elect to waive this requirement on specific projects with the written concurrence of TSSD/TDMD.

    8.2.2 Users

    8.2.2.1 The Users shall review and approve of the Contractors' security

    procedures to ensure they meet the minimum requirements of this procedure prior to releasing any Engineering Drawings/Documents Data to the Contractors.

    8.2.2.2 Prior to releasing Engineering Drawings/Documents Data to a

    Contractor, the User shall assign a member of his project team to oversee the Contractor's compliance with this procedure throughout the execution of the project.

    8.2.2.3 If no contractual relationship for the work exists between a Contractor

    and SEC (e.g. subcontractors), the Users shall ensure that each

    Contractor agrees in writing to commit himself to meet the minimum security requirements by signing a confidentiality agreement as provided by the Contracting organization prior to transferring any original, or copies of, Engineering Drawings/Documents Data or related documents to the Contractor which shall be returned to the User after the completion of the purpose for which these documents were provided to the Contractor.

    8.2.2.4 The Users shall ensure the Engineering Drawings/Documents Data

    designated by the Proponents as CONFIDENTIAL or RESTRICTED are stamped as such per the SEC requirement.

    8.2.2.5 The Users shall review the Contractors' utilization of the Engineering

    Drawings/Documents Data and drawing numbers, in the Contractors' custody, at each project review phase and perform final counts prior to signing each Final Release Receipt Agreement (FRRA).

    8.2.2.6 The Users shall be accountable for all Engineering

    Drawings/Documents Data and drawing numbers under their care for use by the Contractors.

    8.2.3 Transmission Document Management Division (TDMD)

    8.2.3.4 Issue drawing numbers for the purpose of development of new

    drawings as well as revision number for modification of existing drawings as set forth in the SEC CADD Standards Manual.

    8.2.3.4 Verify drawings submitted conform to drawing related SEC

    Engineering Standards as well as Drafting and CADD standards as set forth in the SEC CADD Standards Manual.

    8.3 Non-Compliance

    In the event of Mishandling by the Contractor, or his personnel, of any SEC Engineering Drawings/Documents Data, in the custody of the Contractor, the User, jointly with the Proponent, shall investigate the matter and bring their findings to the attention of the SEC contract proponent who may take appropriate action.
