We will also welcome Dan Monte and the County Pesticide Reduction Co- alition telling us about their new campaign to reduce the use of weed killing pesticides and provide home gardeners with alternatives – “Think before you spray”. Most meetings include Working Committee presentations regarding our Watershed, Neighborhood Beautification, Social Activities, Traffic, Parks, and more… as time allows. All residents welcome. The hunt was sponsored by the SVNA and James A. Walsh Real Estate. More than 100 hunters of all ages (including adults!) were chasing after more than 500 eggs hidden in the verdant grasses, trees and bushes. Pam Meyers was an excellent and enthusiastic Easter Bunny, leading young and old alike in warm-up exercises. The craft table staffed by Deborah Warren, jumpy house from Greg Mar- tinez at Astro Jump of North Bay, donuts and coffee, provided additional entertainment as the crowd enjoyed their finds. A special thanks goes out to the laborers of love behind the scene: the Souza Family - Cindy, Alex, Jason; the Norman Fam- ily - Rachel, Jesse, Charlotte; the Walsh Family - Monica, Corey, Julia; Sylvia Lakeman and granddaughter, Hannah; Dennis Bortoli and Jane Brand. Crime Story Santa Venetia Style• Russ GreenfieldWith all the good things about Santa Venetia taking place these days, we also have some “not so good” issues to face as a challenge. One of these issues is what seems to be increasing crime.We seem to be hearing of more incidents that involve house or car break-ins. While

some would be considered to be fairly minor, we also have had incidents one could only consider to be major problems. As well, several times in the last couple of years I have read about missing mail. Or, mail being found scattered along the road far away from where it was delivered. Crime in the neighborhood is not something we want. I myself have had expensive tools disappear from my garage. And while I used to leave my vehicles unlocked, not any more due to having personal items stolen.A few months ago around 3am, we had 5 loud knocks on our front door – then heard a loud crash outside. The Sheriff was called – when they arrived very quickly, we were informed they were on our street when we called due to another incident called in just down the street. Very creepy that night.So what can we do that will start to help prevent such crime? Many people now have home security systems in place. While I am sure having one increases the protection level, they are probably not cheap and not everyone can afford them. Outdoor cameras are getting better as well as becoming affordable. Many people now have them. So what else can we do? Are there options we should be considering for our community?Neighborhood Watch has long been advocated by the Sheriff. A few years ago the SVNA found many neighbors were interested in starting this program up. We had a presentation on how it works given at a few SVNA meetings. There were leaders who tried to help organize it and get it started. Quite a number of neighbors indicated interest in participating. Today the Neighborhood Watch program is idle. Maybe it is now time to give it life again. Briefly, here is how it works. Small blocks of neighbors agree to help keep an eye out for each other. A small block could consist of as few as 2 neighbors on up to several. I would think a block of 4-6 would be about right most of the time. The blocks would sort of work as a team. An added benefit is the pleasure of getting to know your neighbors.Is Neighborhood Watch a program Santa Venetia residents want to see brought back? We want to hear from you! Would you be willing to ask a few neighbors close to your home to work together as a team? Would you be willing to lead or co-lead the program? We want to hear from you. Join us at a SVNA meeting or just contact us to let us know.We all owe it to ourselves to keep Santa Venetia a safe place to live. If we can do that and at the same time become friends with our neighbors, can that be wrong?

Santa Venetia and Flood Control Zone #7• Supervisor Damon Connolly I want to let you know about an upcoming com-munity meeting that I am hosting about flooding In

Santa Venetia Flood Control Zone #7 on June 5, 2017, 6:30-8:30pm at the Civic Center Cafeteria. I encourage you to take this opportunity to learn more about how to keep your community flood resilient and to bring your questions, concerns, and ideas.Santa Venetia is a beautiful and unique community surrounded by the historic baylands and tidal marshlands of San Pablo Bay. Santa Venetia is a low-lying community, and therefore its comprehensive system of levees, pumps, and stormwater drainage infrastructure is critical to protecting the community from tidal and stormwater flooding. Flood Control Zone 7 (Zone 7) is a Special District that was established in 1962 to construct and maintain this critical infrastructure that reduces flood-ing and flood-related property damage to Santa Venetia.Every year, Zone 7 works to: » Maintain 17 pumps at 5 permanent and 3 portable pump stations » Maintain pump station motors and generators » Maintain timber floodwalls on 1.6 miles of levee » Inspect and treat levees for rodent infestations and other levee

stability issues » Prune/remove vegetation and remove trash from Castro, Mabry, and

Estancia ditches to improve conveyance during storms » Inspect and maintain 3 bypass pipes

How do we support these efforts? Zone 7 relies on locally-generated, locally-controlled sources of funding. Funding has always been limited, and for 21 of the past 34 years, residents of Santa Venetia have approved special taxes to supplement property taxes in order to fund Zone 7 maintenance and projects. No special taxes have been in effect since 2007. Zone 7’s operating account is now very low, and the Zone’s ability to fund even regular maintenance is threatened. Therefore, Zone 7 is considering placing a revenue measure (parcel tax) on the ballot this November to address critical infrastructure needs.It is ultimately up to those living in the neighborhood to decide how best to approach protecting and planning for the future of your flood resilient community. This community meeting is another opportunity to learn more and provide feedback. I also invite you to visit the Zone 7 webpage for more information about the Zone and the issues it is facing: http://www.marinwatersheds.org/zone-7.html.Recently, Zone 7 participated in the Gallinas Watershed Program, along with the City of San Rafael, the Las Gallinas Valley Sanitary District and County Service Area No. 6. Santa Venetia directly benefitted from the wa-tershed program with its focused studies that identified and evaluated solutions for reducing flood risk, increasing local re-use of sediments, re-storing habitat, and increasing resiliency to sea level rise. Going forward it will be imperative to maintain the perspective of a “watershed-wide approach” in any resiliency efforts that we pursue.As ever, it is an honor to serve the people and neighborhood of Santa Venetia. New Board Aide Joining District 1 Team, May 22• Supervisor Damon Connolly I am pleased to announce that we have hired Mary Sackett, a resident of District 1, as Board Aide, replacing Chris Callaway, who has moved to North Carolina. We thank Chris for his over two years of service.Mary’s work in the community and schools has been extensive and impressive, and we look forward to bringing her up to speed on the is-sues and priorities of our office. Most recently, Mary practiced law with a litigation practice in Marin. She brings great analytical, problem-solving and communications skills to this position.Mary’s involvement with public service in Marin runs deep, with a particular emphasis on education and environmental issues. She has volunteered with Marin Legal Aid assisting indigent persons facing evic-tion, and was also a long time “Big Sister” with Big Brothers Big Sisters of the North Bay. She was named Big Sister of the Year for the State of California in 2010. In addition, Mary has served on the Advisory Board for All One Ocean, the Board of Directors for LIFT-Levantate, and has spent countless hours spearheading the Safe Routes to School program for Vallecito Elementary. Mary has made an extraordinary investment in her community.In her free time Mary takes to the water with her family; surfing, white-water kayaking, and distance swimming. She lives by the motto, “pick up trash along your path.” We are very excited to bring Mary aboard and to put her commitment to public service to work for our district.Mary’s start date at the Civic Center will be May 22.

Commonly Asked Questions-Zone 7 Laurie L. Williams, GISP, County of Marin Senior Watershed Planner, 415-473-4301, [email protected] heard some really great questions from community members at our recent Pump Station Open House. Below are three of the most-asked questions along with our answers:Q: What does the Zone do to prepare for storms? A: We work all year to prepare for storm season. In the summer, we inspect and repair levees, maintain vegetation in drainage-ways, and test, service, and maintain pumps, motors, and generators. During storms, we check pump stations frequently, and roving crews continu-ally remove debris from trash racks, such as the one near the 7-11, which catch tree branches and other debris at storm pipe inlets.Q: What is more important to reduce flooding: levees, pump sta-tions, street drains, or bypass pipes?A: All of these facilities are critical and work together to reduce flood-ing! Without levees, tides would regularly flood the community. Without pumps, storm water would not flow out of the community. Street drains move water to the pump stations. Bypass pipes remove water from the storm drain system to prevent pump stations from being overwhelmed with water flowing down San Pedro Mountain by sending it directly to the creek.Q: Were there levee failures last winter?A: The flood protection levees did not overtop or breach; however, a small amount of water seeped through privately owned segments. Isela wanted to be supportive but felt she needed a reason to show up at the woman’s door. What, after all, could she say?Then at the grocery, she spotted a delicious olive oil and decided to bring it by as a gift. She knocked nervously and the woman was hesitant to open the door. Isela simply said, “I am sorry to bother you but I am your neighbor. I just wanted to say hi.” The door opened two more inches. “ I just wanted to bring you this olive oil. I know you are from a middle east-ern country and you must feel afraid, I am Mexican, and I just want you to know that you are not alone.” The door opened wide and the woman gave her a huge smile. “Oh, I have been so scared,” she said gratefully. She reached out warmly and the two exchanged hugs.And so, one vulnerable neighbor reached out to another. In a moment, an imagined barrier dissolved and turned into new friendship.Isela, a warm and effervescent young Latina, is the embodiment of the spirit of a new local group, San Rafael Building Bridges. Members of the new group, formed in January, are committed to creating a close-knit community taking positive action during these anxious times. Currently, the group has three focus areas: immigration and civil rights, the environ-ment, and health care. Group members also have a strong interest in “building bridges” and dialogue with neighbors of all religions, races, and philosophies.So far we have driven to Sacramento to lobby for bills, held vigils at deportation Detention Centers, held a children’s art party for the Climate March, and are currently working jointly with the Mill Valley Community Action Network on environmental projects. Santa Venetia’s Wayne Lech-ner, Isela Diaz, and Diana King are on our Steering Committee.SRBB is still young and new members are welcome! Focus areas of the group evolve based on member interests. Yard Smart Marin.org – Think! before you spray• Dan Monte, Reduce Pesticide CoalitionApril showers have brought more than flowers to our gardens, sidewalks, and driveways. Controlling weeds without pesticides can be a challenge. Now we have a great resource to help us with informative links to alter-natives to pesticide use including, videos, methods and strategies, tools and products, and even plant identification.

Our Board of Supervisors and the Integrated Pest Management Commission have worked successfully to achieve the minimal use of pesticides by Marin County staff and contrac-tors. Their efforts have put real meaning to "getting to zero" and "only as a last resort" into Integrated Pest Management. Now in order to have a more substantial impact they are encouraging others in Marin to do

the same, to be like Nanni and her Median Team, a great example of controlling weeds without any use of pesticides.Yard Smart Marin is a two-year multi-pronged education and outreach campaign, funded by two grants, to communicate to the general public about the use and misuse of toxins on private property and ornamental landscapes. Chemical pesticides and some fertilizers contain poisons that can harm our kids and pets, beneficial bugs, and even plants we want to keep. They can also find their way into the greater environment, our creeks and streams and marshes, harming fish and other wild creatures.At the YardSmartMarin.org, website you can find effective alternatives to using potentially harmful products.

SVNA Community Meeting - 3/2017• Linda LeveyWe started the meeting with various updates and requests for volunteers (needed for China Camp and the Easter Egg Hunt). We then welcomed Kellen Dammann, with the Marin County Com-munity Development Agency’s Sustainability Team. He spoke about the many programs they offer and as well gave many tips about using less and sustainable living. (http://www.marincounty.org/depts/cd/divisions/sustainability)Their offerings include:California Youth Energy Services (employs local Marin youth to provide free energy-saving services). Kids come and change light bulbs – it is a good experience for all.Rebate Programs (Energy Upgrade California Home Upgrade) – I believe he said you have to pay for the test — all work is done by individual con-tractors who are licensed and trained. It runs between $200 - $400 with a reimbursement of up to $300 or the contractor may roll it into the job. It’s a good value and some give you a report.Home Upgrade Advisors (Regional wide program) – This is a free help line, you can ask any advice and they will help. They tell you what is avail-able. They are agnostic — just give options.He had lots of tips for the audience, great information – and also took questions about the many programs they offer. The discussions ranged

Gallinas Creek Dredging (CSA #6) • Ellen Stein, [email protected]

Preparations for Dredging are ongoing. A Hydro Survey was done a few months ago which will be followed by a Sampling Analysis Plan. The Anal-ysis will possibly be accomplished in May with results in June. Currently the County is working on a Memorandum of Understanding with the Air-port Owner to take dredging spoils. The agreement has not been agreed upon but pursued to speed up the dredging process. In the agreement, the San Rafael Airport has tentatively agreed to take a limited amount of the dredging spoils at no cost, but CSA #6 would be responsible for all permitting and the building of a sediment containment facility. The other alternative is to wait a little longer for the McInnis Wetlands Restoration Project. This project has just received funding to continue their flood control efforts and have expressed a need for the Gallinas Creek dredging material. As a newly appointed CSA #6 Board member it is important for me to get community input. I would like to continue dialog about this on Nextdoor or in person, for those that know me, so I can better understand and rep-resent our neighborhood regarding something that affects so many.

Parking Ordinance/Restrictions Have Come to Santa Venetia• Mary Hanley, SVNA Land UseOn April 25, at the BOS meeting, the parking ordinance passed. San Rafael has joined Marinwood Avenue, Woodland Avenue, and other areas in unincorporated San Rafael in enacting Parking Ordinances. Signs have been installed so enforcement can start now.For the past few years, the SVNA has been addressing issues and com-plaints regarding the south shoulder of North San Pedro Road between La Pasada and (east) Vendola Drive. The number of vehicles and com-mercial trucks has increased immensely. It only worsened when the City of San Rafael enacted their own Parking Ordinance restricting oversized vehicles within the city limits (July 2016). We saw those trucks move to a new location – on North San Pedro Road. This situation became a safety hazard.Last August, the shoulder was closed for clean-up, repair, and mowing for the month. The majority of trucks left the neighborhood while the work was ongoing. We know the majority of these trucks are from outside the neighborhood, simply using our streets as storage.There was a lot of outreach on this subject: The SVNA Board discussed this issue frequently with Supervisor Damon Connolly. The Santa Venetia Parking Committee met on several occasions to problem-solve. The SVNA, with our Supervisor and County Staff, held two public meetings on this issue. The SVNA Communicator had several articles on this subject. And as well, DPW flyered vehicles parked along NSPR and nearby neigh-bors as a heads-up.The Parking Ordinance in Santa Venetia includes: » No Parking at any time on North San Pedro Road between La Pasada

and (east) Vendola Drive. » No Overnight Parking of oversized commercial vehicles (22’ in

length) between the hours of 11pm to 5am.Congratulations to everybody who participated. It’s great to see our hard work has paid off and this issue will finally be resolved.

» Providing Dinners at the Women’s Homeless Shelter: During the rainy season, homeless women spend the night in a shelter where various organizations provide dinner and share a nice meal with them, providing support and comradery. Our group has provided meals for several years now.

» Spin-A-Wheel Booth at the SVNA Labor Day Picnic: Kids win school supplies—no cost at all! There is a prize in every spin! All kids wel-come to spin for free. Be sure the kids come to see us there.

» Providing gift cards and gift baskets to Venetia Valley School at Christmas time.

Tennis/Pickleball/Basketball Court Opening Celebration Saturday, June 24, starting at 10:30amPlease join your neighbors and friends to celebrate the opening of our “new” community game court in Pueblo Park on June 24, starting at 10:30am with a ribbon-cutting celebration and ending approximately 3:30pm.Schedule for the opening celebration: » 10:30am - Area County Supervisor Damon Connolly will “cut the

ribbon”, opening the new court » 11am - demonstration pickleball doubles match will begin » At the conclusion of the demonstration match, people who would

like to try their hand at the game will be invited onto the court to play 

» 1pm - hands-on basketball skills and play » 2pm - a demonstration tennis match will be played » The afternoon will conclude at approximately 3:30pm, when the

tennis match is concluded.There will be bleachers temporarily installed at the court for spectators to watch the matches. Equipment to play all three sports will be raffled off throughout the day!

What Is Pickleball? Want to Play?Pickleball, the fastest growing sport in the United States, is a game that combines elements of tennis, badminton and ping pong. All ages play it, but it is well known as an energetic and fun game that people enjoy who are not running quite as fast as they used to, but who miss the opportu-nity to recreate, play and compete because they have slowed down a bit. The game is played with paddles and ball (that looks a lot like a whiffle ball) over a net a little bit lower than a tennis net, and a court just a little smaller. Two people can play the game, although doubles is probably more universal. The equipment to play the game does not have to be expensiveOur newly resurfaced court in Pueblo Park is among the first courts in

Marin to be lined and fitted out for pickleball. Go Santa Venetia! Funding for the court renovation was provided by Community Service Area #18 funds matched by Marin County Parks Measure A funds.Why the Tree Removal?There are a couple of reasons for the removal of the trees around the tennis court. Several of the trees had roots that were damaging the court. These were mainly the trees on the north and west sides of the court. The Monterey pines at the south end of the court were removed due to an infestation of bark beetles. Monterey pines have been hit hard by bark beetles throughout California in re-cent years, causing a high degree of tree mortality. Marin County Parks began removing the infested pines from Pueblo Park a few years ago and replanting with other trees. The recently removed pines had been scheduled for removal for safety. To be more cost effective their removal was combined with the tree removal needed for the court rehabilitation project. The area where the pines were removed will be re-landscaped. Plans will be developed once the court construction is complete. Preliminary plans are for a small picnic area with a picnic table and new trees. We hope to continue to make Pueblo Park a community gem. Call for Volunteers!We need community volunteers to assist in 2-hour shifts. We need you to be available to help at the information/raffle table, to do whatever might be needed to give general assistance at the tennis/pickleball court and basketball court, and to help with general set up and clean up. We need a total of 12 neighbor volunteers to take these shifts. If you can help, please call 415-499-1477 to volunteer.

Second Saturday Medians• Nanni WurlThe April workday was a challenge on account of all the weeds. In all my years working on the medians, I have never gotten stuck with so many. Three large green cans and 9 extra. I hope to never see so many in my backyard. The crew and I would appreciate it very much if we could get some help from our fellow residents. We work on the medians to make it attractive for all of you. Please help.I would appreciate it too if somebody could take some of the weeds when I work by myself. I put everything in pillow-cases which makes it clean. Working were Carolyn Byrne, Arlene Davis, Aliseo Garcia, Wayne Lechner, Amanda Mitchell, and Carl & Helen Sitchler. Dennis Bortoli couldn’t join us as he helped with the annual Easter Egg Hunt. Carl’s weed-whacker decided to strike but Aliseo came to the rescue.Working on the long median, between Meadow and Mabry, is always a challenge. None of the Crew is excited to take on such a big project (700 feet), but it needs to be done so we tackled it in May. I changed the work day to the 1st Saturday because of the extra curb-side pick-up by the Marin Sanitary District the following week. I figured we could use it!Working were Carolyn Byrne, Dennis Bortoli, Kurt Huget (whom we consider the owner of this long stretch since he waters and fixes the damage done to the sprinklers by wild drivers), Aliseo Garcia, Amanda Mitchell, and Carl & Helen Sitchler. Wayne Lechner was not able to join us. Dennis, Carl, and Aliseo weed-whacked, Kurt pruned, and the remaining Crew pulled the weeds in the plants, etc. We would like to thank Alison Fuller and Joel Yau for donating their green cans. We would like to extend a special thanks to Mary Hanley and Marty Parker for picking up sheets with weeds. And an extra thank you goes to Marty for donating towards our lunch. An unknown woman gave money to Carl & Helen when they were working on their median – thanks to her too. We will return to our nemesis for pruning, but the median in front of the three homes comes next on account of our watering.

The independent production with 30 volunteer top performers reached 102% of stretch goal netting $5,059 which will be used to buy much needed equipment and supplies for the community theatre program presently administered by the SR Community Services Department. Lucille Mary PhillipsMay 5, 1926 – April 16, 2017Santa Venetia suffers another great loss. Lucille Mary Phillips, a Santa Venetian for 62 years, passed away on Easter Sunday, April 16, 2017. She was 90 years old—just three weeks shy of her 91st. She is survived by her family—husband Hugo, and children Lauretta, Robert, (daughter-in-law Julie), Patrick, and Mary, grandchildren Forrest, Allyson, Grant and several nieces and nephews.Born in Chicago, Illinois, May 5th 1926, Lucille had one sibling—her younger brother Fred (deceased). She contracted Polio when she was 8 years old. During the war years, she worked for Illinois Bell as an operator and then worked full time for Illinois Bell. She met Hugo who worked for AT&T in Pt. Reyes. They married in Chicago on May 2, 1953 and moved into their first and current home on Vendola Drive in Santa Venetia on Valentine’s Day, 1955, where they raised four children. Her social life was filled with friends from church, Young at Heart, 50 Plus, Whistlestoppers, Marin Council Telephone Pioneers, and the Gallinas Yacht Club. She loved traveling, especially on barges. Lucille touched many lives, bringing love, joy and comfort to those who knew her.
